    PM Launched UDAN Schemel Prime Minister Narendra Modi has launched

    the Ude Desh Ka Aam Nagrik (UDAN) scheme from Jubbarhatti, an airport on the outskirtsof Shimla, on April 27, 2017.

    l Ude Desh Ka Aam Nagrik means thecommon man flies. He flagged of the firstUDAN flight under Regional ConnectivityScheme (RCS) on Shimla-Delhi sector and also flagged UDAN flights onKadapaHyderabad, and Nanded-Hyderabadsectors .

    l The UDAN RCS (Regional ConnectivityScheme) was launched in October 2016. Thescheme has been launched to provideconnectivity to un-served and under-servedairports of the country through revival ofexisting air-strips and airports.

    l As per the modalities of the scheme, airfare for a one-hour journey of 500 km has been capped at an all-inclusive charge of ` 2500.

    Produce Market Committee (APMC) Act 2017,which removes the concept of notified marketor mandi area, enabling farmers to sell theirproduce to highest bidder on April 25, 2017.

    l The government aims to integrate 585 APMCsunder one electronic platform and set up awholesale market at every 80 km.

    l Due to the monopoly of APMCs, farmers donot have a choice to sell their farm produce tomultiple buyers. The model act will provideseveral marketing channels to sell agriculturalproduce.

    l Aadhaar aims to plug leakages in the deliveryof state benefits, such as subsidized grains tothe poor and aid in generating a savings ofabout Rs70,000 crore a year for thegovernment.

    l In March, 2017, UIDAI blacklisted a commonservices centre for 10 years after it shared theAadhaar details of former cricket captainMahendra Singh Dhoni. The Aadhaar Act of2016 makes such disclosure punishable by athree-year term and fine.

    Government Released Coffee Scented Stampsl Union Minister of Commerce and Industry Nirmala Sitharaman and

    Minister of State for Communications Manoj Sinha released coffeescented postage stamps on April 24, 2017 at the General Post Office,Bengaluru.

    l The stamps, which are being printed at the India Security Press, will be priced at ` 100.

    l Bhutan first introduced the concept of aromatic stamps in 1973.India introduced its first aromatic stamp in 2006, with a 15sandalwood-scented stamp.

    Apply for Passports in Hindi Languagel The Ministry of External Affairs has

    made a provision enabling people to apply online for passports in Hindion April 24, 2017.

    l The move comes after PresidentPranab Mukherjee recentlyaccepted recommendations made in this regard by the Committee ofParliament on Official Language via its ninth report. The report wassubmitted in 2011.

    l From now on, women do not have to change their names in theirpassports after marriage. They can use their father/mothers name in the passport.

    World Bank Approved Loan forNational Waterway-1 on Gangal The World Bank has approved a loan of $ 375

    million for capacity augmentation of NationalWaterway-1 (NW-1) on the river Ganga under theJal Marg Vikas Project (JMVP) on April 21, 2017.

    l The financial assistance from the World Bankwould help to develop the ` 5369-crore NW-1 from Haldia to Varanasi. The project will enablecommercial navigation of vessels with capacity of1,500-2,000 deadweight tonnes along a 1390-kmstretch.

    l NW-1 is a waterway of national significancepassing through Uttar Pradesh, Bihar, Jharkhandand West Bengal, serving the cities of Allahabad,Varanasi, Ghazipur, Bhagalpur, Patna, Howrah,Haldia and Kolkata.

    l Under Tele-law initiative, litigants frommarginalised communities can avail legal advicefrom expert panel of lawyers stationed at StateLegal Services Centres (SLCA) by videoconferencing through the Common Service Centres (CSCs).

    l Nyaya Mitra Scheme aims to reduce pendency inlower courts of selected districts. Cases which have been pending for more than 10 years will beaccorded priority.

    Government Relaxed Curb onExport of Organic Farm Producel The government relaxed restrictions on exports of

    certain organic agricultural and processed products like wheat, non-basmati rice to boost theiroverseas shipments on April 20, 2017.

    l According to a notification of Directorate Generalof Foreign Trade (DGFT) , Export of organicagricultural and organic processed products likewheat, non-basmati rice, edible oils, sugar havebeen exempted from existing quantitative ceilings.

    l It has increased the annual quantitative ceiling onexport of organic pulses and lentils from existing10000 tonnes to 50,000 tonnes per annum.

