THE Ingquza Hill Local Municipality (IHLM)held a State of theMunicipalAddress (SOMA)last week Wednesday at Lusikisiki College ofEducation where they outlined their achieve-ments of the past financial year.

The municipal leadership said the purposeof the SOMA was to also announce what theywill be doing in the new financial year tocome.IHLM Mayor, Pat Mdingi, said in his ad-

dress that they are very proud of what theyhave managed to do for communities duringthe financial year promising that they are go-ing to carry on doing good for their communi-ties.“The municipality finds itself in the papers

for all thewrong reasons butwe are confidentto say that it will never happen again,” added

Mdingi.Mdingi outlined all of the things that they

have done in the 2013/14 financial year, in-cluding the implementation of water andelectricity, sanitation, new halls, RDP hous-es, building and fixing of schools. He said themost important achievement of the munici-pality was the jobs that were created duringthis period. Thanduxolo Ziphathe (67), whowas speaking on behalf of the community,said they hoped that the new financial yearwill have more ups than downs because com-munities had the challenge ofmunicipal lead-ers promising but never delivering.“We have been around for a long time and

we have served during the struggle in ourcountry. We do not deserve fake promises.”The SOMAaddress also included a detailed

summary of more services to be delivered inthe new 2014/15 financial year that will bene-fit more communities in Lusikisiki and Flag-staff.

AS part of celebrating the Private PublicPartnership (PPP) successes, DeputyMinis-ter of Transport, Sindiswa Chikunga, joinedthe Provincial Transport MEC, ThandiswaMarawu, and Africa’s Best Ltd (AB350) BusCompany in celebration of 6 years of servicedelivery in Mount Frere on March 16.

AB350 was established in 2005 and startedoperations in 2008 with the intention of pro-viding rural communitieswith safe and reli-

able transport. Since starting the opera-tions, AB350 has created 390 permanentjobs, and transportsmore that 5,7million ru-ral commuters a year.The chairperson of AB350, Simlindile

Hintsa said that their buses accommodateeveryone as they are affordable, safe and re-liable because their drivers arewell trained.“Wehavea relationshipwithmunicipalitiessuch as Alfred Nzo District, OR Tambo dis-trict and Amathole, among others. Duringits establishment, this bus system was notwelcomed by the different communities it

caters for. Especially the taxi associations

argued the fact that the bus systemwill lead

to taxi drivers losing their jobs because peo-plewill shift fromusing taxis to busses sincethey are cheaper.”Hintsa said, “Buses were torched as a

warning from the taxi associations but wewere determined to make our mark whichis when we decided to form a partnershipwith the taxi industry and findways toworktogether.”The day gave people the opportunity to in-

teract with the transport industry leaders,state their concerns and applaud what theyare doing for commuters.

wayo, said they went to the EFF expectingsomething different from the ANC but when

AFTER years of struggling with accidentsand unbearable traffic problems, the commu-nity of Bizana was happy to see new trafficlights along the busy R61 road when they wasfirst introduced. The second phase of thelights did not, however, receive a warm wel-come.

Mbizana Local Municipal Manager (MLM),Luvuyo Mahlaka, said the traffic lights wereinstalled to help with traffic control in thisstreet lined with shops. Secondly, the lightswere needed for a driver’s licence centre ofwhich construction was currently underway.

According to Mahlaka, the driver’s licencecentre is also a development that will put Bi-zana on the map. Communities all around Bi-zana are, however, concerned about the fact

that these traffic lights were being placed allaround town while the road was still in anunbearable condition.

Speaking on behalf of theBizana communi-ty, Ayabonga Maphumulo said the munici-pality’s first priority should be fixing thebusy R61 roadwhich hadmany potholes. Thetraffic lights should only follow after this be-cause it is important that this busy road isin a good condition.

“We are fuming with anger because of theembarrassing condition of the R61 road. Thisroad is used by tourists. Andmost important-ly, the potholes are damaging our cars,” add-ed Maphumulo.

The MLM Mayor, Councillor MakhayaTwabu, said there was a programme in placeto fix the roads.

The municipality is also in the process ofdeveloping the entire town.

EMPLOYEES of theMagwa Tea Plantation inLusikisiki say they have not been paid wagesfor the past six months.

This despite the intervention by theDepart-ment of Rural Development and Agrarian Re-form to rescue the Plantation.

The Magwa Tea Plantation started to makeheadlines between 2000 and 2008 when it hadto close down due to bankrupcy and it was un-able to pay their workers and maintain theplants. But the Department intervened and

invested some funds to rescue the projectwhich employed hundreds of Lusikisiki resi-dents.

The same complaints of employees aboutgoing months without being paid resurfacedagain and the African National Congress(ANC) in the OR Tambo District intervenedby informing the leadership in the govern-ment department which was involved to takethe necessary steps in addressing the prob-lem.

The secretary of the ANC Ingquza Hill SubRegion, Dumisani Mjokovana, said what hadhappened to the Magwa Tea workers was un-

He said they discoveredthis problemduring their site visits in theare-as of Lusikisiki and Flagstaff to assess thework that had been done by the governmentfor the past 20 years.

“There are a lot of challenges being facedby the Ingquza Hill community but a lot of de-velopment has been done as well,” he added.Among other problems that the Ingquza Hill

community complained about was the waterissue,where tapswere installed but theyweredry with no water.

