Mayor’s Message

It is my pleasure, on behalf of Uxbridge Township Council and Staff, topresent our Spring/Summer 2014 Community Guide.

As spring approaches, it brings with it many exciting opportunities toexperience all sorts of wonderful recreational activities. Visit our trailsand experience the wonder of nature coming alive after a winter sleep.We are very excited about the wide variety of programs that we arepresenting to the public. We encourage you to get out and enjoy theactivities in the community. It is a wonderful way to become involved ineverything that Uxbridge has to offer, as well as meet new people.

I would like to thank the many volunteers who, through their tireless efforts and dedication to our community, are a major reason Uxbridge has such a broad array of well-run and progressive programs.

I encourage you to discover all that there is to do in Uxbridge. I believe you will be impressed.

Uxbridge Multi-Use Trails

Countryside TrailsOver 200 kilometres of trails run through Uxbridge Townshipincluding:

• East Duffins Headwaters Area • Durham Regional Forest • Oak Ridges Trail • Trans Canada Trail

These countryside trails run through natural forested sections of theTownship, with great opportunities for hiking, walking, mountainbiking, geocaching and horseback riding. Managed by a variety oftrail partners, the countryside trails are growing, including new off-road sections of the Trans Canada Trail, and enhancements to thenetwork of trails that connect south to the City of Toronto and LakeOntario.

Town TrailsUxbridge also boasts a host of urban and forest town trails connectingour neighbourhoods. The 10 Town Trails include:

• Barton Trail (2 km) • Butternut Trail (1.5 km)• Countryside Preserve (6.0 km)• Ewen Trail (3.4 km) • Historic Trail (2.4 km) • Maple Bridge Trail (1.5 km) • O’Neil Trail (3.5km)• Quaker Trail (2.2 km) • South Balsam Trail (2.5 km) • Wooden Sticks Trail (2.0 km)

Countryside PreserveVisit this 140-acre preserve of rolling hills, woods, streams, ponds andmeadowlands, where the countryside meets the town at Conc. 6 andHwy 47. With art pedestals, interpretive ecology displays, and over 6km of trails, there is something for everyone at the CountrysidePreserve.

Trail Etiquette Please clean up after your pet and keep on leash at all times. Carryout all litter with you. Respect the natural environment and privateproperty by staying on the trail. Please, no motorized vehicles.

Geocaching Join the thousands of people who have caught on to this high-techtreasure hunt activity. Great for families with a sense of adventure!For more details, check out www.geocaching.com.Rent units at Uxbridge Public Library.

Urban Walking PolesAvailable for rent at Uxpool, urban poles add stability, reduce stresson joints and add an increased workout to your trail walk. $5 per day, $10 per weekend, $15 per week.

Heritage Uxbridge is a committee commissioned by the Council of theTownship of Uxbridge to act as an advocate for the preservation andconservation of heritage properties in the Township.

The committee is made up of dedicated volunteers who carry out anumber of on-going responsibilities throughout the year, workingwith the community and the Township members, assisting with andadvising in matters related to heritage and cultural aspects. In pastyears, the committee has developed and organized guided tours, andpublished articles and maps that help promote Uxbridge’scultural heritage. The committee also produced aHeritage District Sign By-law to help promote aheritage ‘look’ in the downtown district, andcontinues to recognize individual homes ofheritage or cultural value through thePride Plaque Program.

An award called the ‘HeritageAppreciation Award’ was establishedby the committee to recognize thoseindividuals “for taking the initiative andaction to preserve our past”. Threerecipients - Strawberry Threads,Rutledge Jewellers and the Tin Mill - havereceived this award. In 2013, thecommittee acknowledged and recognizedBlackburn Farms, a 6th generation farm in ourTownship. This year we will continue to award localarea Heritage Farms.

The Heritage Sign By-law Guidelines are used as a reference todetermine award recipients, and the boundaries include the entireTownship. Information about how to receive this award, along with

ideas on improving building facades,windows and general landscapes inkeeping with a heritage appearance, canbe found in the Heritage Uxbridge SignGuidelines at the Township’s office. In 2012, the community of Leaskdale and

the Lucy Maud Montgomery Societyproudly saw its original Presbyterian

church, known mainly for its connection toLucy Maud, receive a Provincial Heritage

designation.

B.O.A.T. Operator Courses and Exams

Uxpool offers...Boat Operator AccreditedTraining (B.O.A.T.) and Pay if you PassTesting.

