He said based on spe- cific information from intelligence agencies regarding attempt of infiltration in Gurez Sector, troops de- tected three militants moving in the forest area on the our side of Line of Control. “The militants were immediately engaged by firing from the post located along the fence. The fire was very effective and re- sulted in the killing of one militant, while the remaining two managed to escape un- der the cover of thick foliage. Chairing a high level meet- ing here to review the progress on PMGSY and get appraisal on the status of land acquisition process being carried on across the state to ensure construction of roads hassle free. Srinagar, July 19 The Forensic Laboratory (FSL) authorities have submitted its report regarding the re- cent fire incident in the Civil Secretariat campus to the government on Friday. Sources told KNS that the FSL report indi- cates that the fire was caused due to kero- sene oil and has rejected the initial claims of the authorities that it occurred due to the short circuit. “Immediately after the fire incident the FSL experts had collected eight samples from the spot. However, they collected four more samples on the instruc- tions of Secretary General Administration Department (GAD) Sheikh Mushtaq Aha- md who was appointed as the enquiry offi- cer of the incident by the government. All the samples have shown that the fire was caused due to kerosene oil,” they added. Director FSL Inyat U Khan confirmed to KNS they have submitted the report to the GAD. “We submitted the report to the gov- ernment within shortest possible time,” he said. Fire had engulfed a two-storey wooden an- nexe at Civil Secretariat here on July 11, de- stroying official records of various depart- ments. The Government had ordered an inquiry into the incident to be conducted by Secretary, GAD and had asked that inquiry should be completed within 15 days. Policeman dies in ‘accidental’ fire Handwara, July 19: A police follower lost his life when his service riffle went off ‘acci- dently’ during the wee hours on Friday in North Kashmir’s Handwara Town. Superintendent of Police Handwara Chodhri Moham- mad Aslam told CNS that police is investigating the matter whether the said police follower committed suicide or died due to accidental fire. Police sources said that Abdul Majeed Khan resident of Hafrad Vilgam died due to bullet injuries under his chin at the Handwara camp of special operation group. Khan, who was working as a follower in the police, sustained the injuries in “accidental” fir- ing, the sources said. It was not immediately clear whether Khan was killed due to mis-firing from his own weapon or from the weapons of any of his colleagues.Police has started an inquiry into the incident. Srinagar, July 19 At least two persons were injured in clashes that erupted at various places across the valley on Friday against the killing of four civilians in Gool area of Ramban yesterday in BSF firing. Authorities clamped curfew in most parts of Kashmir and several areas of Jammu to thwart sepa- ratists protest calls against the killings. Sources told KNS that at least two persons were injured in police action at Kurhama near Gander- bal. They said police used force to quell the protesters who were demonstrating against the civilian killings by BSF at Gool. Reports said protests also rocked several areas of Jammu division against the killings in Ramban where curfew remained in force. Various religious and separat- ists organisations had called for protests across the J&K after Friday prayers. IGP Kashmir confirmed to KNS that two persons were injured in Ganderbal during protests. How- ever, he said situation across the Kashmir remained by and large peaceful. In the wake of the incident, no fresh batch of Amarnath pil- grims was allowed today from Jammu for Amarnath cave shrine in south Kashmir Hima- layas, police said. Traffic on the Srinagar-Jammu Highway was closed since mid- night last night as a precaution- ary measure. Srinagar, July 19, Director General of Police, Ashok Prasad Friday said restrictions would continue till Sunday evening. “Whether curfew would be imposed or not is a secondary question but one thing is clear that restrictions on the movement of people would be there at least for three days till Sunday when strike would be over,” Prasad told CNS adding that it is better to restrict the movement of people than to put them in danger. He said that the police have no option but to impose either curfew or restric- tions to avoid casualties. “What can we do in a situation when separatists call for strikes and protests? We are for the protection for the people and we have to take measures to avoid loss of life,” Prasad said. SRINAGAR, JuLy 19: In order to further strengthen the Panchayati raj System in Jammu and Kashmir, the State level High Powered Committee headed by Chief Secre-tary Mohammad Iqbal Khanday discussed and approved the Annual Plan 2013-14 under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) to the tune of Rs 55.50 crore for funding.Maintaining that capacity building and training of all Panchayat functionaries is important for efficient func-tioning of Panchayats in the State, Chief Secretary asked for organizing more exposure visits to different outside State Panchayats to acquaint them with their working. He also called for performing a Base Line Survey to gen-erate effective data Bank at Halqa Panchayat level to help Panchayats in the development of plans.It was informed in the meeting that State Panchayat Re-source Centres (SPRCs) and district Panchayat Resource Centres (dPRCs) are planned to be established under RGPSA in various districts. Moreover, Rs 50,000 will be provided to each Halqa Panchayat for various services including street Lighting, sanitation, repairs of Halqa as-sets etc under the Scheme. For administrative and tech-nical support to Panchayats, services of 4 member team comprising Panchayat development officer, Accountant Cum data Entry Operator, Panchayat Sahayak and Ju-nior Engineer are needed under the scheme. As such the total requirement of personnel for data entry operator is 2064 with a target of 518 operators during the current fi-nancial year and placement of 1032 Panchayat Sahayaks, the meeting was informed. Gurez, July 19, CNS: Panic gripped in Samboora area of Pampore town when security guards of Social Welfare Minister Sakina Itoo resorted to indiscriminate aerial firing after the cavalcade of the Minister was attacked by agitated protestors.Eyewitnesses told CNS that Minister for Social Welfare Sakina Itoo was returning to Srinagar from Shopian. “As her cavalcade reached near Samboora Pampora, agitated youth resorted to heavy stone pelting and smashed the window panes of various vehicles accompanying her,” one of the eyewitnesses said.As the youth tried to attack the vehicle carrying the Min-ister, the security guards came down from the vehicles and resorted to aerial firing which created panic in the area. 27 Struc-tures dam-ages in fire

