Article 2Objective of the Agreement

1) The Parties shall cooperate in order to achieve the following goals:

c) Undertaking of measures to prevent or limit hazards, and reduce and eliminate adverse consequences, including those from floods, ice hazards, droughts and incidents involving substances hazardous to water.

1) The Parties shall establish a coordinated or joint system of measures, activities, warnings and alarms in the Sava River Basin forextraordinary impacts on the water regime, such as sudden and accidental pollution, discharge of artificial accumulations and retentions caused by collapsing or inappropriate handling, flood, ice, drought, water shortage, and obstruction of navigation.

2) In realization of the obligation in paragraph 1 of this Article, the Parties shall act in accordance with activities undertaken in the framework of The Convention for Protection and Sustainable Use of Danube River and in the scope of the procedures agreed within the ICPDR.

Protocols to FASRB• Navigation Regime

– To regulate the navigation and to ensure the proper maintenance of the fairway

• Flood Protection– To regulate the issues of sustainable flood protection

caused by:• natural phenomena such as high flows of rivers, as well

as ice jamming, and • artificial impacts like water discharge from reservoirs and

retentions induced by dam collapsing or inadequate handling, changes in river basin, riverbeds and floodplains, etc.

• Sediment Management– To regulate the procedures related to sustainable

Prevention of Water Pollution caused by Navigation

• Scope– To effectively prevent, control and reduce pollution from vessels

• Activities– The Parties shall take all necessary measures to effectively prevent,

control and reduce pollution from vessels in navigation and shall execute necessary measures for adequate pollution response, using the polluter pays principle whenever possible.

– The Parties shall establish a sufficiently dense network of reception facilities on the waterway

– The Parties shall take all necessary steps to equip the ports open for international traffic with required reception facilities within five years as of entry into force of this Protocol

• Scope– prevention of, preparedness for and response to industrial accidents and

navigation-related accidents causing a transboundary impact, and any other event resulting from an uncontrolled development involving hazardous substances causing or threatening to cause transboundary impact;

– cooperation among the Parties concerning the mutual assistance, exchange of information, exchange of technology and research

• Activities– establish coordinated or joint system in case of emergency situations– identify hazardous activities and other potential risks of transboundary impact,– take appropriate measures for the prevention of accidents, – ensure the preparation and implementation of on-site and off-site contingency

plans,– provide for the establishment and operation of compatible and efficient alarm and

warning systems (AEWS), – assess the nature and extent of the transboundary impact – applying AEWS manual,– ensure in the event of an emergency situation adequate response measures, – a Party may request assistance from other Parties

Water Contingency Management in the Sava River Basin – WACOM(submitted to 3rd DTP call for proposals)

• Main objective– To develop operational framework for activation of Protocols on Emergency

situations, Prevention of Pollution Caused by Navigation, Flood Protection• Expected results

– reduced risks induced by the accidental pollution and floods of transnational dimension by strengthening the transnational and trans-sectorial cooperation among institutions, especially governmental institutions(responsible for water and flood management and the civil protection) managing the flood and accidental pollution preparedness and response stage