The Lifesaving Society’s Boat Operator Accredited Training (B.O.A.T.)program is accredited by the Canadian Coast Guard. The B.O.A.T.course teaches you all the safe boating knowledge you need to earnthe Pleasure Craft Operator Card. B.O.A.T. focuses on:

1. Obligations and responsibilities of a boat operator including thoseimposed by law and regulations including the “rules of the road”.

2. How to respond in a boating emergency, including personoverboard, breakdowns, capsizing, swamping, sinking andgrounding.

3. Knowledge of the operation of pleasure craft, including requiredsafety equipment, loading limits, buoys, beacons and signs,weather and fueling procedures.

The B.O.A.T. course is recommended for those with little or no boatingexperience or training. The course consists of 8 hours of classroomeducation. No water time is required. Pleasure Craft Operatorcertification cards are issued to those who have passed the writtenexamination.

ADMISSION STANDARDS FOR PUBLIC POOLS"Admission Standards for Public Pools" were developed by the Office ofthe Coroner of Ontario to assist Lifeguards and Assistant Lifeguards inmaintaining adequate surveillance over the whereabouts and theactivities of young bathers while they are inside the pool enclosure. TheOntario Ministry of Health and Long Term Care strongly support theserecommendations for the purpose of preventing injuries and fatalities.1. Children 5 years of age and younger must be accompanied by a parent

or guardian 12 years of age or older. The parent or guardian isresponsible for their direct supervision and must be in the water andwithin arm’s reach of the child(ren) at all times.

2. Children 6 to 9 years of age must be accompanied by a parent orguardian 12 years of age or older. The parent or guardian isresponsible for direct supervision & must be in the water. If the childcan swim and pass a facility swim test, the parent or guardian doesnot have to remain within arm’s reach of the child, however, mustremain in the pool enclosure to provide supervision of the children andremain in visual contact.

3. Children 10 years and older may swim without adult accompaniment.

PUBLIC SWIM: ADMITTANCE POLICY

FACILITY SWIM TESTSHALLOW: Swimmers must be able to swim one (1) width . CompletedSwim Kids 3 or equivalent. DEEP END:To swim in the deep end, swimmers must be able to swim two(2) widths or one (1) length of the pool successfully

GROUPSPlease book groups well in advance with a supervisor to ensure there isadequate staff. Entrance to public swim is on a first come first serve basis;please arrive early to ensure your group gets in together. Admittancepolicy must be adhered to.

STREET SHOESPersons wearing street shoes will not be permitted to enter change roomsor the pool deck. It is recommended that you bring a change of shoes toenter the pool area.

UNIVERSAL CHANGE ROOMUxpool now has a new Universal change room suitable for families andspecial needs visitors. This co-ed change room has four individualchanging areas suitable for families or support staff.

PERSONAL BELONGINGSPatrons using the facilities should not leave ANY valuables in the changerooms. You may bring your own lock for your locker for the duration ofyour swim.

SHOWER BEFORE SWIMMINGA thorough shower before you enter the pool will help keep the waterclean for your swimming enjoyment.

FOOD AND BEVERAGESFood and beverages are NOT permitted on the pool deck or in the changerooms. The only exception made is non-breakable water bottles.

TO DIAPER OR NOT TO DIAPERWe ask that disposable diapers are not worn into the swimming pool. Werequest that those not toilet trained wear a swim diaper that can bepurchased at your local drug store or snug fitting plastic plants under theirbathing suit.

POOL FOUL/POWER FAILURE/MAINTENANCE CLOSUREThe pool may close at an inopportune time due to a pool fouling, powerfailure, or mechanical/maintenance problem. When this occurs,instructors will use the time to focus on water safety components ofinstructional programs. Cancelled lessons cannot be made up and swimtickets will be issued.

FAMILY RATEA family rate is defined as IMMEDIATE FAMILY MEMBERS (mother, father,children, step parents/children) living in the same household.

SENIOR RATEThe senior rate is for people who are 60 years of age or older. Proof ofage may be required.

REGISTRATION DEADLINESLater registrations may be accepted on a space availability basis. Fullpayment of fee and applicable taxes will be administered. Registrationdeadline is one week following the commencement of programs. Discountfees will not apply for transfers after discount date.

PROGRAM CANCELLATION/REVISIONSSometimes excellent programs, with super instructors are cancelled whentoo many people wait until the last minute to register. Our programs arebased upon a cost recovery basis and we need a minimum number ofparticipants registered before a camp/class can go on. A full credit will beprovided if the Recreation Department is responsible for programcancellations or changes. The Town of Uxbridge reserves the right tocancel or revise any program in accordance with participant requirements.

