NEWS : India Russia to conclude mutual logistics agreement

Context : India and Russia are likely to sign an agreement for setting up of joint

ventures for manufacturing spares for Russian defence

Details : Russia sent a draft ALRS IN2018

ALRS : The ARLS is an arrangement that will allow access to India and Russia, to each

other’s military facilities for supplies and fuel, expanding the logistics support and

operational turnaround of the Indian military.


The two countries have broadly agreed on the pact that will be most beneficial to

the Navy as warships will get access to mutual ports and exclusive economic

zones to refuel and pick up supplies, the final wordings of the agreement are

being worked out.

The final pact will have enabling mechanisms to pick up supplies and spares at

mutual ports and bases in what could be a cashless transaction, with the final

accounts being settled at the end of the year.

The Indian Navy, with a significant strength of Russian origin warships, will be able

to smoothly transit through for exercises or refits using the agreement while the

air force will find it easier to deploy aircraft for joint exercises.

Besides ports Russia would also be able to access airbases. India, of course, could

do the same, when it came to Russian ports and airbases.

This includes access to Northern route and ports in Russian part of Arctic. India

is looking at an Arctic station in near future and Russia could be partner. Russia

has also assured India access to energy resources in the vast Arctic region.

As part of Indo-Russian Indo-Pacific partnership , The two sides are planning to

relaunch Chennai-Vladivostok shipping route as part of Indo-Pacific partnership.

The pact reflects to India’s willingness to continue nurturing defence ties with

Russia. During recent meetings with other partners India emphasised on the point

that Russia had helped when no other country was willing to offer weapons and

equipment.

Benami Transactions (Prohibition) Amendment Act, 2016

A property is held by or transferred to a person, but has been provided for or paid by

another person.

the transaction is made in a fictitious name,

the owner is not aware of denies knowledge of the ownership of the

property,

the person providing the consideration for the property is not traceable.

Provides for an Appellate Tribunal to hear appeals against any orders passed by the

Adjudicating Authority. Appeals against orders of the Appellate Tribunal will lie to the high

court.

The special court should conclude the trial within six months from the date of filing of the

complaint.

The Bill seeks to establish four authorities to conduct inquiries or investigations regarding

benami transactions: (i) Initiating Officer, (ii) Approving Authority, (iii) Administrator and (iv)

Adjudicating Authority.

If an Initiating Officer believes that a person is a benamidar, he may issue a notice to

that person. The Initiating Officer may hold the property for 90 days from the date of

issue of the notice, subject to permission from the Approving Authority. At the end of

the notice period, the Initiating Officer may pass an order to continue the holding of the

property.

If an order is passed to continue holding the property, the Initiating Officer will refer the

case to the Adjudicating Authority. The Adjudicating Authority will examine all

documents and evidence relating to the matter and then pass an order on whether or

not to hold the property as benami. Based on an order to confiscate the benami

property, the Administrator will receive and manage the property in a manner and

subject to conditions as prescribed.

Besides, if a person is found guilty of offence of benami transaction , he shall be punishable with

rigorous imprisonment for a term not less than one year but which may extend to 7 years .

World Tsunami Awareness Day is observed on 5 November 2019

The 2019 World Tsunami Awareness Day

focuses on promoting targets on

the Sendai Seven Campaign. It focuses

on reducing disaster damage to critical

infrastructure and the disruption of basic

services.

Sendai Seven campaign:

In the year 2016, the United Nations Office for Disaster Risk Reduction

(UNDRR) launched the Sendai Seven campaign. It aims to promote all the sectors to

reduce disaster risk and disaster losses. The campaign has set 7 targets and 38

indicators to measure progress on reducing disaster losses.

Science & technology media

conclave to be organised at IISF Ministry of Science & Technology is organizing

a Science and Technology Media Conclave. The

fest will be held at India International Science

Festival (IISF) 2019 in Kolkata on 6-7 November

2019. The media conclave will be inaugurated by

the Chairman of Prasar Bharati, Shri A. Surya

Prakash and Dr. Vijay P. Bhatkar, President, Vigyan

Bharati.


Aim:

It aims to bring diverse perspectives from India and abroad to crystallize an ideal vision

for science and technology content and its dissemination.

S&T Media conclave:

♦ The conference is aimed to bring together science and environment journalists from

India and abroad.

♦ Discussion regarding issues like science communication in the age of convergence,

creating a science niche in the media, the art of science storytelling, research papers,

and popular content, social media influencers, regional media, among others.

♦ Ideas on how to disseminate science content better in traditional and digital media to

motivate and guide the younger generations towards developing a scientific temper.

Participants:

Around 200 science journalists and communicators from India and some from abroad will

interact with delegates.

Vigyan Samagam was inaugurated at the Science City in Kolkata

Vigyan Samagam, India’s first-ever global Mega-Science exhibition, was inaugurated at the Science City in Kolkata, West Bengal, on 4 November 2019. The Union Minister of Health & Family Welfare,

Minister of Science & Technology and Minister of

Earth Sciences, Government of India, Dr. Harsh

Vardhan. Vigyan Samagam will be held in Kolkata

from 4 November to 31 December 2019.

Aim:

The Exhibition will highlight the contribution of India to the world’s science, technology,

and researches in areas like high energy physics, nuclear physics, astronomy and

astrophysics, nuclear energy, etc. The exhibition showcases that DAE not only works on

nuclear technologies but also works on fundamental science and research across the

country.


Hosted by:

The partners of the exhibition are the Department of Atomic Energy

(DAE), Department of Science & Technology (DST), National Council of Science

Museums (NCSM), Ministry of Culture, and other funding agencies.

Indian army to get 18 indigenous dhanush artillery guns It is expected that it will get all 114 guns to be

completed by 2022. In April, the Ordnance Factory

Gun Carriage Factory, Jabalpur, from the Army on

February 18, OFB handed over the first batch of 6

Dhanush guns. The received the Bulk Production

Clearance to manufacture 114 guns Dhanush

Artillery Guns:

Indian Army officially inducted the Dhanush Long-

Range Artillery Guns in April 2019. It is developed

by Ordnance Factory Board (OFB), Kolkata. The guns are manufactured by the Gun

Carriage Factory, Jabalpur on the basis of Swedish Bofors Haubits FH77. It was

imported by India in the 1980s.

Features of Dhanush Artillery Gun:

These guns are equipped with auto-laying facility, onboard ballistic computation,

inertial navigation-based sighting system, and an advanced day and night direct

firing system. It has a caliber of 155mm x 45mm and a range of 36km.

The self-propulsion unit on Dhanush allows the gun to negotiate and deploy itself in

mountainous terrains with ease.

Dhanush has been electronically upgraded to enhance firing accuracies, laying

speeds of the existing gun.
