As the Administrator of the U.S. Department of Commerce s Economic Development Administration (EDA), Fernandez is charged with leading the federal economic development agenda by promoting innovation and competitiveness, preparing American regions for growth and success in the global economy. With over thirteen years of executive experience, Fernandez has earned a reputation as a strategic thinker, creative problem solver and effective manager. Prior to his appointment, Fernandez led the new development and acquisition team at First Capital Group, an Indiana-based real estate investment firm. Fernandez played a critical role in expanding the firms regional and national investment footprint. Fernandez also served as Of Counsel for Krieg Devault, an Indianapolis-based law firm, where he advised private and governmental organizations on economic development, public finance and policy issues. Fernandez served as Bloomington, Indianas mayor from 1996 to 2003. With his leadership, Bloomingtons economy thrived despite facing significant changes arising from the new global economy. Fernandez worked with business and Indiana University leaders to launch Bloomingtons Life Sciences Partnership, securing more than $243 million in private investments and creating more than 3,700 jobs. U.S. Assistant Secretary of Commercefor Economic Development John Fernandez was appointed by President Obama to serve as theAssistant Secretary of Commerce for Economic Development and sworninto office on September 14, 2009.

As the Administrator of the U.S. Department of Commerce s EconomicDevelopment Administration (EDA), Fernandez is charged with leading the

P aul Hallac h er

Director of Research Program Management and Lecturer in Political Science,Pennsylvania State University Paul Hallacher is Director of Research Program Management and Lecturer inPolitical Science at Penn State. He is responsible for assisting faculty membersacross the University develop large scale, multidisciplinary research and

technology transfer initiatives, and has established numerous national researchand technology transfer centers at Penn State in a variety of disciplines. He serves as Director of thePenn State Engineering Innovation Program, Managing Director of the NSF Center forNanotechnology Applications and Career Knowledge, and Director for Management andAdministration of the newly established Greater Philadelphia Innovation Cluster for EnergyEfficient Buildings, a DOE Energy Innovation HUB. His interests are in science policy and politics,and technology based economic development. Before joining Penn State in 1989, Hallacher servedin several policy development and program management positions in Pennsylvania stategovernment. He resides in State College, Pennsylvania with his wife, Rhea Marie, and two sons,Sammy and Adam.

Ric h ard Longwort h Senior Fellow, Chicago Council on Global Affairs Richard Longworth is a senior fellow at the Chicago Council on GlobalAffairs and former Distinguished Visiting Scholar at DePaul University. He isthe author of the, Caught in the Middle: America's Heartland in the Age of Globalism , published in 2008 by Bloomsbury USA, now out in paperback. Hewrites and hosts the blog, "The Midwesterner," on the website of theChicago Council's Global Midwest Initiative, at www.globalchicago.org.

Longworth joined the Council in 2003 as executive director of its Global Chicago Center after acareer in journalism, most recently as senior correspondent for the Chicago Tribune. For 20 years,Longworth was a foreign correspondent for the Tribune and United Press International and was theTribune's Chief European Correspondent. He has reported from 75 countries on five continents.

Longworth is the author of Global Squeeze , one of the first books on globalization, and of aMacArthur Foundation report, "Global Chicago," which led to the foundation of the Global ChicagoCenter. He is co-author of a book, also called Global Chicago , published by the University of IllinoisPress. His new book, Caught in the Middle , describes the impact of globalization on the Midwest. Hehas been an adjunct professor in international relations at Northwestern University and a regularlecturer at Columbia University and is a mentor at the Harris School at the University of Chicago.

Longworth, an Iowa native, graduated from Northwestern and won NU's Alumni Merit Award in2000. He was a Nieman Fellow at Harvard, won the Overseas Press Club award twice, for series on

globalization and the UN, and was twice a finalist for the Pulitzer Prize, in 1980 and 2003. He alsohas won every major national award for economic reporting, plus the Lowell Thomas award for astory on a camel trek through the Sahara Desert. He is a member of the Council on ForeignRelations in New York, has been a speaker at the Davos conferences and or five years was a mentorto StreetWise, Chicago's newspaper for the homeless.

N ancy L. Zim ph er

Chancellor, State University of New York (SUNY) On June 1, 2009, Nancy Zimpher became the 12th Chancellor of the StateUniversity of New York by unanimous vote of the SUNY Board of Trustees. Withmore than 465,000 students, SUNY is the nation s largest comprehensive systemof higher education.

