Palm Coast City Manager talks at NAACP Monthly Meeting and Chamber Eggs & Issues
This week, the City Manager was the guest speaker at the monthly, local NAACP meeting and also
spoke to an audience of approximately 60 business and community leaders at the Chamber of
Commerce's Eggs and Issues Breakfast. The groups were interested to hear about the City's bright future
and current capital projects.
3 v 3 Soccer Tournament
Starting on Saturday, June 21 and continuing through Sunday, June 22, 101 soccer teams converged on
Palm Coast participating in this annual 3v3 soccer event. Teams travelled to Palm Coast from Georgia,
South Carolina and from across the state of Florida visiting our City and our neighboring beaches. It is
estimated that the athletic events held in Palm Coast between October 1, 2013 and June 22, 2014
contributed over $3.6 million in visitor spending in our community.
Three City Employees become Florida ‘Water Star’ Certifiers
This week the St. John’s River Water Management District confirmed the designation of Water Star
Certifier to three City employees, Bill Butler, Irma Velez, and Brian Matthews. They are now qualified
to certify new homes as Florida Water Star compliant. With this certification, homebuilders can get
rebates on their building and utility fees upon completion of the home and a successful certification
inspection. These inspections involve interior plumbing, fixtures, and appliances that conserve water, as
well as the exterior landscaping and irrigation that is designed to save water. The first home to be
certified as a Florida Water Star home will be presented their certificate at an upcoming City Council
meeting.

PLANNING
This week the St. John’s River Water Management District confirmed the designation of Water Star Certifier to
three City employees, Bill Butler from Community Development, Irma Velez and Brian Matthews, both from the
Utility Division. They are now qualified to certify new homes as Florida Water Star compliant. With this
certification, homebuilders can get rebates on their building and utility fees upon completion of the home and a
successful certification inspection. These inspections involve interior plumbing, fixtures, and appliances that
conserve water, as well as the exterior landscaping and irrigation that is designed to save water. The first home to
be certified as a Florida Water Star home will be presented their certificate at an upcoming City Council
meeting.
City staff attended the Board meeting for the River to Sea Transportation Planning Organization. Action items of
interest to the City at the meeting included the approval of various documents to finalize the expansion of the
TPO boundaries and the inclusion of the city’s transportation projects into the appropriate TPO document.

Summer heat can affect animals in different ways. Keep in mind that dogs sweat
through areas that are not covered in fur (such as the pads and nose) and only in small
amounts so they cannot tolerate the heat as well as a human can. Leaving a dog too
long in extreme heat can result in heat stroke or exhaustion that often can become
fatal, especially to those breeds with short muzzles or “smushy” faces. Remember
this when taking your pet on long walks, day trips to the beach, or leaving them in a
vehicle. When in doubt, leave your furry friend at home to enjoy the air conditioning.
Donation Opportunity: FHS is still collecting gently used shoes until the end of
July. We receive a monetary donation for each pair of shoes that we collect. These
shoes are then sent to developing countries to be repurposed by individuals that can
then start, maintain, and grow a business. Shoes can be dropped off at the shelter or
at local businesses. A list of drop off locations is available at
http://www.flaglerhumanesociety.org/soles-souls-shoe-drive/.
Lowes and 100 Plus Realty donated “Doghouse Donation Boxes” that were placed at
all the fire stations in Flagler County. You can drop off donations anytime at your
nearest fire station if you can’t come by the shelter. We appreciate all donations,
especially those from our Wish List (available at flaglerhumanesociety.org/wish-list).
You can also purchase items via the Amazon.com link on our website and ship them
directly to the shelter.
Adoption Specials: We are currently offering an “Over 3 is Free” adoption
campaign. All cats over 3 years old age will be free during the month of June for
Shelter Cat Month. We also are featuring a “9 Lives for $9” adoption special for
June. All cats under 3 years old (that don’t qualify for the “Over 3 is Free” special)
will have a $9 adoption fee.
Upcoming Events: Save the Date for the “2014 Fast & Furriest” Walk/Run to help
the animals. This year’s event will be held on September 27, 2014, at Princess Place
Preserve. More information will be given as the event gets closer.
Upcoming Outreach Events: FHS will have a booth in Flagler Beach for the 4th
of
July festivities. We will have a booth inside Veteran’s Park with informational
handouts and retail items. We will also have a booth with adoptable pets where the
Farmer’s Market is usually held. Like FHS on Facebook for more information on
what times we will have the pets there (due to the weather we only bring the animals
out during the coolest parts of the day).
FHS representatives will be out front of the Palm Coast Walmart on July 26-27 with
some pets. We will be collecting monetary and food donations.
Don’t forget that we have adoptable pets at the Farmer’s Market in Flagler Beach
every Friday and at PetSmart on Sundays.
Public Announcements: The Flagler Humane Society has a variety of subsidized or
FREE spay and neuter programs for members of the community that need to have

