Lok Sabha on March 29, 2017 passed 4 supplementarylegislations which will enable the government to roll outthe landmark Goods and Services Tax Bill on July 1,2017. Prime Minister Narendra Modi was the first towelcome the passage of the Bill and gave a new sloganNew Year, New Law, New Bharat.

ABOUT THE GSTThe GST is the biggest tax reform in India sinceIndependence and creates a single nationwide market. It isexpected to boost economic growth by half a percentagepoint in the coming fiscal year as it replaces dozens oflevies. Goods and Services Tax (GST) is a proposed system of indirect taxation in India merging most of the existingtaxes into single system of taxation. It was introduced asThe Constitution (One Hundred and First Amendment)Act 2016.The GST is administered & governed by GST Counciland its Chairman is Union Finance Minister of India Arun Jaitley. GST would be a comprehensive indirect tax onmanufacture, sale and consumption of goods and servicesthroughout India, to replace taxes levied by the central and State governments.

FOUR BILLS OF GSTThe Lok Sabha passed four Goods and Services Tax (GST) Bills. Namely

1. The Central Goods and Services Tax (CGST) Bill, 2017

2. The Integrated Goods and Services Tax (IGST) Bill, 2017

3. The Union Territory Goods and Services Tax (UTGST)Bill, 2017

4. The Goods and Services Tax (Compensation to the States)Bill, 2017 (The Compensation Bill)

Provisions of GST Billsn The CGST Bill makes provisions for levy and collection of tax

on intra-state supply of goods and services by the Uniongovernment.

n The IGST Bill makes provisions for levy and collection of taxon inter-State supply of goods or services or both by the Uniongovernment. IGST is charged when movement of goods andservices from one State to another.

n The UTGST Bill makes provisions for levy on collection of taxon intra-UT supply of goods and services in the UnionTerritories without legislature.

n Union Territory GST is similar to States Goods and ServicesTax (SGST), which shall be levied and collected by the Statesand Union Territories on intra-State supply of goods or services or both.

EFFECTS OF GSTThe tax rate under GST may be nominal or zero rated for thetime being. It has been proposed to insulate the revenues of the States from the impact of GST, with the expectation that indue course, GST will be levied on petroleum and petroleumproducts. The central government has assured States ofcompensation for any revenue losses incurred by them from the date of introduction of GST for a period of five years.

BENEFITS OF GSTn Uniformity of Tax Rates and Structures The GST will ensure

that indirect tax rates and structures are uniform across thecountry. Thereby, it will increase certainty and ease of doingbusiness i.e., make it tax neutral, irrespective of the choice ofplace of doing business in the country.

n Removal of Cascading The GST will ensure minimalcascading of taxes (i.e., tax on tax) as it will have a system ofseamless tax-credits throughout the value-chain, and acrossboundaries of States.

n Easy Compliance The GST regime will have a robust andcomprehensive Income Tax (IT) system. Therefore, all tax payer services such as registrations, payments, returns, etc. will beavailable to the taxpayers online.

n Improved Competitiveness It will reduce transaction costs ofdoing business that will eventually lead to an improvedcompetitiveness for the trade and industry.

n Gain to Manufacturers and Exporters The subsuming ofmajor Central and State indirect taxes in GST would reduce the cost of locally manufactured goods and services. It will increasethe competitiveness of Indian goods and services in theinternational market and give boost to Indian exports.

n Higher Revenue Efficiency The GST will lead to higherrevenue efficiency as it is expected to decrease the cost ofcollection of tax revenues of the government.

n Relief in Overall Tax Burden The overall tax burden on mostcommodities will come down because of efficiency gains andprevention of leakages which will benefit consumers.

He will succeed outgoing Chief Minister Okram Ibobi Singh. Afterthe declaration of the results of Manipur Elections 2017, Manipur Governor Najma Haptullah invited the BJP-led coalition to formthe next government in the State after being assured of requisitesupport from regional parties and Independents. He had left theCongress in 2016 to join the rival BJP camp.

