The Right to Build Task Force and delivery models
The Right to Build Task Force
• Launched February 2017 by NaCSBA
• Funded by the Nationwide Foundation
• Positive engagement with Kevin Stewart (Scottish Minister for Local Government and Housing), and supported by Government in Housing White Paper for England
• Established to support local authorities and other organisations across the UK to deliver large, affordable Custom and Self Build housing projects
• Supports objective to deliver 20,000+ Custom and Self Build homes per year by 2020, to give more people the choice to have an affordable that fully meets their needs
• Comprises Task Force Director and Panel of Experts, overseen by Board which includes representatives from NaCSBA, Homes England, NHF, LGA, RICS, RTPI and Glasgow CC
Type of organisations and projects supported
• Local authorities, community organisations/groups, housing associations, devolved administrations, other public sector bodies (across UK)
• Focus on delivering more affordable/lower cost Custom and Self build homes
• Priority given to projects delivering more homes at scale, or initiatives that are capable of replication:
• Larger local authority/private sector projects• Community-led projects or initiatives (currently offering free advice to 5 projects)
• Projects need strong support/backing from senior local politicians
• Target to support 80 organisations by end of 2019
What is Custom and Self Build housing?
Self Build• People directly organise the
design and construction of their homes
• Very few actually do the main construction work
Custom Build• Working with a specialist
developer or ‘enabler’ to deliver the home
• Many offer ready-to-go serviced plots
• Less risk/faster
Usually single homes, but both approaches can be used by groups
Scottish Planning Policy (SPP, 2014)
• Recognises affordable housing delivered as discount market sale can include Self Build plots (also recognised in Planning Advice Note 2/2010)
• As part of housing need and demand assessment (HNDA), local authorities are required to consider need for specialist provision and sites for people seeking Self Build plots:
“Where authorities believe it appropriate to allocate suitable sites for self-build plots, the sites may contribute to meeting the housing land requirement”
• Promoting Rural Development (Delivery)- in remote rural areas, where new development can often help to sustain fragile communities, plans and decision-making should generally include provision for small-scale housing (including plots for self build)
Benefits for Builders and Landowners
• Taps into wider demand (offer is different)• Can speed-up build out (people want to build their dream home now) • Improves site marketability (wider offer/more choice)• Shares risk if working with specialist enabling partner• Can improve viability and help with cashflow (good return on ROCE)
Benefits for Councils and Communities
Communities• Widens choice/options• Can help on affordability• Greater community cohesion
Councils• Can speed-up and grow supply• Improves housing diversity/quality• Supports local smaller
builders/local economies• Modular housing friendly• Fewer planning objections

Some of the delivery challenges we are advising on
• Estimating demand
• Deciding on mix and type of projects to support
• Finding delivery partners/enablers
• Locational considerations on larger sites
• Viability considerations (which model fits best)
• Scope and delivery of design codes
• Managing buildout
• Delivering affordable housing
• Winning ‘hearts and minds’ of landowners/larger developers and communities
• Identifying suitable policy solutions to fit the local context

Delivering Customer Choice in Housing through Custom Build
“Self Build [is where] someone … directly organises the design and construction of their … home.
Custom Build [is where] someone … commissions a specialist developer to help to deliver their … home”
Brandon Lewis MP, former Housing Minister, Right to Build Debate, House of Commons (24th October 2014)

What we do
❑ Help communities secure long term solutions to their housing and related needs
❑ Work towards enhancing social and economic benefit for any community we work in
❑ Develop innovative solutions to enable development where required
❑ Land acquisitions and experience in self/custom build since 1998
Title condition to ensure the plots or houses remain affordable in perpetuity. Comprises of two elements:1. An equity share – which protects the discount
provided 2. Right of pre emption – HSCHT has first right to
buy back the property when offered for sale. The next sale will be under the same terms with the RHB.
Rural Housing Burden
❑ Main form of procurement in Highlands. As well as much of the rest of Scotland.❑ In Highland 2007/2008 – 1845 completed builds, 1,000 self/custom. (54%)❑ In Highland 2012/2013 – 833 completed builds, 320 self/custom (38%)❑ Reduced economic activity of 680 units x £150k = £1,020,000 ❑ 7 FTE x 680 units = 4,760 Job opportunities lost in one year.❑ Massive reduction in economic activity in construction industry all over Scotland.❑ Particularly damaging to rural communities that rely heavily on self/custom build.