RETURNED CHEQUESWe know that mistakes sometimes happen, but it is necessary toadminister a $35.00 charge for returned NSF cheques. The Town ofUxbridge reserves the right to cancel the registration or to revokeprivileges until full payment is received.

AGE OF PARTICIPANTSMost of our programs/swimming lessons are designed for a specific agegroup. All participants must be the required age as outlined in the guideas of the completion date of the program/lesson. Camp programs arebased on age of participant in the current calendar year.

CODE OF BEHAVIOURThe Town of Uxbridge endeavors to provide the highest level of safety andenjoyment to all participants and staff members for the duration of itsleisure programs/aquatic lessons. These guidelines have been developedto ensure that all involved are aware of acceptable behavior. Coarselanguage, bullying, vandalism, physical and aggressive behavior will berecorded, reported and may result in the removal from the leisureprogram/aquatic lesson or facility.

FOR EVERYONE'S HEALTH & SAFETYIf a participant has a communicable disease (e.g. Lice, Chicken Pox, etc.)or a current public health concern we would ask that the participant notattend rec or camp programs, swimming lessons or public swimming.Participants are welcome to return to the leisure program/aquatic lessonwhen they are healthy. Parents should be aware that the Child & FamilyService Act requires that any suspicion of child abuse be reportedimmediately to the Children’s Aid Society.

SERIOUS MEDICAL CONDITIONSThose with serious medical conditions should be accompanied by anindividual who is knowledgeable of their condition. Please notify staff onduty of your condition.

UNFORESEEN CANCELLATIONSUnfortunately the Township of Uxbridge is unable to reschedule classescancelled due to weather conditions or maintenance breakdowns or otherunforeseen circumstances.

REFUNDS OR TRANSFERSa. A full refund is available if the program you choose is cancelled.

Request for refund will not be accepted after the first lesson unlessaccompanied by a medical certificate. We regret participants receiveno refund if the cancellation affects minimum class numbers or therequest is past the fourth lesson.

b. Refund/credit requests must be submitted in writing. The effectivedate will be the date the Parks, Recreation and Culture departmentreceives written notification. Verbal notification will not be accepted.Non-attendance does not constitute notice of withdrawal. Anadministrative fee of $15 will be deducted regardless of refund orcredit issued. All refunds/credits will be “prorated” whether classesare attended or not. Seven days notice is required. Any classesmissed may not be made up at another class time or session. Pleaseallow four weeks for the processing of refunds. Refunds will only beissued to the original registrant.

c. Requests for changes and transfers will be accepted prior to the startof the program and are conditional on class and space availability inthe program. A $15 administration fee may be applied to transfersand seven days notice is required. Discount will be lost if transferringis done after the discount date. MEMBERSHIP EXTENSIONSExtensions will only be given for illness and extended absence effectiveSeptember 1, 2013. The member must be ill for a minimum of 2 weeks.A doctor’s note may be required at the discretion of the AquaticCoordinator. An extended absence is a minimum of 3 weeks regardlessof type of membership. One extended absence extension is permitted permembership.

PHOTOGRAPHY/VIDEOTAPING/PHOTO CELLPHONESDue to the new privacy laws, the use of cameras and video recorders mustbe arranged with the office supervisor prior to the event. ALL CELLPHONES MUST BE TURNED OFF AND NOT USED IN THE CHANGE ROOMS.Unless parent/guardians indicate otherwise, The Parks & Recreationdepartment will assume permission is given for any pictures taken duringany Department program to be used to promote Recreation programs.

WEATHER CONDITIONSParticipants are encouraged to dress appropriately and be prepared fordiverse weather conditions during the course of the selected program.Severe weather conditions are taken into consideration when planningprograms. Programs will be altered if the need arises. Indoor facilities areusually available for all programs unless otherwise specified.

LATE PICK UP FEE POLICYExtended care is available for camp programs. Participants must sign upin advance for staffing purposes. Please check/confirm your pick up timeswith your councilors. An extended care fee will be charged if you are latepicking up your child.

STAFF TRAININGAll Department staff receives training in the Town of Uxbridge’s Policies,Procedures and relevant legislation prior to beginning work.

LOST AND FOUNDParticipants in Department programs are responsible for their ownarticles. It is strongly recommended that no valuables or money bebrought to any program. The Town of Uxbridge is not responsible for anylost or stolen items. The Lost and Found is located at the Uxbridge Pool.