PUNJABIndian National Congress won 77 seats; Aam Aadmi Party20 seats; Shiromani Akali Dal 15; Bharatiya Janta Party 3and Lok Insaaf Party 2 in the 117-member Assembly.Captain Amarinder Singh took oath as the 26th ChiefMinister of Punjab on March 16, 2017 at the Raj Bhawanin Chandigarh thus paving way for the return of theCongress to power in the State after a gap of 10 years.

The oath of office was administered by Punjab governorVP Singh Badnore. This is the second time that PunjabPradesh Congress Committee (PPCC) Chief AmarinderSingh takes oath as Chief Minister. ZTE LAUNCHED WORLD’SFIRST 5G ITBASEBAND UNITChinese multinational telecommunicationsequipment company ZTE made anannouncement on February 26, 2017 that ithas launched a next generation 5G ITBase-Band Unit (BBU).ZTE has partnered with Intel Corporation for this technology. The announcement wasmade at the Mobile World Congress (MWC) in Barcelona. The architecture of thistechnology has been provided by the Intel.This is the world’s first Software-DefinedNetwork (SDN) or Network FunctionVirtualisation (NFV) 5G Radio AccessNetwork (RAN) solution. This IT BBU iscompatible with all 2G, 3G and 4G platform. STOCK EXCHANGESEBI ALLOWED CELEBRITY ENDORSEMENTSIN MUTUAL FUNDSThe market regulatorSecurities and Exchange Board of India (SEBI) reviewedadvertisement guidelines formutual funds on March 15,2017, with regard to disclosing performance-relatedinformation about suchproducts.SEBI also issued newadvertising code that willrequire fund houses to communicate simply and effectively with the public.As per the new guidelines, SEBI has permitted celebrities to endorse mutual fund products at the industry level for the purpose of increasing awarenessof mutual funds as a financial product category.However, the capital market watchdog has restricted the endorsement tofollowing conditionsn Such endorsements should not promote a scheme of a particular mutual fund

or be used as a branding exercise of an Asset Management Company (AMC).n Expenses towards such celebrity endorsements for increasing awareness of

Mutual Funds shall be limited to the amounts that are aggregated by MutualFunds at industry level for the purpose of conducting investor education andawareness initiatives.

n Prior approval of SEBI shall be required for issuance of any endorsement ofMutual Funds as a financial product, which features a celebrity for thepurpose of increasing awareness of Mutual Funds.

SEBI TO TIGHTEN ALGORITHMTRADING RULESThe Securities and Exchange Board of India (SEBI) is planning to furthertighten the regulations for algorithm trading to minimise instances ofmisuse of such systems. The news came up on February 28, 2017. The tight regulations aim to curb the instances of flash crashes that have happenedoverseas and also in India few times.India is one of the few countries in the world to regulate algorithmictrading. Flash crash results in extremely rapid decline in the price of one ormore commodities or securities caused by algorithm trading. It can result inthe loss and recovery of billions of dollars in a matter of minutesand seconds.Many countries and regulators, including the International Organisation ofSecurities Commissions (IOSCO) are debating on this issue for many years, but only India had been able to come out with proper regulations.

RBI UPDATESRBI PROPOSED TO FIX UPPER LIMITIN PPISThe RBI proposed to fix the upper limit for Prepaid PaymentInstruments (PPIs) at ` 1 lakh in view of growing usage of PPIsfor a purchase of goods and services. The central bank hassought comments on draft circular on Master Directions onIssuance and Operation of Pre-paid Payment Instruments(PPIs) in India till March 31, 2017.As per the draft the amount in a PPI should not exceed ` 1lakh at any point of time if the customer provides full KYCand ` 20000, if the customer provides minimum KYC detailsto the PPI issuing entity. PPIs could be loaded/reloaded bycash, by debit to a bank account, by credit and debit cards,and other PPIs.

Prepaid Payment InstrumentsPPIs are defined in the RBI Guidelines issued under the Payment and Settlements Systems Act, 2005 as payment instruments thatfacilitate purchase of goods and services, including funds transfer, against the value stored on such instruments.

The value stored on such instruments represents the value paidfor by the holders by cash, by debit to a bank account, or bycredit card. The pre-paid instruments can be issued as smartcards, magnetic stripe cards, internet accounts, internet wallets,mobile accounts, mobile wallets, paper vouchers and any suchinstrument which can be used to access the pre-paid amount.

