Replying to a question during his monthly press conference, Home Min- ister Sushil Kumar Shinde said that he has written to all the Chief Ministers to release the innocent people immedi- ately who are languishing in jail without trial. Shinde also said, he is looking at appoint- ing a screening committee in all states for reviewing cases against the people of minority community languishing in jail without trial. Shinde also disclosed that the government is to push six anti- graft framework bills during Parliament session starting next month to pass vote on ac- count. Shinde said, the deci- sion in this regard was taken at the Core Group meeting of the Congress party held earlier in the day. All the injured were shifted to Sub district Hospi- tal, Magam for treatment where an injured lady Raja Begum age 55 years wife of Mohammad Akbar Ganie resident of Agri Kalan, Budgam, suc- cumbed to her injuries. A case has been registered in this regard. A national cancer grid is be- ing set up to facilitate easy ex- change of information about the feared disease, he said, adding the Government has accorded top priority to tackling this health menace. "We are constantly expanding our efforts on cancer research," the Prime Minister said after laying the foundation of the National Hadron Beam Facility of the Tata Memorial Centre (TMC) here. "This is the third cancer treatment facil- ity for which I am laying the foundation stone in less than two weeks." The facility, expected to be commis- sioned in four years at a cost of around Rs 425 crore, will place India in a select group of countries having such a unit, Dr. Singh said. The PM also laid the foundation stone for a new building for women and paediatric cancer pa- tients. Both projects are coming up on a five-acre plot in the Haffkine Institute ad- jacent to TMC, a premium centre for cancer treat- ment and research. The plot was given by the Maharashtra Government free of cost last year. At the Hadron Therapy facility, a ma- chine will use protons instead of pho- tons to deliver precise beams that de- stroy cancer cells. Official sources told GNS that army pressed sniffer dogs in a bid to trace the soldier but it had to be aborted following bad weather in the area. Two soldiers had gone missing yesterday after a massive avalanche struck army’s 5 ASSAM (D Company) post in Muthal top in Machil sector. While body of one soldier Thoumdan Singh (29-years-old) (belt no. 4372029-W) was re- covered in serious conditions who later succumbed to injuries in the hospital and another jawan Niak W Lampa Konyak (32 years old) (belt no. 4369289-W is still miss- ing, sources said. Meanwhile, army claimed to have rescued 23 people in two separate incidents who were trapped due to snow slides and in- clement weather on Chowkibal - Tangdhar road near Sadhna pass in frontier Kup- wara district last evening. Army’s Srinagar based defence spokes- man in a statement issued to GNS said that three persons who were on their way from Tangdhar, were trapped under a snow slide when they were trying to clear the road for their vehicles. Similarly, 20 persons including 16 men, 02 women and 02 children were rescued by army when their vehicles stuck in snow on the road Chowkibal - Tanghdhar. “DC Kupwara and SP Kupwara sought help from Army authorities. Army unit stationed at Chowkibal responded imme- diately and sent two separate parties for rescue operations”, the spokesman said. Those rescued in both the incidents were medically examined at the Army base and were given shelter, food and clothing for the night. These families were dispatched to their respective places in the morning, the spokesman added. Talking to KNS, Mehbooba said: “One fails to under- stand the logic behind this government’s halfhearted exercise on the new admin- istrative units. As five and a half years of this govern- ment have already elapsed, one can ask why so much de- lay in implementation of the reports prepared by the two separate panels constituted on the subject. Holding meet- ings on new administrative units at the fag end of this government speaks volumes about the political motiva- tions involved in the exer- cise.” She said the meeting being held by the cabinet subcom- mittee at selective locations deflates the claims being made by the