Srinagar July 19, 2013: Four Government offices, twenty two shops and house got damaged in fire incidents in Valley.during intervening night of 18/19.07.2013, fire broke out in the Main Market Sogam, Kupwara, in the jurisdiction of police sta-tion Sogam, resulting in damage to four offices, Treasury, Post office, Library, AEE irrigation Office and twenty-two shops. Moreover, some civilians and an officer sustained minor injuries in the incident. A case FIR number 57/13 under section 436 RPC has been registered in this regard.In another incident, due to leakage of LPG gas, fire broke out in the resi-dential house of Farooq Ahmad Bhat resident of dhobi Mohalla, Bata-maloo, Srinagar, in the jurisdiction of police sta-tion Batamaloo, resulting in partial damage to the house. However, no loss of life or injury was re-ported in this incident.

Supreme Court declines to stay Centre's scheme for minority students in GujaratNew Delhi: The Supreme Court today

declined to stay the Gujarat High Court's February order, in which it had rejected the Narendra Modi government's conten-tion that the Centre's pre-matriculation scholarship scheme for students from mi-nority communities was discriminatory.

In a majority decision, the Gujarat High Court had upheld the constitutional validity of the scheme and directed the state government to implement it. The Modi government then ap-proached the Supreme Court.

The Centre's scheme, applicable in all states, is for students belong-ing to five religious minorities, including Muslims, whose parents earn less than Rs. 1 lakh annually. The Central government pays for 75 per cent of the scholarship amount and states are expected to pick up 25 per cent of the tab.

In today's hearing, the Gujarat govern-ment argued that the Centre's scholarship for minorities is a scheme based on reli-gion and the Centre cannot compel the state to implement it.

Gujarat also argued that the state al-ready has a similar scheme for all poor

students irrespective of their religion and that the Centre's scheme amounted to dis-crimination based on religion.

While declining to stay the High Court's order, the Supreme Court said it has to view the matter through the Centre-state relationship prism and issued notice to the Centre, asking it to

respond to Gujarat's contention that the scheme is discriminatory. The case will next be taken up in the first week of August.

It was Congress leader Adam Chaki who had first filed a Public Interest Liti-gation in the Gujarat High Court, asking it to direct the state government to imple-ment the Centre's scheme.

“Some ministers of the Mayawati government are in jail and some more can go there...action will be taken on some more ministers who are accused of wrongdoings,” Yadav said to queries over Vigilance department seeking per-mission for filing FIR against five and chargesheet against three others.

“How many ministers of the previ-ous government will go to jail cannot be spelt out as of now,” he said in reply to another question.

According to official sources, Vigilance department has sought per-mission from the government to file chargesheet against three former ministers of the BSP government -- Rangnath Misra, Avadhpal and Badshah Singh -- on various charges, including those under Prevention of Corruption Act.

The department has also sought permission to lodge FIR and conduct probe against five other former ministers -- Chandra Dev, Naseemuddin Siddiqui, Ramvir Upadhyay, Rakesh Dhar Tripathi and Babu Singh Kushwaha.

Vigilance department has already lodged a case against anoth-er former minister Ram Achal Rajbhar and investigations are on.

Lokayukta N K Mehrotra had investigated charges against these ministers and found these prima facie correct.

In his report to the chief minister, he had recommended formal investigation by the Vigilance and other agencies. The govern-ment had then handed over the inquiry to the Vigilance depart-ment.

1984 anti-Sikh riots case: CBI to appeal against Sajjan Kumar's acquittal

NEW DELHI: CBI will challenge before Delhi High Court the acquittal of Congress lead-er Sajjan Kumar in a 1984 anti-Sikh riots case by a city court as it has found "strong grounds" which could form basis of its petition.

CBI sources said here on Tuesday that the agency is likely to wait till the court pronounces its verdict on the quantum of sentence for those found guilty in the case.

District and Sessions Judge J R Aryan had on April 30 acquitted Kumar in the 29-year-old case in which he was accused of murder and of in-

stigating a riotous mob that killed five Sikhs in Delhi's cantonment area.

Five others -- Balwan Khokkar, an ex-councillor, Mahender Yadav, an ex-MLA, Kishan Khokkar, Gird-hari Lal and Captain Bhagmal -- were convicted for their involvement in the riots that had broken out after the as-sassination of the then Prime Minister Indira Gandhi on October 31, 1984.

Kumar, a former Lok Sabha MP from Outer Delhi who was refused a Congress ticket for 2009 Lok Sabha elections, still face trial in another 1984 rioting case. In a third case, the Delhi Police have filed a closure re-port, saying there was no evidence against Kumar to implicate him.