A dynamic and nationally recognized leader, Chancellor Zimpher is known as aneffective agent of change in education. She started her career as a teacher in a one-roomschoolhouse in the Ozarks and has never lost her passion for providing accessible, quality educationfor every student.

Chancellor Zimpher began her work at SUNY with a statewide tour of SUNY s 64 campuses, whichbecame the first phase of a systemwide strategic planning process. This plan, called The Power of SUNY, was launched in April 2010, with the central goal of harnessing SUNY s potential to driveeconomic revitalization and create a better future for every community across New York.

As The Power of SUNY is put into action, the Chancellor is leading a diverse set of new initiatives at SUNY in several key areas, including research and innovation, energy, health care, global affairs, andthe education pipeline. She has also been a vocal advocate for groundbreaking legislative reformsthat ensure SUNY can continue to provide broad access to higher education in an environment of declining state support, while maximizing its impact as an engine of economic development.

A former chair of the Association of Public and Land-Grant Universities, Dr. Zimpher now leads thenational Coalition of Urban Serving Universities and co-chairs a national blue-ribbon panel ontransforming teacher preparation. She serves on the board of CEOs for Cities, is a member of theBusiness-Higher Education Forum, and the Board of Governors of the New York Academy of Sciences.

Prior to coming to SUNY, Dr. Zimpher served as president of the University of Cincinnati, chancellorof the University of Wisconsin-Milwaukee, and executive dean of the Professional Colleges and deanof the College of Education at The Ohio State University.

She has authored or co-authored numerous books, monographs, and academic journal articles onteacher education, urban education, academic leadership, and school/university partnerships.

Chancellor Zimpher holds a bachelor s degree in English Education and Speech, a master s degree inEnglish Literature, and a Ph.D. in Teacher Education and Higher Education Administration, all fromThe Ohio State University.

S am M. CordesCo-Director, Purdue Center for Regional Development Sam Cordes joined Purdue University in 2003 and serves in threecapacities: Associate Vice Provost for Engagement; Co-Director of Purdue sCenter for Regional Development; and Assistant Director of PurdueExtension. His career in higher education has focused on rural policy andcommunity and economic development. He is a native of South Dakota and

received his undergraduate degree from South Dakota State University and his PhD in AgriculturalEconomics from Washington State University. Prior to joining Purdue University he held facultyand various administrative roles at the University of Nebraska and the University of Wyoming; andwas also a Visiting Professor at the University of Wisconsin. He began his academic career as afaculty member at Penn State University. Cordes was the 1996 recipient of the DistinguishedResearcher Award from the National Rural Health Association; and in 1999, he received theFounders Award from the Rural Policy Research Institute. In 2000, he was selected by the GraduateSchool of Washington State University as the first recipient of its Graduate Alumni Achievement Award; and in 2002, he received the Distinguished Alumni award from South Dakota StateUniversity.

Debora h Diamond, P h .D.President, Campus Philly Deborah Diamond was recently named President of Campus Philly, beginningher leadership of the regional non-profit in October 2010. Campus Philly, theorganization whose mission is to attract, engage and retain college students,

works with 27 regional colleges and universities, the city of Philadelphia andcorporations and foundations to fuel economic growth by encouraging collegestudents to study, explore, live and work in the Greater Philadelphia region.

Deborah has built a career in research and strategy with a focus on economic,civic and cultural development. Beginning in 1997, Deborah joined The Melior Group, a researchand consulting firm in Philadelphia, leaving there in 2003 as Vice President. She joined the GreaterPhiladelphia Tourism Marketing Corporation (GPTMC) in 2003 to found their research department.While at GPTMC, Deborah integrated outcomes measurement, research and strategy into everyfacet of the organization, from making a case for investing in tourism marketing (in a report that won the Odyssey Award from the U.S. Travel Association) to leading the organization s strategicplanning process in 2007.

At the beginning of 2009, Deborah began her own consulting practice, serving as a research andpolicy consultant to regional civic and economic development groups including Campus Philly,Center City District, Greater Philadelphia Chamber of Commerce, the Greater Philadelphia CulturalAlliance and Select Greater Philadelphia. She was invited to join the Fels Research and ConsultingGroup at the Fels Institute of Government at the University of Pennsylvania in 2009, an affiliationshe still maintains.