government that it wants to take the gov- ernance to the doorsteps of people. “For example, people of Kulgam have been asked to reach Anantnag district headquarters for the inter- active sessions. PDP criticizes ‘delay’ on new administrative units No political motivation; take decisions on rational basis Srinagar, Jan 10: The Union Health ministry has agreed to bear costs of treatment for Bellow Poverty Line (BPL) patients suffering from hepa- titis-C in South Kashmir, where the government has found 787 people with hepatitis-C disease in just two villages of Larnoo block in Anant- nag district. Well placed sources in union health ministry told KNS, that the state health department has already been conveyed that treatment of hepati- tis-C patients cannot be sponsored as there is no such programme be- ing run under the union health min- istry. “We don’t have any such pro- gramme or scheme which will cover the costs of treatment of such pa- tients. And if we sponsor treatment of these patients of South Kashmir, this will become a precedent. The disease being universal, tomorrow, we may receive the proposals for sponsorship of treatment from oth- er states as well,” a senior officer in the union health ministry told KNS. A senior officer in the union health ministry told KNS: “We have al- ready conveyed to state govern- ment that we are ready to sponsor treatment of BPL patients suffering from Hepatitis-C for which have few schemes. And this has been con- veyed to the state government as well.” Pertinently, hundreds of patients in Takia Magam and Sonabarie are in- fected with Hepatitis-C and are wait- ing for the government’s help. The disease in these two villages was detected in January last year. Spe- cial teams comprising of noted liver disease doctors from AIIMS and other prestigious hospitals of the country had visited the area who submitted their reports. According to those reports, over 60 percent of the population from two villages in Larnoo block was diagnosed with Hepatitis-C. Dr Saleem-u-Rehman, director health services Kashmir when con- tacted, told KNS: “We have already identified 787 cases of hepatitis-C in two villages of Takia Magam in Lar- noo block of Anantnag district. According to a statement issued to KNS, the Hurriyat (G) spokesman said that it was 43rd Friday today in a row when Geelani was not allowed to offer Friday prayers. While flaying the administration, spokes- man said it is a brazen interference in religious affairs and his continued deten- tion has badly affected his heath. The Hurriyat (G) spokesman expressed surprise over the functioning of the organizations for Human Rights and said that they failed to deliver their responsi- bilities and even judiciary too is delaying the justice. He said that though an election drama is being staged this year, however the con- tinued detention of Geelani has proved that these elections are one-sided game manipulated by forces and in no terms can be called a democratic process. “Even today in the month of Rabi ul Aw- wal, Syed Ali Geelani was barred from offering Friday prayers. Since 2010, Syed Ali Geelani continues to be virtually in jail. Since 2010, Syed Ali Geelani continues to be virtually in jail. He said the transfer of further powers to Panchayats through Leg-islation is also in offing. “We have taken so many deci-sions for ensuring welfare of the Panchayat Members”, he added and said that handholding of Sarpanches and Panches by his government would continue.Omar Abdullah told Sarpanches and Panches to exercise the powers entrusted to them in best of their capacity and help in upgrading the service delivery of various impor-tant services in the rural areas. He asked them to moni-tor works and make public aware of the powers given by the coalition government to them to ask questions to the government departments regarding their performance on development front, status and nature of expending funds and allotting works besides other matters.“You should also make people aware of the benefits of utilizing powers the government has equipped the people under the Public Services Guarantee Act where under service delivery of about 80 important public ser-vices in 13 departments have been made time bound”, he said adding that the initiatives taken by the government