CBI sources said the agency's legal depart-ment has studied the judgement and highlighted several strong grounda on the basis of which it is likely to approach the Delhi High Court chal-lenging the acquittal of Kumar. His acquittal has led to protests by Sikh outfits in the national capi-tal and in parts of Punjab.

They said CBI would approach the Law Ministry seeking its approval for initiation of the process of appeal in the high court to challenge the verdict.

NSUI denies reports of naked dance, says leader suspended

Union of India has denied news reports that its now sus-pended Mumbai President Suraj Thakur had danced na-ked at a Congress party func-tion in Kandivli, Mumbai.

“NSUI dismisses all the news reports of the alleged ‘nude party’ at an organization-al function. There was no such incident at any of the organi-zational functions in Mumbai and there is absolutely no basis to these reports” said the or-ganisation in a media release issued on Tuesday.

The release added that Thakur, along with two other office bearers – National Delegate Hitendra Gandhi and State General Secretary Vicky Vhatkar – were suspended for a month following incidents of misbehaviour with se-nior members of the organisation.

Bhandari also reiterated that the organisa-tion would not tolerate any breach of its code of conduct and stringent action would be tak-en against any defaulter.

Earlier today, media organisations includ-ing Firstpost reported that Thakur had been suspended for dancing naked at a Congress party function.

Govt, Oppn holding back-channel talks to end Parlia-

New Delhi: With no headway in Parliament, sources now say that the government is holding backchannel talks with the Opposi-tion to get the crucial food and land bills passed.

CNN-IBN learnt from sources that the Congress and the BJP leaders met in Parliament, with UPA chairperson Sonia Gandhi and Opposition leader Sushma Swaraj even seen hugging each other.

Sources added that the BJP had deputed Ananth Kumar to initi-ate backchannel talks to end the deadlock. Sources said that he had already spoken to NCP leader Sharad Pawar, who would now brief Prime Minister Manmohan Singh.

Sources indicated that the government would call an all-party meeting if the BJP agreed to attend. Sources added that Sonia had told her party it should aggressively push for the Food Bill and the message should go out to the public that it wants the bill.

Ram Jethmalani gatecrashes into BJP Parliamentary Party meet

Suspended BJP MP Ram Jethmalani today gatecrashed into the Parliamentary Party meeting of the main Opposi-tion and accused it of being soft on the UPA government on the corruption issue.

Though Jethmalani is not permitted to attend the weekly Parliamentary Party meeting of the BJP, he stormed into the venue in Parliament House complex and accused the party of being "too mild", sources said.

Suggesting that the Opposi-tion's attack needs to be sharp-ened, Jethmalani said BJP was not slamming the government as vociferously and strongly as it should have done on the issue of corruption.

He alleged that BJP is in a state of flux and not active enough in targetting the ruling party.

Jethmalani also asked the party leadership as to why no action has been taken on re-moving him from the party though over three months have passed since he was served a notice. He said he should either be thrown out of the party or

on November 25 last year after he attacked the party over cer-tain issues.

All BJP MPs, including Parliamentary Party Chief L K Advani, Leader of Opposition in Lok Sabha Sushma Swaraj and her Rajya Sabha counter-part Arun Jaitley, heard Jethma-lani in silence as he spoke for 10 minutes before walking out in a huff, the sources said.

Ravi Shankar Prasad and Shahnawaz Hussain among others spoke against Jethma-lani's behaviour and said this should not be tolerated. Several MPs suggested that he should be thrown out of the party.

BJP top brass, however, is of the opinion that expelling Jethmalani from the party will increase his "damage potential and nuisance value" as he will be free to speak his mind in the Rajya Sabha. This would harm the party even more. He may

be issued a show cause notice on his conduct today, some of the MPs said.

As a suspended member, Jethmalani is bound by BJP whip and can speak or cast his vote in the House only as per the directions of the party.

Meanwhile, party insiders said a decision on Jethmalani may be taken soon in view of his outburst against BJP.

BJP president Rajnath Singh was not present in the meeting.

Soon after the BJP Parliamentary Party meeting, senior leaders who are mem-bers of the party's Parliamen-tary Board, its top decision-making body, met at Advani's office in Parliament House and discussed the issue.

Among those who attended the meeting included Rajnath Singh, Swaraj and Jaitley.

Jethmalani has also written to the party president seeking an early decision on his suspen-sion after a notice was served on him.

The noted lawyer, however, did not take any telephone call despite repeated attempts.

Parameshwara starts counting chickensLooking satisfied with the exit

poll results indicating a victory for the Congress in the Legislative As-sembly elections in the State, Kar-nataka Pradesh Congress Com-mittee president G. Parameshwara said there were many aspirants for the post of Chief Minister, but the high command would take a final call after the announcement of the results.

Speaking to presspersons, he rejected the Bharatiya Janata Par-ty’s opinion that there would be a fractured verdict and said that the people, fed up with the coalition experiment coupled with corrup-tion, had given a clear verdict in fa-vour of the Congress, which would be known on Wednesday. He was categorical that there would be no chance for a coalition government.

