Mission Statement The Western Association of Student Financial Aid Administrators is a professional organization of individuals in the western region of the United States who administer or advance access and choice to higher education through the administration of student financial assistance programs. WASFAA’s mission is to promote student financial aid and educational opportunities for students by providing personal and professional development to its members.

Purpose To promote the professional preparation, effectiveness, recognition and association of persons

engaged in any aspect of the operation of student financial aid in postsecondary and secondary institutions, in government agencies, foundations and private businesses and others in these organizations and in community organizations concerned with the support of student financial aid; and

To serve effectively the interests and needs of students, faculties, postsecondary administrating government agencies, and sponsors through coordination of plans and programs pertinent to student financial aid; and

To assist educational institutions, foundations, government agencies, and private and community organizations to promote and develop effective programs of student financial aid; and

To facilitate communication among student financial aid administrators and between institutions of postsecondary education and the sponsors of student aid funds; and

To promote and work with others in the promotion of such systematic studies, cooperative experiments, conferences, workshops and other related activities as may be desirable or required to fulfill the purposes of this Association; and

To promote educational opportunities for under-represented and economically disadvantaged groups through various activities including early awareness.

Message from the President

Aloha WASFAA, On behalf of your Executive Council, the conference committee and our great friends in the PacFAA region, we welcome you to Hawaii. We are so happy you have chosen to join us in Honolulu for the 42nd annual Western Association of Student Financial Aid Administrators annual conference.

Our profession has experienced significant change in recent years; we hope that ‘Surviving in a Sea of Change, Ae hiki no! (Yes, we can!)’ will provide you with the necessary tools to head back to your workplace and “survive.” I want to thank my Conference committee who has performed nothing short of a miracle to not only meet their goal but far exceed what anyone thought was possible. Our Program Chair, Ron Lee and his committee have put together an excellent program which should meet the needs of the attendees. The agenda includes sessions by the U.S. Department of Education, NASFAA Representatives and our colleagues in the profession. The sessions are intended to provide you with a well-rounded conference experience. Please be sure to partake, meet, share, learn and enjoy! We hope you will not only enjoy the conference but also make some time to take in the beautiful sights and culture. The program includes four pages of “Things to do” while in Honolulu. As my year as President comes to a close, I want to thank the volunteers that are WASFAA and encourage to you continue the amazing work you do for our organization. Message from the Conference CO-Chairs

In Hawaiian culture, E komo mai, mea ho’okipa means, “Welcome, I am your host.” This phrase expresses the spirit of hospitality you will experience in Hawaii while attending the 2011 WASFAA Conference. The conference committee has built a solid program around our theme of “Surviving in a Sea of Change - Ae hiki no! (Yes we can!).” Where else would you go to “Survive the Sea of Change” than in the middle of the Pacific Ocean? We hope that the sessions you attend will provide you with valuable tools to help you ‘Survive the Sea of Change’ in your workplace. Members of the conference committee and local representatives from the Pacific Financial Aid Association (PacFAA) are available to make your experience in Hawaii as rewarding as possible. Lost and Found From Sunday at 8:00 am until Monday at 12:00 pm, items that are lost or found may be turned in or retrieved at the Registration Table. Items of value left behind in meeting rooms which are found by Resort Staff are taken to lost and found where they are logged and held until positive identification of the owner is established. For items lost prior to the conference or after Monday at 12:00 pm, please contact the hotel directly at ext. 23.

Guide to OAHU, Hawaii The State of Hawaii is primarily made up of 6 major islands. Oahu; sometimes called “The Gathering Place,” is the third largest Hawaiian island and thus, appropriate that the WASFAA Conference is being held here. The Hilton Hawaiian Village is located on Waikiki’s widest stretch of beach. Although the hotel offers many recreational activities and eateries, the island of Oahu offers many other options. Getting Around Waikiki Trolley – Great if you do not want to rent a car and want to venture around the Honolulu area. You can purchase one-day, four-day, and seven-day passes with unlimited boarding and unboarding on three different lines. Best prices are online at www.waikikitrolley.com. Tours Polynesian Cultural Center – Familiar with only the islands in the state of Hawaii? You will learn about and experience other Polynesian islands in the Pacific Ocean. Moderately challenging trail includes two sets of stairs, totaling 175 steps and underground tunnels that leads you to the top of Diamond Head for a panoramic view. Bring a flashlight and water. Open 6:00 AM to 6:00 PM, $1 for walk-ins and $5 for cars. Makapuu Lighthouse – Located about 15 miles east of Waikiki. Moderate 2-mile hike that is paved but steep in areas that has a panoramic view of the coast and on a clear day, can see the island of Molokai in the distance. There are no restrooms or shade so you will want to finish before noon and bring water.

