    INCREASED SURCHARGE

    NEEDED

    PARIS If you ask Meceola Central

    Dispatch Authority Director LaurieSmalla, its necessary that voterspass a proposal on the Aug. 3 ballot

    that would raise the monthly 9-1-1surcharge by 75 cents per phone.The proposal, if passed, would reset

    the 9-1-1 surcharge at $2.25 permonth for every phone capable ofdialing 9-1-1. The increase would go

    into effect July 1, 2011. Under the

    roposal county commissioners couldot increase the surcharge, but would

    e able to lower it.eceola Central Dispatch fields all-1-1 calls from Mecosta and Osceola

    ounties, and then dispatches theppropriate authorities to the reported

    ncidents. The dispatch center alsoontrols warning sirens in Big Rapids,emus and Morley.

    ispatch services have beenperating under a monthly $1.50 per

    phone surcharge which was set

    by the state across all 83 Michigancounties after a public act establishing9-1-1 funding sunsetted at the end of

    2007.The $1.50 surcharge was set by theMichigan Public Service Commission

    based on that fact that there arean average .93 phones per personin Michigan. The Public Service

    Commission stated in a 2008 releasethat they deemed the $1.50 surchargereasonable and applied this factor to

    the county population based on the2000 U.S. Census. The commission

    also acted upon advice fromMichigans Emergency 9-1-1 ServiceCommittee.

    However, in Mecosta and Osceolacounties, there are actually .83phones per person the difference

    translates to a more than $220,000loss in revenue to the MeceolaCentral Dispatch Authority, Smalla

    said.

    We have done everything wepossibly can to keep our (expenses)

    low, Smalla said. Weve replaced tofull-time retirements will three part-time people. We dont really want to

    reduce staff because we still have anexpectation to serve the public thebest we can.

    The dispatch authority needs toincrease the surcharge to balance itsoperational budget, Smalla added,

    noting that the proposed increase was

    still less than the $3.20 surcharge inplace before Jan. 1, 2008, she added.

    If the proposal doesnt pass, theMeceola Central Dispatch Authority

    would have to find some other way toincrease revenue like a millage orloan, she said.

    Mecosta County Sheriff John Sonntagsaid the proposal had the support ofthe Mecosta County Sheriffs Office.

    I encourage everyone (to vote infavor of the proposal), Sonntag

    added. This is one of the ones weneed desperately.

    systems (TPMS) are now standard onall new cars in the United States, butmany drivers dont know about them.

    The goal is to give parents support,

    provide healthier meals in schools,

    encourage and enable kids to become

    physically active and to provide

    healthy, affordable food to all parts of

    the country. We want our kids to face

    a different and more optimistic futurein terms of their lifespan, says the

    First Lady.

    A cornerstone of the Lets Move

    campaign is the Healthier U.S.

    Schools Challenge Program,

    designed to create healthy and active

    kids. The program calls for higher

    school food quality, participation in

    meal programs, physical activity and

    nutrition education. Food service

    workers in more than 75 percent of

    schools have pledged to work with

    school authorities to improve the

    nutrition in meals. Teachers, principals

    and school administrators have sworn

    support for the new measures. Major

    school food suppliers have agreed

    to decrease the sugar, fat and salt inschool meals, and increase the use of

    whole grains and produce.

    With proper care and maintenance, you can keep your septictank in good shape for decadesand avoid costly repairs.

    You wouldnt skip routine maintenance on an expensive car. Norshould you ignore the upkeep on your septic system. Replacinga failed septic system can cost as much as a new car, so youhave a big incentive to keep your system in good shape.Septic systems serve the same role as municipal treatment plants,just on a smaller scale. Instead of staff engineers and techniciansto keep everything operating smoothly, theres just you, thehomeowner. As the superintendent of your septic system, youface a few key tasks.Protect the parts

    Check the records that came with your house to find out whereall of the components of your system are located, so you or your visitors dont inadvertently ruin them. Never drive overthe drainfield. Besides possibly cracking a pipe, the weight ofa vehicle compacts the soil and makes it less able to absorbwater.

    Keep shrubs and trees well away from both the septic tank andthe drainfield. Their roots can snake into pipes and clog them.But you should encourage grass on the drainfield because it

    absorbs water and prevents erosionwithout digging its rootsinto the pipes.Pump periodically

    With a standard system, call for a pump truck on a regularschedule (typically every three to five years). If youre carefulabout what goes down your drains, you might be able to golonger between service calls, so ask your pumper for advice. If

    you have a maintenance contract (required with some systems),let the technician tell you when pumping is needed.

    Pumping costs $200 to $400, if the lid is easily accessible. Ifits buried, you might pay another $100 unless you excavate ityourself. When the tank is empty, have it checked for leaks andhave them fixed promptly. Also, ask about the condition of thebaffles, which keep scum out of the inlet and outlet. If theyremissing or deteriorated, replace them.Control what goes in

    Maybe youve heard that some materials help septic systemsand some harm them. Heres the truth about whats good andwhats bad to put down the drain.Too much waterfrom any sourcecan overload your system.Use gutters to divert roof water away from the drainfield. Installwater-saving toilets and appliances, or at least fix toilet leaksand pace out laundry loads. A houseful of guests can also stressthe system, so ask them to avoid long showers and full-throttlefaucet flows.

    Too many solids are bad, too; they pile up as sludge in yourseptic tank. If you have a garbage disposal, use it only to cleanout the fine scraps that collect in a drain strainer. Otherwise, you

    could need to have the tank pumped every year or two.Fats turn to scum in a septic tank. Instead if dumping them downa drain, skim off grease or let it solidify in the refrigerator,then toss into garbageor your food waste recycling if thatsavailable in your community. Also consider a compost pile forfood waste.

    Chlorine bleach in moderate amounts isnt as bad for a septic

    system as you may have heard. But even a little drain cleanermay be terrible. One study found that it took nearly two gallonsof liquid bleach but only about a teaspoon of chemical draincleaner to kill the beneficial bacteria in a septic tank.In some situations, salty discharge released by water softenerscan wreak havoc on a septic system. If the person who pumpsyour tank notices that the scum layer doesnt appear normal,protect your septic system by piping the backwash waterelsewhere if your health department allows this.This can run from $10, if the discharge can be routed to abasement sump pump, to $1,000, if you need a dry well (anunderground pit filled with large rocks). Or, switch to salt-freewater softener (about $1,000 or more).Dont waste your money on additives that claim to break downsludge in the tank and therefore prolong the time between pump-outs. Pump regularly instead. Some additives do nothing andothers have bad side effects, such as loosening the scum in thetank so that it then clogs the drainfield.Other inspections

    Walk across your drainfield during the rainy season. If you smellsewage or find that grass is growing especially fast and lush in

    one area, your drainfield could be clogging. Call in a septicrepair company for advice.If you have an alternative system with mechanical parts,filter screens, pumps, or other components that can fall outof adjustment, you need a professional inspection (about$100) at least once a year. Your local health department orstate environmental agency may require you to take out anautomatically renewing contract to make sure this happens.