Mr. Parameshwara, who left for Koratagere constituency to thank the people, said that the party had a tradition of taking the opinion of the MLAs in the Congress Legis-lature Party meeting and decide who should head the government. By virtue of being KPCC presi-dent, who was successfully lead-ing the party to victory, if the exit polls were an indication, he said he was a strong contender for the post, depending upon the parameters on which the high command would decide. But, he did not explain it.

Though the KPCC presidents, who led the party to victory became chief minis-ters in the past, the tradition was also bro-ken some times, he said. Asked whether he was ready to take on the Chief Minis-ter’s mantle, he countered who would say

no and said that he would handle it smoothly. Explaining how the party would fare in the elections, he said that it would get more seats in Hyder-abad Karnataka region as the people benefited from the special status un-der constitutional amendment to Ar-ticle 371 (J) and in coastal, northern Karnataka and mixed response in southern parts.

If there was a unanimous opinion in the CLP on a particular leader, the high com-mand observers would announce it. Otherwise, they would discuss the possibility of choosing a person from among the other contenders, depending upon the support they command. Since, the Congress has a single and strong command, there would be no problem in choosing the CLP leader and all would abide by the decision.

The KPCC presi-dent said that the high command had not promised any leader, in-cluding himself, of anointing them as Chief Minister and they were merely asked to work for the suc-cess of the party. He said no ar-rangements had been made by the party to send observers for a dis-

cussion to the city, in view of the exit poll results either. Asked why there were mistakes in the distribution of ticket, he corrected it saying they were political compulsions.

ontemporary India comprising Cnearly 1/6th of the world population is a huge melting pot of

human diversity brought about by wave upon wave of human migrations followed by admixtures with the existing populations. It is organized into various ethnic, religious, caste groups and isolated tribal populations. There are over 4693 communities, 325 functioning languages and 25 scripts. Indian Genome Variation Project completed recently, was aimed at studying diversity of 1000 biomedically important and pharmaco-genetically relevant genes in populations representing the genetic spectrum of India. A careful effort was first made to select representa-tive populations of diverse linguistic, ethnic origins from all the major geographical zones of the country from Kashmir to Kanyakumari and from Gujarat to Assam. This ambitious project is also unprecedented in terms of the number of participants-over half a dozen Institutes and over 150 CSIR scientists contributed to it. The Institute of Genomics and Integrative Biology (IGIB), Delhi, Centre for Cellular and Molecular Biology (CCMB), Hyderabad, Indian Institute of Chemical Biology (IICB), Kolkata, Central Drug Research Institute (CDRI), Lucknow, Industrial Toxicological Research Centre ( ITRC), Lucknow, Institute of Microbial Technology (IMTECH), Chandigarh, The Indian Statistical Institute (ISI), Kolkata, Anthropological Survey of India and The Centre for Genomic Applications (TCGA), a public-private partnership were closely involved in the studyIncreased life-expectancy and life-style changes have ushered in complex diseases like diabetes, asthma, cardiovascular disorders, epilepsy, schizophrenia and bipolar disorder. Nearly 1% of the Indian population suffers from complex diseases that need expensive interventions and prolonged medication, which again, are not free of side–effects. Identifying optimum dosage and a suitable schedule of medication customized for each individual to minimize side effects is a major challenge. Uses of Gene MappingThere are over 6 million differences at the basic genetic level between two unrelated individuals. Variations at the level of single

nucleotides are commonly referred to as Single Nucleotide Polymorphism (SNP). Most variations arise randomly and do not affect survival. Complex disorders are a consequence of the cumulative effect of a large number of variations that independ-ently have small effects that are, individually neither necessary nor sufficient, to cause the disease. Of course, the interplay of environment, diet and lifestyle are often triggering factors. IGVCP sought to provide answers to vexing questions such as “which genetic marker(s) predisposes an individual to a certain genetic disease/disorder placing him at greater risk or, how do certain groups of people respond to a given drug. It focused on actions that can be initiated with the current levels of knowledge; with disorders where the number of genes involved is known. For example, as in the case of ocular and muscular problems, diabetes and drug metabolism/response genes. The exciting outcome of the IGVCP is that it has presented scientists with a clear genetic profile of our populations and has shown that there is a strong association between genetic and linguistic profiles in India.IGVC results have revealed that though India is a conglomerate of diverse ethnic and linguistic lineages nevertheless they cluster into broader groups of genetic homogeneity and there are significant differences in the frequencies of disease-associated genetic markers between the groups. With IGVdb, scientists can scan the national frequencies of the 1000 genes.A closer scrutiny will no doubt reveal finer nuances of the genetic pre-disposition that the Indian population has to certain diseases and ultimately, facilitate personalized therapies for people by matching drug design to their genetic profile. In the era of predictive medicine, each individual could have a personalized health regime based on his/her genetic make-up.Clues for Disease Association and Drug ResponseThe results of this study will help in making predictions of diseases and effectiveness of specific drugs used for various diseases, and in designing future scientific studies to understand genetic underpinnings of major diseases in India. These results have also provided the first