Museums Bishop Museum – The museum is the largest museum in the state that has an extensive collection of Hawaiian artifacts and royal family heirlooms. Open Wednesday to Monday, 9:00 AM to 5:00 PM. Attractions Dole Plantation – Informational displays and presentations about Hawaii’s pineapple history. Guide to OAHU, Hawaii Hanauma Bay Nature Preserve – The first Marine Life Conservation District in Hawaii. Great for snorkeling and explore the reef and sea life. Closed on Tuesdays, $1 per car for parking and $7.50 per person to enter. Plan to go early because parking fills quickly. For more information call (808) 396-4229. Iolani Palace – The only official state residence of royalty in the U.S. Open Tuesdays to Saturdays, 9:00 AM to 4:00 PM. Guided Adult Tour is $20; Audio Adult Tour is $13. North Shore – The beaches of North Shore host the world’s premier surfing competitions. Visit Waimea Bay, home of the “Quicksilver in Memory of Eddie Aikau Surf Competition”. This competition only happens if the waves are at a minimum height of 20-feet. Be careful when walking along the water. The under tolls and waves are strong on this side of the island. Either on the way to or from Waimea Bay make time to visit the famous Matsumoto’s Shave Ice (the ‘rainbow’ is a popular choice). Pearl Harbor – The largest natural harbor in Hawaii, a World War II Valor in the Pacific National Monument and the only naval base in the U.S. to be designated a National Historical Landmark. Visit the USS Arizona Memorial, the Battleship Missouri Memorial, the USS Bowfin Submarine Museum and Park, the Pacific Aviation Museum, and the USS Oklahoma Memorial. The Visitor Center is open 7 days a week 7:00 AM to 5:00 PM and tours begin at 8:00 AM. Plan to go early because the tickets are free and distributed on a first-come, first-served basis. About our speakers  

Justin Draeger, NASFAA President Justin Draeger began his tenure as President of the National Association of Student Financial Aid Administrators (NASFAA) on July 1, 2010. He is a first-generation four-year college graduate with more than 13 years of experience in assisting disadvantaged populations achieve their goals and better their communities, including 10 years in administering, interpreting, communicating, or developing student aid policy. Justin acts as the Association’s primary spokesperson and has been featured on The Today Show on NBC, National Public Radio, CNBC, and in numerous national

newspapers and publications. Justin began his career in student aid working as a financial aid director in Michigan and went on to work for the Michigan Guaranty Agency as a lead regulatory analyst before joining NASFAA in 2006. Justin volunteers and serves on the board of directors of other organizations that promote health and education, including Pueblo-a-Pueblo, a charitable nonprofit that seeks to build sustainable, viable and healthy indigenous communities in

uatemala. He earned a Bachelor’s of Science in Resource Management from Brigham Young niversity and a Master’s in Business Administration Finance from Baker College.

 Dr. Laurie A. Wolf Executive Dean, Student Services Des Moines Area Community College, Ankeny, Iowa Dr. Wolf is currently the Executive Dean of Student Services at Des Moines Area Community College (DMACC) in Ankeny, Iowa. In this position, Laurie is responsible for district wide student services overseeing 18 different departments, including Financial Aid, Veterans Affairs, andStudent Advising/ Counseling. She is also responsible for the interpretatand implementation of federal and state legislation, regulations, and ot

