Here is information on Policy Committee agenda items for your information.

8. Transportation Improvement Program (TIP)

a. FY 2017 – 2020 TIP Prioritized Project List (Enclosure) (ACTION)

Included in your packet is a list of all of the federal aid eligible road projects which were submitted to KATS by the member agencies for evaluation during the development of the FY 2017 – 2020 Transportation Improvement Program (TIP). This list includes MDOT projects for comparison purposes. Since MDOT funding is separate from the federal funding for local member road projects, no MDOT project is removed from the list in favor of a local agency project. Staff and the Technical Committee are recommending that the Policy Committee approve this prioritized list as the candidate list that contains projects considered for federal funding in the TIP. Recommendations for projects to be included as funded TIP projects, based on the Prioritization came from this list. By approving this prioritized project list projects not included in the FY 2017 – 2020 TIP are illustrative and will go through the same public involvement process. If additional federal funds become available then projects can be moved from the illustrative project list into the TIP more quickly.

The Technical Committee and staff recommend that the Policy Committee approve this prioritized project list for the FY 2017 – 2020 Transportation Improvement Program development process.

b. FY 2017 – 2020 TIP Proposed Federally Funded Projects (Enclosure) (ACTION)

Staff and the Technical Committee are asking that the Policy Committee approve the attached list of federal Surface Transportation Program funded projects for agencies other than MDOT for inclusion in our public involvement discussions. This is a preliminary to final adoption by the Policy Committee of the FY 2017 – 2020 TIP later. These projects came from the prioritized list of projects discussed earlier. Staff and members of the Technical Committee met several times to review the projects, the scoring, and the scheduling of the higher ranked projects to develop this list. Approval of this list of projects will allow staff to be more focused in its outreach for the consultation process and in our public involvement process as a final draft is prepared for later action by the Policy Committee.

As is the case, there have been more projects submitted than can be funded by the available federal sources. By reaching out to agencies to submit all eligible projects the pool of projects does exceed the funds but the review process allows all to see how projects rank. There have been concerns made about the new prioritization process. This process was revised to address comments received following the adoption of the last TIP. Staff anticipates a further refinement in preparation for the FY 2020 – 2013 Transportation Improvement Program.

Staff and the Technical Committee recommend that the Policy Committee approve the list of Surface Transportation Program funded local agency projects for the FY 2017 – 2020 Transportation Improvement Program for consultation and public involvement purposes.

Informational Memorandum

9. Recommended KATS 2045 Metropolitan Transportation Plan (On Website) (ACTION)

The KATS 2045 Metropolitan Transportation Plan final draft is available on the KATS website www.katsmpo.org for review. This final draft includes staff edits, public comments, and improvements to some of the discussion. It also incorporates some of the comments received during our Certification Review. Substantial changes were not made because we were too far along in the development process. KATS has received comment from Oshtemo Township suggesting text revisions related to planned future fixed route service changes for the West Main route discussed in the Environmental Justice section of the Plan. This communication from Oshtemo Township is included in your packet and in the public comments received. During the Technical Committee meeting there was discussion on the proposed wording change. The Technical Committee moved to recommend that the Policy Committee approve the KATS 2045 Metropolitan Transportation Plan as written. In Staff’s opinion, the discussion in the plan of planned future fixed route transit service in Environmental Justice areas does not take sides, merely stating that this service loss would affect these areas and expressing the hope that the parties involved will come up with solutions that will mitigate these effects.

Based on comments made during the Certification Review staff anticipates that there will be some items that KATS will need to address either in a future Plan or in an amendment to this one. These plans are reviewed, reaffirmed, or redone every 4 years.

The Technical Committee and staff recommend that the Policy Committee approve the KATS 2045 Metropolitan Transportation Plan.

10. Federal Transit Administration Urban Funding Designated Recipient

With the transfer of the Kalamazoo Metro Transit from the City of Kalamazoo to the Central County Transportation Authority on October 1, 2016, the Federal Transit Administration urban operating and capital funding designated recipient needs to be changed as well. The designated recipient does not affect any rural transit funds being received by the two transit agencies.

A meeting was held with Metro Transit (Central County Transportation Authority), Van Buren Public Transit, MDOT Office of Passenger Transportation, and KATS staff on Monday, April 11th to discuss and make a recommendation on the future Federal Transit Administration urban funding designated recipient for the Kalamazoo Urbanized Area. Because the City of Kalamazoo is transferring Metro Transit to the ownership and operation of the Central County Transportation Authority effective October 1, 2016 the designated recipient needs to be changed. Since the Mattawan area in Van Buren County is within the KATS urbanized population area, discussions needed to involve both transit agencies.

