The Bar team has claimed that, on the eve of Eid this year olice has ar- rested a number of youth in Kisht- war including, Sajad Ahmad son of Abdul Gaffar, Aadil Aslam son of Mohammad Aslam, Khursheed Ahmad son of Ghulam Hussain, Arshid Hussain son of Ghulam Hussain, Firdous Ahmad son of Khursheed Ahmad who all stated that they were picked up on the day of Eid or thereafter along with thirty other persons and they are in jail since then. They said that all of them are innocent and have been falsely implicated in the case. According to Bar Team all these youth said that they had filed bail applications before Sessions Judge, Kishtwar, but he is not passing any order in those applications despite the fact that more than two months have passed. They said that out of the accused persons arrested, one is a Store Keeper, and another a Junior Engineer. Another accused said that he is working in Vodafone as an Engineer at Jammu and he had come to Kishtwar to celebrate Eid with his family, but he was ar- rested by the police and is now in jail. He said that because of his ar- rest, he has lost his job and his fu- ture is also ruined. The Bar has alleged that the jail authorities are also not producing these accused persons regularly before the courts on the dates of hearing for one reason of the other, as a result of which the trial drags on. “Out of 126 prisoner lodged in District Jail Kishtwar, 85 were ordinary under trials and 41 were detained on militant related activi- ties. With the Parliamentary elections scheduled to take place next year, the political mainstream in the state seem to be gear- ing up to reach out to the people. Addressing party cadres of Srinagar parliamentary constituency at the party headquarters, Mehbooba said the urban chaos and underdevelopment which the city is facing is all be- cause of the rulers who have been shaming the people of Srinagar, by calling it their safety structure and safe house for their wicked and anti-people political beliefs. Srinagar, the summer capi- tal of J&K, hardly gives a feel of any modern city and there is chaos everywhere because of the NC’s mis- rule and mismanagement. On this occasion senior party leader Tariq Hameed Karra, chief spokesperson Naeem Akhtar, party trea- surer Syed M Altaf Bukhari, senior leader Qazi Moham- mad Afzal, party leaders Ab Hameed Kosheen, Moham- mad Khurshid Alam, Asiea Naqash, Nisar Ahmad Mandoo, Ab Qayoom Bhat, Bashir Ahmad Mir Kangan, A R Kuchey, Zone presi- dents Noor Mohd, Muneeb Ahmad, Ab Hamid, Dr Ali MOhd, Mohd Shafi Mir, Gh Rasool Sha- heen, Bashir Ah Bhat and others were present and spoke the gathering. The maximum brunt of 2010 situation was on Sri- nagar. Most of the young men who fell to the bullets of Omar Abdullah’s gov- ernment, and majority of people against whom FIRs have been lodged, belong to the city. But, ironically, all the eight assembly members and an MP of the party remained silent to the atrocities meted out against the people of Srinagar. In- stead they remained busy justifying the government action against the people of Kashmir particularly of Srinagar. The PDP chief said the chil- li grenades and pellet guns introduced by the NC gov- ernment could inflict maximum injury on the people of summer capital. The rulers have been projecting such meth- ods as a mercy for the people, which are actually inhumane in nature and nowhere in vogue in the country. By legitimizing the state action and justify- ing the killings, the rulers have been criminalizing the situation. The youth of the city were pushed to the wall by demonizing them as stone pelters, drug addicts and paid agents. Mehbooba said the devel- opment is still at primitive stage in Srinagar, where the NC has been able to limit the development discourse to lanes and drains only, while the people in the cities around the country, which are not that historical than Srinagar, have been asking for rapid transport system and planned development. The power scenario is grim here, and in the present cold conditions people have to suffer because of the lack of alternate sources of energy. The rulers are busy in their own joys and fancies and have been only able to in- crease the power tariff. The Crime Branch has established the doubtful credentials of 14 out of 24 students presently under scanner for their nexus with brokers who facilitat-ed paper leakage of Com-mon Entrance Test (CET)-2012. Reliable sources told KNS, that it was only after the telephone calls and the aca-demic records of the 14 stu-dents were cross checked with the information available with the Crime Branch that the team prob-ing the paper leakage scam cracked the nexus. Sources added that the poor academic perfor-mance up to 10+2 level and in the GMC helped to track down the students who had benefited out of the paper leakage scandal.

