Reports have also informed that the parties have talked about remedial measures for the electricity crises with the detailed de- liberation upon NHPC and its future ties with the state. Revocation of AFSPA has also been talked in detail with some political parties promising to create an at- mosphere wherein AFSPA is not needed by the security agencies in the state. The Minister was addressing officers during a review meeting convened to discuss the sta- tus of implementa- tion of Panchayat Bhawan-cum-Con- ference Hall being constructed with an estimated cost of Rs. 9.24 crore at Srinagar, Rural Extension Training Centre (RETC) being constructed at Chadoora with an estimated cost of Rs. 12.10 crore and Sarai for devotees at Tujjar Sharief Sopore at an estimated cost of Rs. 2.54 crore. CNS/ZT News Srinagar, July 1: Since 90’s there has been a considerable decrease in violence across Jammu & Kashmir. This year 89 persons including 20 civilians were killed in different militancy related in- cidents so far. In different mili- tancy related incidents in June this year, 13 persons were killed in Kashmir Valley. The deceased included 7 militants, 5 civilians and one Army soldier. So far in the first half of the current year, 89 persons have become the prey of bullets which included 45 militants, 20 civilians, 17 Army personnel and 7 personnel from Jammu and Kash- mir Police. Besides these killings, 9 Indian Army soldiers lost their lives in two different fratricidal incidents. Over all in the first six months of year 2014, 33 Govern- ment Forces personnel have died out of which 26 are Army soldiers. The highest number of casual- ties were reported in April this year which was 21 followed by 18 in February, 14 in May, 13 each in March and June and 8 in January. The decline has been due to many reasons which include the less in- terest shown by youth in taking arms and fighting a war which has not yielded any fruits so far during the last over 25 years. In addition to this, their changing aptitude towards professional courses, incentives offered by the state and central Govt. and some bright opportunities to achieve a successful future have also helped in minimising the violence. Thought there have been some fail- ures on the governmental side in providing better employment op- portunities to youth, still they have opted for peaceful means of achiev- ing their ambitions. In addition to this some atrocities here and there exploited by vested interests have also not had much impact on the new recruitment in the militant ranks. Thought the previous central Govt. announced several measures for the welfare of youth in J&K but hardly any promises were met which could have affected peace measures in the state, but it can be attributed to the wisdom of the youth who instead of going to be misled and misguid- ed preferred positive way. Eyewitnesses told CNS that few tourists alighted from an Innova vehicle (JK01J-9566) driven by a teen near Clock Tower Lal Chowk. A group of brokers tried to persuade these tourists to visit their respec-tive hotels with a view to charge handsome amount from them. A shopkeeper present on the spot told CNS that the teen driver asked these brokers not to annoy their guests (tourists) and tried to stop them from follow-ing those tourists. “This thing they could not digest and all of a sudden these brokers pounced on the teen driver and ruthlessly beat him up. The incident attracted the attention of passersby and before they could caught hold of them, they fled from the spot,” he said. Another trader said that it is irony that a group of goons almost killed a youth in broad day light while at a place where police remains alert round the clock, not a single policeman was spotted. Reports said that it was only after people tried to take the victim to the hospital, some police personnel visited the spot to inquire about the matter. The apex court bench of Justice HL Dattu and Justice SA Bobde, granting bail to Tejpal, gave liberty to the Goa government to approach the court in case of any attempt by Tejpal to infringe the witnesses. The court has directed Tejpal to surrender his passport to the trial court if he has not done this.

The Supreme Court ear-lier extended his interim bail in the case till July 1. The apex court also asked trial court to complete the trial expeditiously, prefer-ably within eight months from today. On May 19, the apex court granted Tejpal three weeks’ interim bail so that he could carry out the last rites and other rituals of his mother. Tejpal was arrested in Goa after a woman colleague accused him of sexually assault-ing her in a hotel there in November last year. Tejpal was charged Feb 18 with rape, sexual harassment and outraging the modes-ty of his colleague.Sexual

RANCHI: A CBI court on Tuesday rejected RJD chief Lalu Yadav plea to to quash the trial of three cases against him in connection with the multi-million rupee fodder scam.

The former Bihar chief minister said he has already been convicted and sentenced in one of the fodder scam cases. The other three cases are of similar nature so the trial should be quashed. The CBI opposed the plea on the ground that crores of rupees have been siphoned off from the treasury and that the three cases against him differed from each other. The for-mer chief minister was convicted and jailed for four years in a fodder scam case last year. He is currently out on bail.

