It’s Time For Some Transportation Common SenseBy Claire Harrison

When DeKalb and Fulton voted to fund MARTA back in 1971, Atlanta was still primarily a hub-and-spoke town; most folks drove into the city in the mornings and back home again in the evenings. After all, back then, that’s where the jobs were. Suburban growth began and exploded for years after. This was the beginning of the MARTA rail transit project.

The 41-year history of MARTA performance is now a matter of sordid record. While it has benefits, especially if you are attending a football game or going to the airport, the occasional convenience is not nearly worth the cost. MARTA ridership is on a steady decline, and is used by less than 5% of the commuters in its service zones.

This is of particular importance when considering the ori-gins of HB277 (the Transportation Investment Act also known as T-SPLOST). The bill proposes a tax increase region-wide to primarily fund additional transit projects. The projects list calls for 52% of the funds to be allocated for transit projects. That’s interesting given that in the February 15, 2006, issue of Creative Loafing, “MARTA Tango”, Ed Wall (then MARTA Chairman) said,

“The only way we’re going to get additional support from the state of Georgia is to get the 28 counties that make up the Atlanta [Metropolitan Statistical Area], not just Fulton and DeKalb counties, all clamoring for mass transit,” he says. “That transit planning board gives me a platform that says this is more than just about MARTA, it’s about the region. Without this board, I don’t believe that mass transit in the area will receive any additional support.”

This seems to turn the logic of transportation planning

upside down. Our objective should be to enable people to go where they want, when they want, in the most effective way possible. If transit were the best way to do that, then we would all be fine with it. It’s not. Extending it is a huge mistake. Our objective is not to implement mass transit, then shoehorn everyone into it whether it’s effective or not.

Unfortunately, for the Atlanta metro area, mass transit is the least effective way to provide transportation.

Since we have no real geographic boundaries, our area has grown to be one of the least-dense in the country. Mass transit must have high density housing to be effective. In cit-ies where there is high density, transit works. It cannot and will not ever work in Atlanta unless we transform the entire region into high-density clusters.

Metro Atlanta has the nicest suburban lifestyle in the United States. People move here, then refuse to move away because they are so happy in our beautiful suburbs. It is not a lifestyle that can reasonably be served by mass transit.

The second major point to consider, again demon-strated clearly by MARTA, is that using the SPLOST method for funding projects puts the spending of massive amounts of money on autopilot, with no regular budget control by elected officials that the people can hold responsible. It is an abdication of the General Assembly’s responsibility.

Georgia, we can do better than this. Let’s develop a real, coordinated plan for Georgia’s transportation needs.

Opportunity Knocks: Solve Traffic NowBy Michael Paris

As a Cobb County native and resident for most of my 60 years, I have seen us grow from a rural community to a thriving part of one of the most dynamic regions in the coun-try. Kim and I chose to raise our children in East Cobb and couldn’t be prouder of our community. Our past and pres-ent leadership has brought us great success and created a wonderful place for our families to thrive.

We are problem solvers here in Cobb, and other coun-ties in the region watch carefully how we handle our busi-ness here. We have a competitive advantage, and we must keep that same courage and vision that made Cobb County an integral part of the metro Atlanta region.

For many us, traffic gets in the way of going to the gro-cery store, commuting to work or rushing home for a ball game only to discover we’ve missed the first few innings. Despite our connectivity to other parts of the region, traffic congestion pays no attention to those boundaries. We have vastly under-invested in our transportation infrastructure in Cobb and across the region.

So, how do we fix it? There are a number of possible solutions – higher gas taxes and more toll roads are some ideas that have been kicked around. Another option is the July 31st Regional Transportation Referendum. This one cent sales tax for ten years will invest $8.5 billion in trans-portation projects in Cobb and across the region. These projects are a mix of traditional infrastructure, pedestrian improvements, and transit. Additionally, Cobb County

Commission Districts 2 and 3 will each receive $35 million to invest in community transportation priorities. In East Cobb, this will result in funding the entrance to Mabry Park, mil-lions in resurfacing, millions in pedestrian improvements, streetscapes on Powers Ferry, and dramatically enhancing the Bells Ferry/Barrett Parkway intersection.

The project selection resulted from a tightly prescribed process set forth in the Transportation Investment Act, which was overwhelmingly passed by the Georgia General Assembly. Cobb County’s legislative delegation voted over-whelmingly to support the legislation. Twenty-one elected officials representing Cobb and the other 9 counties and the city of Atlanta chose regional projects that already been evaluated as long term needs by the Atlanta Regional Commission. Then, local leaders in Cobb selected the addi-tional local projects that will be funded on top of the 157 regional projects.

Unfortunately, we have seen opponents play fast and loose with the facts. Be an informed voter, study the project list and determine for yourself whether this plan is worth the public investment.

As a Board member, I have a sense of servitude to the schools I represent, to the school employees, and to the community I represent. I attempt to find ways to make things better. In a system as large as Cobb County it is impossible to do all, but I do focus on supporting Post 5 schools in their needs and voting in a way that would represent the best option for the district. Cobb sunday Alcohol sales referendum re-vote to Be on July 31 Ballot

Cobb County citizens voted in March on whether to allow package alcohol sales on Sundays, but all of Cobb County will have to vote again on whether to allow Sunday package sales of alcohol on July 31.

Here is the referendum voters will be asked to vote on again:

Shall the governing authority of Cobb County, Georgia be authorized to permit and regulate package sales by retailers of malt beverages, wine, and distilled spirits on Sundays between the hours of 12:30 p.m. and 11:30 p.m.?

Former state Rep. Roger Hines of Acworth chal-lenged that Cobb County was wrong to exclude residents of Cobb’s six cities from the March 6 countywide vote. Paulding County Superior Court Judge Arthur Fudger received the case because Cobb’s Superior Court judges

recused themselves. Cobb County Board of Elections decided not to fight Mr. Hines’ challenge, acknowledging it couldn’t win the argument that city residents already voted on the issue when they approved municipal Sunday-sales measures. After reviewing the case, Judge Fudger canceled the outcome of the March 6 referendum on Sunday alcohol sales in unincorporated Cobb County and ordered a new election take place on July 31, when Cobb voters already have a primary scheduled for state and county races. So the Sunday-sales referendum won’t cost more money.

The outcome isn’t expected to change. In addition to winning in unincorporated Cobb, Sunday sales received approval in all six cities—Kennesaw, Acworth and Smyrna on Nov. 8; Powder Springs, Marietta and Austell on March 6.

If Cobb voters again say yes, Sunday sales will start in unincorporated areas Aug. 12, 10 weeks after the June 3 beginning planned under the original referendum.
