Anthropological, ecological, groundwater and physiographical factors (i.e., constraints) that may be encountered with the planning and development of mineral aggregate resources

constraint associated with a geographic location

within the UCPR

Eliminated Existing built or approved development areas such as the existing railroad corridors or cultural heritage sites were ELIMNATED from further consideration

There is no potential for aggregate extraction at this time

Highly Constrained

Two or more HIGH-level constraints coincide with identified aggregate resource lands

Extraction may be possible but it is expected that these resource lands will require significant efforts to minimize impacts

Moderately Constrained

One HIGH-level constraint, or one HIGH-level constraint and one or more LOW-level constraints coincide with identified aggregate resource lands

Extraction may be possible, but it is expected to require efforts, which may be significant, to ensure acceptable impacts

Minimally Constrained

One or more LOW-level constraints coincide with identified aggregate resource lands

Extraction may occur on these resource lands and is expected to require commonly employed efforts to ensure impacts are minimized

Unconstrained No constraints identified coincide with identified aggregate resource lands

Aggregate Resource Policy Areas

• Aggregate Resource Policy Areas for the purpose of municipal planning purposes were determined on the basis of the following criteria: Unconstrained, minimally constrained and

moderately constrained bedrock resources Unconstrained, minimally constrained and moderate

constrained primary, secondary, and tertiary sand and gravel resources

Bedrock, sand and gravel resources as determined by the Primary Aggregate Resource Policy Area Selection that are within 500 metres of, and contiguous with, a licensed pit or quarry

Aggregate Resource Policy Areas

In addition, the aggregate policy areas were simplified to exclude thin or small strips of land based on the following exclusion criteria:

slivers resource having a width of less than 20m; contiguous parcels of resource less than 1 ha; and contiguous parcels of resource having a perimeter to

area ratio greater than 3.0 unless a parcel has an area greater than 1ha, in which case having a perimeter to area ratio greater than 4.0.