    SC Approved e-Auction of Taj Mansingh Hotell The Supreme Court on April 20, 2017 allowed the New Delhi

    Municipal Corporation (NDMC) to e-auction the Taj Mansinghhotel in Delhis Lutyens zone.

    l Once managed by the Tata Group and now run by the IndianHotels Company (IHCL), the apex court also asserted that if theTata Group loses the e-auction then it will have to vacate thepremises within a period of six months.

    l NDMC and IHCL had entered into an agreement in 1976 toconstruct and run a five-star hotel in one of the prime locationsof Delhi that is Mansingh Road. This licence operated for aperiod of 33 years from late 1976 and concluded in 2011. Now,NDMC declined to renew the IHCL licence for 30 years.

    Bill for Constitutional Status to BackwardClasses Commission Passed l The Lok Sabha on April 19, 2017 passed a constitutional

    amendment which introduces a National Commission forSocially and Educationally Backward Classes in the Constitution, despite opposition parties claiming certain clauses affected thefederal structure of the country.

    l The National Commission for Backward Classes Bill 2017 torepeal the 1993 law was also passed. This is the first steptowards making the backward classes commission aconstitutional body.

    l The amendment envisages a five-member panel with severalduties, including investigating and monitoring matters regarding safeguards provided for the socially and educationally backwardclasses, inquiring into specific complaints regarding deprivationof rights and safeguards, advising on their socio-economicdevelopment, and submitting reports on the working of thesafeguards.

    l The constitutional amendment also empowers the President tospecify communities which would fall under backward class forstates and union territories, in consultation with the concernedgovernor.

    President Inaugurated Global Exhibition onServices l The President of India, Shri Pranab Mukherjee inaugurated 3rd

    edition of the Global Exhibition on Services (GES-2017) onApril 17, 2017.

    l India can be a key partner for emerging services such as facilities management, event and exhibition, urban infrastructure andenvironmental services.

    l Women panchayat representatives to get an overall idea on howhouses and sanitation infrastructures like toilets and drains areconstructed and give special focus on women education invillages.

    l The objective of the training programme is to build theconfidence of the women representatives in dealing with thedaily functioning of the panchayats and make them aware ofthe laws and rights of women under Constitution of India.

    Portal and Mobile App of RUSA Launched l Union Minister of Human Resource Development Shri Prakash

    Javadekar launched the unique portal and mobile app ofRashtriya Uchchatar Shiksha Abhiyan (RUSA), a body underthe aegis of the Ministry of Human Resources & Development,on April 16, 2017.

    l This is a unique event as well as experiment wherein we haveinaugurated 17 facilities created under Rashtriya UcchatatShiksha Abhiyan (RUSA) in one go in 14 states.

    l The portal is a one-stop for States Higher Education Plans,decision of the States Higher Education Councils and details of the resources under this scheme. Also, the gallery is a richrepository of the projects initiated under RUSA.

    ASCI Released Guidelines for Celebrities in Advertisingl Advertising industry's self-regulatory organisation released a

    set of guidelines to protect consumers' interest, whileencouraging celebrities and advertisers to refrain fromendorsing misleading advertisements on April 14, 2017.

    l According to Advertising Standards Council of India (ASCI),the guidelines will help in ensuring that claims made inadvertising are not misleading, false or go unsubstantiated.

    l Celebrities have a strong influence on consumers and areguided by the choices they make or endorse. It's important that both celebrities and advertisers are cognizant of the impact and power of advertising and therefore make responsible claims topromote products or services.

    PM Launched GNFCs Cashless/Less CashTownship Model Across 12 Statesl Prime Minister Narendra

    Modi, launched in Nagpura cashless/less cashtownship model,developed by GujaratNarmada Valley Fertilizers and Chemicals Ltd(GNFC), across 81townships in 12 States on April 14, 2017.

    l These townships will deliver 2.5 lakh cashless transactions perday, translating into 9 crore cashless transactions in a year.GNFCs township at Bharuch in Gujarat became Indias firstcent per cent cashless township after demonetisation.

    l The 81 townships included 56 in Gujarat and 25 inother States that have chosen to follow the cashlessor less cash model.

    l It further found that 92.3% of households believedthere was a significant reduction in the use of cashresulting in more convenience when transacting fordaily activities.