set of insights into the processes of human adaptation to different environments in India. HIV/AIDSThis study has revealed that a known protective genetic marker against HIV-1 is virtually absent in India, implying that we do not have a natural or genetic protection against HIV-AIDS. This validates the HIV epidemiology data and further reiterates for a national policy to combat this dreaded disease. AsthmaThe IGVdb data has major implications in designing drug-discovery studies and selecting suitable populations for testing drug efficacy. It has suggested that the Indian populations are likely to respond differently to salbutamol (drug for bronchial asthma). This information also provides a framework that will enable identification of specific populations with differential response to different classes of drugs for future studies on epidemiology and drug response determinants.MalariaIncidence of the more severe form of malaria caused by Plasmodium falciparum is high in India (~0.9 million cases reported annually). However, some, but not all, infected individuals develop severe complications. Polymorphisms in more than 30 human genes have been associated with susceptibility/resistance to severe malaria. Data from IGVC revealed significant differences in genotype frequencies of the Single Nucleotide Polymorphisms (SNP) in populations residing in P. falciparum-endemic and non-endemic regions of India. GlaucomaIGVCP has mapped a SNP (in the gene CYP1B1), which is an allele for Primary Open Angle Glaucoma (POAG) across the different population groups. Over 70 per cent of the POAG cases appear to be inherited although the pattern of inheritance does not seem to clearly follow the classical laws of Mendelian inheritance. Glaucoma is now included in the list of disorders that can be investigated using the IGVdb.Cardiovascular DiseasesIncreased levels of Homocysteine (Hcy) are associated with a range of disorders including pediatric acute lymphoblastic leukemia, ischemic stroke and cardiovas-

cular disease. Normally, Hcy plays an important role in the metabolic cycle of Methionine. Any anomaly in the levels of Hcy impairs the Methionine cycle and interferes with the balance of critical proteins required by the body. Folates and Vitamin B 12 are dietary factors that are instrumental in maintaining the conversion of Hcy to Methionine via an enzyme called MTHFR. Mutations in the MTHFR gene can lead to altered levels of Hcy. The allele MTHFR C677T ( a tiny change where base T replaces base C) is one of the better known polymorphism responsible for raising Hcy levels. The IGVdb provides information that can be used to home in on populations that could benefit from supplementation of folate and Vitamin B 12 in their diets-thus effectively short circuiting their predisposition to cardio vascular diseases because of a genetic condition.Neurological DisordersIGVdb is a treasure trove for those studying the genetic pre-disposition of neurological d isorders such as Schizophrenia and bipolar disorders. The IGVdb clear ly es tabl ishes that polymorphisms of certain genes on Chromosome 22 that are known to be associated with these two disorders, vary markedly across ethnic groups in India. Polymorphisms in one gene-MLC1-has been associated with both these neuro –psychiatric disorders/ IGVdb will allow scientists to work out, on large and diverse population sample, how polymorphic alleles interact with other genes. Gene-disease association studies have been carried out in India earlier too. But these were restricted both geographically as well in sample size. With IGVDb has come a quantum change in the way we look at populations and genetic predispositions. It is the harbinger of a paradigm shift in our way of addressing the healthcare problem on a pan- India basis yet focusing on an individual at a personal level as well.The critical importance of IGVdb lies in the fact that there now is, for the first time in India, a scientific basis for the identification of appropriate cohort groups for pooling samples to arrive at a gene-disease association applicable across the length and breadth of the country. After the second phase of IGVdb there will be enough data to fashion tools for

The inferior status of and the crimes and violence against the girl child that have emerged in the recent

years is a matter of deep concern. The incidence of female foeticide has been increasing over the years denying the girl child the right to be born. Census figures reveal that the female sex ratio in the country for the 0-6 years age group has declined from 976 in 1961 to 927 in the year 2001. If this trend continues, it is feared that the girl child numbers will drastically reduce distorting societal fabric and leading to many social deviant patterns such as polyandry, trafficking and forced marriages. Even after her birth, the girl child is discriminated against in many ways in terms of nutrition, education, health; she is also a victim to a number of atrocities and violence such as rape, trafficking, early marriage and pregnancies, and the resultant high maternal and child mortality. A very significant reason for the poor status of the girl child is the perception of society that she is a burden and not an asset. Traditional and cultural customs too reinforce these perceptions. For example, traditional concepts perceives a girl as ‘paraya dhan’ and that she is not a permanent member of her birth family; that by giving her a share in the family property/assets, these assets will move away from the family after her marriage’ and dowry will deplete family resources; these misconceptions and myths affect the girl child’s worth and self esteem. The Government has embarked on a multi pronged and multidimensional strategy for the welfare of the girl child both at the Centre and States for bringing about attitudinal changes in the society towards the girl child through legislative, preventive, advocacy and programmatic inputs. These include Kishori Shakti Yojana, which is a holistic programme for the self-development of adolescent girls. The National Programme

for nutrition for Adolescents Girls provides additional nutrition to underweight girls. A proposal for combining the above mentioned two Schemes is on the anvil, in order to provide all developmental inputs to the adolescent girls in one package. In order to enhance the educational status of girls, specially from disadvantaged communities schemes such as Kasturba Gandhi Balika Vidyalaya and National Programme for Education of Girls at Elementary Level (NPEGEL), are being implemented. With the objective of reducing the incidence of female foeticide and restore value and status to the girl child, the Ministry of