Deborah s early career began in academics. She received a Bachelor s degree from Bryn MawrCollege in Political Science and a Master s degree and Ph.D., also in Political Science, from the

University of Chicago. She was a Mellon Post-Doctoral Fellow at Columbia University and has taught at Bryn Mawr as well. Within her field of political philosophy, Deborah s academic work focused onliberal political theory.

Deborah serves on the boards of the People s Emergency Center and Mekor Habracha/Center CitySynagogue. In 2008, she was named one of the 101 Emerging Connectors in Philadelphia by

Leadership Philadelphia. She lives in Center City Philadelphia with her husband, a professor of mathematics at the University of Pennsylvania, and their two boys.

Emily S . DeRoccoPresident, The Manufacturing Institute

Emily DeRocco is president of The Manufacturing Institute, the non-profit,non-partisan affiliate of the National Association of Manufacturers. She was elected by The Manufacturing Institute sBoard of Trustees on March 5, 2008.

Since assuming this role, DeRocco has launched and implemented a strategicnational agenda on education reform and workforce development,innovation support and services, and research on behalf of U.S. manufacturers. Under herleadership, the Institute has developed and deployed a system of nationally portable, industry-recognized Manufacturing Skills Certifications now influencing secondary and post-secondaryeducation reform efforts in over 20 states; chaired the National Thought Leaders Forum on linkingthe nation s high performance supercomputing capacity to manufacturers; and released leading-edge research including The Facts About Modern Manufacturing ; The Innovation Imperative: How U.S. Manufacturing Can Restore Its Edge ; The Manufacturing Industry s Structural Cost Study; People& Profitability ; and the first Annual Index of the Public Perception About Modern Manufacturing.

Prior to this position, DeRocco was nominated by President Bush and confirmed by the U.S. Senateas the Assistant Secretary of Labor in 2001. She was responsible for managing a $10 billioninvestment in the nation s workforce in her previous position. She created and implementedregional economic development initiatives in 39 regions across the nation during her tenure, usingtalent development strategies to drive competitive advantage for America s businesses. Herresponsibilities included implementation of Trade Adjustment Assistance for displaced workers,alternative educational pathways for the nation s youth, the permanent and temporary foreignlabor certification programs for employment-based immigration, the national apprenticeshipprogram, and workforce development programs nationwide. She created and led Presidentialinitiatives to align education, economic development, and workforce development investments andto increase the capacity of the nation s community college system.

During her tenure with the Labor Department, DeRocco chaired or vice-chaired numerous boardsand commissions, including the Education and Workforce Committee of the Secretary of

Education s Commission on the Future of Higher Education, the Education and WorkforceCommittee of the Department of Commerce s Interagency Working Group on Manufacturing, andthe President s Committee on Economic Adjustment for the Defense Department s BaseRealignment and Adjustment Commission. She also was active on the National Advisory Board of the Manufacturing Extension Partnership.

DeRocco has represented the United States and led delegations in international forums includingthe G-8 Labor Ministerials, the Organization for Economic Cooperation and Development, theWestern Hemisphere Competitiveness Forum, U.S.-Canada Policy Forums, and U.S.-EU Dialogues.

DeRocco also brings over 10 years of private sector experience in managing a national non-profit organization and prior federal government experience at the Departments of Energy and Interior,the Federal Energy Regulatory Commission and the Interstate Commerce Commission.

DeRocco is a proud graduate of The Pennsylvania State University and received her Juris Doctoratefrom the Georgetown Law Center.

Ch arles W. Flu h artyPresident & CEO, Rural Policy Research Institute (RuPRI) Charles W. Fluharty is the founder, President and Chief Executive Officer of theRural Policy Research Institute, the only national policy institute solelydedicated to assessing the rural impacts of public policies. Continual service iscurrently provided to Congressional members and staff, executive branchagencies, state legislatures and executive agencies, non-governmentalorganizations, and rural researchers.

Since RUPRI s founding in 1990, over 300 scholars representing 16 different disciplines in over 100universities, all U.S. states and 30 other nations have participated in RUPRI projects. RUPRI policyresearch addresses the full range of policy and program dynamics affecting rural America, includingrural economic and community development, health and human services, regional competitivenessand innovation, entrepreneurship, telecommunications, natural resources, and new governance.Collaborations with the OECD, the European Commission, the Inter-American Institute forCooperation on Agriculture, the German Marshall Fund, and other international organizations arecontributing to RUPRI s comparative rural policy foci.