The following was discussed:

The Federal Transit Administration was uncomfortable with Van Buren Public Transit beingnamed a designated recipient for urban transit funding.

Any operating funding that Van Buren Transit might receive from the Kalamazoo urban operatingfunding would be offset by an equal reduction in the rural operating funds that they receivecurrently. There would be no net gain in operating revenues for Van Buren County Transit.

Depending on what measure was used to estimate the proportion of urban service provided byMetro Transit and Van Buren Transit varied greatly because of the differences in the types of tripsprovided by the two operators.

Van Buren Pubic Transit could be included in Metro Transit’s capital procurement process.

It was agreed among the parties that the FTA Designated Recipient for Federal Transit urban funding would be the Central County Transportation Authority effective September 30, 2016. In addition it was

agreed in principal that Van Buren Public Transit will receive a vehicle(s) over the next four years using urban capital funds. The specifics of the agreement are to be worked out between the two transit agencies.

11. April 27th Open House for the FY 2017 – 2020 Transportation Improvement Program

An Open House for the FY 2017-2020 Transportation Improvement Program will be held on April 27 from 3:00 p.m. to 6:00 p.m. at Kalamazoo Metro Transit. Please see the flyer included in the meeting materials for more information.

12. Public Transportation Updates

Members of the Kalamazoo County Transportation Authority Board, the Kalamazoo Transit Authority Board, Van Buren Public Transit, and/or staff will provide additional updates to the Policy Committee as appropriate.

13. Executive Director’s Report

Michigan Transportation Planning Association Annual Conference

The annual conference of the Michigan Transportation Planning Association is being held in Kalamazoo July 13 – 15. This is an event where transportation planning professionals from the Federal, State, Metropolitan Planning Organizations, and others learn of current topics, best practices, and network. More information is available on the KATS website or by going to the MTPA site at www.mtpa-mi.org.

Planning and Environmental Linkages Study

A Planning and Environmental Linkages Study for the transportation system in and near downtown Kalamazoo is under way. A public open house is being held at 4:00 at Kalamazoo Metro Transit offices at Ransom and Rose Streets in Kalamazoo. This study is intended to gather public input to help guide planning decisions on how the transportation system could operate in the future. Items such as the results of the Charrette for Michigan Avenue will be included.

The Technical Committee met on April 14, 2016 at 9:00 a.m. at Kalamazoo Metro Transit. There were three (3) action items on the agenda.

as Designated Recipients for Federal Transit Administration 5307 Urban Funds and add the Central CountyTransportation Authority as the Designated Recipient for Federal Transit Administration Transit Operationsand Transit Capital Urban Funds effective September 30, 2016.

These items are items on the Policy Committee agenda and will be discussed further in the Policy Committee Information Memo.

Other items discussed during the meeting included:

Updates from the Michigan Department of Transportation regarding projects overdue for final closure. Information from the Road Commission of Kalamazoo County (RCKC) on a RCKC Road Classification

Review. Information regarding RCKC Connect, a new service that allows users to sign-up to receive information and

alerts regarding construction, detours, road closures and other RCKC news. Public Transportation Updates

There were also status reports on roads and planning activities which included:

ROAD UPDATES

City of Kalamazoo: The Kilgore Road Project from Sprinkle to Kilgore Service Road and the Michigan Avenue Project from Wallace to Riverview Drive have been submitted. A June letting is anticipated for both projects. The city will be placing two projects out for bid. The first is the River’s Edge Reconstruction Project to construct a round-about at Harrison, Ransom, and Gull. A public meeting will be held regarding this project which is anticipated to have a high impact on downtown traffic. The second is the Downtown Trailway Project. The Crosstown Congestion Mitigation Air Quality (CMAQ) project is almost complete. The Portage Street CMAQ project is waiting to be awarded.

