were at both The New Jersey Club and the Home Builders Association meetings. Mr. Landon received positive

Palm Coast’s Holland Park to Close February 2, As Major Renovation Begins

Major renovations on the City’s oldest Park – James F. Holland Memorial Park – begin Monday, February 2nd.

The 26.76-acre park at 18 Florida Park Drive, will be closed to the public for approximately 15 months during

Phase One of the renovation project. For more information see the City’s news release (attached).

CHIRP Program

The Children Helping in Resource Protection (CHIRP) program was held at Linear Park on January 20th and

22nd. Staff hosted 168, 5th grade Bunnell Elementary students, along with several teachers and chaperones. January’s program was a collaborative effort between three City departments: Community Development, Stormwater

Engineering and the Fire Department. For more information see the Community Development Department and

PLANNING

The City of Palm Coast's oldest park - James F. Holland Memorial Park, a 26.76-acre park located at 18 Florida Park

Drive will be closed to the public for approximately 15 months during Phase One of the renovation project.

Phase One will include a new loop road for entering and exiting the park; parking; lighting; perimeter trail; dog park (one

area for large dogs, one area for small dogs); tennis and handball court renovations; fitness equipment; basketball courts

with lighting; volleyball court; and horseshoe pits.

CHIRP Program at Linear Park

CHIRP was held at Linear Park on January 20th and 22nd. The park hosted 168, 5th grade Bunnell Elementary students,

four teachers and several parent chaperones. January’s program was a collaborative effort between three City departments:

Community Development, Stormwater Engineering and the Fire Department. Students rotated between four eco-stations

covering topics like Disaster Preparedness, Soil Science, Water Quality and Creatures of the Sea presented by the

University of Florida, Whitney Lab. Students had the opportunity to play and explore the park before they enjoyed lunch.

CAPITAL IMPROVEMENT PROJECTS

The following is an update since last week for capital projects in the City from January 22, 2015 through January 28,

2015.

Road and Median Projects

Palm Coast Parkway Six-Laning Construction 59% Barrier wall construction and grading for widening on

the north side of the parkway continues.

Royal Palms Parkway

Improvements Construction 27%

One half mile of roadway widening is prepped and

ready for asphalt. Contractor has cut out another 1/2

mile of widening and is mixing in sub base.

Palm Harbor Parkway Road

Extension Design 95%

Meeting held with design team on 1-26-15 to review

comments on the 100% design submission and to

discuss project schedule.

City Facility Projects

City Hall Construction 15%

Under slab plumbing and electrical complete. Floor

slab form prepped for concrete pour next week.

Installation of underground Stormwater piping

continues. Site grading continues. Forming of tilt

wall panels continues.

This is the beginning of a new year – why not let this be the beginning of a whole

new life for a special homeless pet in need of a forever home. Adopting a

homeless pet is a rewarding experience and gives back to a community with so

many in need. Sometimes adopting can be a difficult experience due to some of

the animals having unknown backgrounds. FHS takes in all animals – strays and

ones from homes. Many of the animals are well behaved and have “house”

manners and then there are those that have never known what a house is. These

are the ones that when you finally get them acclimated to being a family pet are

so rewarding. Be a hero – adopt a shelter animal today.

Donation Opportunities: “Doghouse Donation Boxes” are found at all the fire

stations in Flagler County. You can drop off donations anytime at your nearest

fire station. FHS appreciates all donations, especially those from our Wish List

(available at flaglerhumanesociety.org/wish-list). You can also purchase items

via the Amazon.com link on the FHS website and ship them directly to the

shelter.

Outreach Adoption Events: Don’t forget that FHS have volunteers and adoptable

pets at the Farmer’s Market in Flagler Beach every Friday and at PetSmart in

Palm Coast every Sunday. Come and see Howard and his crew to adopt your

next furry family member! We are in need of more outreach volunteers so that

we can attend more events and get more animals seen. If you are interested,

please contact Katie DiPippo or Gary Langley at (386) 445-1814.

FHS has cats available for adoption at PetSmart on SR 100 in the Target

Shopping Complex. Adopt your next furry family member and get all the needed

supplies in one trip. Volunteers to help care for the cats are always needed and

appreciated.

Adoption Specials: Check out the FHS Facebook and look for the Pet of the

Week! This adoptable pet will have a reduced adoption fee for the week. Don’t

miss out on adopting your next furry friend.

Upcoming Fundraisers/Events: Join us for the 10th Annual Spay-Ghetti Dinner

and Silent Auction on February 22. Tickets are on sale now at the shelter for $30

per person. Start with the cash bar at 5 pm and party until 10:30 pm. A great

night of food, dancing with Debbie Owen and Tony T, and silent auction items.

This event usually sells out early so don’t delay in getting your table reserved.