A Research Professor in the Harry S Truman School of Public Affairs at the University of MissouriColumbia, Fluharty also holds an Adjunct Faculty appointment in the UMC Department of RuralSociology, and is a Transatlantic Fellow with the German Marshall Fund of the United States. He hasauthored numerous policy studies and journal articles, has presented dozens of Congressionaltestimonies and briefings, and is a frequent speaker before national and international audiences. Hehas delivered major public policy addresses in over a dozen nations, and provided senior policyconsultation to most federal departments, as well as state and local governments, associations of government, planning and development organizations, and diverse rural institutions andorganizations worldwide, including many foundations.

Among his numerous awards are the Distinguished Service to Rural Life Award from the RuralSociological Society, the USDA Secretary s Honor Award for Superior Service (Jointly to RUPRI), thePresident s Award from the National Association of Development Organizations, and theDistinguished Service Award from the National Association of Counties.

Chuck was born and raised on a fifth-generation family farm in the Appalachian foothills of southeastern Ohio, and he and his wife Marsha are the parents of two sons and a daughter.

Timot h y V. FranklinDirector, Office of Public Partnerships and Engagement, Penn State University Secretary, TRE Networks Board of Directors

Timothy V. Franklin is the Director of the Office of Public Partnerships and

Engagement for The Pennsylvania State University. In this role he reports tothe Vice President for Outreach and is responsible for developingrelationships with state and federal government agencies, regionaldevelopment organizations, other postsecondary education institutions, as

well as businesses and industries, to match Penn State resources, expertise and intellectual assetswith public needs. The Office of Public Partnerships and Engagement also provides leadership tothe Center for Economic and Workforce Analysis, Economic Engagement Initiatives, and asConvener for TRE Networks, including TRE Roundtable.

Prior to his current position, Dr. Franklin served for nearly seven years as Director of UniversityOutreach Programs, Southside Virginia for Virginia Tech. As part of the university s SouthsideInitiative, he was founding Executive Director of the Institute for Advanced Learning and Research(IALR), a unique regional stewarding institution that serves as a catalyst for the revitalization of Southside Virginia s economy through technology commercialization, applied university-ledresearch, outreach, advanced learning, and advanced networking and technology. The IALR andVirginia Tech received numerous regional, state, and national recognitions for the Initiative sprograms, design, and influence.

Under Franklin s leadership, Virginia Tech s Southside Initiative was recognized with the C. PeterMagrath/W. K. Kellogg Foundation Engagement Award for the South Region. As a regional winner,the project won the national Engagement Award at the 2007 NASULGC Conference followingcompetition with four other regional finalists. Sponsored by the National Association of StateUniversities and Land-Grant Colleges (NASULGC), the Magrath Award is the premier national honorrecognizing community-university partnerships that use university scholarship and programs toaddress community challenges.

Franklin also served for eight years as Associate Vice President for Government Relations andPlanning at Indiana State University.

Virginia Governor Tim Kaine appointed Dr. Franklin to the Southern Technology Council of theSouthern Growth Policies Board, a regional think tank affiliated with the Southern GovernorsAssociation. Franklin is involved with the NASULGC s Commission on Innovation, Competitiveness,and Economic Prosperity and Council on Engagement and Outreach. He also serves as a member of the Manufacturing Institute s Educational Council.

Franklin has made numerous invited presentations on university engagement, economicdevelopment and strategic planning at national conferences. He earned his bachelor s degree fromSpringfield College, his master s degree from the University of Southern California, and his doctoraldegree in educational research and evaluation from Virginia Tech. He and his wife, Nancy, have 3children.

Dave IvanRegional Director, Michigan State University Extension Dave Ivan conducts community & economic development programsstatewide for Michigan State University Extension. A frequent guest lecturer on community success strategies with state municipal leaguesand other regional and national community conferences, Ivan hasconducted numerous research projects on community sustainability andregionalism, and has served as a community coach in guiding regionalapproaches to enhance vitality.

He served as the statewide coordinator for a Michigan initiative designed to create a communityenvironment that supports entrepreneurship and business enterprise development that hasreceived national recognition. His current research topics examine best practice communityapproaches in the New Economy and the use of social media to enhance social capital andcommunity success.

Ivan holds an MBA from Penn State University and is a PhD candidate at Michigan State University

in community sustainability.