GOVERNMENT ALLOWED RBI TOPRINT ̀ 10 PLASTIC NOTESThe Union Finance Ministry has given permission to ReserveBank of India (RBI) to conduct field trials of plastic(polymer-based) currency notes of ` 10 denominations. It wasannounced by the Union Minister of State for Finance ArjunRam Meghwal in a written reply in the Lok Sabha onMarch 18, 2017.These notes will be first introduced in 5 cities (not yetdeclared) across the country with diverse geographical andclimatic conditions. The Finance Ministry has asked the RBIto go ahead with the procurement of the requisite plasticsubstrate material and approved the printing of plastic ` 10notes. The plastic notes are considered to be cleaner thanpaper (cotton substrate-based) currency notes. They will lastlonger (average life span of about 5 years) and are difficultto counterfeit.

ALL CASH WITHDRAWALLIMITS REMOVEDAll restrictions on cash withdrawal from savings bankaccount have been removed from March 13, 2017 as theReserve Bank of India (RBI) had announced about it lastmonth. Earlier, it had removed cash withdrawal limits from ATMs from February 1, 2017.On January 30, 2017, the RBI had ended all curbs onwithdrawals from Current Accounts, Cash Credit Accounts and Overdraft Accounts. The Central Bank had put curbson cash withdrawals and set a withdrawal limit from theATMs and from bank accounts after the announcement the decision to demonetise old ` 500 and ` 1000 currencynotes on November 8, 2016.Demonetisation which was initially aimed at counteringblack money hoarders and counterfeiters in India was latertouted to be the big push to digital payments for thecountry.For a short period of time, digital payments applicationsand technologies such as the debit and credit cardtransactions at Point of Sale (PoS) terminals, NationalElectronic Funds Transfer (NEFT) and mobile bankingapplications saw a spike.

RBI ESTABLISHED COMMITTEE TOREVIEW CYBER THREATSThe Reserve Bank of India (RBI) on February 28, 2017announced the setting-up of an Inter-disciplinary StandingCommittee on Cyber Security.The 11-member Committee, which will be chaired by theRBI ED Meena Hemchandra has been entrusted to reviewthe threats emerging form use of technology, studyadoption of new technology standards and suggestappropriate policy interventions to strengthen cybersecurity and resilience. The Panel has the freedom to co-opt more experts in future and also operate through a framework of subcommittees to examine specific issues.The RBI had on February 8, 2017 proposed to step-up this inter-disciplinary Committee. In June, 2016 the RBI hadissued guidelines to banks mandating them certain cybersecurity preparedness rules for addressing risks emergingform new technology.Nearly, a dozen Indian banks have fallen prey tocyber-attacks in the last 8-9 months and the RBI has beencritical of banks preparedness on the same.

SSB NSDC and NSDF(March 12, 2017)

• Sashastra Seema Bal (SSB) has signed an MoU with National Skill Development Corporation (NSDC) andNational Skill Development Fund (NSDF) for skill development of its serving/retired personnel and theirfamily members.

• After the MoU, SSB will be able to provide employment to its retiring personnel and also to those who arealready retired. SSB launched an in house developed mobile app named ‘MySSB’.

• The German Development Bank (KfW) and Uttar Pradesh-based Energy Efficiency Services Limited (EESL) has signed a loan agreement for € 200 million with a 4 year moratorium and a 12­year repayment period.

• Mumbai-based State Bank of India (SBI) also signed an agreement with German KfW Development Bank for$ 274 million loan facility a maturity of 15 years to finance affordable housing segment in India.

• Mangalore-based Karnataka Bank has signed a Memorandum of Understandings (MoU) with Pune-basedBajaj Allianz General Insurance Company for General Insurance business. With this, Karnataka bank would beable to provide vast choice of non­life insurance products to its customers.

Ola MP Government(March 4, 2017)

• Online cab aggregator Ola has signed MoU with the government of Madhya Pradesh to impart training to25000 youths in the State.

