City Staff/Elected Officials attend Emergency Management Training

As part of the City Emergency Management Plan (CEMP), City staff has been attending Emergency

Management training over the past several weeks, taught by Public Safety Emergency Manager Kevin

Guthrie and staff. This training is essential to the responsibilities of positions within the CEMP and

how it will be utilized for County-wide activation in the event of an emergency. This week training

was provided to all elected officials in Flagler County of which the Mayor, City Council Members, the

City Manager, and several City executive staff, joined at the Flagler County Emergency Operations

Center for training in the event of an actual activation of the Emergency Operations Center.

Staff attended Emergency Management Training provided by Flagler County Emergency Services, the training

provided staff with the opportunity to learn more about the roles various staff members will play during and after an

emergency situation.

Staff attended the meeting of the Volusia Transportation Planning Organization Technical Coordinating Committee.

The main agenda item was a housekeeping amendment to the Transportation Improvement Plan (TIP) to add new

transit routes in Volusia County in conjunction with the upcoming Sunrail (Commuter rail service), as well as

correcting project limits for the I-95/I-4 interchange project.

Green Team

The memorial garden at the Palm Harbor Golf Course got the finishing touch this past week with the installation of a

bronze plaque donated by Norma Kendrick. The design for the garden was done by the Community Development

Department. The Public Works Department selected a coquina boulder, set the plaque in place, and installed it at the

corner of the landscaped flagpole area in front of the clubhouse. The plaque reads, “Golfers and Friends are

Memories Forever”. The garden includes three memorial benches, landscaping, and pavers around the flagpole

remembering current and past golfers who have graced our home course and now have a place of reflection and

remembrance. If you are interested in having a paver inscribed in the name of a golfer you know, please contact the

Palm Harbor Golf Course at 986-4653.

CAPITAL IMPROVEMENT PROJECTS

The Flagler Humane Society is striving to put a dent in the pet overpopulation issue

in Flagler County. We have obtained grants that allow us to offer low cost surgeries

for many pet owners, and pitbull or pitbull mix dogs can be spayed or neutered for

free as well as receive a free rabies vaccine and a microchip. Residents of Flagler

Beach with feral cats can have them sterilized, vaccinated for rabies, and ear notched

for free as well. Those with feral or community cats in other parts of the county can

get a $25 certificate for spay/neuter, rabies vaccine, and ear notch. If your pets don’t

fall within one of our grant programs, FHS offers a subsidized spay/neuter certificate

with reduced prices. Don’t let money be the reason that your pet is not sterilized.

Donation Opportunity: 100 Realty donated “Doghouse Donation Boxes” that were

placed at all the fire stations in Flagler County. If you can’t make it to the shelter,

donations can be dropped off 24/7 at your nearest fire station. We appreciate any and

all donations that we receive, especially those from our Wish List (available at

flaglerhumanesociety.org/wish-list). Purchases can be made through Amazon.com via

the FHS website and sent directly to the shelter.

Upcoming Events: The FHS monthly Yappy Hour is coming up on Thursday, April

24th

from 6 pm – 9 pm. It will be held at Canfield’s Bistro located at the Palm Harbor

Golf Club. The $10 donation includes a sampler from Canfield’s Bistro, house

cocktail or draft, fun dog and human games, and a beautiful view with good

company. Don’t miss out!

The FHS 9th

annual Spayghetti Dinner and Silent Auction is scheduled for April 5th

.

Tickets are on sale now at the shelter or can be purchased through the FHS website.

Tickets are $30 and includes a cash bar, dinner, and dancing. Entertainment will be

provided by Debbi Owen and Tony T. This event usually sells out so don’t miss your

opportunity to get your tickets!

Upcoming Outreach Events: Don’t forget that we have adoptable pets at the

Farmer’s Market in Flagler Beach every Friday and at PetSmart on Sundays. Come

out and meet all the furry friends that FHS volunteer Howard Tessler brings for

adoption!

Public Announcements: The Flagler Humane Society has a variety of subsidized or

FREE spay and neuter programs for members of the community that need to have

Operations Division preparing to light up Roma Court as FiberNET’s latest customer.

Applications Division made updates to the Arbor Day section of the City's website for the upcoming Arbor Day celebration (http://www.palmcoastgov.com/arborday)

Applications Division made updates to the City's electronic Authorization to Travel forms in response to staff requests.

Applications Division will spearhead the adoption of Mobile Technology for the Permitting and Code Enforcement Departments through the implementation of Perconti Data Systems CD Plus Mobile. This new tablet platform software package will allow Code Enforcement and Permit Inspectors to become near real time while out in the field.

GIS Division met with Flagler County staff at the Flagler County Emergency Operations Center to discuss goals, questions, and issues involved in enabling Palm Coast GIS staff to work effectively in the EOC in the event of activation.

Operations Division received 85 Track IT’s this week.

Operations Division attended the County-wide EOC training exercise. We are working hard towards becoming better prepared in case of an emergency.

Operations Division installing new anti-virus updates. We work very hard trying to stay on top of the latest threats, which sometimes strike several times per day.

Operations Division trained on our new backup systems and processes.

Operations Division staff got their first peek at the layout of the City Hall and discussed how to best organize workflow, office space, storage space, staging space, etc..

COMMUNITY DEVELOPMENT

Applications Division will upgrade our Electronic Plan Solutions software (ProjectDox from Avolve Software) to the latest version this weekend.