Vic L. Lec h tenbergV ice Provost for Engagement, Purdue University President, TRE Board of Directors Victor (Vic) L. Lechtenberg is Vice Provost for Engagement at PurdueUniversity. He served as interim provost at Purdue from 2007 to 2008.Lechtenberg joined the Purdue faculty in 1971 and became a professor of agronomy in 1979. He served as associate director for the Office of Agricultural Research Programs from 1982-1989, and as the executive

associate dean of agriculture from 1989 to 1993. Lechtenberg was dean of agriculture, from 1994 to 2004. He has been leading Purdue s engagement programs as viceprovost since 2004.

Lechtenberg is a member of several academic, professional, and scholarly societies and has writtennearly 150 technical papers, approximately 50 abstracts, and 6 book chapters. He served as chair of the U.S. Department of Agriculture's national Agricultural Research, Extension, Education andEconomics Advisory Board from 1996 through 2002.

Lechtenberg is a native of Butte, Nebraska, where he grew up on a general livestock farm. Hereceived his bachelor's degree from the University of Nebraska in 1967 and earned a doctorate inagronomy from Purdue in 1971.

Garza is Executive Officer for North American AdvancedManufacturing Research & Education Initiative (NAAMREI), hosted by SouthTexas College in McAllen, TX. In her role with NAAMREI, Ms. Garza providesoversight and leadership of an $8 million US Department of Labor WIREDInitiative for the seven counties of the Rio South Texas Region.

Prior to joining NAAMREI, Ms. Garza was Executive Officer for Workforce Development & ExternalAffairs at South Texas College, responsible for workforce and resource development initiatives,providing leadership to the Director for The Partnership for Business and Industry Training. Ms. Garza has served on the board of the McAllen Economic Development Corporation, the PharrChamber of Commerce, and the Lower Rio Grande Valley Workforce Development Board. S amuel LeikenV ice President, Council on Competitiveness Samuel Leiken is a vice president of the Council on Competitiveness where heleads its work on regional economic and workforce development. He was theprincipal investigator for the recently published, EDA funded 21 st CenturyLeadership Project. Currently he manages Tapping Mature Talent (TMT), ajoint venture of the Council and CAEL, the Council for Adult and ExperientialLearning. academies on economic development, workforce and education issues. His two major projects at the NGA were on states and angel capital and on the Professional Science Masters degree as aneconomic development tool.

Before the NGA, Sam was the vice president for policy for the Council on Adult and ExperientialLearning, a Chicago-based national non-profit specializing in adult learning and workforcedevelopment. At CAEL, he developed Lifelong Learning Accounts (LILAs) which are tax favored,tuition assistance accounts jointly financed by employers and employees and which has been newlyintroduced as legislation in both houses of Congress..

Earlier in his career, Sam was the founder and president of the Massachusetts Product Development Corporation, a state-owned, privately operated venture capital fund investing in thenew products of traditional manufacturing enterprises. He was the first to privatize a state-ownedventure fund successfully. Sam has also been the chief of staff to a Massachusetts state senator, aproduct development machinist at the General Electric Company, and the director of a youthemployment program in New York City.

Ed MorrisonEconomic Policy Advisor, Purdue Center for Regional Development Ed Morrison is on the staff of the Center for Regional Development at PurdueUniversity, and he serves as Economic Policy Advisor for the WIRED

initiative in North Central Indiana. He is also founder of I-Open, the Institutefor Open Economic Networks, based in Cleveland, and publisher of EDPro(http://edpro.blogspot.com), a popular weblob for economic development professionals. He serves on the Board of the University EconomicDevelopment Association, teaches advanced strategy at the Economic

Development Institute, and serves on the Regional Experts Committee of the Council onCompetitiveness.

For over nineteen years, he has been conducting strategy projects with economic developers in theU.S. His work won the first Arthur D. Little Award for excellence in economic development presented by the American Economic Development Council. Mr. Morrison is the architect of thestrategic economic development plan for Oklahoma City, and he served as economic development consultant to the Chamber from 1994 to 2002. Mr. Morrison designed and launched an economicdevelopment strategy for the city in 1996. The business community committed $10 million for thisaggressive five-year economic development action plan. Businesses invested an additional $12million to fund the strategy beginning in 2001.

He founded the Biomedical Research Foundation of Northwest Louisiana and served as a consultant to President Dan Reneau of Louisiana Tech University on university research and technologytransfer. He drafted the development code for Ascension Parish, Louisiana, among the fastest growing counties in the state. He served as consultant to the parish planning commission from1998 to 2003.