Public Announcements: The Flagler Humane Society has a variety of subsidized

spay and neuter programs for members of the community that need to have their

pets or community pets sterilized. Please call FHS at 386-445-1814, email

[email protected] or [email protected] for

questions.

FHS has a limited amount FREE spay/neuters for Pitbulls and Pitbull mixes.

Call for more information and to book your appointment today.

FHS also offers a “Pet Food Pantry” for those that are in need of assistance.

Operations Division staff inspected the future splice points along the Florida East Coast Railway near downtown Bunnell. This project will go into construction in the next two weeks and could be complete in 30-45 days. This will open the door for 2-3 major ISPs from the Jacksonville area to partner with the City’s FiberNET network to help serve our community.

Applications Division staff made changes to our internal Worker's Comp database to allow staff to track and manage more data related to Worker's Comp.

Applications Division assisted HR in pulling and converting documents in response to public records requests.

Applications Division added online registration for the BAC's upcoming Fearless and Focused class.

Operations Division received 130 Track IT’s this past week

Operations Division staff dismantling a portion of the network infrastructure at James Holland Park in preparation for the major renovation project.

Operations Division staff is almost complete with our annual network-wide inventory

Operations Division staff created new servers for the Water Treatment Plants Software upgrade. The new systems will help all of the WTPs communicate better and thus streamline processes.

Operations Division staff provided technical support for several of the City Manager’s speaking engagements (NJ Club and HBA)

Operations Division staff continues to evaluate new phone system options with Customer Service Call Center staff.

COMMUNITY DEVELOPMENT

GIS Division provided Community Development with a location map of the Grand Landings North area. This map is going to be attached to a Special Exception public hearing notification letter that will be mailed out to surrounding/adjacent property owners.

GIS Division staff at the request of Community Development made updates to the Town Center Maintenance Map.

LO-1 Water Control Structure Rehabilitation- Contract amount is $387,971.00 with SE Cline

Construction, contractor, project began on 11-19-14. Concrete expansion joints finished. Sodding begun. Electrical work begun. Project is 90% complete.

National Pollution Discharge Elimination System (NPDES) Permit – Annual Reporting England-Thims & Miller, Inc. has been selected to assist staff with the beginning of the Annual Reporting process mandated by the DEP. A work order in the amount of $25,000.00 is being processed to begin the task of permit compliance.

Colechester @ College Waterway Bridge #63 Rehababilitation 2015 Project - Contractor is Sieg & Ambachtsheer, Inc. in the amount of $1,078,700.00. Council approved contract on 10-21-14 for construction. All permits have been approved and received. Staff received a letter indicating a Notice to Proceed date would be late February early March 2015 to begin construction.

Section 37 Tributary 2 Stormwater Modeling Construction - Work continues by the Public Works crews. This project will increase the storage volume of this drainage ditch running through the “L” section.

In the past week, the department responded to 152 calls. There were three structures fires and one brush/wildfire with minimal damages noted. A total of 109 EMS calls was logged and the balance were miscellaneous in nature. The drought index is at 27 out of a possible 800 and the fire danger is low.

crafts, games and snacks. Free to attend but children must be pre-registered.

Little Picassos – Toddlers will create their own masterpieces using a variety of media

including paint, clay and more. The first “Picassos” class will be held on Thursday, February 12

beginning at 10am. Pre-registration and payment of $5 fee required.

Little Chefs – Bring your little “Guy Fieri” or “Rachel Ray” to our monthly Little Chefs

program. Your aspiring “Little Chef” will learn how to make healthy and tasty snacks. The next

Little Chefs will be held on Tuesday, February 17 beginning at 10am. Pre-registration and

payment of $5 fee required.

3-2-1 Blast-Off! – Your toddler will read about space and enjoy a craft or project related to

the story. The first class will be held on Friday, March 27 at 11am. Pre-registration and

participant’s expense.

Women’s Self Defense Class – The next class will begin on Monday, March 9 from 6 pm-8

pm at the Palm Coast Community Center, 305 Palm Coast Parkway, NE. Instruction provided

by Sergeant Lutz of the Flagler County Sheriff’s Office. Women will learn effective methods to

ward off an attacker. Appropriate for ages 12 years and up. Pre-registration is required; cost is

Re: Week in Review

The average water demand for the week was 6.287 million gallons per day; the average wastewater

flow was 6.666 million gallons per day.

Crews installed 4 new domestic water meters, 1 new pep tank replaced and 2 existing PEP tanks.

This week 241 utility customers were shut off for non-payment.

Seminole Woods Multi Use Path – Formed, poured and finished an additional 700 linear feet of new

sidewalk, graded 1,200 linear feet of swale and had Bahia sod installed on the newly graded swale.

Zero Liquid Discharge (ZLD) Water Treatment Plant 2 – Operator training on various systems

continues. Preparation for another attempt at the system performance test continues with an

expected start-up for the test of February 2nd.