MUMBAI: The Central Bureau of Investigation has completed its probe in the multi-crore Adarsh Society scam with the agency filing a second supplementary charge sheet in a special CBI court last month.

The agency is also pre-paring a Self Content Note (SCN) of the flat owners who were found ineligible to buy a flat in the society which will soon be handed over to the Maharashtra government.

“The charge sheet is filed against five accused, including one member and four financiers,” a CBI offi-cial said on Tuesday.

One of the society members died, hence he was not named in the charge sheet, said the of-ficial.The charge sheet, filed last month, names

GUREZ, JULY 01: Minister of State for Animal Sheep Husband-ry, Mr. Nazir Ahmad Gurezi today visited various areas of Tehsil Gurez, including Kilshay, Budo-gam, Thathri, Check, Rufji, Gurjri and Budooaab villages and took stock of people’s problems, be-sides developmental needs.

West Bengal Chief Minister and Trinamool Congress chairperson Mamata Banerjee is ‘extremely hurt’ with the remarks made by MP Tapas Paul and directed the party to take appropriate action against him, Tri-namool Congress Secretary General Partha Chatterjee said in Kolkata on Tuesday.

“We do not endorse the statement in any manner and instead we con-demn it. The party had sought writ-ten explanation from the MP in this regard,” Mr. Chatterjee told journalist in the State Assembly. Meanwhile, the MP’s wife, Nandini Paul apolo-gized for her husband’s conduct.

“He should not have lost his tem-per. I apologize for his conduct,” Ms. Paul said.The West Bengal Assembly witnessed noisy scenes on the MP’s remark where he had threatened to unleash “rapists on the supporters of Communist Party of India (Marxist).” The recording which is about two weeks old was telecast by certain

television channels on Monday. Mr. Paul also threatened saying that he may “shoot the CPI (M) cadres with his gun” if they “harass” his party col-leagues.

sought an adjournment motion on the issue in the House on Tuesday. The motion was disallowed by the Speaker Biman Banerjee follow-ing which the Congress legislators

On whether police will lodge any complaint against Mr Paul, Mr Chat-terjee evaded any direct answer.

In fact the awards are giv-en every year to encourage and honor the people from different parts of country who make their presence felt because of their vast contribution. This is a good step towards preservation and development of countrys” tradi-tional crafts which have earned a name for us throughout the world. Whether a shawl or a car-pet from Kashmir, chickenkari of Uttar Pradesh, or hand wo-ven articles of Assam, Andhra Pradesh or for that matter any part of the country, we are and should be proud of our handi-crafts and hand woven art piec-es. It is said that Hitler present-ed a shawl from Kashmir to his beloved , thus indicating the pre-ciousness of Kashmiri art .How-ever, it is unfortunate that on one hand ,we are trying our best to keep our traditional art intact and do everything to develop it but on the other hand there are people who in the name of trade and business are bent upon to destroy the image of Kashmiri Arts and Crafts, .It is shocking to see that substandard shawls from Amritsar are being sold in the name of Kashmiri Shawls not only outside the state but within the valley particularly at tourist places. Not only this ,ex-uberant prices are charged for this substandard material and tourists are being cheated and betrayed. The more shocking is the attitude of the authorities who are not only behaving as si-lent spectators but at times even shielding these fraudulent and unscrupulous elements who for the sake of some money are dam-aging the image of Kashmiris and their handicrafts. Even po-lice particularly, tourist police are not coming down heavily on these people who roam fear-lessly around the tourist places. If the things continue unabated like this , the time is not far away when nobody will buy Kashmiri art pieces and when our tradi-tional handicrafts which earned the country millions of foreign exchange will lose their pres-tige and pristine glory .

The most important thing is to enjoy your life - to be happy - it’s all that

No government, no administration- every-

thing in shambles

It is now more than six months that any developmen-tal activity as such has taken place in the valley. The de-pleted roads, lanes, by-lanes