Zwelenkosi Sibisi from Flagstaff said thatthey were grateful for the work done by thegovernment so far but itwaswrong ofMagwa-to leave workers unpaid for six months andwhen it was close to elections they miracu-lously come to the rescue.

Zikhona Ndwe from Lusikisiki applaudedthe ANC government for bringing services tothe people. She said, however, that they seemto only appear closer to election time and sheurged them to change that tendency.

SMALL businesses situated in the IngquzaHill area, which is made up of Flagstaff andLusikisiki, are set to benefit greatly from theIngquza Hill Local Municipality (IHLM) inthe next financial year.

In his State of the Municipality Address(SOMA), Ingquza Hill Local Municipal May-or, Pat Mdingi spoke a great deal about howsmall businesses, including co-operativesand hawkers, were going to receive govern-ment support if they go through the rightchannels of growing their businesses.

“We are going to support 14 developingbusinesses in our area dealing with agricul-tural matters, as well as 13 in co-operatives,and businesses that will emerge during the

Local business owner,MzingisiDiphini, saidthey were going to work with the municipalityto ensure that businesses grow in the Ingquzahill area to diminish poverty and unemploy-ment.

Sakhile Ndabambi from Flagstaff said theywere glad they attended the SOMA address asthey are now clear on how to register their co-operatives for government funding as they pre-viously did not know where to go for support.

The Ingquza Hill local municipality prom-ised to train young people and develop theirskills for them to give these two small townsgood serviceswithout hiring people from otherdistricts.

PROTEST marches seem to be far from overasmore andmore communities inBizana joinhands to voice their gripes with poor servicedelivery by the Mbizana Local Municipality(MLM).

Ntsimbini andStofini villages are twoof thedeep rural areas situated inBizana. Early lastweek Thursday residents of these communi-

ties came together at Ndlovu Village wherethey blocked the road. This resulted in peoplebeing late for work and pupils being late forschool.Nosiseko Bambelo, who was speaking on

behalf of the community, said they were fedup with being the last ones to benefit from de-velopment because they were opposing theirward councillor. “Development in our locali-ty comes because of who you are.”She said this started in 2011when theywere

introduced to a councillor that theynever vot-ed for.When they voiced their concerns aboutthat, they got shut down completely in termsof getting water tanks for access to clean wa-ter. The community also said that the purposeof the protest was to plead with themunicipalleadership to provide them with electricity,toilets and RDP houses.MLMMayor, Makhaya Twabu, said the na-

tional government, together with the provin-cial government, was aware of all the chal-

lenges that Bizana communities were facedwith which is why the Minister of Rural De-velopment andLandReform,GugileNkwinti,made site visits to Bizana communities.“We understand the pressure that commu-

nities are under, especially as far as electrici-ty is concerned. But we cannot prioritise eve-rything and every community at once; peopleshould learn to be patient,” concludedTwabu.

BASS Entertainment hosted a dance com-petition at Jerico Community Hall (Zikhu-ba Village) in Bizana on March 21 aimed atgiving young people something new to doand use their talents constructively whilestaying active.

Mahlubandile Thole (26) and YonwabaSomi (25), who started Bass Entertainmentcompany, said the competition was aimedat getting the young people of Bizana totake pride in showing everybody their abil-ities.

A total of 10 groups entered the dance cat-egory for boys between the ages of 10 and17. The group Ben 10 won the first prize ofa two-nights’ stay at the Wild Coast CasinoB&B and R1 500. In second place were thePantsula Kings which won tickets to a buf-fet dinner at Wild Coast Sun plus prizemoney of R1 000. The group 2 Options werethird, winning free tickets to the WaterPark at Wild Coast Sun and R500 prize mon-ey.

The competition was sponsored by theWild Coast Sun Casino and the BizanaTrust which shares the vision of showcas-ing the talents of the young people of this

small town.Thole said they were very pleased with

how the day turned out as motivationalspeakers were also present on the day toteach the youth about the importance ofHuman Rights Day.

Anga Ndimakude from Bhiniza localitysaid he enjoyed watching the competitionashehadnever seenanything like it before.“I think after the dance competition I alsohave an interest in dancing.”

One of the judges, Revanea Coetzee, saidthe standard was very high and with everygroup having its own uniqueness it was dif-ficult for them to choose the winner.

THE 2010 Storm Breakers chances of winningthe Safa SABCoastal StreamRegional Leagueincreasedwhen Iqhayiya FC beat the log lead-ers by two goals to one last Sunday at theLusikisiki New Rest Stadium.

Storm Breakers are, however, still waitingfor Safa’s decision regarding the game theyplayed against FCPV FC, were they scoredseven goals. The game was, however, aban-doned following a shortage of players at theground after the referee had issued four redcards to FCPV players and one FCPV playerwalked off the field.

According to the football rules there shouldbe no fewer that seven players playing. AfterFCPV received four red cards one of the play-ers, on the instruction of the coach, walkedout which forced the game to be abandoned.

AsAmaMpondowere beaten the 2010 StormBreakers won their game last weekendagainst Red Lions with 3-0 increasing thenumber of goals theyhad scored against their

opponents since AmaMpondo were leadingwith the goal difference. After lastweekend’sresults, both the 2010 Storm Breakers andAmaMpondo are on top the league with 31points and the goal difference was separatingthe two. The outcome of the game that wasabandoned will give a clear direction ofwhere the cup is heading.

A source close to both the clubs involvedin the abandoned game, felt that it would befair if the game could be a rematch. They bothblamed the referee for the red cards he issuedduring their game.