Road Commission of Kalamazoo County (RCKC): The E. Main Street Project from E. Michigan Avenue to Nazareth Road was expected to begin on April 16. The 28th Street Project from M-43 to D Avenue has begun. Traffic will be detoured for both projects. The 9th Street Project from I-94 to Meridian has been awarded. A pre-construction meeting is scheduled for April 20. The 42nd Street Project from Y Avenue to W Avenue came in 16% under-estimate. The project was over-matched, and bid savings will be used to reduce the local project cost. The D Avenue, E. Michigan Avenue, U Avenue, and W Avenue Bridge Projects are expected to be in the May letting. The RCKC has started preventative maintenance crack-filling and preventative maintenance Hot Mix Asphalt (HMA) wedging. Preventative maintenance chip seal will begin the end of May. Phase 2 of the Kalamazoo Township Local Street Plan is scheduled to start April 25.

Michigan Department of Transportation: The 40th Street Interchange Project was scheduled to begin April 18. The eastbound I-94 ramp to 40th Street and Michigan Avenue and the 40th Street and Michigan Avenue ramp to westbound I-94, will be closed during construction. Construction is anticipated to be complete at the end of September. MDOT will be repaving US-131 between I-94 and U Avenue in Portage. There will be continuous lane closures. An Open House to help determine future improvements within the downtown Kalamazoo Planning and Environmental Linkages (PEL) study area, which includes segments of Stadium Drive, Michigan Avenue, Kalamazoo Avenue, Michikal Street, Riverview Drive, and Douglas Avenue will be held on April 20, from 4-7:00 p.m. at Kalamazoo Metro Transit. An application has been submitted for the FASTLANE Grant Program for an I-94 Kalamazoo Interstate Modernization and Capacity Improvement Project. The grant is for 60% of project cost. The FASTLANE Program is a five-year program for $800 million a year for five years. Each state may submit 3 project applications per year. A meeting has been held regarding the feasibility of consolidating the rail lines for the crossings on Michigan and Kalamazoo Avenue.

Village of Augusta: The Village is waiting on bids for the Safe Routes to School Project.

City of Portage: The Lovers Lane CMAQ Project has begun. The Portage Road Project from Romence to Milham was anticipated to begin on April 18. One lane will be maintained in each direction. Construction is anticipated to be complete in July. The East Osterhout Project from S. Westnedge to Portage Road is scheduled to start April 25. Traffic will be detoured to Bacon Avenue. Martin Luther King Jr. (MLK) Drive is now a city street. Construction on MLK was anticipated to begin on April 18. The project will be completed in phases to allow access to businesses. Clearing and earthwork for the South Central Portage Bikeway Transportation Alternatives Program Project is ongoing. Grade Inspection for the S. Westnedge and Romence CMAQ Project is complete. The project is anticipated to be in the June or July letting. The Constitution Boulevard Project has been awarded. Construction is not anticipated to begin until after July 1.

Van Buren County Road Commission: The Red Arrow Highway Project is underway.

Oshtemo Township: Oshtemo is extending sewer on N. 10th Street and Atlantic Avenue. Both projects have been awarded. Projects will extend shoulder width to provide non-motorized improvements.

PLANNING/LAND USE AND ZONING UPDATES

Kalamazoo County: The 2016 Pictometry aerial flights are expected to take place soon weather permitting. Initial data is estimated to be available in July. Laser Imaging Detection and Ranging (LIDAR) flight imagery data will be available at a later date. Assistance will be available for MIRE data for Roadsoft users. A Request for Proposals has been issued for the Kalamazoo County Master Plan. The County is evaluating how to standardize addressing data. Notification has been received regarding multiple positive train control towers being built along railroads in Kalamazoo County.

City of Portage: An Open House will be held on May 5 from 4:30-6:30 p.m. at Portage City Hall for public comment on the Portage Road Diet Study. The proposal is to take Portage Road from Osterhout to Lakeview from 4 lanes to 3 lanes and from Lakeview to Ames from 5 lanes to 3 lanes. The study is available on the City of Portage website.

City of Kalamazoo: On April 22, the City will be hosting “Music Hop” at Kalamazoo City Hall atrium as part of Imagine Kalamazoo 2025. The city’s efforts to take public participation to the community and local events has been successful with over 600 surveys completed in the first three months. The City is evaluating Community Commercial Zones for potential rezoning to Neighborhood Commercial Zones for a better fit for development in core neighborhoods.

Village of Paw Paw: Paw Paw is updating its downtown Master Plan.

Federal Highway Administration (FHWA): The KATS Certification Review was held March 22-24, 2016. The report is anticipated to be complete in the next 2 months. Coles has accepted a position with FHWA Florida Division and will be leaving at the end of May.