Women and Child Development have launched in March, 2008, the Scheme of Dhanalakshmi, a Conditional Cash Transfer Scheme for Girl Child with Insurance Cover. This Scheme has been initiated as a pilot project in selected Blocks which are educationally backward. The Scheme provides for cash transfers to the family of the girl child on their fulfilling specific conditionalities – birth and registration of the girl child, immunization, enrollment and retention in school and if the girl child remains unmarried at the age of 18 years, an insurance cover of Rs. 1 Lakh will be given to her. For the survival of the girl child, the initiative of ‘Palna or cradle baby scheme’ has been incorporated

in the proposed Integrated Child Protection Scheme, where the objective is to prevent female foeticide by rescuing unwanted baby girls and placing them in loving adoptive families. To protect the girl child from social evils such as trafficking, the Ministry of Women and Child Development has launched in December 2007 the Scheme of “Ujjawala”, a comprehensive scheme which has specific components for Prevention of Trafficking and Rescue, Rehabilitation and Re-Integration and Repatriation of Victims of Trafficking of Commercial Sexual Exploitation.

In addition, there are a number of legislations for safeguarding the rights of the girl child such as Pre-Conception and Pre-Natal Diagnostic Techniques (Prohibition of Sex Selection) Act, 1994 to prevent diagnostic sex selective techniques and subsequent abortion of female foetus. The Prohibition of Child Marriage Act, 2006 replaced the Child Marriage Restraint Act giving more strength to prohibit child marriages and enhancement of punishments for those who abet, promote or perform child marriages. The Prevention of Domestic Violence Act, 2005 is being implemented to prevent violence and harm to women and girls in household. The Indecent

Representation of Women (Prohibition) Act, 1986 prohibits women and girls from being indecently portrayed in public domain. In order to prevent trafficking of persons especially young girls for commercial sexual exploitation, Immoral Traffic (Prevention) Act, 1956 is being amended to make it more stringent against the perpetrators of the crime and thus reduce demand for exploitation of young girls and withdrawal of those Sections which earlier penalized the victims of trafficking. India is a signatory to a number of International Instruments such as UN Convention on the Rights of the Child (CRC), its two Optional Protocols, and Convention on the Elimination of all Forms of discrimination against Women (CEDAW), thereby affirming its commitment to the growth and development of women and children. In spite of the various initiatives there is a felt need to raise the consciousness of the society towards the girl child so that she can be valued and respected. It is imperative to bring to centre stage the different problems faced by the girl child and gender sensitization amongst the various sections of society, and help in transforming mind sets towards the girl child. For this purpose it has been decided that a particular day in the year be dedicated to the girl child with emphasis on wide spread sensitization programms on important issues pertaining to her survival, welfare, development and empowerment. The declaration of such a day will be beneficial in focusing attention of the Nation on her well-being and will definitely boost national awareness. The Government has declared January 24 of every year as ‘National Girl Child Day’. This day was specially chosen to commemorate the day when Late Smt. Indira Gandhi was sworn in as the first woman Prime Minister of the country which was a big step towards

On the other hand private schools are showing hundred percent results. This is only because of accountability in the private schools while as the same is missing in government institutes. Private schools are and have played a key role in boosting quality education system in the Jammu and Kashmir state. Future generation’s strong foundation in education sector is laid by dedicated work of private education institutes. It is hoped that private institutes will fulfil their commitment in imparting best education to the students studying in respective institutes. At the same time institutions should also share their social responsibility of providing quality education to the underprivileged students of the society and train them to compete with their counterparts in the world of competition. Right now there are more than 10000 private education institutes working in the state where more than 2 lac students are studying. The education sector has to achieve new heights in the state and private players have active role to play in universalizing quality education in all parts of the state. The changing competitive atmosphere has forced parents to look for better alternatives so as to enrich their children with good knowledge. Parents are left with no choice other than getting their wards admitted in private schools, in anticipation of their bright future at any cost, of which the private schools have started to take undue advantage. With the result there has been a significant increase in the number of private schools with each adopting their own unique policies. Their prime role being to impart quality education among the students is under scanner due to their unfriendly practices and now questions are being raised against their duty regarding the development of the students and that of the education. Charging huge sum of money and resorting to unfamiliar admission policies have become common in some of the private schools. These educational institutes seem to have become more of business houses where one can earn huge amount of profits in contrary to their primarily role of providing the platform where knowledge is gained and shared. Whether they are really concerned about the students and in what sense their actions depict their seriousness in the field of education are the questions that strike one’s mind again and again and need to be answered. Much to the annoyance of the parents they charge huge admission and monthly fee and there is no one who can intervene and look for the solution. Parents strive hard to meet the day to day requirements of their children and when it comes to the matter of imparting proper and quality education, they tend to choose the best. The admission policies followed by some of the private schools are totally unaccept-able. What is the point to interview a child of two to four years when he is yet to learn anything and has come to seek knowledge? Where would the less talented children go if they are discarded of the admissions every where? In addition to the interview policy, some of the private schools also charge a large sum of money on the pretext of having a good infrastructure. It seems that they have forgotten that infrastructure alone could be of no use if the school lacks well trained teachers and engaging curriculum that motivates a child to think and act in the proper way. It is high time when these private schools should realize their role in the field of education and stand abreast in respecting this noble profession. These educational institutes must realize that their prime responsibility is to impart knowledge and they should follow a well laid down admission procedure that does not violate any law and is acceptable by its nature. A well laid down procedure can be formulated by taking into consideration the views of both school authorities and parents. Providing an equal opportunity to the weaker students as well as to guide them so that

said, “We have a lot of credible people. Have some patience. We will definitely show you the face.”