Mr. Morrison authored the 1998 report for the Commission on the Future of the South, chaired byformer Kentucky governor, Martha Layne Collins. Governors in 14 Southern states appoint theCommission every six years to chart an economic development course for the South. The governorsunanimously endorsed the 1998 Commission report, and then Governor Zell Miller of Georgiacalled it the best Commission report ever written.

From 1998 to 2003, Mr. Morrison managed the community assessment program for the KentuckyCabinet for Economic Development. This initiative improves development prospects throughout rural Kentucky. Since 1998, Ed has taught economic development strategy at the EconomicDevelopment Institute at the University of Oklahoma.

Mr. Morrison travels to China frequently. His extensive experience in China began in 1986, whenthe Hong Kong Industry Department retained him as a consultant. Since that time he has workedfor the United Nations Development Program, and for private investors.

Prior to starting his economic development work, Mr. Morrison worked for Telesis, a corporate

strategy consulting firm. In this position, he served on consulting teams for clients such as FordMotor Company, Volvo, and General Electric. He conducted manufacturing cost studies in the U.S.,Japan, Mexico, Canada, Italy, Sweden, and France.

Mr. Morrison started his professional career in Washington, D.C., where he has served as alegislative assistant to an Ohio Congressman, staff attorney in the Federal Trade Commission, andstaff counsel in the US Senate. Singerman has developed a particular expertise in the intersection between environmental policyand economic development; has spoken at numerous national conferences; and serves on theNational Advisory Board of Climate Prosperity, Inc. (an initiative funded by the

Rockefeller Bros. Fund), on the Advisory Board of the Maryland Clean Energy Center and as a judgeof the 2010 Siemens Sustainable Community Awards (a program of the U.S. Chamber's Business

Civic Leadership Center). He recently completed an engagement to develop a GreenTech Strategy for Montgomery County, MD, and prepared a report on Green Jobs Development onbehalf of Living Cities for the City of Philadelphia.

Singerman was appointed U.S. Assistant Secretary of Commerce for Economic Development byPresident Bill Clinton and served from 1995-1999. In this position, he directed the

Economic Development Administration (EDA), the federal government's lead economicdevelopment agency, whose $400 million annual budget provided grants to hundreds of distressedcommunities.

Singerman was the founding chief executive of two of the best-known state-sponsored technology-based economic development organizations: Pennsylvania's Ben Franklin Partners Program in

Philadelphia and the Maryland Technology Development Corporation (TEDCO). BenFranklin Partners is longest lasting state technology development organization and serves as amodel for the states; TEDCO is regarded as the most innovative new organization. In July 2008,

Mark Van FleetAdvisor, Global Business Development, Purdue University International Strategist Mr. Van Fleet is a business development professional with twenty-five yearsof accomplishment in the design, marketing and management of successfulinternational business expansion programs on behalf of firms, chambers of commerce and governments.

He is currently an advisor to several Colleges, Administrators, and ResearchCenters at Purdue University, and a Senior Fellow at the Meridian Institute, leading an initiative tostimulate economic development in Indiana by leveraging University internationalassets/connections and assisting small and mid-sized firms, and the organizations that represent them, to exploit foreign opportunities.

A pioneer in creating, securing support for and directing innovative strategies to stimulate trade

and investment, he served as founding Managing Partner of Keystone Global, LLC, a uniquebusiness consultancy firm whose mission was to assist foreign and U.S. firms to improve tradeperformance, build export capability, accelerate foreign sales and secure the resources andpartners they need to grow in the global marketplace.

Mr. Van Fleet was for 20 years a senior manager with the international division of the U.S. Chamberof Commerce, the nation s largest business organization, where he worked with scores of localchambers of commerce, trade associations and hundreds of U.S. and foreign firms of all sizes andsectors.

