TN State Representative Tony Shipley spearheaded themove to establish a Civil War Park commemorating theBattle of Blountville. The Baffle of B!ountville Civil WarPark and its.development will primarily begin in theHistoric District of downtown Bloijntville as recognizedon the National Register of Historic Sites.

The Battleof BloUntville

Sept 22, 1863:Three major factors made Blountville a Union prize to bedestroyed:

:. First, its proximity to the railroad connecting the

East coast.Second, it was home of Matthew Haynes, who washolding seized property rights of Unionsympathizers.Third, a tannery located on the banks of the MuddyCreek furnished the saddles for Mosby’s raiders, aconfederate Brigade of cavalrymen who lootedUnion sympathizers.

On September 22, 1863, Federal forces advanced fromKnoxville and occupied the cemetery overlooking thewest side of town. Reacting to the threats, Southernforces formed artillery on a knoll near the present-dayBlountville Middle School. For four hours, the battle ragedwhen Union forces dislodged the Confederates whobegan a withdrawal to present-day Bluff City. TheConfederates’ withdrawal was a pre-planned surprisecounter-attack, with fresh Confederate troops awaitingthe pursuing Federals. The Union forces discovered theConfederate plot and turned back.

1. Entrance to The Battle of Blountville Civil War Mili-tary Park — On Sept. 22, 1863 Federal Forces ad-vancing from Knoxville, engaged the Rebel forcesin Biountvltle.

Z. Old Sheflff Home and Jail (built in 1870) —futurehome of the Military Park Welcome center, Muse-um and Gift Shop

3. Muddy Creek — A tannery here furnished the sad-dies for Mosby’s raiders, a Confederate Brigade ofcavalrymen who looted Union sympathizers inNortheast Tennessee.

4. Department of Tourism and Archive, — currently

B. Anderson TownHouse — first townhouse of the firstBlountville town commissioners. Local citizens fledto the cellars here for safety during the Battle.

9. Cannonball House — Home of Matthew Haynes,Confederate officer responsible for confiscatingproperty of Union sympathizers. Cannon ballslodged in the walls and chimney can still be seen.

20. Female Academy (later Masonic Institute) — Rebelforces formed artillery lines here to defendBlountville.

11. Siteof Union Camp — Union forces, under ColonelJohn W. Foster, occupied the heights at theBlountville Cemetery overlooking the town.

12. Site of Confederate Camp— Rebel forces, undercolonel James P. Carter, formed artillery lines to

defend Blountville on site of present dayBlountville Middle School.

10-7-408. Appropriation of funds Filing fees.

(a) The county legislative body of any county which creates a county records commission has the

power to appropriate such funds as may be required for the carrying out of the purposes of this

chapter including, but not limited to, the purchase or leasing of equipment, the equipping of an office

and the payment of the expenses thereof, the furnishing of secretaries and clerical help and the

employment of expert advice and assistance.

(b) Tn any county, if the county legislative body creates a county records commission, then the

county legislative body is authorized to:

(1) Appropriate such funds as may be required for carrying out of the purposes of this chapter,

including, but not limited to, the purchase or leasing of equipment, the equipping of an office and the

payment of the expenses of the office, the furnishing of secretaries and clerical help, and the

employment of expert advice and assistance; and

(2) Establish and collect, through all entities creating public records, as defined in § 10-7-403, an

archives and record management fee not to exceed five dollars ($5.00) per document filed. Funds

WHEREAS, the Stateof Tennesseelost one of its finest citizens and most dedicatedlaw enforcementofficerswith thetragicpassingofMasterTrooperBarry R. Myers on June 26, 2012; and

WHEREAS, a graduateof Holston Valley High School;Bristol, Tennessee,TrooperMyersjoined theTennesseeHighwayPatrol (THP) in March 1974. He spenthis first year patrollingHamblenCountyandlater transferredto Sullivan County, wherehe spentthe rest ofhis careeruntil his retirementin October2009;and

WHEREAS,this dedicatedlaw enforcementofficer exhibitedextraordinarydevotionto duty, outstandingloyalty, fine leadership,andmeticulousattentionto detail in all his duties;and

WHEREAS,throughouthis careerwith the THP, TrooperMyers alwaysexhibitedcompassion,caringandconcernfor all thosewith whom he camein contact,oftengoing that extramile to personallyhelpthosewhowerelessfortunate;and

WHEREAS, Trooper Myers was an avid University of Tennesseeand NASCAR fan and was aconmmnityleaderasa memberoftheAppalachianExpressBarberShopChorusandtheJerichoShriners;and

WHEREAS,asa Shriner his time, skills and efforts were exhibitedby his supportof the children andyouth helpedand caredfor by theShrinersHospitalsfor Children; and

WHEREAS,TrooperMyers was a SundaySchoolDirector and an active memberof Virginia AvenueBaptist Church,Bristol, where he spentcountlesshours in many endeavorson behalfof the churchandthecommunity;and

WHEREASthis dedicatedlaw enforcementofficer’s life was cut short from injuries he receivedin ahead-oncollision on June25, 2012causedby an impaireddriver; and

WHEREAS,TrooperMyers,a devotedfamily man, is survivedby his wife of26 years,ChestaleneB.Myers, threechildrenandfour grandchildren;and

WHEREAS,BarryR. Myershasleft behindanindelible legacyof integrity in public life, compassionandloyalty in privatelife, diligenceanddedicationin all his endeavors;and

WHEREAS, during the 2013-14FY budget process,inadequate information was available to properlyfund the SelfInsurance Risk Managementservicesfor SullivanCounty; and.

WHEREAS,the2013-14FY appropriationsincludes$600,000for the Self InsuranceRisk Managementservices,however, thesefunds will not be sufficient to meet therequirementsfor the currentfiscal year.Self Insurance Risk Managementexpenditureswere $1,027,732 for 2013; $1,293,760 for 2012;$1,060,248for 2011; and, $1,339,512for 2010.

NOW THEREFOREBE IT RESOLVED that the Board of County Commissionersof SullivanCounty, Tennessee,assembledin Regular Session, hereby authorize amendmentsto theappropriationsin the amountof $400,000 for the remainderof the fiscal yearwith the funding tocome from the GeneralFund’s FundBalance.