    Inter-Disciplinary CommitteeConstituted with Regard to VirtualCurrenciesl In order to examine the existing framework,

    Department of Economic Affairs, Ministry ofFinance has constituted an Inter- DisciplinaryCommittee chaired by Special Secretary (EconomicAffairs) and representatives from Department ofEconomic Affairs, Department of Financial Services,Department of Revenue (CBDT), Ministry of HomeAffairs, Ministry of Electronics and InformationTechnology , Reserve Bank of India, NITI Aayog and State Bank of India on April 13, 2017.

    l The Committee will

    (i) take stock of the present status of VirtualCurrencies both in India and globally;

    (ii) examine the existing global regulatory and legal structures governing Virtual Currencies;

    (iii) suggest measures for dealing with such VirtualCurrencies including issues relating toconsumer protection, money laundering, etc;and

    (iv) examine any other matter related to VirtualCurrencies which may be relevant.

    l The Committee has been tasked to submit its reportwithin three months.

    Cab Safety Measures for WomenIncluded in New Taxi PolicyGuidelinesl The safety measures, recommended by the Ministry

    of Women and Child Development (WCD),concerning safety of women commuters availing ofcab services have been included in the new TaxiPolicy Guidelines on April 13, 2017.Recommendations of WCD Ministry included in theNew Taxi Policy Guidelines include.

    l The taxis should be mandatorily fitted with GPSpanic devices.

    l For the safety of women and child passengers, thecentral locking system in the taxis should not beallowed.

    l The driver's identification along with the photo andregistration number of the vehicle should also beprominently displayed in the taxi.

    l Violation of the stipulated rules by the taxioperators/drivers should be strictly dealt inaccordance with law.

    l Sharing of seat should be subject to willingness ofpassengers.

    Committee Constituted to Prepare DraftGanga Act Submits its Reportl The committee constituted to prepare draft Ganga Act

    submitted its report to the Union Minister of WaterResources, River Development and Ganga Rejuvenation Sushri Uma Bharti in New Delhi on April 12, 2017.

    l The Chairman of the committee Justice Shri Girdhar Malviya(Retd.) said that it was a big challenge for them but theycould meet it successfully.

    l The committee recognised the enormous challenges beingfaced to maintain the wholesomeness (Nirmalta and Aviralta)of National River Ganga perpetuated due to over stressedwater demand from agricultural, domestic and industrialsectors, on one hand and realised pressure on account ofsustaining the religious faith, historical and social belief onother hand.

    Parliament Passed HIV and AIDS Bill, 2017l The Parliament passed a vital HIV and AIDS (Prevention and

    Control) Bill, ensuring equal rights while seeking treatment,education and job by people living with HIV on April 11, 2017.

    l Under the new law, central and state governments are obligedto provide for anti-retroviral therapy (ART) and managementof opportunistic infections (infections that take advantage ofweakness in the immune system and occur frequently).

    l The protection mandated under the law extends to the fieldsof employment, healthcare services, educational services,public facilities, property rights, holding public office, andinsurance.

    l The Bill assumes significance as it protects people living withHIV from specific acts of discrimination by the state, or anyother person. It also lays down penal provisions for anydiscrimination practised against a person with HIV/AIDS andbreach of confidentiality.

    l The total number of people living with HIV in India isestimated at 21.17 lakhs, whereas around 86000 new HIVinfections were reported in 2015, showing 66% decline in newinfections from 2000. In 2015 around 68000 people died ofAIDS related causes nationally.

    SGI Completed 250 Yearsl If the Battle of Plassey in 1757 laid the foundation of British

    rule in India, the Survey General of India (SGI), establishedten years later by the British East India Company, helped itexpand its footprint across the subcontinent on April 10, 2017.

    l The SGIs mandate ranges from demarcation of state andinternational boundaries, mapping of topography, makingmaps for urban planning and defence installations to readingdeformities of dams and mapping rivers, flood plains, androads.

    l The institute first published a Map of Hindustan in 1783,depicting the subcontinent and undivided India, comprisingIndia, Pakistan and Bangladesh, and parts of adfgjan andburma.

    l It also prepared maps for neighbouring countries likeMyanmar and Sri Lanka, then known as Burma and Ceylonrespectively, and several Southeast Asian countries where theBritish had imperial and economic interests.