Michigan Department of Transportation: A public meeting will be held regarding the 2040 MI Transportation Plan on May 24 from 5-7:00 p.m. at Kalamazoo Metro Transit.

Kalamazoo Area Transportation Study: The Open House for the 2017-2020 Transportation Improvement Program will be held on April 27 from 3:00-6:00 p.m. at Kalamazoo Metro Transit. The Michigan Transportation Planning Association Annual Conference will be held July 13-15, 2016 in Kalamazoo. Sponsorship opportunities are still

available. Registration is available on KATS website. The final rule for Safety Performance Measures has been adopted. Road inventory data and Average Daily Traffic (ADT) data on public paved roads has to be submitted in 10 years. The state plan for data collection is due in July 2017. The Transportation Asset Management Council (TAMC) has directed the Local Technical Assistance Program (LTAP) Association to complete a pilot study proposal to evaluate the data available, the format of available data, and the effort required to gather unavailable data.

Comstock Township: The final draft of the township Master Plan is complete and was to be presented to the township board at the April 18 meeting for approval for circulation. The site plan for Zeigler Motorsports is on the April 14, 2016 Planning Commission Meeting agenda for approval. The site plan initially proposed access via Sprinkle Road. The township will be supporting the RCKC position to have access via Midlink Drive or Park Circle Drive. The township staff planned a community service project to pick-up litter along Sprinkle Road on April 15.

It was agreed among the parties that the FTA Designated Recipient for Federal Transit urban funding would be the Central County Transportation Authority effective September 30, 2016. In addition it was agreed in principal that Van Buren Public Transit will receive a vehicle(s) over the next four years using urban capital funds. The specifics of the agreement are to be worked out between the two transit agencies. Staff is preparing the materials to ask the Policy Committee to recommend new designated recipient. This recommendation for action will be on the May agenda

There is a county wide millage for the Kalamazoo County Transportation Authority on May 3rd, 2016. This millage supports the Metro County Connect, the demand response service which includes but is not limited to the Americans with Disabilities Act service that augments fixed route service, and the Community Service Van program which is used by community organizations including South County to provide rides.

FY 2017-2020 TRANSPORTATION IMPROVEMENT PROGRAM DEVELOPMENT PROCESS

Start reported on the development of the FY 2017-2020 Transportation Improvement Program (TIP). Projects for FY 2017 in the FY 2017-2020 TIP must match the FY 2017 projects identified in the FY 2014-2017 TIP. This is to allow obligation to continue while KATS waits for approval of the FY 2017-2020 TIP. Project applications received exceeded available funding. The prioritization sub-committee has met and discussed project funding. It is anticipated that there will be recommendations for revisions and refinements to the prioritization process before the development of the FY 2020-2023 TIP due to comments received while prioritizing projects. Reid asked for clarification regarding if the concerns were from member agencies or KATS staff. Start noted the comments were from member agencies.

AUTHORIZATION TO REIMBURSE MDOT

Information regarding the reimbursement to MDOT was included in the meeting materials.

Start reported that KATS had been over-paid by MDOT for KATS first quarter billing. MDOT has sent an invoice to KATS for the overpayment received in the amount of $22,143.22. This amount exceeds the authority of the KATS Executive Director, and therefore it is necessary for the Policy Committee to authorize payment.

MOTION by Sorensen, SECOND by Drouin, “to authorize the reimbursement to the Michigan Department of Transportation in the amount of $22,143.22.” MOTION APPROVED.

FY 2016 UNIFIED PLANNING WORK PROGRAM AMENDMENT

Information regarding the proposed amendment to the FY 2016 Unified Planning Work Program was included in the meeting materials.

Start reported on the proposed amendment to the FY 2016 UPWP. The proposed amendment would:

Adjust budgets for UPWP Work Elements Update direct and indirect cost budgets due to better cost estimates Add FTA 5303 and CTF funding for a Pedestrian, Greenway and Transit Plan under Work

Element 503 Update the budget to allow for the hiring of an intern for support and planning activities

Start reported that the Michigan Department of Transportation asked Metropolitan Planning Organizations to identify potential projects for utilizing available Federal Transit Urban Planning Funds. Projects that are obligated this fiscal year may be matched with state Comprehensive Transportation Funds (CTF) and will not require local match. KATS has been involved with the Parking and Mobility Committee which was initially organized to look at reducing parking demand and explore transportation alternatives due to the new Kalamazoo Valley Community College Campus and the Western Michigan University School of Medicine. This initiative has since expanded to explore options such as a downtown shuttle, connections to the Kalamazoo River Valley Trail, and the Portage Trailway. KATS staff proposed a Pedestrian, Transit, and Greenway Plan to develop a consolidated, unified plan incorporating and expanding on individual planning activities. MDOT has approved the project proposal in the amount of $135,000. In order to obligate funds, the project must be amended into the FY 2016 UPWP.