Fire IncidentsSrinagar, Jan 10: Fire broke out in the residential house of Mohammad Akbar Mughal son of Hakim Din resi-dent of Semari, Kupwara, in the jurisdiction of police station Karnah, fire engulfed other adjacent houses, resulting in damage to the four houses. However, no loss of life or injury was reported in this incident. During the intervening night of 08/09.01.2014, fire broke out in the three storied joint residential house of Khazir Mohammad, Ashiq Hussain and Mohammad Yousuf sons of Ghulam Ahmad Magray residents of Dogripora, Rafiabad, Sopore, in the jurisdiction of police station Dangiwacha. The house was completely damaged in the incident. However, no loss of life or injury was reported. (KNS)

The Speaker, Jammu and Kashmir Legislative Assembly, Mr. Mubarak Gul today laid foundation of Kreshibal and Goripora Lift Irrigation Schemes coming up at a cost of Rs. 1.51 crore and Rs. 1.31 crore respec-tively in Eidgah Constituen-cy. The Speaker was accom-panied by Chief Engineer, Irrigation and Flood Control and other senior officers of the department.

Addressing pub-lic gatherings on the occa-sion, the Speaker said that the construction of these schemes was a long pend-ing demand of locals and these schemes would bene-fit a large population of the local farmers. He assured them that all their genuine demands and developmen-tal needs would be fulfilled in a phased manner. Mr. Gul said that all the roads and link roads in Goripora, Sangam Syed-pora, Kreshibal and other areas would be macadamized and drains would be constructed soon. He further announced

that cricket kits would be distributed among youth of Goripora.

JAMMU, JANUARY 10: Minister of State for Technical Education, Power and Information, Vikar Rasool Wani today instructed authorities of R&B, PMGSY,JKPCC and Housing Board to speed up the work in order to ensure timely completion of the ongoing proj-ects in Banihal constituency taken up under various sectors.The Minister was reviewing the status of on-going projects coming up in Ramban district, particularly in Banihal constituency, at an officers meeting here today.The Minister reviewed the progress on the projects started under road, health and education sectors and discussed in de-tail the availability of funds, besides bottlenecks hampering the pace of

progress. He asked concerned depart-ments to work in close coordination and resolve all the issues to ensure sustained progress on the execution of the projects. He said the projects requiring for-est clearance would be taken up with the Forest Minister and asked concerned of-ficers to settle other issue, including land compensation in con-sultation with revenue authorities.Receiving brief about the status of the projects, the Minister was informed that 12 projects of Rs. 85 crore have been taken under Prime Ministers’ Gramin Sa-dak Yojna (PMGSY) in the constituency against which Rs. 39 crore stands ex-pended so far.It was given out that under RAMSA 12 works stands approved for the constituency, which include school buildings at Hinjal, Chapnari, Sarachi, Dhervi, Chandilor, Groti, Amkote, Bazla,

Chairing the 82nd Forest Advisory Committee (FAC) meeting here today, the Chief Secretary said that arresting environmental degradation together with minimum disturbance to the forest ecology must remain in focus, while planning any developmen-tal project in the State. “Every possible alternative must be ex-plored to reduce the negative ecological impact involving least number of trees” he stressed.The Committee discussed and considered various proposals to allow use of forest land for construction of power projects, roads, ropeways and tunnels falling in Kishtwar, Poonch, Jammu, Sindh and Kargil Forest Divisions.The Chief Secretary said that the user agencies have the responsibility to carry out eco-restoration of muck dump-ing sites through engineering solutions and biological means. He directed the Forest Department to monitor developmental projects in each Forest Division besides stepping up field visits by forest officials to ascertain ground situation in their respec-tive forest areas.

JAMMU, JANUARY 10-Minister for Horticulture, Housing and Cul-ture, Mr. Raman Bhalla today said that the Government has framed a comprehensive plan to improve ba-sic amenities in every corner of the state.

He was addressing locals, after laying foundation stone of Sulabh Toilet Complex at Nanak Nagar Sec-tor-14, besides launching upgrada-tion work on lanes and drains at Nanak Nagar Sector-9 involving an estimated cost of Rs. 13.86 lakh.

The facilities would be construct-ed by Jammu Municipal Corporation (JMC).

Mr. Bhalla asked the Sulabh In-ternational Social Service Organisa-tion to complete the complex within stipulated time frame by using qual-ity material and good quality sani-tary fittings.

Interacting with the people, the Minister called upon the people to protect public property in their area adding that such type of assets are meant for their convenience and need proper upkeep and protec-

tion. He said that the Government was duty-bound to provide all ba-sic amenities to the people across the state like safe drinking water, road connectiv-ity, healthcare, education, power besides better lanes and drains including public conveniences.