Water Treatment Plant #3 Concentrate Treatment Project – Electrical work continues. Painting of

piping for filters has been completed. The contractor completed installation, testing and passed

sampling of piping for the injectors and bypass piping. The work areas are being prepared for sod

and rock placement. The water monitoring PH probe has been installed.

Smoke Testing – Door tags (600) were delivered to smoke test Section 32 Rolling Sands Drive at the

end of this month.

Mowing on Belle Terre Parkway, Palm Harbor Parkway, Easthampton Drive and Palm Coast

Parkway.

Performed site distance trimming in the “S” section.

Completed winter trimming of the ornamental grass on Whiteview Drive, Belle Terre Parkway

South and Seminole Woods Parkway.

The 2015 street resurfacing list was completed and sent in for final review.

Graded 6,095 feet of swales, cleaned 120 culvert pipes and repaired 1 outfall. Screened 2000 cubic

yards of dirt for recycling.

Installed 1 valley gutter on Cotton Court, replacement pipe crossing located at 44 Lynbrook.

Repaired (7) washouts located on Woodcenter Lane, Selborne Path, West Hampton Drive, Smith

Trail, Blakeport Lane, Reynolds Place and Riddle Drive.

Staff performed 9 traffic counts on Palm Coast Parkway, US-1 and Pine Lakes Parkway areas for the

Traffic Engineer.

Provided two message boards for the Tennis Center Event.

Inmates and ditch crew mowed and weeded 57,025 linear feet of ditch in the “W” section.

Palm Coast’s Holland Park to close Feb. 2 as major renovation begins Palm Coast – The City of Palm Coast’s oldest park – James F. Holland Memorial Park – will close beginning Monday, Feb. 2, for a major renovation to include a larger playground, improved dog park and all new playing courts. The 26.76-acre park located at 18 Florida Park Drive will be closed to the public for approximately 15 months during Phase One of the renovation project. Phase One will include a new loop road for entering and exiting the park; parking; lighting; perimeter trail; dog park (one area for large dogs, one area for small dogs); tennis and handball court renovations; fitness equipment; basketball courts with lighting; volleyball court; horseshoe pits; larger playground; and a new restroom building. The general contractor for the $4.28 million project will be Tumbleson White Contractors Inc. of Gainesville. The City received five bids, all from outside Flagler County. While Holland Park is closed, the City recommends residents and visitors use other City and County parks. A full listing of City parks is available at www.palmcoastgov.com/parks. Raymond A. Peter Named Area Manager

of the

Florida SBDC at UCF in Palm Coast

Orlando, FL – The Florida SBDC at University of Central Florida (SFBDC at UCF) today announced that it has named

Raymond A. Peter as Area Manager of the FSBDC at UCF’s Palm Coast office. He will be responsible for managing the

FSBDC’s activities in Flagler County and providing counseling services, seminars and workshops aimed at assisting FSBDC

at UCF clients start new businesses and then grow them into successful small and medium enterprises (SMEs). In

addition, Peter will be active in guiding the Palm Coast Business Assistance Center (BAC) which houses the FSBDC and

contributes significantly to the economic development of the area.

Peter, age 68, is currently a consultant and certified business analyst for the Florida SBDC at UCF’s satellite office in Palm

Coast. He joined the FSBDC after an accomplished career in marketing, sales, partner relationship management and IT

consulting with over 30 years at International Business Machine (IBM). In addition, he is an active entrepreneur and co-

owner with his wife of a small business, Designs By Kathryn Inc. Prior to joining IBM, Peter, a Vietnam Veteran, served in

the US Army, reaching the rank of First Lieutenant in military intelligence

“Ray brings a great mix of skills to the Florida SBDC at UCF in Palm Coast” commented Eunice Choi, FSBDC Regional

Director for Central Florida. “His combination of sales and marketing experience, hands-on familiarity with running a

small business and the excellent work he has done as a consultant for the FSBDC make him the right fellow to lead our

Palm Coast satellite office and assist the FSBDC’s clients with growing their businesses.”

Peter succeeds Joy Roy who will remain with the FSBDC in a reduced capacity. Roy will dedicate his time to training,

working with a few larger size businesses, development of the 2015 Palm Coast Business Expo, now in its 4th year, and

will contribute to the FSBDC’s overall strategy for Palm Coast.

Peter earned a BS in Electrical Engineering from Rochester Institute of Technology and an MBA from Queens University.

In addition, he studied at the IBM Management School and Harvard Business Leadership Academy. He resides in Palm

Coast with his wife Kathryn Teiro-Peter. In his spare time, Ray assists his wife with her residential interior business and

enjoys swimming, playing golf and having the six grandchildren come to visit.

