Activated the signs on US 281 and then picked up cameras 281 and St Mary’s and searched for vehicle spotted car at St Mary’s going NB in SB lanes followed it on the cameras and reporting it to sapd dispatch (Dawn) and she was relaying to her Officers . Wrong Way Driver was finally stopped at 281 and Winding Way after having spike strips deployed back at 281 and San Pedro . Drunk Driver Was arrested At 1:02 AM E tone was terminated by SAPD. There were a vehicle hit by Wrong Way Driver at 281 and Thousand Oaks but no injuries. Drunk Driver was arrested and vehicle towed away . LU

In August 2010, SAPD implemented an emergency call signal (i.e., E-tone) for its radio network for WWD events

Signal broadcast to all SAPD vehicles

Co-location of SAPD Traffic Dispatch and DWI Dispatch at TransGuide Operations center provides TxDOT Operators immediate notification of WWD alert

TxDOT Actions- DMS Message

‘Activated the signs on US 281 and then picked up cameras 281 and St Mary’s and searched for vehicle spotted ’

First action for TxDOT Operators is to place warning message on DMS

Message is placed on DMS in both directions of reported freeway, as reports can be unclear of direction and location of reported vehicle

Messages displayed in a few seconds



Developed original WWD warning message in October 2010

This followed a fatality WWD accident on US 281 near BasseRoad

Operators were authorized to display the message after they had verified the WWD with a camera

From October 2010 thru March 2011, the WWD warning message was not displayed, although there were reported WWDs with SAPD E-tone alerts, none were verified by the operators with cameras



March 15, 2011 SAPD Officer Stephanie Brown was killed by a WWD in the line of duty, responding to a call for assistance from another officer at 2 AM

TxDOT authorized operators to display warning message on DMS when SAPD issued E-Tone alert for WWD

Message is displayed for a wide area initially, to include other freeways, operator will adjust DMS used for message if vehicle location, direction verified with CCTV

– Distinguish from other messages

TxDOT Actions- CCTV Used to Verify Location

TransGuide Operators have become very proficient at locating WWDs with the cameras

Initial report called in was for a WWD on US 281 at St. Mary’s; the operator located the vehicle on US 281 at St. Mary’s

Co-location with SAPD dispatch allowed operator to relay location information to the dispatcher, who passed that on to officers in the field