Start reported that the proposed amendment also included an increase in personnel costs to hire an intern to assist in preparing documents and planning activities. Reid, R. inquired if the new position would be forty hours a week. Start reported the budget was for 25 hours per week.

Heiny-Cogswell reported that Oshtemo Township was beginning work with a consultant for a Greenway project. She indicated the Pedestrian, Greenway and Transit Plan could be coordinated with the Oshtemo Township study. Reid, C. inquired as to the timeframe for the Pedestrian, Greenway, and Transit Plan. Start reported the funds had to be secured in FY 2016 and work would extend into FY 2017. Stepek noted that it was anticipated to take no longer than a year. The timeframe would be better established through the Request for Proposals. Reid, C. inquired if implementation funding been identified. Stepek stated the plan will create a single vision for the Metropolitan Planning Area which will assist in coordinating projects and reduce member agencies from competing against one another for funding and grants. Stepek asked for volunteers for the consultant selection committee. Heiny-Cogswell and Sorensen volunteered.

AUTHORIZATION TO ADD FUNDS TO THE KATS HEALTHCARE REIMBURSEMENT ACCOUNT

Start reported that KATS staff received funding for a Healthcare Reimbursement Account (HRA) as part of employee fringe benefits. The amount to be paid to the HRA is the difference between the cost of healthcare insurance coverage and the State of Michigan Public Employee cap. This amount is $3,160.00 for FY 2016 and identified in the amended FY 2016 UPWP.

2045 METROPOLITAN TRANSPORTATION PLAN

The draft 2045 Metropolitan Transportation Plan has been available for public comment. The 2045 MTP was one of the documents reviewed during the KATS Certification Review. Staff is currently making revisions based upon comments received. Listed projects will not be changing. The impact of route changes for fixed route service due to precincts opting out the of the Central County Transportation Authority (CCTA) boundaries in Environmental Justice areas will be added to the plan.

Ulsh asked Start to elaborate on the definition of Environmental Justice. Start reported that the MPO is required to identify Environmental Justice areas and discuss disproportionate, negative transportation impacts. The Metropolitan Planning Organization sets the threshold in identifying Environmental Justice areas for minority and low income populations. KATS used threshold levels of more than an 80% minority population or more than an 80% low income population. Start reported that there is an Executive Order that transportation decision making cannot disproportionately negatively impact Environmental Justice areas.

Start noted that most road projects in the MTP were preservation projects and therefore, there are no negative impacts in Environmental Justice areas. KATS has been encouraged to go one step further and discuss potential benefits on the Environmental Justice areas.

Stepek reported that the Secretary of Transportation had identified “Ladders of Opportunity” as a new emphasis area early in the week. The purpose of “Ladders of Opportunity” is to encourage transportation planning to support economic development and enhance transportation for low income, minority, and other disadvantaged populations to jobs and other services. Linda MacDonald, KATS Citizen Advisory Committee, opined that the impacts on low income and minority populations ought to be discussed and part of local jurisdiction decisions. She noted many low income individuals rely on public transportation to get to their place of employment. Ulsh asked McBride to verify this was a consideration when determining route service. McBride confirmed, but noted that this issue was multi-faceted. State legislation allowed for the creation of the Central County Transportation Authority boundaries by voting precinct and allowed for the local voting precinct to choose on whether to participate or opt out of the public transportation service area.

Reid, C. noted that in KATS current prioritization process, a project could receive points for a positive impact in an Environmental Justice area. She noted if a project in an Environmental Justice area had a negative impact, negative points might be appropriate. Start concurred and noted it would be an item for consideration in revisions to the prioritization process.

The revised draft of the 2045 Metropolitan Transportation Plan will be available on KATS website in time for the April Technical Committee Meeting and will be an action item at the April Policy Committee Meeting.

KATS CERTIFICATION REVIEW

Start reported that the 2045 Metropolitan Transportation Plan, the FY 2014-2017 Transportation Improvement Program, the FY 2016 Unified Planning Work Program and the Public Participation Plan were reviewed by FHWA and FTA representatives as part of the Certification Review. Feedback on areas of improvement were given. One item mentioned was to tie contributed service effort of local agencies to more closely support KATS staff planning activities. A report will be issued indicating issues KATS will have to address and recommended improvements.