“A hotel at Boulevard was being hired for a complete day for the purpose of en-trance examination and the BOPEE would arrange everything for the blue eyed students,” sources in the Crime Branch revealed to KNS.“It was in that year that the former BOPEE chair-man had a huge turn over. We have reports that he got two flats in Delhi, one at Sidhra in Jammu, con-structed a palatial house at Bhathandi in Jammu besides purchasing two shops and over 15 Kanals of land in Srinagar. Minister for Tourism, Mr. Ghulam Ahmad Mir on Monday said that all- round development of rural areas was receiving focused attention. He said that State witnessed unprecedented develop-ment during last five years of the Coali-tion government adding that thrust was given to improve basic amenities across the State during this period.

Addressing series of public meetings today at Nageenpora, Hakura, Badesgam, Baharana and Mantpora in Dooru, the Minister reaffirmed that being the local rep-resentative equal development of all the areas was his priority and no injustice would be done to any area of the Constituency on the develop-mental front. He assured the people that all their genuine developmen-tal needs would be carried out in a phased manner

Mir said that primary responsibility of the public representatives is to go to the people for determining and address-ing their problems through Government agencies. He asked people to be well in-formed about their rights and seek out

due share in the development process launched by the Government across the State

Referring to various revolutionary ini-tiatives taken by the government during the past five years for bringing account-ability and transparency in administra-tion besides providing good governance and empowerment to the people at the

gross root level, the Minister said that Laws like Right to Information Act, Pub-lic Services Guarantee Act and Panchayat elections were among the land mark steps towards releasing them.

The Tourism Minister asked people to take best advantage of these path break-

ing initiatives of the government and demand public service from the depart-ments of Power, PHE, CAPD, Revenue, Housing, Transport, etc. in a prescribed time limit fixed for the delivery of each service.

The Minister said that people have high hopes with public representatives while asking Panches and Sarpanches to

work sincerely for the welfare and development of the people. Mean-while, the Minister also received appraisal of developmental works under implementation in various areas of Dooru Constituency at an officers meeting here and asked the officers to ensure hassle-free public service to the people in re-mote areas and be at their beck and call at all times to remove their suf-ferings.

The Tourism Minister said that people in remote pockets require all the more attention as govern-

ment is the only means available to them for providing necessary succor particularly at the hour of need. He said availability and distribution of essential commodities and domestic fuel should receive priority.

Srinagar, November 25: On a specific complaint that the Air-port Authorities of India have been dumping solid waste and de-bris in a deep gorge falling between Indra Gandhi Airport Road and Police Headquarter at Hunhama, The Chief Sanitation Officer, SMC along with the representatives of State Pollution Control Board conducted a joint inspection of Humhama area.

During inspection, it has been found that more than 400 metric tons of solid waste has been dumped on the slopes of deep gorge mostly consisting of non-biodegradable material.

The Commissioner, SMC has directed concerned authorities to put on notice Airport Authority of India for mismanagement of solid waste and dumping of solid waste / debris in the open area.

Minister for Medical Edu-cation, Sports and Youth Ser-vices, Mr. Taj Mohi-ud-Din chaired a high level meeting at Winter Secretariat for making 200 bedded additional block of Lal Ded Hospital, Srinagar functional.

The Minister asked district administration and SMC, Sri-nagar to remove the illegally established shops in the Lal Ded Hospital premises besides directed officers of JKPCC for early completion of ramp con-necting the old and new block in consultation with concerned department so that people and

patients can be facilitated.He also exhorted for mak-

ing central heating system functional besides ensur-ing uninterrupted water and power supply available in the Hospital.

The Minister asked for de-ployment of additional doc-tors, para medical staff, secu-rity and proper sanitation for additional block. Chief Engi-neer, UEED, Kashmir, Medi-cal Superintendent, Lal Ded Hospital, DGM, Mechanical, JKPCC, DGM Electricity, Ex En-gineer, PHE, ACR, Srinagar and other officers were present in the meeting.Later, Minister interacted with a large num-ber of public delegations who put forth their grievances. The Minister gave them a patient hearing and assured them that their problems would be ad-dressed in a phased manner and gave directions to the con-cerned for redressal of griev-ance of urgent public concern on the spot.Earlier, the Minister

conducted an extensive tour of various areas of Uri constitu-ency to review various ongoing developmental works and to have on the spot assessment of people’s grievances.

The Minister addressed public meetings at Banday and Lamar in Uri constituency. Mr. Taj said that present govern-ment has taken up a massive developmental programme for improving the socio-economic conditions of the people living in remote and far flung areas. He said that government is ful-ly aware of people’s problems and every effort is being made for their redressal.