policies which affect students enrolled at DMACC. Prior to joining DMACC, Laurie was on staff at the Iowa College Student Aid Commission (Iowa’s grant, scholarship and guarantee agency), and the Director of Admissions at Iowa Wesleyan College. Laurie holds a B.A. in English from Iowa Wesleyan College, an M.A. in Student Development from The University of Iowa, and a Ph.D. in Educational Leadership and Policy Studies from Iowa State University. Her dissertation topic: A Mixed Method Study of Rural Iowa Latino High School Students to Determine Barriers to Access. Throughout her higher education career, Dr. Wolf has been active in advancing student access and choice to higher education. She has been active in the National Association of Student Financial Aid Administrators (NASFAA) currently serving as the National Chair. She has also served as the Chair of the most recent NASFAA Higher Education Act Reauthorization Task Force, committee member for Association & Governance; student access, finance, needs analysis, and leadership. She is a Past President of the Iowa Association and has served on the Midwest Association Board. In addition, Laurie was a member of the GAO/DE Task Force on Market Mechanisms (1999-2001), has been a student financial aid trainer for the U.S. Department of Education, and served on the National Council of Higher Education Loan Programs (NCHELP) regulatory committee, and assisted in developing financial aid policy positions for the American Association of Community College (AACC).

Frank De Lima Frank De Lima is one of Hawaii's most popular and beloved comedians. For more than 30 years, this award-winning comic has been entertaining local residents and tourists alike with his zany parodies, outrageous sense of humor, and spontaneous creativity. Frank's specialty is translating issues - such as current events, fads, attitudes, and people - into fresh musical parodies. Comedy has been ingrained in Frank's life since childhood. While growing up in Pauoa Valley on the Island of Oahu, Frank realized that he had a natural talent for making family and friends smile, especially at

themselves. "The ability to draw laughter or a smile is one of the greatest gifts you can give to people," states the proclaimed Portuguese Prince of Hawaiian Comedy. "Laughter makes a happy heart. Frank personifies Hawaii's diverse ethnicities and cultures. His ethnic background, which is self-described as "veritable Portuguese Soup" and "Chop Suey Nation," consists of Portuguese, Hawaiian, Irish, Chinese, English, Spanish, and Scottish. He celebrates, not disregards, ethnic differences and integrates them into his comedic routines. "Humor breaks down barriers and being able to laugh at oneself is the first step down that road," Frank explains. After receiving his graduate degree from St. Patrick's Seminary & University in California, Frank returned home and started his professional career - as a singer. By successfully combining his singing talents with his propensity for comic satire, Frank soon became one of the hottest tickets in Hawaii's entertainment scene. Comedy is not Frank's only passion. In 1980, Frank founded the Frank De Lima Student Enrichment Program. This non-profit organization is devoted to helping Hawaii's students understand the importance of reading, studying, laughing, and family, and managing major emotional and physical life transitions. Since the program's inception, Frank's visits have increased to 350 schools statewide biennially. In recognition of his commitment to Hawaii's keiki (children), Frank has received numerous honors, ncluding Governor Cayetano's Kilohana Award for Volunteer of the Year and the Ellison S. Onizuka

NASFAA LEADERSHIP AWARD

Marianna Deeken, financial aid administrator and longtime federal trainer, recently passed away after a two year long illness. She was a Region IX and Region X federal trainer for the last 20 years, and federal liaison to the WASFAA region and to each of these state associations represented in WASFAA. Marianna was a Policy Analyst for NELA, and a financial aid administrator in California and Washington. Marianna was a colleague, a coworker and a friend. All she touched willmiss her care and attention to student financial aid administration and the students w

e serve. Marianna is an example of the positive impact that one person can have on so many others.

In this session, we'll take a look at the importance of customer service in our industry, the national trends, and investigate the common misconceptions that can get in the way of your daily ervice delivery. While most of this assistance comes in the form of publicly funded student financial aid, there's often still a significant gap. Beyond private scholarships and grants, how do we fill that gap? In the Beginning: The Birth of WASFAA By Dan Messersmith At a meeting of the Committee on Financial Aid, of the Regional Western Membership of the College Scholarship Service, on March 10, 1966, the following proposal was made:

“The Committee discussed the proposal for a Western Regional Assembly of the CSS. A Regional Assembly would parallel the CSS Assembly with committee members elected by the Assembly rather than appointed by the Executive Committee of the Western Regional Membership. The Primary advantage of such an Assembly would be the formation of a professional association of financial aid officers which might counter-act a proliferation of financial aid associations.”

