What is Vision 2020?
Vision 2020 = A Better Quality of Life for All Citizens
• A nation in which all prosper - less than 2% of the population is below the poverty line
• Improved access to better quality health- Avg. wait time for service at major institutions is 30 mins.
• A safer Trinidad & Tobago - 90% reduction in murder rate
• A more organised and structured police service

Managing for Development Results (MfDR)
or
Results-Based Management (RBM)
MfDR or RBM uses information on Government performance to improve decision making and thereby
ensure the achievement of development goals.
It shifts the focus of public management from inputs/activities/outputs to outcomes/impact

Managing for Results: Way Forward
• Develop an overarching policy framework for the introduction of an MfDR system
• Build consensus on the challenges and benefits of MfDR within the public sector
• Establish an appropriate monitoring and evaluation framework, including a comprehensive indicator system to support the implementation of the Vision 2020 National Strategic Plan and the Operational Plan 2007-2010
• Undertake capacity building in monitoring and evaluation and project cycle management

World Values Survey, T&T 2007
• Over 66 per cent of the respondents felt that there was either no respect or not much respect for human life in the country
• 90 per cent felt that more emphasis should be placed on family life in order to create a better society
• 90 per cent agreed that there should be greater respect for authority

• Strategic Alignment of Corporate Plans, Policies, Work Programmes, Projects with specified objectives and goals of Vision 2020
• An integrated approach to developing and implementing strategies - Building Partnerships within the Public Sector and with the Private Sector and Civil Society
• Develop performance indicators and the measurement systems to track achievement of goals and objectives
• Constant review and revision of Development Plans – these are not ‘perfect’ or static documents but must continuously be informed by new approaches, sectoral trends etc.