Mr. Bhalla said Government was making best possible efforts to solve develop-ment related is-sues of the people on priority basis.

The Minister said directions have been issued to the officers to reach out to the masses and take the required steps to solve their grievances. He said that priority of the Government was to provide re-lief to the people in their respective

areas. He added that Government has launched a number of welfare schemes to upgrade the socio-eco-nomic condition of the people.

Responding to the demand of Nanak Nagar residents, Mr. Bhalla asked JMC to depute a regular team of Safaikarmcharies to ensure clean-

liness in the locality.The Minister said instructions

Regarding re-placement of worn out power supply

wires, the Minister asked the ac-companied Power Development Department officers to immediately remove and place fresh wires so that

untoward incident do not took place in the area.

The Minister said people’s par-ticipation is imperative in the devel-opment of the state as they are the main stakeholders in this process. He called upon the people to extend their cooperation and keep a watch on the implementation of schemes for better results on the ground.

Mr. Bhalla also directed the PHE functionaries to lay water supply pipes in the water deficit areas of the Nanak Nagar.The Minister said that Government has spent crores of rupees to provide improved ba-sic amenities to the people across the State, adding the execution of several ambitious projects under PHE, R&B, JMC and ERA are under progress on war-footing in every corner of the State. He said focused attention was being paid towards increasing power generation in the State, adding several macro, micro and mini power projects have been taken up for which besides State, the Centre is providing liberal financial assistance to the State Government.

oultry development has been a Phousehold activity in India. However, scientific poultry

production in India gained momentum during the last four decades due to concerted efforts of the Government of India through policies, focused research and the initiatives taken by the private sector. The poultry sector has emerged from entirely unorganized farming practice to commercial production system with state-of-the-art technological interven-tions. Poultry sector, besides providing direct or indirect employment to people, is also a potent tool for subsidiary income generation for many landless and marginal farmers. It also provides nutritional security especially to the rural poor. Poultry sector in the country has shown steady progress over the years. Currently egg production is around 66.45 billion. The poultry meat production is estimated to be around 2.5 million tonnes. The current per capita availability of eggs is around 55 eggs per year. Exports of poultry products were around Rs.457.82 crore in 2011-12 as per the report of Agricultural and Processed Food Products Export Development Authority (APEDA).

Centra l Poul try Deve lopment OrganizationsThe Central Poultry Development Organisations (CPDOs) located at four regions viz. Chandigarh, Bhubaneswar, Mumbai and Hessarghatta have played a pivotal role in the implementation of the policies of the Government with respect to poultry. The mandate of these organiza-tions has specially been reoriented to focus on improved indigenous birds, which lay on an average 180-200 eggs per annum and have vastly improved Feed Conversion Ratio in terms of feed consumption and weight gain. In these CPDOs, training is also imparted to the farmers to upgrade their technical skills. Besides, CPDO, Hessarghatta is also imparting trainers' training to in-service personnel from within the country as well as overseas. Diversification with species other than chicken like ducks, turkey, guinea fowl and Japanese quail is also undertaken. The Central Poultry Performance Testing Centre (CPPTC), located at Gurgaon is entrusted with responsibility of testing the performance of layer and broiler varieties. This Centre gives valuable information relating to different genetic stock available

in the country. Novel Scheme A novel scheme has been launched for the all round development of poultry sector. It has three components namely, 'Assistance to State Poultry Farms', 'Rural Backyard Poultry Development' and 'Poultry Estates'.Rural Backyard Poultry Development This component is expected to cover beneficiaries from Below Poverty Line to mainly enable them to gain supplementary income and nutritional support. During 2012-13 (till Dec 2012) around Rs.21 crore has been released for assistance to nearly 95,000 BPL beneficiaries. Assistance to State Poultry FarmsIt aims at strengthening existing State poultry farms so as to enable them to provide inputs, mainly in terms of providing improved stocks suitable for rural backyard rearing. In 2012-13, seven farms have been assisted so far (partly) taking the total tally of assisted farms since inception to 233. Poultry EstatesEntrepreneurship skills are to be imparted through setting up of Poultry Estates. They are meant primarily for educated, unemployed youth and small farmers with