It would take an additional twenty-one months for this seed of an idea to germinate but on, January 13, 1969, between the hours of 5 pm and 6 pm, in Continental Ballroom No. 6 of the San Francisco Hilton, WASFAA was created. The proposed WASFAA Constitution was adopted, the Constitution of NASFAA was ratified, and officers and delegates to the National Council of NASFAA were elected. 2010 WASFAA Business Meeting Minutes Tuesday, April 20, 2010- Coeur d’Alene, ID President Mindy Bergeron called the meeting to order at 8:34 a.m. Minutes were reviewed from page 30 of the 2010 Conference program. No changes were posed. Bert Logan made a motion to approve the minutes. Ted Malone seconded. Vote: all in favor, motion passed. Treasurer Peter Miller reviewed the current Treasurer’s report as of April 15. The checking account balance was $1,113.10 and the maximize account was $299,351.27 for a checking account total of $300,464.37. It was pointed out the FDIC coverage is $250,000 and that multiple bank accounts are going to be opened at different financial institutions to meet the FDIC coverage. The T-Bill has a low percentage rate growth and will mature at $400,000. The Vanguard account is also moving up slowly. The asset reserves help cover contractual obligations and help keep the organization going. The operating budget was reduced and the Executive Council is looking for ways to reduce dependency on the asset reserves and generate more income. One of the changes that has been made is to not sign contracts out too far in advance now. Leonard Walker, Site Selection Chair, has been getting great rates and deals for upcoming events and meetings as well as creating relationships with hotels. The operating budgets over the last three years were reviewed as follows: FY2008: $530,875; FY2009: $258,930; 2010: $248,350. All sources of revenue are down. As a reminder, membership dues, trainings, and conferences all support the continuation of the organization. The majority of the money generated is going back into training. No questions posed for the Treasurer’s report. Catherine King-Todd made a motion to accept the Treasurer’s report. Kay Soltis seconded. Vote: all in favor, motion passed. Mindy Bergeron completed the WASFAA award distribution. Awards given throughout the 2010 Conference are as follows: Distinguished Service: Tami Sato and Bert Logan; Outstanding New Professional: Ashley Munro and Nicole Doering; Outstanding New Volunteer: Breena Conlin; Lifetime Membership: Pat Hurley and Bill Boyd; Committee of the Year: Newsletter; President’s Award: Luhui Whitebear and Renee Davis. Mindy Bergeron gave a thank you to everyone for all of the support over the past year. She attended seven state conferences and all had an increase in attendance. Federal Relations has had a busy year. There was also a Core Activities Task Force led by President-Elect Sandi Guidry that condensed the twenty-four committees down to fourteen. Upcoming events are: Summer Institute from June 6-11, 2010 at Tempe, Arizona; MLI in February 2011 at Lake Tahoe, Nevada; Annual Conference starting April 17, 2011 at Honolulu, Hawaii. The Training Committee purchased web software to hold webinar trainings. Spring Training is coming up. States can also contract for a license to use the software. Mindy Bergeron stated that it has been a great year. The 2010 Conference Committee was recognized. The gavel was then passed to President-Elect Sandi Guidry. Sandi Guidry thanked Mindy Bergeron and presented her with the WASFAA President’s Award. Sandi Guidry noted that she is the 42nd WASFAA President and the first president from Nevada. Everyone was encouraged to volunteer. The WASFAA fiscal situation is being taken very seriously to ensure continuation of the organization. The 2010-2011 Executive Council was introduced. Jack Edwards gave information on the 2010 Summer Institute. It will be held from June 6-11, 2010 at the Arizona State University Honor’s College in Tempe, Arizona. Sue Shogren gave an update on Spring Training. Registration will be open soon for a spring series of trainings late May and June. Communicating with students is the theme of the series. The training will be a web based platform with site registration to allow multiple viewers. Membership is required for the person signing up and encouraged for everyone in attendance. A survey was just launched to gather data for the training. The Training Committee will evaluate what NASFAA is doing for Fall Training. Wendy Olson gave an update on the 2011 Management and Leadership Institute. It will begin February 14, 2011 at Lake Tahoe, Nevada. More information will be posted soon. Sandi Guidry presented Mindy Bergeron with a gift for her year as President and Ron Lee with a gift for facilitating the Transition Meeting. There was a reminder that the Idaho state meeting is scheduled for the day after the 2010 WASFAA Conference. 205 people attended the Conference this year. If everyone brings one person next year, we will double the attendance. No old or new business was posed. Colleen MacDonald moved to adjourn the meeting. Brian Heinman seconded. Vote: all in favor, motion passed. The meeting was adjourned at 9:30 a.m. The Coeur d’Alene Resort staff was then thanked for all of their work throughout the Conference.