    Lok Sabha Passed Motor Vehicles(Amendment) Bill, 2016l The Lok Sabha

    passed the MotorVehicles(Amendment)Bill, 2016 on April 10, 2017. The Billamends theMotor VehiclesAct, 1988 to address issues such as third partyinsurance, regulation of taxi aggregators, and roadsafety.

    l The liability of the third party insurer for motorvehicle accidents is unlimited. The Bill caps themaximum liability for third party insurance in caseof a motor accident at ` 10 lakh in case of death andat five lakh rupees in case of grievous injury.

    l The Bill provides for a Motor Vehicle Accident Fundwhich would provide compulsory insurance cover toall road users in India for certain types of accidents.

    l The Bill defines taxi aggregators, guidelines forwhich will be determined by the central government.

    l The Bill also provides for: (i) amending the existingcategories of driver licensing, (ii) recall of vehicles incase of defects, (iii) protection of good samaritansfrom any civil or criminal action, and (iv) increase of penalties for several offences under the 1988 Act.

    digital exhibition on 'Bapu Ko Karyanjali -Re-envisioning the Champaran Satyagraha on its100th anniversary at National Archives in NewDelhi on April 9,2017.

    l April 2017 marks the centenary of the ChamparanSatyagraha - Mahatma Gandhi's first Satyagraha inIndia.

    Union Government set-up NationalBoard for Electric Mobilityl The Union government has constituted NBEM to

    promote electric mobility and manufacturing ofelectric (& hybrid) vehicles and their components on April 3, 2017.

    l The NBEM will examine, formulate and propose theshort-term and long-term plan and contours of themission programme on electric mobility, itsobjectives, quantifiable outcomes and roles &responsibilities of the various stakeholders.

    l It will propose and recommend policyguidelines and government interventions andpossible strategies for promoting electric mobilityand for encouraging manufacture of electric vehiclesin the country.

    Muktijodha ScholarshipScheme for Bangladeshl India will give ` 35 crore to children of freedom fighters in

    Bangladesh under the new Muktijodha scholarshipscheme in the next five years. The news came up onApril 30, 2017.

    l Under the scheme, students at higher secondary level willget a one-time grant of Tk 20000 (` 15370) and students atthe under-graduate level will get a grant of Tk 50000(` 38430).

    l In addition, all freedom fighters will be eligible for multipleentries on Indian visa for a period of five years. Also, everyyear 100 of them will be entitled to free medical treatmentin Indian hospitals.

    Pakistani Hindus Allowed to Worship at Shiva Temple l A Pakistani court on April 24, 2017 allowed Hindus to

    worship at a Shiva temple in Abbottabad district, which had been off limits to them for 20 years.

    l The temple had been closed for any religious activityover property dispute. In 2013, a HinduNon-Governmental Organisation (NGO) filed a petition with the PHC Abbottabad bench that they hadpurchased the property through lease by a legal owner.

    Iran Signed First Commercial Agreement with Chinal China and Iran have signed the first commercial

    contract for the reconstruction of Iran's Arak heavywater reactor on April 24, 2017. The core of the reactorwas removed as part of an international agreementlimiting Iran's nuclear program in return for the liftingof economic sanctions.

    l The deal was concluded between the Atomic EnergyOrganisation of Iran (AEOI) and a Chinese company atthe official ceremony in the Austrian capital Vienna.

    RBI Issued New Draft Rules for M&Asl The Reserve Bank of India (RBI) proposed a fresh set of regulations

    regarding mergers and acquisitions (M&A) on April 26, 2017 whichseek reporting of such actions to be more stringent and time-bound,and provide for mandatory permission for all deals which are not onthe automatic route.

    l The regulation makes reporting of any cross-border activity mandatorywithin 180 days from the date of sanction. Called Foreign ExchangeManagement (Cross-border Mergers) Regulations, the new rulespertain to mergers, demergers, amalgamations and arrangementsbetween domestic and foreign companies.

    l The proposed regulations will be brought in under the FEMA rules of1999 and seek to address the issues that may arise when a domesticfirm and a foreign firm enter into scheme of merger,demerger/amalgamation/rearrangement.

    MFIN Launched Financial Literacy App l Microfinance Institutions Network (MFIN), a self-regulatory

    organisation and industry association of the microfinance industry inIndia, launched the financial literacy mobile app for microfinanceclients on April 25, 2017.
