All vertical elements (Blocks, Bollards & Barriers) created to prevent vehicle incursion should be fit for purpose and successfully tested to conform to BSI Publicly Available Specification (PAS) 68 ‘Impact test specifications for vehicle security barriers’.

PAS 68 is the UK’s standard and the security industry’s benchmark for HVM (Hostile Vehicle Mitigation) equipment, and is the specification against which it is tested as part of the on-going research to prevent VBIED (Vehicle Born Improvised Explosive Device) attacks.

About PAS 68

Attacks on buildings and busy places range from small acts of vandalism to well planned and prepared aggressive attacks by criminals and terrorists.

The threat of vehicle-borne attack has never been higher. CPNI advise owners and facilities managers of all types of building and public space to implement a HVM (Hostile Vehicle Mitigation) strategy to assess the risks their face and plan counter measures.

Vehicle Security Barriers (VSB) maintain blast stand-off and provide proven vehicle impact protection.

When choosing your vehicle security system you should be considering:

Understand the type of vehicle-borne threat you are facing.

Assess the strengths and vulnerabilities of your site to vehicle attack.

Reduce the vulnerability of your site through passive and active measures.

BSI has recently published an update of the PAS 68 standard which came into force on 31st August 2013.

The new standard BSI PAS68:2013 introduces revisions of the Vehicle Security Barriers (VSB) classification types.

IWA 14-1 – Vehicle security barriers now specifies the essential impact performance requirement for a VSB and the approved test method.

To prevent unwanted vehicle incursion into a zone around a building or other secure area

The protected areas often include busy pedestrian plazas’

Protected areas adjacent to vehicle drop off points must facilitate the passage of high volumes of pedestrians

The installations are usually in ‘front of building’ locations and while projecting a strong visual deterrent must complement the surrounding building fabric

CT Block - Overview

The CT Block is a very shallow foundation PAS68 vehicle defenceproduct.

The CT Blocks are manufactured from a unique reconstituted natural stone mix using specially selected aggregates

Additional quartz rich Cornish fines can be added to enhance finish of the exposed natural stone

The CT Blocks are cast around a steel reinforced frame which connects to 4 stainless steel inserts for lifting with eye bolts

Each Block weighs 2.2 tonne and is manufactured to the PAS 68 standard (N2-7500-48). The units were tested and approved at TRL for CPNI

The Block dimensions are 1490mm long by 990mm depth by 600mm high. The natural aggregate finish is both attractive and robust

The Block can be installed in different orientations to suit the specific client requirements

The Townscape CT Block will immobilise a 7.5 tonne vehicle and has achieved a PAS 68: 2010 approval to the following classifications.

30mph test - single block: V/7500/N2/48/90/6.6/0.0

40mph test - single block: V/7500/N2/64/90/12.3/2.2

30mph test comprising 3 staggered blocks: V/7500/N2/48/60/2.0/0.0

CT Blocks – Facts & Figures

The installation of the blocks is very straightforward and is responsible for generating overall project cost savings of circa 50% over fixed bollard solutions (which we also supply.)

Non standard size blocks can be manufactured as in the case with the Tower of London project. Specifications and standards are then project specific. Further testing to the PAS 68 standard may then be required.

We would normally deliver 11 blocks on a single delivery to an agreed off load location

The Blocks only need to be recessed into the surrounding tarmacadam, concrete or paved area to a depth of 100mm

The surface of the recessed area should be flat and parallel with the road surface from which any approach to the defensive block would be expected

Allow 20mm all around for positioning block into recess and infill gap following installation