GIS Division staff presented a web application to the City's Traffic Engineer. It features locations of FDOT crashes and related information for the years of 2005-2011.

Forward progress is further delayed due to FPL falling behind on their relocation schedule. The issue has been brought to FPL's attention.

Phase II

Phase 2 FPL consent agreement has been completed and is being sent to the City for

signature. Wetland mitigation is in the PO process. Design is still in permitting with SJRWMD and ACOE. Pole relocation design is in process and the price quote for the work is in the PO process. Construction drawings are waiting for completion for permitting comments and pole

relocation final design.

Colechester @ College Waterway Bridge #63 Rehab Design - Design kick off meeting was held on 3-3-14 with staff and Stone Engineering. Detailed inspection of bridge is scheduled for 3-20-14 with engineers & staff.

Additional Fields at Indian Trails Middle School - Drain system test pilot has been planned and componants are being ordered. The new Interlocal Agreement & Memoandum of Understanding exhibit attachment for the new fields is complete. The preliminary design of the fields has been delayed due to internal resource availability, but is anticipated to be completed in sufficient time for permitting and construction. In the past week, the department responded to 180 calls. There was one structure fire with minimal damages noted, and two vehicle fires. A total of 129 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 119 out of a possible 800 and the fire danger is moderate.

PAST WEEK HIGHLIGHTS:

Movies in Central Park - Last Friday (March 14) over 250 of our friends and neighbors

attended the first movie in the park of the season. Held the 2nd

Friday of each month from March

to December, these family friendly movies give our community a leisurely activity to enjoy with

their entire family. The next Movie in Central Park will be held on Friday, April 11.

Food Truck Tuesdays – Thank you to the hundreds who came out to the first Food Truck

Tuesday event in support of the Flagler Education Foundation. 10% of the purchases made from

these gourmet food trucks netted the Flagler Education Foundation close to $500.

Our next Food Truck Tuesday will be held on Tuesday, May 20 at Central Park in Town Center

from 5-8 pm and benefit the Flagler Sheriff’s P.A.L.

Lifeguard Certification Class – Wednesday, March 26-Saturday, March 29 @ Frieda Zamba

Swimming Pool for ages 16 & up. Through videos, group discussion and hands-on practice,

participants will learn teamwork, rescue and surveillance skills, First Aid, CPR/AED and other

skills needed to work as a professional lifeguard. Successful completion results in a 2-year

certification in Lifeguarding that includes first aid, professional-level CPR and AED in one

certificate. A digital certificate will be available upon successful completion of course. Pre-

registration and payment of fee required.

Lunch n’ Lecture – Wednesday, March 19 beginning at 11am at the Palm Coast Community

Center, 305 Palm Coast Parkway, NE. Our topic today will focus on “Orthopedics and

Rehabilitation” and feature Orthopedic Coordinator Janet Bellows and Rehabilitation

Coordinator Christina Machado of Florida Hospital Flagler. The Lunch n’ Lecture is free, but

pre-registration is required.

Attendees will have an opportunity to learn about everything from joint replacement and back

Temporary modification of the disinfection treatment procedure will end on March 24th.

The average water demand for the week was 7.053 million gallons per day; average wastewater flow

was 6.074 million gallons per day.

Installed 17 new domestic meters, 2 new PEP tanks and replaced 1 PEP tank.

This week 238 utility customers were shut off for non-payment.

Seminole Woods Multi use Path Project – Seminole Woods and SR-100 traffic signal work is on

schedule to be completed by Friday. The directional bore is completed; signal crew will be installing

conduit, signal wire and pull boxes, pedestrian pole and traffic signal head.

Began work on Corporate Drive sidewalk installing the drainage structure near the firehouse driveway

and extending the mitered end pipe on the north side of the project. All the traffic signal directional

bores are scheduled to be complete by Friday.

Inflow Infiltration crew cleaned 9,900 feet and inspected via CCTV 9,509 feet of gravity sewer.

Completed smoke testing 28,814’ of gravity sewer in Palm Coast Plantation. Replaced 30 broken 6”

clean out caps.

Beachside Pump Station and Sewer Force Main – As-built was received and has been red-lined and sent

back to surveyor for corrections. Fence will be relocated and revised as-built with show change. The

telemetry system still being worked on by all parties involved.

ZLD Water Treatment Plant #2 – The Electrician continues installing electrical conduits throughout the

construction site. The Variable Frequency Drive for the new High Service Pump along with the control

wiring to the control room is being installed.

Mowing in “K”, “B”, “R’, “S”, “L” and “P” sections. Mowing Belle Terre Parkway, Seminole Woods

Parkway, Matanzas Woods Parkway and Palm Coast Parkway.

Graded 4,401 feet of swales, repaired 1 outfall and cleaned 109 culvert pipes. Installed 2 valley gutters

at Slate Court and Prince William Place.

Park crews re-graded and added crushed shell to Sable Palm Trail (1,108 linear feet) and are now

complete.

Maintaining a full time two man crew at the dirt screener to keep up with the demand for clean fill.

City of Palm Coast offers Lifeguard Certification Class for ages 16 and up Palm Coast, Fla. – The City of Palm Coast is offering a Lifeguard Certification Class for people 16 and older from Wednesday through Saturday, March 26-29.