The Uxbridge Historical Centre (Museum & Archives) is a cluster of 10historic buildings in which the heritage of the Uxbridge area iscollected, preserved, and displayed. Heritage Site: Foster Memorial

The Thomas Foster Memorial was built for $250,000 in 1936 on a hillin the countryside of Uxbridge Township. The Taj Mahal, which is justoutside of Agra, India, inspired its structure. The roof surfaces arecopper tile, and the entrance doors, windows, tracery and all metalparts are bronze. The beautiful stained glass windows are the work ofthe late Yvonne Williams, and are hand-painted, fired and leadedglass. The colour and designs are harmonious, and are distributed sothat the interior is flooded with soft, colourful light. The 22 karat goldmosaics also display a multitude of colours, and lend an elegance tothis magnificent building. The floors are made up of richly colouredterrazzo and marble mosaics, filled with symbolic designs.

Upon entering, one crosses the "River of Oaths", on which floatwater lilies and lily pads. The design of the floor beneath the greatdome suggests motion (which, in turn, symbolizes life), and thismotion radiates from the Greek letters for Alpha and Omega. These,in turn, flank the Chi Rho monogram, which is displayed in an earlyByzantine form. The laurel wreath of victory over death encircles thecentre motif. The bottom of the dome is pierced with 12 stained glass,leaded windows - one in the east contains a gold cross on a rich bluebackground. Circling the lower part of the dome is the inscription"Take this my body for it is done and I have gained a new life, gloriousand eternal"

What is a Building Permit?A building permit is formal approval to construct, add to, or remove abuilding on your property.

When do I need a Building Permit?Typical projects that require a Building Permit are:Construction of any new building over 10 square metres (108 squarefeet) in area, including a new home, detached garage, playhouse orshed; Addition of a carport, garage, porch or room(s) to an existing home;Construction or finishing of rooms in the basement or attic;Any structural work, including alterations to interior partitions;installation of new skylights, windows or doors requiring enlargementof the existing opening; • Decks.• Raising a house to provide a full basement.• Excavating a crawl space to provide a full basement. • Fireplaces and other heating appliances including the replacement

of furnaces and ductwork; • Basement walkouts;• Plumbing and/or drains;• Permanent ground or fascia signage. • Adding an accessory apartment to a single family dwelling under

TREASURY DEPARTMENT Property Tax InformationThe property taxes you pay each year to the Township of Uxbridgesupport the many services provided by the Township and alsocontribute to the delivery of Regional and Educational Services. As aresult, the Township collects taxes not only for its services, but also onbehalf of the Region of Durham and the local school boards.

Tax Billings and Installment Due DatesThe Township issues two tax bills per year. The Interim bill is mailed inJanuary with installments due in February and April. The Interim bill isbased on approximately 50% of the previous year’s tax bill and isshown as a reduction on the final tax bill. The Final tax bill is mailedin May, with the installments due in June and September. In order tosatisfy the taxes for your property for the entire year the full amountsof both the Interim bill and the Final bill must be paid.

The Township of Uxbridge offers two PAP plans: Pre-AuthorizedMonthly Payment Plan – 11 payments are withdrawn on the firstbusiness day of the months January through to November (nowithdrawal in December); OR Pre-Authorized Installment PaymentPlan – 4 payments are withdrawn on the prescribed due dates notedon each tax bill. Payment Options Pay Electronically:Most financial institutions offer telephone or internet bankingmechanisms which facilitate easy and reliable bill payments, includingyour property taxes. CLERK’S DEPARTMENT Township of Uxbridge Clerk’s DepartmentThe Clerk’s Department is responsible for administering all legislativerequirements under the Ontario Municipal Act, and other statutes thatimpact municipalities. The Department prepares Council andCommittee agendas and minutes, acts as secretariat to Council andits Committees, and organizes and manages the municipal records. Itadministers the Freedom of Information and Protection of Privacy Actsand ensures that all eligible records are available for public viewing. The department is also responsible for issuing various licencesincluding marriage licences, business licences, taxi licences, andvarious forms of lottery licences. All vital statistics, such as the birthand death registries, are maintained by the Clerk’s Department. TheClerk’s Department also oversees and administers a MunicipalElection every four years.

The Clerk can also perform Civil Marriages.