Mr Thackeray was in the capital to attend a meeting of industry organised by trade body ASSOCHAM.

The Sena chief had recently targeted Mr Modi in two editorials in the Shiv Sena magazine the Saamna, but within hours of the second arti-cle being published, had backtracked, explaining that he had not meant to attack the Gujarat Chief Minister who now heads the BJP’s elec-tion campaign. Violence broke out during third phase of panchayat elections in West Bengal

KOLKATA: A CPIM activist, Mother-bux Mullik was killed on Friday during the third phase of panchayat elections in West Bengal. Mullik, a resident of Bodai village in Amdanga under North 24-Parganas dis-trict died when some miscreants hurled bombs at him near his house at the village. CPIM alleged that Mullik was murdered by ruling Trinamool Congress activists.

Violence broke out in many places of North and South 24-Parganas during the third phase of panchayat elections on Friday. Snatching of ballot boxes, arrests of CPIM candidates and their agents, clashes between CPIM and Trinamool Congress activists outside polling sta-tion have been reported from these two districts where panchayat elections are now being held. Central forces jawans had resorted to lathicharge in many places, police sources said.

Miscreants looted ballot boxes in Panchla under Howrah district which is also going for polls on Friday. State election commission sources indicated that they might order re polling in those booths in Panchla from where ballot boxes were snatched by some miscreants close to the ruling Trinamool Congress.

CPIM politburo member and state party secretary Biman Bose alleged that “Friday’s polling reminded us about the Assembly elections held in 1968 when the then ruling party Congress had forcibly cap-tured 90 per cent of booths across the state.” He claimed that Trinamool activists had started hurling bombs at many polling sta-tions at Bhangar I block and Canning area since Friday morning. CPIM agents were

forced to leave polling booths and in absence of opposition party agents, the rul-ing Trinamool ac-tivists captured booths in those ar-eas. Four booths at Basanti block and six booths at Mandirtala block under South 24-Parganas dis-tricts were also captured by the ruling party ac-tivists.”

“In Bishnupur area under South 2 4 - P a r g a n a s , voters were con-fined in a room. Most of the booths at Barasat block were also captured by the ruling party work-ers in presence of state police personnel. Capturing of booths were also reported from areas like Hasnabad, Sandeshkhali, Minakhan, Haora and Amdanga in North 24-Parganas district” Bose alleged.

Tension prevailed at Shyamnagar in North 24-Parganas district following clashes between CPIM and Trinamool Congress activists. Angry CPIM workers blocked road near Dunlop. CPIM workers also held blockade near Shyamnagar rail-way station and movement of trains were affected in Sealdah section. Police sources also said that a CPIM zonal committee of-

fice in Barrackpore under North 24-Parga-nas was also attacked by the ruling party workers.

The opposition CPIM is now busy as-sessing the situation prevailing in the three districts which are going for polls on Friday. Bose said “Friday’s trend is not at all satisfactory. The ruling party with help from the police is trying to capture booths and preventing the opposition par-ties from sending their polling agents in most of the areas. We fear return of dark days in 1972 when West Bengal had experi-enced brutal attacks on democratic set up by the then ruling party Congress,” Bose said.

Parents, three others arrested in rape of minor girl

Police said the girl, who is now 17-years-old, hailed from Alakode, a village in Kannur district.

In yet another shocking incident of child rape in Ker-ala, police here have arrested five persons, including the parents of a teenager, who was raped by her father and others since she was 11-years-old.

Police said the girl, who is now 17-years-old, hailed from Alakode, a village in Kannur district. She had been taken to various places in Kannur and Kasaragod districts by her parents and pushed into prostitution for money.

Two cases under section 376 (rape) and three cases un-der Protection of Child from Sexual Offences have been registered against the accused. While the girl’s mother was arrested yesterday, the oth-er accused were arrested three days ago. All the accused have been remanded.

Alakode Circle Inspector M A Mathew told PTI that the travails of the girl came to light after she ran away from a house in Kasaragod where she was raped. She had been taken there as domestic help.

The girl was picked up by police who found her walking dazed on a deserted road. When questioned, she narrated the incident, Mathew said.

The girl, who is in a traumatised state, has been taken to a women’s home

in Kannur.Police said the girl was first raped by

a neighbour with her mother’s conniv-ance when she was only 11 years. This was followed by her father allegedly rap-ing her several times, she told police.

As per statistics from the state Crime Bureau, this year till March there have been 159 incidents of rape against chil-dren, 10 cases of murder, 33 cases of kidnapping and abduction. Other cases against children are 270. Till March this year, about 480 cases of crime against children have been recorded in the state.

During 2012, 1324 cases have been re-corded of which 455 are rape cases.

