The NRC wrote a safety evaluation report (SER) with open items (Ols) for the Bellefonte COL application. Subsequently, VEGP Units 3 and 4 became the APIO00 Reference COL applicant. The enclosure to this letter provides a listing of submittals, in table format, for the Reference Combined License Application (R-COLA) that addresses SER Ols and other concerns, some of which include standard content for the AP1 000 Subsequent COLAs (S- COLAs). The attached table, which is sorted by the associated NRC RAI/OI number, identifies the response as either standard or plant-specific. A column for an AP1000 S- COLA indication of endorsement is provided as a placeholder in the table to facilitate the transmittal of subsequent applicants' evaluations. The table supplements the SNC R-COLA submittals identified in the previous such listing (SNC Letter ND-09-1867, dated November 20, 2009) through July 15, 2010. Ladies and Gentlemen:

By letter dated March 28, 2008, Southern Nuclear Operating Company (SNC) submittedan application for combined licenses (COLs) for proposed Vogtle Electric Generating Plant(VEGP) Units 3 and 4 to the U.S. Nuclear Regulatory Commission (NRC) for twoWestinghouse AP1000 reactor plants. That application was patterned after the initialAPIO00 Reference COL application (Bellefonte Units 3 and 4). The NRC wrote a safetyevaluation report (SER) with open items (Ols) for the Bellefonte COL application.Subsequently, VEGP Units 3 and 4 became the APIO00 Reference COL applicant.

The enclosure to this letter provides a listing of submittals, in table format, for theReference Combined License Application (R-COLA) that addresses SER Ols and otherconcerns, some of which include standard content for the AP1 000 Subsequent COLAs (S-COLAs).