some margin money for making a profitable venture out of various poultry related activities in a scientific and bio-secure cluster approach. Two poultry estates have been selected on pilot basis, one in Sikkim for broiler farming and another in Odisha for layer farming. Operations in the first stage will commence after infrastructure and input services are set-up, beneficiaries are selected and trained. Poultry Venture Capital FundThe main objective of the scheme is to encourage entrepreneurship skills of individuals in various poultry activities. The scheme is now being implemented from 2011-12 on capital subsidy mode. Under the scheme the components like hybrid layer and broiler poultry units, technology up-gradation, extension of component of breeding farms for low technology input birds to individuals are included. Establishing poultry breeding farms with low input technology birds, feed go-down, feed mill, feed analytical laboratories, marketing of poultry products (specialized transport vehicles, cool room storage facilities and retention sheds for birds etc), egg grading, packing and storage for export

Large Taxpayer Units (LTUs) in the country, which would act as a single window facilitation centre for all large entities paying excise duty, corporate tax/income tax and service tax.The first LTU was set-up at Bangalore which commenced operation from 3rd October, 2006 followed by three more LTUs operating at Chennai from 1st December, 2007 in Mumbai from 27th March, 2008 and in Delhi from 2nd June, 2008. What is an LTU? LTU is a self-contained tax administration office under the Department of Revenue which acts as a single window clearance point for all matters relating to central excise, income tax/corporate tax and service tax. Entities would be able to file their excise return, direct taxes returns and service tax return at such LTUs and for all practical purposes will be assessed to all these taxes at these LTUs. Such units are equipped with modern facilities and trained manpower to assist the tax payers in all matters relating to direct and indirect tax/duty payments, filing of documents and returns, claim of rebates/refunds, settlement of disputes etc. The scheme aims at reducing tax compliance cost and delays, and bringing about uniformity in the matters of tax/duty determination. An eligible taxpayer can opt to avail of the facility of LTU scheme.Establishment and Administration of LTUs A Large Transfer Unit is headed by a Chief Commissioner. There are Commissioners posted in LTU, who hold executive and appellate charges. The powers and duties are similar to that of other field commis-sioner. The Chief Commissioners, LTU assigns a Client Executive for each t a x p a y e r f r o m a m o n g t h e Additional/Joint/Deputy/Assistant Commissioner posted in LTU, and the said Client Executive is to be the single point interface with the large taxpayer for all purposes.The officers posted in LTU have All India jurisdiction in respect of all registered premises of a large taxpayer registered in that particular LTU. The erstwhile Central Excise or Service Tax Commissionerate officers have concurrent jurisdiction. However, the interaction with these units is limited to specific function requiring physical presence of the officers for purposes such as warehousing, sealing or any other work as assigned by the LTU.The LTU performs all the statutory functions presently mandated under the Income Tax Act, 1961, Wealth Tax Act and Rules made there under (in respect of direct tax matters), under the Central Excise Act, 1944 and Rules made there under (in respect of central excise matters), Customs Act/Rules (in respect of functions handles by excise authorities), and under the Finance Act, 1994 and Service Tax Rules