are a testimony to this stand still situation. What a pity that only three or four days back some men and machines appeared on Sri-nagar-Anantnag National High-way , but gain vanished in thick air leaving this national highway in its pathetic condition adding to the woes of daily commuters and tourists. Perhaps authorities have gone in hibernation, the construc-tion agency has deserted this wid-ening four lane project. The pol-iticians in power have mentally conceded the defeat after they got their share of booty. It is not only this project, total standstill in the developmental field can be seen anywhere in the valley. It is the month of June and after this there are barely 4 months of working season left in the valley. If nothing is done till date, nothing should be expected in the coming months which will be mostly consumed in the state assembly electioneering. With that the financial year will end benefiting only corrupt offi-cials and politicians leaving com-mon people high and dry. It is re-ally agonizing to see people facing all odds of life, braving hurdle after hurdle in their day-today life. The politicians at the helm of affairs are taking sadistic pleasure out of it, one cannot understand whom to approach and ask for mitigation of the problems faced by the common people. The ministers are making hay while the sun shines, the bu-reaucrats have become vultures to complete the fleecing of Aam Admi. When one goes in the field, there is no presence of any author-ity which could come to the rescue of the needy. Take the example of present paddy season, which is ending by the 3rd shocking that several areas are without water for irrigation due to the negli-gence of revenue, irrigation, pow-er development and other related departments. The work of de-silt-ing of Nallahs, Kohls and brooks has been started just a few days back or has not started at all, thus frustrating the farming communi-ty who are wondering as to when they will get water to irrigate their fields and start paddy plantation. The health care is in shambles, the education department has touched all time low, the agriculture and horticulture departments do noth-ing week of June, but it is except supplying spurious fertilizers chemicals and seeds. The water works has become rotten and ob-solete supplying the contaminated water and causing a gradual kill of consumers. What to do when the rulers get ruled by their greed and ill desires.

Be passionate, they are young and deserve leniency

Cricket has become a very pop-ular game across the world and this game offers name,

fame and a lot of money not only to the players but to various boards, ad-vertising agencies and hundreds of stake holders connected directly or indirectly with this game. Once con-sidered a gentleman’s game, cricket is now engulfed with lot of contro-versies including betting, fixing and other negative things. It is not a sin to like or dislike a player or a team but it is the way that one expresses his sen-timents connected with his likings. Once chief election commissioner of India M.S.Gill who later became a cabinet minister and held sports portfolio was interviewed on a TV channel were he openly said that he is a big fan of Pakistani cricket team. It does not attracted any ill will against the country and cannot be treated as treason or a hate act against the coun-try, but if you celebrate the victory of Pakistani cricket team over India and raise slogans it definitely can be treated as a hate act and will amount a punishment. The J&K chief Minis-ter Omer Abdullah has said that the act of Kashmiri students is not a kind of treason but has justified their pun-ishment by the university authorities. The question arises as to why should these students instead of putting their abilities to study and achieve new heights indulge in such acts. Definite-ly they are in Meerut where the uni-versity has provided them an oppor-tunity to study different courses and where most of the students belong to other parts of India who will neces-sarily get hurt when somebody raises slogans against their team or country. The Kashmiri students should have known that they are availing all the facilities provided by Govt. of India and the government of the country where they live and make their car-rier. It is unfortunate that they are swayed by emotions without caring for the emotions of others and are in-dulging in such acts which could fur-ther complicate their future and cre-ate many more problems. By doing so they have also put their parents in lot of inconvenience as everybody is not affluent and does not have enough money to spend on the education of their wards. There are people who barrow the money or sell the proper-ty for the education of their children. It is the duty of the children to respect the hard work and toil of their parents who do everything for their educa-tion. They should refrain from doing such acts. As they are young hence the university authorities should take a passionate view and should now give them one more chance and should not spoil their career. The UP govt. should also keep their young age in view and withdraw the cases against them, particularly the case of treason. As they are young, the govt. of Utter Pradesh and the University instead of coming heavily on them and proving harsh, should instead be polite and lenient on them.

Drinking Water Facility for Villages

Five crore people living in over one lakh habitations in villages in our country do not have access to safe drinking water even today.

According to official figures twenty two per cent rural families have to walk for at least half a kilometer or more to fetch water (mostly it is the women who have to bear the burden). The percentage of such families is the maximum in Mani-pur, Tripura, Odisha, Meghalaya, Jharkhand and Madhya Pradesh. Fifteen per cent of households in villages depend on uncovered wells and other unimproved sources like rivers, springs, ponds for drinking water. Also eighty five per cent of all drinking water resources in villages are based on underground sources of water and in many of these areas water is contaminat-ed. Only 30.80 percent of the rural population has access to tap water. In fact there are only four states which have been able to bring fifty per cent or more of the rural areas under piped water supply. Many of the states are yet to fully comply with the Supreme Court order on supply of potable water in government schools. The latest available data shows that less than the 44 per cent government schools in villages have drinking water fa-cility.During the national consultation in Delhi held recently on the prog-ress of national rural drinking water programmers and related issues , it was revealed that in spite of this unsatisfactory sce-nario with regard potable water availability in villages many of the states have failed to fully utilize the funds allocated by the centre under the various heads of NRD-WP.To achieve the objective of provid-ing drinking water facilities to all the villages, the Government is bringing about a major paradigm shift in the National Rural Drink-ing Water Programme in the XIIth