Stepek reported KATS also received positive feedback on its documents and areas where KATS is considered to have best practices particularly with the Public Participation Plan, and the Transportation Improvement Program Prioritization Process. Fowler noted that the Michigan Department of Transportation was present at the Certification Review and agreed that KATS had received positive recognition for many of its planning practices.

Reid, R. asked if the review was a requirement since KATS had been classified as a Transportation Management Area. Start verified this was the case. Anderson inquired how often Certification Reviews occur. Stepek replied that reviews are held every 3-4 years based upon the review outcome.

PUBLIC TRANSPORTATION UPDATES

Teeter reported on behalf of the Kalamazoo County Transportation Authority (KCTA) and the CCTA.

On May 3, there will be a five year millage request for 0.315 mils on the ballot to fund Metro County Connect and the Community Service Van Program. This is a reduction from 0.4 mils. The election campaign is being partnered with the six year millage renewal for County-wide Law Enforcement. The requests will be separate issues.

The KCTA and CCTA had their annual meetings in March. Officers were elected. The KCTA officers are Linda Teeter, Chair, Greg Rosine Vice-chair, and Jeff Breneman, Secretary. CCTA officers are Linda Teeter, Chair, and Greg Rosine, Vice-chair.

Service changes to fixed route service will go into effect on September 6. A summary of changes to fixed route service for Sunday service, evening service, route enhancements and route changes was distributed at the meeting.

The CCTA adopted a policy to allow agencies to have a service agreement to continue service should a precinct opt out. On April 11, the CCTA anticipates having the Texas Township and KVCC Service Agreement on the agenda for approval. The manager of Pavilion Estates has reached out regarding continuing public transportation to Pavilion Estates.

EXECUTIVE DIRECTOR REPORT

A copy of the year to date contributed services for FY 2016 was distributed at the meeting. Contributed services are used to meet local match requirements. Start reported that if an agency exceeded its match agreement, the excess will be applied to the overall program match requirements. KATS will not invoice members for failing to meet the match agreement if KATS meets its total match requirement

Start reported that members who had not returned contributed service agreements for FY 2017 would be contacted.

Stepek reported that now that projects had been identified for the Transportation Improvement Program, the Transportation Alternatives Program project prioritization process would begin. Whether a TAP project is aligned with an existing project is a factor in determining TAP programming of funds. A meeting will be held after Spring Break.

MEMBER COMMENTS

Teeter reported that in addition to the information included in the KATS Public Transportation Update, the Community Service Van Program is also utilized by the Portage Senior Center. Discussions are underway to implement the use of a Community Service Van at the Richland Community Center. Over 60,000 rides were given through the program last year.

Heiny-Cogswell reported she has contacted Kalamazoo Public Library and Kalamazoo College regarding public transportation on West Main. Both have indicated interest.

2045 Metropolitan Transportation Plan  Page 36  Potential Negative Impacts   Through  the  Environmental  Justice  Analysis,  the  Kalamazoo  Area  Transportation  Study  has identified  two  potential  changes  to  transit  service  that  may  have  a  negative  impact  on  EJ Populations. Currently, Kalamazoo Metro Transit is proposing the elimination of service in two areas:   1. Service west of US‐131 on West Main Street to 9th Street  2. Service to N Avenue in Pavilion Township   These two changes are proposed as of adoption of this Plan. This loss of service is the result of local  jurisdiction  opting  out  voting  precincts  as  part  areas  opting  out  of  the  Central  County Transportation Authority (CCTA), the newly created authority to provide fixed route bus service to the urban area. CCTA policy  is  to provide  fixed‐route bus service to voting precincts  in  the County that the local jurisdiction selected for service. The local units of government opted to not include these two areas in the CCTA due to the concerns that the bus service provided was not proportional to the size and population of the precinct. The Transit provider is currently working with  the units of government  to address and mitigate  the potential  loss of  service. KATS will continue to monitor the potential impacts and work with Kalamazoo Metro Transit. which is They are  currently  working  with  its  their  partners  to  develop  ways  to  eliminate  or  mitigate  any potential negative impacts on the identified EJ Areas, such as providing service to commercial and job centers where access to bus routes for low wage workers is essential.