• The MoU was signed between Madhya Pradesh State Skill Development Mission (MPSSDM) and Directorate of Skill Development (Technical Education & Skill Development Department). The aim of the MoU is to providetraining, skill development and empowerment of 25000 driver partners in the next two years.

• New Delhi-based global telecommunications services company Bharti Airtel has signed an agreement withMumbai-based internet service provider Tikona Digital Networks to acquire its 4G business in 5 circles.

• The amount of the deal is approximately ` 1600 crore but the amount of acquisition is not disclosed, and now itis moved for regulatory approvals.

Bharatiya Mahila Bank with SBI(March 21, 2017)

• The government of India has decided to merge Bharatiya Mahila Bank (BMB) with India’s largest lender, the StateBank of India (SBI) to ensure greater banking services outreach to larger number of women at a faster pace. All the103 branches of BMB and business of approximately ` 2000 crore would be merged with the SBI.

• The decision to merge BMB with SBI has been taken keeping in view the advantage of the large network of theSBI among other things.

RCOM and Aircel Merger(March 21, 2017)

• The Competition Commission of India (CCI) has approved the merger of wireless operations of RelianceCommunications and Aircel to create a combined entity with assets worth ` 65000 crore.

• Reliance and Aircel have announced its merger operation in September, 2016. Both the companies will transfer` 14000 crore of debt each to the joint venture, taking the total debt of the new company to ` 28000 crore.

BSNL and MTNL(March 16, 2017)

• A Parliamentary panel suggested merging State-run telecom firms Bharat Sanchar Nigam Limited (BSNL) andMahanagar Telephone Nigam Limited (MTNL) for their long-term survival and success. NATIONAL HEALTH POLICY 2017 APPROVEDParliament approved the National Health Policy 2016 on March 27, 2017. TheMental Healthcare Bill 2016 provides better mental healthcare and alsodecriminalises suicide. It will replace the previous policy which was framed 15 yearsago in 2002. It aims at providing healthcare in an ‘assured manner’ to all byaddressing current and emerging challenges arising from the ever changingsocio-economic, epidemiological and technological scenarios.

AADHAAR CARD CANNOT BE MADE MANDATORY FOR CENTRAL WELFARE SCHEMEThe Supreme Court observed on March 27, 2017 that Aadhaar card cannot stand in the way of citizens accessing the benefits of social welfare schemes of thegovernment. However, it remarked that the government can press for Aadhaar cardfor income-tax filings. The Court’s oral observations came during a mentioning foran early date for hearing a batch of pending petitions questioning the Aadhaarscheme and privacy issues emanating from the fact that biological, personal and bank details of citizens are shared at a large-scale.A bench of Justices comprising, Chief Justice Jagdish Singh Khehar, Justice DYChandrachud and Justice Sanjay Kishan Kaul announced to set-up a seven judgebench to hear the plea but did not confirm the exact date.

As per the critics of Aadhaar,government is violating a SupremeCourt order of October, 2015 whichspecified that the UniversalIdentification Document cannot bemade mandatory for governmentschemes. It alleged that UIDAI isgetting biometric details throughprivate agencies, which violatedcitizens’ fundamental rights.According to the government, use ofAadhaar simplifies delivery and helpsmake the system more transparentand efficient.

Once upon a time, there lived a herd of elephants at the bottom of the majestic Himalayas. Their leader was a rarewhite elephant who was an extremely kind-hearted soul. Hewould look for the best of fruits to send to his mother through other elephants of the herd. But his mother neverreceived any. It so happened that one day, when the white elephant was feeding, he heard loud cries. A forester from Benaras hadlost his way in the forest and was absolutely terrified. The white elephant told him not to worry as he knew every inchof this forest and could take him to safety. He then lifted him on to his back and carried him to the edge of the forestfrom where the forester went on his merry way back to Benaras.

Oh reaching the city, he heard that king’s personal elephant had just died and the king was looking for a newelephant. His heralds were roaming the city, ‘announcing that’ any man who had seen or heard of an elephant fit fora king should come forward with the information. The forester was very excited and immediately went up to the kingand told him about the white elephant that he had seen on Mount Candorana. The king was quite pleased with theinformation and immediately dispatched a number of soldiers and elephant trainers along with the forester. Aftertravelling for many days, the group reached the lake besides which the elephants resided. They slowly crept down tothe edge of the lake and hid behind the bushes.