Blue Box Recycling: • Weekly blue box and recycling collection.• Extra Blue Boxes may be purchased at the Township Office. • Materials accepted in your Blue Box include: Papers: newspapers, junk mail & envelopes, catalogues, magazines,paperback books, office paper and computer paper.Containers: All plastic bottles with a twist off top, plastic tubs and lids,metal food and beverage containers, glass bottles, jars, paper milkand juice cartons, empty aerosol and empty paint cans with lidsremoved. Cardboard and boxboard: Bundle and flatten your cardboard boxes(including pizza boxes) and boxboard (cereal, Kleenex, cracker boxesect.) separately in bundles no larger than the size of the Blue Box.

Kitchen Food Waste Composting: • Weekly green bin collection• Place kitchen food wastes inside kitchen container.• Use compostable bags or paper bags as liners for the kitchen

container. Never use regular plastic bags, such as grocery bags, toline your indoor container. Once full, remove compostable bagliner, tie closed, and place it into the Curbside Green Bin.

• Inside kitchen containers and curbside greenbins can be purchasedat the Township office.

• If you can, place organics directly into containers without a linerbag.

• Be sure to latch and lock the Curbside Green Bin with the metalBar.

• Place the Curbside Green Bin at the Curb for collection weekly onyour garbage day.

Yard Waste Composting:• Seasonal see scheduled collection days in Uxbridge • Use Kraft paper bags or rigid open-top containers. No plastic bags. • Christmas Tree collection.• Check schedule for collection dates.

Garbage Disposal: • Bi-weekly garbage collection.• Three bag limit per week. Four bag limit, biweekly. • Residents placing more than four bags at curb must use garbage

tags. • Garbage bag tags may be purchased at the Township Office.

Bulky Items & White Goods:• Residents will be provided with a call-in service for items such as

fridges, stoves, dishwashers, furniture, desks, tables, and chairs.Call the Region of Durham Waste Dept. for Pickup.

Waste Management: • Open Tuesday to Saturday from 8:00 a.m. – 4:00 p.m. Closed Sun,

Mon. & holidays.

ROAD WATCHWhat is Road Watch?A new community initiative designed to improve road safety bycreating greater awareness and giving residents an opportunity toparticipate in identifying and reporting dangerous and aggressivedriving in the Township of Uxbridge. Why have Road Watch?To help reduce Motor Vehicle Collisions and potential injuries andfatalities in the Township of Uxbridge. What is Aggressive Driving?Aggressive driving is defined as excessive speeding, tail- gating,failure to stop and any other unsafe driving that puts others at highrisk for collision or injury.How does Road Watch work?Citizen Report Forms may be used any time you observe an act ofaggressive driving. Record as much information as you can about theparticular aggressive driving incident that you witnessed. Thisinformation will help the police in monitoring high risk areas in ourcommunity. To complete the report, include the license number, themake and colour of the vehicle, the location (as exact as possible) andthe nature of the incident. When you send in the report, it is importantthat you sign it. This helps safeguard the system against abuse. Beassured that your personal information is for statistical use only andis held in the strictest of confidence. Drivers reported will receive aletter from the police, describing the unsafe or aggressive drivingincident that was witnessed. If a driver is reported more than once,the police will make personal contact with that individual regardingthe reported problems in person or by telephone. Subsequent offenses may result in enforcement action by the policedepending on the severity of the incident. Remember, this is youropportunity to make our roads safer – the same roads you useeveryday. Municipal Operations

As of December, 2013, the Provincial Government passed Bill #18,which makes carbon monoxide alarms mandatory in all Ontariohomes with fuel burning appliances indoors. The Fire Code will bechanged to reflect this Bill in the spring of 2014.The Uxbridge Fire Department responds to a number of CarbonMonoxide Alarms throughout the Township per year.

Our records indicate that the possible causes of these alarms can beattributed to:

• Vehicles left running in the garage or in thedriveway with the garage door and/or thedoorway from the garage to theresidence open or ajar.

• Faulty or damaged door sweepsand/or weather stripping, allowingCarbon Monoxide to enter thehome.

• A detector that has exceeded themanufacturer replacement date

• Faulty gas burning applianceand/or blocked appliance vent

Note: When using a generator during apower outage, please make sure the unit isoutside and away from windows and doorsso exhaust doesn’t enter the home.

To ensure a safe environment for you and your family we suggest thatyou take extreme care and refrain from idling a vehicle in the garageor driveway for an extended period of time.

The Fire Department also recommends that you inspect the doorsweep and weather stripping around the door from the garage toyour home and replace any damaged materials. In doing so, this willassist in preventing this dangerous invisible and odorless gas from

entering your home. Check Appliance vents. Alsocheck manufacturer’s replacement date and

replace as recommended.