In the past week, the department responded to 160 calls. There was one structure fire with minimal damages and 7 brush/wildfires. A total of 101 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 230 out of a possible 800 and the fire danger is moderate.

PAST WEEK HIGHLIGHTS:

UPCOMING EVENTS:
Florida Flag Football SRT Series Tournament – The State Finals for the Adult Flag
Football League will be held this weekend, June 28-29 at the ITSC. Adult flag football teams
will be participating in this state championship. Tournament host, Norm McLean, commented
on the quality of the fields prompting him to relocate this tournament to Palm Coast.
Fireworks in the Park – July 3rd
fireworks display sponsored by the City of Palm Coast will
be held at Central Park in Town Center at 9:00 PM. Get there early to enjoy the pre-firework
activities hosted by Flagler Education Foundation.
Food Truck Tuesdays Join us on Tuesday, July 15 from 5-8 pm at Central Park in Town Center as we celebrate July is
Parks and Recreation Month during the Food Truck Tuesday event. Activities will include a DJ,
Jax Jaguars, games for the kids (and adults), entertainment along with gourmet food available for
purchase from a variety of specialty food trucks. Proceeds from the July Food Truck Tuesday
will benefit the Parks and Recreation Summer Camp Scholarship Fund.
FEATURED PROGRAMS:
Fun in the Sun Summer Camp – Fun-filled, themed activities such as arts and crafts,
stories, recreational games, nature hikes, weekly trips to the Frieda Zamba Swimming Pool, and
guest presentations are planned for this camp for students in grades K-8 (grade just completed).
Camp runs Monday through Friday from June 9 to Aug. 8, from 9 a.m.-4:30 p.m. (early drop-
off/late pick-up available, for an additional fee) at Palm Coast Community Center, 305 Palm
Coast Parkway, NE. Campers are eligible for the free lunch program provided by the Flagler
County School District. Optional field trips are scheduled weekly for an additional fee. Students
can be registered for one or multiple weeks. $75/week. Pre-registration required. More info: 386-

CSI Camp – Join the Crime Scene Investigation (CSI) team and go in-depth to learn the
techniques used to identify and process the clues of a crime. Attendees will learn vehicle
processing, fingerprinting, and get a glimpse into forensics casting. This week-long camp
includes a tour of the County jail. Camp is open to students in grades 3-6 (grade just completed)
and runs Monday through Friday, July 7 to 11, from 8:30-11:30 a.m., at the Frieda Zamba
Swimming Pool, 339 Parkview Drive, Palm Coast. $60 for the week. Pre-registration required.
(Stay-N-Play Camp available in the afternoon – see details below.)
Golf Camp – Learn the game of golf during these four fun-filled days of short game, full
swing, putting, golf etiquette, sportsmanship, and friendly competition at the Palm Harbor Golf
Course, 20 Palm Harbor Drive, Palm Coast. Camp dates include Monday through Thursday,
June 9 to 12, 9 a.m. to 1 p.m., or Monday through Thursday, July 21 to 24, 9 a.m. to 1 p.m. Open
to all skill levels, ages 9 to 15. Lunch, snacks and drinks included. Family discounts available.