As Managing Director of the Chamber s International Business Development program, he was theprincipal architect of an entirely new International Business Partnering Program to assist U.S. andforeign small and mid-sized firms to pursue profitable cross-border transactions. He executed this

approach in two multi-year bilateral business development programs with Thailand and Singapore,generating millions of dollars in trade. Mr. Van Fleet s career includes ten years as the Chamber s Manager of Asia-Pacific Affairs, where hedirected all policy and program initiatives related to the Far East. In this role, he served as thecoordinator for the Asia-Pacific Council of American Chambers of Commerce (APCAC) and as CEO of the ASEAN-U.S. Business Council, a premier business development organization composed of seniorexecutives from the United States and Southeast Asia. Mr. Van Fleet also served as the Director of Export Expansion, where he managed all export promotion and finance initiatives, and improvedcoordination of U.S. Government export assistance programs. Wayne H. WatkinsAssociate V ice President for Research , The University of Akron Wayne H. Watkins serves as Associate Vice President for Research at TheUniversity of Akron and as Adjunct Professor and Intellectual PropertyFellow at The University of Akron School of Law. He directs the operationsof the University of Akron Research Foundation, a regional innovation andwealth creation services organization. Mr. Watkins also directs Universityof Akron programs in intellectual property management, emerging

enterprise creation and development, technology-based economic development, and university-industry collaborations. Mr. Watkins is past president of the University Economic Development Association, a national organization supporting universities in economic development andinnovation. Prior to his roles at The University of Akron in Ohio, Mr. Watkins served as director of the Research and Technology Park and the Office of Technology Commercialization at Utah StateUniversity in Logan, Utah. Mr.Watkins is a frequent presenter at symposia on intellectual property and innovation includingseminars hosted by the World Intellectual Property Organization. He recently provided invitedtestimony to the U.S. House of Representatives Committee on Science and Technology regardinguniversity technology transfer. Mr. Watkins has degrees in mechanical engineering (B.S.M.E),business (M.B.A), and law (J.D.).

WoodieV ice President of Rural Development ProgramsNorth Carolina Rural Economic Development Center, Inc Patrick Woodie joined the Rural Center staff in October of 2006 as the VicePresident of Rural Development Programs for the North Carolina Rural Center.At the Rural Center, Patrick oversees capacity-building programs in the areas of Physical Infrastructure, Business Development, Workforce Development, andCivic & Social Infrastructure. Patrick is a native of Alleghany County, located innorthwestern North Carolina, and a graduate of Wake Forest University andWake Forest School of Law. Prior to his work at the Rural Center, Patrick was Executive Director of New River Community Partners and the Blue Ridge Business Development Center in Sparta, NC,both non-profits engaged in community and economic development. Patrick help found New RiverCommunity Partners when the New River was designated one of fourteen American Heritage Riversby President Clinton in 1998. NRCP assisted New River communities in leveraging more than $40million in federal, state, and local government funding, as well as private foundation funding, toimplement community-initiated projects. Patrick served one term as Alleghany CountyCommissioner and is a former Executive Director of the Alleghany County Chamber of Commerce.He was a founding member of the Blue Ridge National Heritage Area; and in 2005, he received theRural Center s annual award for Outstanding Rural Leadership .

Linwood Wright has been serving as a consultant to the Office of Economic Development for the City of Danville, VA since thebeginning of 2009 with particular emphasis on public andgovernmental affairs. Additionally, because of his professionalbackground in chemical research, he serves as a resource for both the staff and clients involving projects that have technical or scientific emphasis.

He has resided in Danville since 1956 when he began his career as a research chemist at Dan RiverInc., and he retired in 2004 from Dan River as Senior Vice-president, Research, Development, andQuality. Wright has been very active in civic affairs in the city throughout his adult life. He hasserved on City Council for twelve years, and during that time, he was both the Vice-mayor andMayor of the city. He holds United States patents in chemical modification of fabrics to producenovel functional properties that provide enhanced performance for the consumer. He has served aspresident of the Danville Museum of Fine Arts and History, the Danville Concert Association, theDanville Area Association for the Arts and Humanities, and the Kiwanis Club of Danville. He wasappointed a trustee of the Virginia Philpott Manufacturing Extension Partnership by the Governor,and he served as chairman of that board. Wright has served as a trustee of Randolph MaconCollege. He was also the first chairman of the Board of Trustees of the Institute for AdvancedLearning and Research in Danville, and he continues to serve as a member of the board of directorsof the Future of the Piedmont Foundation which was the founding agency for the IALR.

Wright is married to Peggy, and he has two sons, one of whom lives in the Danville area where heoperates his own business. His other son lives in the Charlotte, NC area.

Wright is a graduate of Duke University with degrees in Chemistry and he completed The ExecutiveProgram at the Darden Graduate School of Business at the University of Virginia.