Five Year plan period. In the back-drop of over extraction of ground water in most parts of the country, the emphasis is to shift away from ground water to surface water. The focus would be on piped water sup-ply and minimizing the use of hand pumps. The target is to ensure indi-vidual household connections to at least 35 per cent of the population in villages by 2017 against only 13 per cent today.In order to encourage the villagers to take water connections, the Gov-ernment is roping in Accredited Social Health Activists (ASHA). A recent order said the ASHAs will get an incentive of 75 rupees for motivating each of the fami-lies in villages to take individual household tap connection. The states can use the money from the support funds allocated to states under the NRDWP.The norm of 40 litres of water per capita per day( LPCD) in villages was set way back in 1972 but now under the 12th five year plan , it is being increased from 40 to 55 li-tres .In the 12th plan the target is to cover at least half of the popu-lation to get 55 LPCD water with-in in their house hold premises or within 100 meter radius. Once the states are able to increase the per capita availability of drinking water, it will help in bridging the gap to some extent between urban areas and rural areas. Under NRD-WP, States have the flexibility to fix their own supply norms. The Drinking Water and Sanitation Minister Bharatsinh Solanki has urged the states to aim at 55 LPCD , this he says will enable higher level of household connections and reduce the burden on women and girls in fetching water from hand pumps and public taps as well as reducing risk of contamination.Quality of drinking water avail-ability is a major concern in villag-es many parts of the country are af-fected by contamination of arsenic and fluoride, which are considered

the most hazardous in terms of their effect on health. In the budget proposals for 2013-14 Rs 1,400 crore will be provided for the setting-up water purification plants as there are still 2,000 arsenic and 12,000 fluoride affected rural habitations in the country. Then there are contaminants like iron, salinity uranium and pesticides. The cen-tre is assisting States affected with Chemical contamination of drink-ing water, and those States which have cases of Japanese and Acute Encephalitis Syndrome through a provision under the NRDWP by allocating 5% of the NRDWP funds for Improving the quality of drink-ing waterGiven the growing importance of water quality issues, under the 12th plan dedicated funding will be provided to States with quality af-fected habitations, over and above the normal NRDWP allocation to the State. Highest priority will be given to arsenic and fluoride affected habitations. In our country where more than half the population resorts to open defecation, the situation is worse. It is in this scenario that ma-jor emphasis in the 12th plan is strengthening convergence be-tween rural drinking water supply and rural sanitation by taking up

villages covered with piped water supply to get Open Defecation Free status priority and vice versa.The 12th plan draft document says that all government schools and anganwadis in government or community buildings will be pro-vided with water supply for drink-ing and for toilets as per relevant quality norms by convergence of NRDWP for existing schools and Sarva Shiksha Abhiyan and for new schools set up under SSA. For private schools this will be en-forced the right to education provi-sions. All community toilets built with public funds and maintained for public use will be provided with running water supply under NRD-WP. Care will be taken to ensure that minimum distance is main-tained between the toilet systems and water sources, to alleviate the problem of nitrate contamination.A part of NRDWP outlay will be set aside for integrated Habitat Improvement Projects to provide housing, water and sanitation fa-cilities in rural areas at par with urban areas.Participation of the beneficiaries especially women in drink water supply schemes is also proposed.In another initiative Solar pow-ered pumps will be provided for implementation in remote, small habitations and those with irreg-ular power supply by converging subsidy available under Ministry of New and Renewable Energy.Waste water treatment and recy-cling will also be an integral part of every water supply plan or project.India is fast becoming a water stressed country and over and above everything else there is need to generate awareness about pro-tecting drinking water sources from contamination, regular testing of drinking water sources, conserving rainwater in tanks and ponds, water recharge and water saving devices so that everyone in the country is able to get the basic facility of drink-ing water.