Tennis Camp – Learn the game of tennis at week-long camps offered at two locations,
depending on the week(s) selected. Three of the sessions will be offered at Belle Terre Park, 339
Parkview Drive, Palm Coast, from 8:30-11:30 a.m. Monday through Friday, June 16-20;
Monday through Friday, July 7-11; and Monday through Friday, July 28-Aug. 1. Cost for the
Belle Terre camp is $100/week or $25/day. (Stay-N-Play Camp available in the afternoon – see

Five additional sessions will be offered at the Palm Coast Tennis Center, 1290 Belle Terre
Parkway, Palm Coast, from 9 a.m.-1 p.m. Monday through Friday, June 23-27; Monday through
Thursday, June 30-July 3 (note: no camp on July 4, so hours on the other days extended to 2
p.m.); Monday through Friday, July 14-18; Monday through Friday, July 21-25; and Monday
through Friday, Aug. 4-8. The cost for the Palm Coast Tennis Center camp is $125/week or

Campers will play games, watch movies, swim, play board games and enjoy the on-site
playground. Stay-N-Play will run 11:30 a.m. to 5:30 p.m. Monday through Friday, June 16-20;
Monday through Friday, July 7-11; and Monday through Friday, July 28-Aug. 1, at the Frieda
Zamba Swimming Pool classroom, 339 Parkview Drive, Palm Coast. Camp is open to students

The average water demand for the week was 7.547 million gallons per day; average wastewater flow
was 5.135 million gallons per day
Installed 9 new domestic meters and three new pep tanks and replaced two existing tanks.
This week 211 utility customers were shut off for non-payment.
Smoke Tested 3,077 feet of gravity sewer at Flagler County Airport.
Unidirectional flushing was completed in the area of Utica Path.
The Inflow Infiltration crew cleaned 2,800 feet of gravity sewer pipes and inspected and sealed leaks in
four manholes.
Flagler Palm Coast High School/Bulldog Drive – Crews have completed approximately 800 linear feet
of 48” Reinforced Concrete Pipe with 100 linear feet remaining. Project should be 100% complete next
week. Formed and poured 27 footers for the canopy and formed and poured 200’ of sidewalk. Also
excavated 13 additional areas for new concrete footers to be installed.
ZLD Water Treatment Plant #2 – The back-wash pumps and tank skids have been installed in the
ultrafiltration building. The steel frame for the aluminum building is being installed. The electrician
continues working across the site and wiring in the new generator to the existing electrical room. The
new silos are being mounted and grouted in.
Mowing in the “P”, “E”, “W” and “BL” sections. Mowing Belle Terre Parkway, Seminole Woods
Parkway, Easthampton Drive, Rymfire Drive and Palm Coast Parkway. Mowed City owned vacant lots
in Town Center. Performed site distance trimming in the “S” section.
Graded 3,935 feet of swales; cleaned 46 culvert pipes, removed and replaced 6 driveways and culvert
pipes and replaced 1 outfall.
Replaced 1 pipe crossing located at Frankford Place (120 linear feet).
Painted 5 football fields at Indian Trails Middle School for Flagler Football State Championship this
weekend.
Inmates mowed and weeded 45,200 linear feet of ditch in the “S” and “R” sections.

Independence Day Ceremony to be held July 4 at Palm Coast’s Heroes Park Palm Coast – On Friday, July 4, the City of Palm Coast will have a public Independence Day Ceremony titled “By Dawn’s Early Light.” The ceremony will begin at 8 a.m. at Heroes Memorial Park, 2860 Palm Coast Pkwy. NW, Palm Coast (1/2 mile west of the Flagler County Library). Guest speakers will be Ted St. Pierre, past president of the Sons of the American Revolution, Flagler Chapter, and Palm Coast Mayor Jon Netts. Elected officials from Palm Coast and Flagler County will take part in a reading of the Declaration of Independence. The Palm Coast Community Band will perform The Star-Spangled Banner and America the Beautiful. Flagler County Sheriff’s Office Deputy Kenny Goncalves will sing God Bless America. The presentation of colors will be done by the Palm Coast Fire Department Honor Guard. Everyone in the community is encouraged to help celebrate our nation’s birthday by attending the Palm Coast Independence Day Ceremony! Celebrate national Park and Recreation Month in July with the City of Palm Coast Palm Coast, Fla. – With 13 City parks, a public pool, more than 125 miles of trails and paths, a golf course and tennis center, and many recreational programs for adults, teens and children, it’s easy to enjoy leisure time in Palm Coast! Tennis Camp – Learn the game of tennis at week-long camps offered at two locations, depending on the week(s) selected. Two sessions will be offered at Belle Terre Park, 339 Parkview Drive, Palm Coast, from 8:30-11:30 a.m. Monday through Friday, July 7-11; and Monday through Friday, July 28-Aug. 1.