Justice Sathasivam, who convicted Sanjay Dutt, to become CJI

President Pranab Mukherjee on Saturday ap-pointed Justice P. Sathasi-vam, seniormost judge of the Supreme Court, the 40th Chief Justice of India.

He succeeds Altamas Ka-bir, who retires on July 18, and will have a brief tenure of about nine months.

Justice Sathasivam, 64, is the second judge from Tam-il Nadu to become the CJI. Justice M. Patanjali Sastri, who served as CJI from No-vember 1951 to January 1954, hailed from the undivided Madras Presi-dency.

Justice Sathasivam never served as Chief Justice of a High Court as he was elevated directly to the Supreme Court on August 21, 2007, when he was serving as a judge of the Punjab and Haryana High Court.

Hailing from Kadappanallur vil-lage, Bhavani taluk in Erode district of Tamil Nadu, Justice Sathasivam belonged to an agricultural fam-ily. He was the first graduate in his family and the first law graduate in his village. He was appointed a per-manent judge of the Madras High Court on January 8, 1996. As a High Court judge, though he handled all types of cases, he disposed of more cases in service, labour and acci-dent claim matters. On April 20, 2007, he was transferred to the Pun-jab and Haryana High Court.

He will be sworn in as CJI on

July 19, 2013. He is due to retire on April 26, 2014.

As a Supreme Court judge, Jus-tice Sathasivam has delivered some landmark judgments on matters of national importance which include Reliance Natural Resources Ltd. vs. Reliance Industries Limited wherein he emphasised the use of natural resources through public sector undertakings. He observed that “in a national democracy like ours, the national assets belong to the people” and “the government owns such assets for the purposes of developing them in the interests of the people.”

In Rabindra Kumar Pal alias Dara Singh vs. Union of India case, he dealt with the triple murder case of Australian Christian missionary Graham Stuart Staines and his two minor sons. This judgment con-cluded with the hope that Mahatma Gandhi’s vision of religion playing a positive role in bringing India’s numerous religions and communi-

In another valiant pro-nouncement in Md. Khalil Chisti vs. State of Rajasthan, he set aside the Pakistani na-tional’s conviction under Sec-tion 302 IPC and allowed him to go back to his native coun-try.

tion exceeded its jurisdiction in lodging FIR of disproportionate as-sets against Mayawati in the Taj Corridor matter and the same was quashed as being illegal.

In a number of judgments, he cautioned the courts against awarding lesser sentence in crimes against women and children and showing undue sympathy towards the accused by altering the sen-tence to the extent of period already undergone.

In the Mumbai blasts case, Jus-tice Sathasivam convicted Bol-lywood actor Sanjay Dutt to five years’ imprisonment under the Arms Act and he was asked to serve out the remaining sentence.

As executive chairman, Na-tional Legal Services Authority, he visited several States and created awareness on people’s rights and entitlement. He inaugurated sev-eral legal literacy camps in rural areas, schools and colleges.

Anil Ambani, wife Tina summoned as witness in 2G case

The agency had contended that Anil Ambani, who is the Chairman of Reli-ance ADA Group, will be able to "throw light" on the issues of alleged investment by his group companies.

Reliance ADA Group Chairman Anil Ambani, his wife Tina and 11 others were today summoned as prosecution witnesses in the 2G spectrum allocation case by a Delhi court.

"I find that examination of these wit-nesses is necessary for just decision of the case...," Special CBI Judge O P Saini said adding "the application is allowed in total and all 13 are summoned."

CBI, in its plea, had sought summoning of Anil Am-bani as witness in the case to ascertain the alleged in-vestment of over Rs 990 crore by Reliance ADA Group companies in Swan Telecom Pvt Ltd, facing trial in the case along with its promoters Shahid Usman Balwa and Vinod Goenka.

The agency had contended that Anil Ambani, who is the Chairman of Reliance ADA Group, will be able to

"throw light" on the issues of alleged in-vestment by his group companies.

Ambani is required to be examined regarding the decisions on incorpora-tion of the alleged shell companies, special public prosecutor U U Lalit had said, adding that although he may not have been a part of the decisions taken on these issues, he would have been aware about these matters.

CBI had said that Ambani and his wife had "unrestricted powers" so far as cheque issuing authority is concerned and Tina Ambani had presided over the relevant meetings.

The advocates appearing for the three top executives of Reliance ADAG who are facing trial in the case had opposed CBI's plea saying that the delay on the agency's part in moving this application shows that it is not genu-ine.

The defence counsel had argued that reasons for the de-lay could be explained but CBI has not given any explana-tion regarding this.

Bihar students refuse to eat poor qual-ity mid-day meal, thrash teachers

Over 100 students of a government school in Nawada district in Bihar on Friday thrashed their teachers after they were served poor quality mid-day meal.

The students, aged between 10 and 16, refused to eat the poor quality of the free meal, staged a pro-test and clashed with teachers, said news reports.The students were demanding meals of better qual-ity.The school was not far from the primary school in Saran district where around 60 children were served poisoned mid-day meal, leading to the death of 23.After the tragedy, the Bihar Education De-partment instructed all principals and cooks in its schools to eat the mid-day meal first before serving it to students. It also told them not to use substan- dard or spurious ingredients to prepare the meals.