(in respect of service tax matters). The Chief Commissioner and Commissioners of an LTU are expected to play a pro-active role in the administration of the LTU.Eligibility for Registration under LTU The large taxpayers who pay direct and indirect taxes above the threshold limit as specified in Notification dated 30.09.2006 are eligible to seek registration under LTU as per the following norms:Any person, engaged in the manufacture or production of goods, or a provider of taxable service, who has paid during the financial year 2004-05 or during the financial year preceding the year of filing of appl ication for registration under LTU,· duties of excise of more than rupees five crores in cash or through account current; or· service tax of more than rupees five crores in cash or through account current; or· advance tax of more than rupees ten crores under the Income Tax Act, 1961,and is presently assessed to income tax or corporate tax under the Income Tax Act, 1961, under certain jurisdictions of Chief Commissioner of Income Tax, Bangalore, Mumbai, Delhi and Chennai.Procedure to Seek Registration under LTUA large taxpayer opting for registration under LTU needs to file a consent form to the head of LTU, and thereafter, procedure for acceptance of his form and transfer of jurisdiction follows. This includes, Submission of consent form for registration under LTU, Verification and acceptance of application, Transfer of jurisdiction to LTU and assignment of a chief executive as a single point interface.A large taxpayer may, with intimation of at least thirty days in advance, opt out to be a large taxpayer from the first day of the following financial year.Various Provisions as Applicable to Large TaxpayerWhen a large taxpayer gets registered under LTU, the provisions of service tax, excise and CENVAT credit would apply to it mutatis mutandis as they apply to other assessees subject to the following: 1. Provisions applicable in relation to self-adjustment of excess duty paid under Rule 12BB of the Central Excise Rules, 2002, whereby a large taxpayer manufacturing excisable goods is permitted to adject excess duty paid by him in the subsequent period. 2. Provisions applicable in relation to transfer of credit under Rule 12A(4) of the CENVAT Credit Rules, 2004, to any of its other manufacturing or service providing units. 3. Provisions in relation to filing of service tax return : A large taxpayer shall submit the individual returns for each of the registered premises (as he was filing prior to registration under LTU). A large taxpayer who has obtained a centralized registration of service tax shall submit a consolidated return for all such premises. However, all the unit returns would be filed with LTU office.

4. Provisions applicable in relation to t r a n s f e r o f i n t e r m e d i a t e goods/inputs/capital goods under Rule 12BB of the Central Excuse Rules, 2002 and Rule 12A of the CENVAT Credit Rules, 2004. However these relaxation are applicable with certain conditions.5. Export procedures in relation to sealing of export consignment (for excise duty assesses): Facility of self-sealing of export consignment is available to all the large taxpayers. The processing of accepting the proof of export shall be carried out only in the office of the LTU. However, in no case, export consignment should be held up for want of any procedural formalities. In case of sealing by the jurisdictional officers, the jurisdictional officers, whether of Customs or Central Excise, will continue to render the services of sealing as earlier. Audit norms: A large taxpayer who is liable to be audited every year would not be ordinarily audited annually. As far as possible, the audit of the head office and all the units will be conducted simultaneously. In relation to production of financial records: A large taxpayer, on demand, may be required to make available the financial, stores and CENVAT credit records in electronic media, such as, compact disc or tape for the purpose of carrying out any scrutiny and verification, as may be necessary. Receptibility of the Scheme: LTU scheme started with 28 All India eligible Large Taxpayer. Presently 174 units are registered in the four LTUs. These include Multi-locational clients, Central Excise Registrants and Service Tax Registrants. LTU Bangalore only had an annual revenue collection of Rs. 12029 crore during 2012-13. The collection was Rs. 2369 crore in 2006-07, the first year of its operation. Advantage of Registration under LTUAn assessee having registered under LTU enjoys several advantages. These include(i) Filing of documents at a single place since a large taxpayer (single PAN-based entity) can file all his direct taxes, excise and service tax returns as also all other documents, correspondence, intimations such as export/import related central excise documents, bonds, proof of exports, etc. pertaining to all these establishment can be filed with LTUs.(ii) Single point interaction at senior level as upon joining the LTU, an officer of the level of A ssistant/ Deputy/ Joint/ Additional Commissioner would be appointed as client executive for assistance in any/all tax matter. This ensures that the taxpayer need not interact with different section/officers of the LTU.(iii) Once a taxpayer opts for the LTU scheme, the erstwhile jurisdictional field officer (including preventive units of the erstwhile Excise Commissionerates) would not suo motu visit its units or interact with them for any issue arising. However certain procedures under the Central Excise Rules, requiring physical control, and verification of premises or documents,