Measures to Check Cheating of investors by Unscrupulous Companies

heating of investors by unscrupulous compa-nies takes many forms, such as: ‘vanishing’ after raising money through public offers; il-legal collection of deposits in violation of Sec-tion 58A of the Companies Act, 1956; floating sham ‘Collective Investment Schemes (CIS)’ in violation of SEBI Act; collecting money from public by posing as ‘Non-Banking Fi-nancial Companies (NBFCs) in violation of RBI Act; and resorting to ‘Ponzy’ or money circulation schemes under the Prize Chits and Money Circulation Schemes (Banning) Act, 1978. The Ministry of Corporate Affairs has tak-en action against ‘vanishing companies’ which have raised funds through initial public offer but thereafter are not trace-able. The Ministry has also taken action against certain companies which have failed to repay deposits to public violat-ing Section 58A of the Companies Act, 1956. Complaints of cheating by companies - which promised high rates of interests to investors, have been received against 87 companies. In these cases Inspection under Section 209A/ Investigation un-der Section 234 of the Companies Act, 1956 has been ordered. Securities and Exchange Board of India (SEBI) also looked into the affairs of 669 companies whose operations were in violation of SEBI (Collective Investment Schemes) Regulations, 1999. The amount collected by these companies was about Rs 7,435 crore. Out of these companies, 75 have been wound up and the money refunded to the investors. A total of 552 compa-nies were prosecuted; convictions have been secured in 124 cases. RBI also regulates deposits / investments of the public with Non- banking Finance Companies (NBFC) that are registered with RBI. Complaints received against companies posing as NBFC’s and Unin-corporated bodies indulging in cheating

/ fraud are forwarded by RBI to the Eco-nomic Offenses Wing of the State Police for investigation and further action. There are certain companies which have floated fraudulent investment deposits mobilizing schemes (also called ponzi schemes) under various guises and are liable for action under the Prize Chits and Money Circulation Schemes (Ban-ning) Act, 1978. This Act is administered by Ministry of Finance (Department of Financial Services) through the State Governments.The Ministry of Corporate Affairs has constituted a Steering Committee to de-velop a “Fraud Prediction Model” aimed at generating alerts for prevention of fraud and malfeasance. It is also pro-posed to revamp the existing Market Research & Analysis Unit (MRAU) in the Serious Fraud Investigation Office (SFIO) to enable it to function as an intel-ligence unit. Giving a fillip to the early establishment of a state-of-art Forensic Lab within the premises of SFIO in the national capital; and the development of a Comprehensive Early Warning System (EWS) for detection of corporate fraud and malfeasance at the earliest, three important MoUs have been signed by the Ministry of Corporate Affairs. These MoUs are: Between Director, SFIO ( which func-tions under the Ministry of Corporate Affairs) and Director, National Institute of Electronics and Information Technol-ogy (NIELIT), a scientific organization under the Ministry of Communications and Information Technology; Between Joint Secretary, Ministry of Corporate Affairs and Director, Finan-cial Intelligence Unit (FIU-IND), an agen-cy under the Ministry of Finance; andDirector, SFIO and Director, FIU-IND. As per the Memorandum, NIELIT will set up a state-of-art Forensic Lab within

the premises of SFIO - with a total outlay of Rs. 3.80 Crore on a turnkey basis, to be completed in two phases. The MoUs signed with FIU-IND will lead to better and faster exchange of information be-tween the three Government entities. FIU has been playing a pivotal role in the collection and dissemination of informa-tion on suspicious banking transactions under the Prevention of Money Launder-ing Act, 2002. FIU-IND has been helping both the Ministry and SFIO from time to time by supplying information on sus-picious banking transactions. Having access to banking information as well as expertise of FIU, the MoU will help SFIO in conducting its investigation in a more effective manner. These initiatives will facilitate development of a comprehen-sive EWS for detection of fraud and mal-feasance at the earliest. The concerned regulatory agencies of the Central Government have adopted different measures aimed at sensitiz-ing the public of the need to be cautious while making investments into schemes, etc. The Ministry of Corporate Affairs conducts Investor Awareness Programs (IAP’s) for making the public aware of the various instruments of investments available to them. Similarly, RBI is-sues notice in newspapers regularly to caution the public against the design of entities in collection of deposits illegal-ly. Editors of Newspapers are also sen-sitized to exercise caution for accepting advertisements pertaining to acceptance of deposits by un-incorporated bodies. Presently, RBI is in the process of under-taking a comprehensive campaign aimed at alerting the public against falling prey to the Ponzy schemes and other monetary mal-prac-tices. SEBI also conducts Investor Awareness Programs in cities / towns across the country and has recently launched publicity cam-paigns through electronic and print media.