He said that better road connectivity and other basic amenities including health care, education and upgrada-tion of schools has already been taken up in the Con-stituency. Reviews the pace of

developmental works

MLA, Amira Kadal, Mr. Na-sir Aslam Wani conducted ex-tensive tour of various areas of Amira Kadal constituency today and took stock of on-going developmental works of Gangbugh, Mehjoor Nagar, Irim Lane, Natipora, Garden Lane, Chanapora, Badshah Colony, Girls Higher Second-ary School, Chanapora.

Mr. Nasir Aslam was ac-companied by various officers of district administration.

Mr. Aslam reviewed pace of work of ongoing Commu-nity Hal in Gangbugh which

is coming up at a cost of Rs.67 lakhs. He also inspected un-der construction Marriage Hall at Chanapora and was informed that Rs. 85 lakhs are being expended on the Mar-riage Hall out of which Rs. 55 lakh expended on the project so far.

The MLA also reviewed pace of work on under con-struction of Stadia in Ram Bagh and directed the con-cerned to speed up work on the project so that local youth can utilize the facility.

Earlier, Mr. Aslam con-vened a meeting of con-cerned officers to review the ongoing developmental proj-ects in Amira Kadal Constitu-ency. He urged the officers to ensure judicious use of funds and timely completion of developmental projects so that people can be benefits of these projects percolates to the masses.

Jammu, November 25:

Warning disciplinary action against those treasury officers and drawing and disbursing officer (DDOs) who will exceed the budget provisions, the Minister for Finance and Ladakh Affairs, Abdul Rahim Rather has asked for strict obser-vance of Treasury Code and financial discipline. He enjoined upon the trea-sury officers and CTOs, to ensure that in no case payments in any treasury exceeds the budget allocations.

Speaking at a review meeting of Accounts and Treasury Department of Jammu Division today, the Minis-ter directed the Treasury Officers to maintain the budget control regis-ters adding that any violation of the Government directions in this regard would be viewed seriously. He also instructed the Treasury officers to ensure timely rendition of monthly accounts to the office of Principal Ac-

countant General emphasising that these accounts should be complete and error free in all aspects, as rendi-tion of incomplete and incorrect ac-counts to AGs office affects the accu-racy of State finances. He also urged for prompt follow up to AGs audit pa-ras so that these are dropped in time.

The Minister while underscor-ing the vital role of Accounts and Treasuries Department said that treasuries are the face of Finance de-partment and its working reflects the performance of Government. He said Treasury officers have a pivotal role towards enforcing fiscal discipline

and budget management. Pointing towards the issue of fake

appointment case, Rather asked the treasury officers to check properly the pay bills of all the departments before passing these for payment. He asked them to effectively check financial irregularities and the provi-sions of financial code.

The Minister instructed con-cerned officers to conduct regular administrative inspection while trea-sury officers have been authorized to carry out such inspections of their subordinate treasuries working in there respective districts. He directed treasury officers to complete physical verification of the pensioners early to avoid any inconvenience to them. He directed for clearance of Red Ac-counts, verification of drawal regis-ters, and reconciliation of revenue stamps. The Minister asked treasury officers to get land identified for con-struction of treasury offices where

department lacks this facility. Earlier, DG, A&T, Mr Majid Jah-

angir gave detailed account of the achievements of A&T department. He said a project of Rs. 34.06 crore has been approved for computer-ization of treasuries while an MoU stands signed between NIC, NICSI and Finance Department for imple-mentation of Integrated Financial Management System (AFMS). Re-garding action on audit paras, he informed that 150 audit paras have been dropped against the 348 up to ending September this year.

Minister for Higher Education Mr. Mo-hammad Akbar Lone on Monday under-scored the need to organize declamation contests in the State as it provides oppor-tunity for budding youth to show their hid-den talent. He said talent is present among the youth of the State but need is to chan-nelize it in a proper way.

The Minister was speaking at a function organized by the Department of Higher Education in connection with Preliminary Round 4th Annual Inter State Northern Zone Declamation Contest for Silver Roll-ing Trophy instituted by His Excellency the Governor Mr. N. N. Vohra at Government College for Women, Gandhi Nagar, Jammu.

Mr. Lone said that this event is a vision-ary step towards achieving the objective of socio-cultural intermingling of the State as this cultural and academic exchange will pave way for fostering a bonding and understanding between academia of the participating States. He said through these Inter-State Declamation Contests, students as well as the faculty from the North Zone

Institutes of Higher Education will be pro-vided with an opportunity to interact with each other through a vibrant platform for interchange of ideas.

The Minister said that the teacher can play an important role in making such events successful by giving it a practical shape.