The white elephant was collecting lotus shoots for his mother’s meal and could sense the presence of humans. When he looked up, he spotted the forester and realised that it was he who had led the king’s men to him. He was very upset at theingratitude but decided not to put up a struggle as many of the men would be killed. And he was just too kind to hurtanyone. So he decided to go along with them to Benaras and then seek a solution to this problem.

On reaching the beautiful city of Benaras, the trainers laid out a feast for their new State elephant but he refused totouch a morsel. He offered the elephantfood from the royal table and asked him why he grieved in this manner. The white elephant replied that he would noteat a thing until he met his mother back home on Mount Candorana as she must be hungry because she was blindand had no one to feed her and take care of her.

He was afraid that she would die. The compassionate king was touched by the elephant’s story and assured him thathis soldiers would bring his old mother to the palace as soon as possible. The king kept his promise and his soldierstook good care of his mother as well for as long as she lived. She blessed the kind king with peace, prosperity and joytill the end of his days. In this way the white elephant could serve the king and also enjoy the royal perks at the king’spalace along with his mother.

Though the US prides itself on being a leader in the world community, a recent report shows that it lags far behindother industrialised countries in meeting the needs of its youngest and most vulnerable citizens. The US has ahigher infant mortality-rate, a higher proportion of low birth-weight babies, a smaller proportion of babiesimmunised against childhood diseases and a much higher rate of adolescent pregnancies.

When taken together, these and other risk factors can lead to educational and health problems that aremuch harder and more costly to reverse.

The crisis begins in the womb with unplanned parenthood. Women with unplanned pregnancies are less likely toseek pre-natal care. In the US 80% of teenage pregnancies and 56% of all pregnancies are unplanned. The problemscontinue after birth where unplanned pregnancies and unstable partnership often go hand in hand. Since 1950, the number of single parent families has nearly tripled. More than 25% of all births today are to unmarried mothers. Asthe number of single parent families grow and more women enter the work force, infants and toddlers anincreasingly in the care of people other than their parents.

Most disturbingly, recent statistics show that American parents are increasingly neglecting or abusing their children. In only four years from 1987 to 1991, the number of children in foster care increased by 50%. Babies underthe age of one of the fastest growing category of children entering foster care. The crisis affects children under theage of three most severely, the report says. Yet, it is this period from infancy through pre-school years-that sets the stage for a child's future.

What is the Difference between RTGSand NEFT?Real Time Gross Settlement (RTGS) and National Electronic Funds Transfer (NEFT) are electronic payment systems that allow individuals to transfer funds between banks. Explain the Cash Management Bills?The government of India, in consultation with the ReserveBank of India (RBI), has decided to issue a new short-terminstrument, known as Cash Management Bills (CMBs), tomeet the temporary mismatches in the cash flow of thegovernment. The CMBs have the generic character ofT-bills but are issued for maturities less than 91 days. LikeT-bills, they are also issued at a discount and redeemed atface value at maturity. The tenure, notified amount and date of issue of the CMBs depends upon the temporary cashrequirement of the government. The announcement of theirauction is made by the RBI through a Press Release whichwill be issued one day prior to the date of auction. Thesettlement of the auction is on T+1 basis.

The non-competitive bidding scheme has not beenextended to the CMBs. However, these instruments aretradable and qualify for ready forward facility. Investment inCMBs is also reckoned as an eligible investment in thegovernment securities by banks for SLR purpose underSection-24 of the Banking Regulation Act, 1949. First set ofCMBs were issued on May 12, 2010.

What is Money Transfer Service Scheme(MTSS)?Money Transfer Service Scheme (MTSS) is a way oftransferring personal remittances from abroad tobeneficiaries in India. Only inward personal remittances into India such as remittances towards family maintenance andremittances favouring foreign tourists visiting India arepermissible. Under the scheme there is a tie-up betweenreputed money transfer companies abroad known asOverseas Principals and agents in India known as IndianAgents who would disburse funds to beneficiaries in Indiaat ongoing exchange rates.