would be carried out by the local Commissioniorates under the express directions of the LTU.(iv) The taxpayer would have the option to transfer any excess CENVAT credit (of central excise duty or service tax) accumulated in one manufacturing unit or service providing unit to any other eligible unit of his choice through a simple mechanism.(v) Movement of capital goods without duty reversal. An LTU taxpayer would have the facility of removing capital goods and inputs from one unit to any other unit of i ts choice, without payment of duty/reversal of credit through a simple method. Similarly the finished product of one unit can be transferred to another unit, without payment of duty, provided the second unit uses the products as inputs and pays excise duty on the finished goods manufactured using such inputs.(vi) The taxpayers is not be subjected to mandatory audit. The selection of a taxpayer for audit would be based on – risk assessment. The Department ensures that audit schedulers are drawn in consultation with the taxpayers so as to cause minimum inconvenience.(vii) It would be ensured that there is uniformity in the practice as regards classification, valuation, credit availment and similar other issues, for various units of a taxpayer. Trade notices will be issued centrally by the LTU.(viii) The rebate/refund claims would be disposed off in a time bound manner within 30 days, if the claims filed are in order.(ix) Use of Automation: Returns can be filed electronically and payment of taxes also can be made electronically. Greater use of e-mail for communication is encouraged.(x) Interactive approach is adopted for dispute settlement. Before a show cause notice is issued, the matter under dispute is discussed for a resolution, if possible. Joint Committee on LTU A Joint Committee on LTU was set-up in August, 2012 to examine the administra-tive issues faced by the LTUs with a view and making them more efficient and effective. The major recommendation of the committee included: training officers at the cutting edge level (Superinten-dents/Inspectors) in Financial Accounting from reputed institutes like ICAI, IIMS/MDI etc; creation of a Research & Business Intelligence Unit in each LTU to coordinate with intelligence agencies and gather intelligence; constitution of 12 Audit Groups in each LTU administering 50 large taxpayers (with registrations up to 600 under Central Excise and Servicer Tax) for effective audit scrutiny; for auditing multi- locational units, LTU Audit Groups may be formed in major cities to undertake audit of the LTU entities, directly under the supervision of Commissioner (LTU); and additional LTUs may be set-up, one each at Kolkata, Hyderabad, Pune and Ahmedabad as adequate number of large taxpayers is

Improving Indo- Pak Relations

The proposed visit of Indian Prime Minister Dr. Manmohan Singh to Pakistan and the recent improvement in

the relations besides the silence maintained on borders is a good omen and indicative of the inten-tions of the two countries to come closer and cement their ties. The statements emerging form both the sides in regard to the improvement of the ties can be termed as vision-ary and far sighted. As a matter of fact the people of both the coun-tries are eager to have cordial and friendly relations so that people to people contact is increased, so are the business relations. The two countries also realized that there can be no better alternative than having close affinity so that both of them progress faster and make their mark on the international scene not only politically but also economically. The resources of the two countries can be utilized for the betterment of the people and also for the international com-munity which can also become a beneficiary if the two countries come closer in each and every field of life. The relations of the two countries had reached to the brink of collapse sometime back when the intermittent firing on internationals borders and at LOC had become a usual feature and people living around these areas had to flee for safer places to save their lives. This situation had even made international community very panicky and the European community and America in partic-ular expressed their concern over the deteriorating situation. But it seems that good will prevailed on both the sides and a new spirit has been infused in the efforts to normalize the relations so that the steps undertaken through various confidence building measures don’t get wasted. The relations need a further boost and if Dr. Singh’s visit to Pakistan materializes, it will have far reaching impact on both the countries. The two neighbors have not achieved anything from their animosities except loosing and wast-ing their resources for buying arms and ammunition and indulging in a mad race. If the resources wasted on buying the lethal arms would have been spent on the development of the people, beyond doubt India and Pakistan would have become the leading economies of the world and their say would have had weight-age in the international matters. Their animosities have led them to destruction, wastage of resources resulting in pain and grief let loose by several wars and confronta-tions.