Exhibit Hall will be headquarters for Palm Coast’s Birds of a Feather Fest, open Feb. 6-8

Palm Coast – Companies and organizations with nature as their focus, along with companies showcasing products of special interest to bird-watchers, will be the featured exhibitors at the Palm Coast Birds of a Feather Fest from Feb. 6-8. The Exhibit Hall will include a silent auction with proceeds going to the Baiata Bird Sanctuary at Nature Scapes in Bunnell.

The Exhibit Hall will be open and free to the public from 3-8 p.m. Friday, Feb. 6; 8 a.m.-8 p.m. Saturday, Feb. 7; and 8 a.m.-3 p.m. Sunday, Feb. 8, at the Palm Coast Community Center, 305 Palm Coast Pkwy. NE. The Exhibit Hall will serve as the headquarters for the birding festival.

The nonprofit Baiata Bird Sanctuary at Nature Scapes was dedicated last year in memory of Nature Scapes owner Mary Lou Baiata, who was part of the founding committee for the Birds of a Feather Fest. The sanctuary provides a beautiful home for about 10 exotic birds including blue-fronted Amazon parrots, an orange-winged Amazon parrot, Moluccan (salmon-crested) Cockatoo, African gray parrots and a yellow-naped Amazon parrot. Volunteers care for the birds, and the sanctuary conducts classes for area children to learn about birds. The sanctuary will be open for free public tours from 11:30 a.m. to 2 p.m. Saturday, Feb. 7.

“Because Mary Lou was a bird-lover, over the years people started leaving their birds with her if they could no longer care for them,” said her longtime friend Sandi Cipolloni, president of the sanctuary’s Board of Directors.

Registration is still open for the Birds of a Feather Fest – a weekend filled with birding field trips, classes, speakers, and non-birding family activities from which to choose. The keynote speakers include internationally known birder Greg Miller, whose story was the subject of The Big Year motion picture starring Jack Black; former President of Florida Audubon Society and environmental policy expert Clay Henderson; and avid birders Joe and Judy Dziak, who have been monitoring an eagle pair at Princess Place Preserve in Palm Coast for the past 18 years.

Palm Coast BAC Lunch n Learn explores ‘Importance of Education in New Economy’

Palm Coast – “The Importance of Education in the New Economy” is the topic for the Palm Coast Business Assistance Center’s first “Fearless and Focused: Women in Business” Lunch n Learn for 2015 – featuring Dr. Kristy Presswood of Daytona State College. The program is set for 11:15 a.m. to 1 p.m. Thursday, Feb. 12, at The Bistro at Flagler Palm Coast High School, 5500 E. State Road 100, Palm Coast. To guarantee a spot, reservations should be made by noon Monday, Feb. 9, at www.PalmCoastBAC.com. The cost, which includes lunch, is $15. Presswood is active in community and state organizations and has served as president of the Florida Association of Collegiate Registrars and Admissions Officers, chairwoman of the Statewide Continuing and Adult Education Standing Committee, board chairwoman of the Community Partnership for Children, and as co-chairwoman of the Junior League’s Sweetheart Ball. A Daytona State alumna, she earned her undergraduate and MBA from the University of Central Florida and her Ph.D. in higher education administration from the University of Florida. She started as a student worker in the Bursar’s Office at the college in 1989 and has held progressive positions in virtually every division of Daytona State since then. The Lunch n Learn series provides networking opportunities and allows business people to discuss various business topics in a roundtable environment.

This notice is to inform our Bright House Networks customers of upcoming changes to their cable programming lineup.

On or after March 2, 2015, Educational and Government Access Channels will relocate to channels 488-499.

Bright House Networks utilizes a new digital video delivery technology known as Switched Digital Video (SDV). SDV is a robust bandwidth management system that makes it possible to offer more digital video programming services than before including new HD channels. To be able to offer more new video services. Bright House Networks wil l be moving some existing programming services to the new SDV system as well as adding new services on the SDV system.

On or after March 10, 2015, the following duplicate service wil l be added to the SDV system:

This service will not be available on uni-directional retail devices as of the date(s) noted above. I f you want to subscribe to this service, you will need a digital set-top box or tuning adaptor from Bright House Networks. Customers may continue to use their uni-directional retail device and CableCARD to receive video programming other than the programming delivered on the SDV system. Customers who also utilize a digital set-top box or tuning adaptor wil l be able to receive video programming delivered on the SDV system. Customers wi l l be notified in advance of any other programming changes.

From time to time our agreements with cable channels and television stations come up for renewal. While we do not anticipate any loss or disruption of service, regulations require us to notify you of the possibility of losing programming. Therefore, please be advised that our agreements with NHL Center Ice, NHL Network, Youtoo, and Zap2it remain in effect on a month-to-month basis, but we may have to cease carriage in all formats i f our authority to continue is withheld.

We are working diligently at this time to come to acceptable and fair terms with all these channels.
