Dear Third Ward Resident, Please join me in welcoming a new staff member to the 3rd Ward Office, Nathaniel Winston! Many of you may already know Nate from Clean and Green Day or from working with my office the last month, and I hope you have found, like I have, that he will be a positive addition to the 3rd Ward team. Nate serves as Constituent Services Liaison to the 3rd Ward Office focusing on Streets and Sanitation, Department of Buildings, Chicago Park District and social services related issue. Additionally, Nate is responsible for event coordination and church outreach. Nate's passion for community engagement has empowered him to serve as a mentor to youth in various volunteer capacities. He also has prior work experience working on community issues on the South Side of Chicago. Nate received his Bachelor of Arts in Political Science and African American Studies from Eastern Michigan University, where he also joined Alpha Phi Alpha Fraternity, Inc. In his spare time, Nate enjoys socializing with friends and working out. Nate joins Allyson, Brian and Renee on the 3rd Ward team. 3rd Ward Rocks Clean and Green Day! The power of community is revealed every year during the 3rd Ward celebration of Earth Day and annual Clean and Green. From the Bronzeville and Washington Park community Peace March to Clean and Green events at South Loop Elementary School, Fred Anderson Park, 18th Street Bridge, Hadiya Pendleton Park, the GAP and Motor Row it's encouraging to see neighbors pull together on this day. Thanks to our Streets and Sanitation Ward Supt. Thomas Stovall for providing the supplies and being present today and to our staff Brian, Nate, and Allyson for your hard work.

Dowell Hosts Community Town Hall Meeting On Thursday, April 5th, Alderman Dowell hosted a Town Hall Meeting at the Charles A. Hayes Family Investment Center (4859 S. Wabash Ave.). Thank you to everyone who came to hear this insightful presentation about what is happening in the Bronzeville, Fuller Park and Washington Park neighborhoods. At the meeting, residents heard from CPS on school cleanliness issues, the Department of Buildings about how to keep your property code compliant, the developers of new rowhomes on Vincennes Ave. between 44th and 45th Streets, the builders of Park Boulevard Phase III, and the creators of the Food Matters Market proposal. It is clear from the meeting that there is a lot happening in the 3rd Ward! If you want to know more, a copy of the presentation will be made available on Alderman Dowell's website www.dowellforthirdward.com in the near future.

1st and 2nd Police Districts Receive New Police Officers As part of her longstanding advocacy for additional police officers to work the police districts that cover the 3rd Ward, Alderman Dowell is proud to announce that the 2nd Police District has received 15 more police officers which builds on the 20 new officers deployed in the district in the past 6 months. In addition, the 1st District is receiving 8 new officers which reinforces the 39 new officers assigned to the district over the past 6 months.

This infusion of new police officers will help to improve public safety in the Bronzeville, Washington Park and South Loop neighborhoods within the 3rd Ward.

3rd Ward Invests in its Schools Since Alderman Dowell took office in 2007, CPS-owned schools in the 3rd Ward have received over $169 million in much needed infrastructure investments. This includes such critical infrastructure work as: construction of new program spaces, roof repair, A/C units, new health centers, outdoor playlots, lighting, fencing, IB program upgrades, IT infrastructure, ADA renovations, new athletic fields, kitchen services, computer labs, landscaping, community gardens and much much more. Over $100 million of these upgrades have gone to schools in the Bronzeville, Fuller Park and Washington Park neighborhoods. These significant investments are in addition to the millions of dollars Alderman Dowell has surplused in TIF money to support operations and provide additional supplies and equipment for the schools in her ward. These combined investments have been critical to ensuring the long-term success of 3rd Ward schools and the students they serve.

Rosenwald Courts Wins CNDA Award Alderman Dowell is proud to announce that the Rosenwald Courts Apartments 4648 S. Michigan Ave., has won the prestigious Neigh-borhood Real Estate Project Award in the for-profit category at the 24th Annual Chicago Neighborhood Development Awards (CNDA). The CNDA's are the "Oscars" of the Chicago development and planning world, recognizing the most outstanding projects and community builders of the past year. This year the Rosenwald Courts Apartments project was honored for its transformative redevelopment focusing on the reuse of a long-vacant, historic structure. The modernized property boasts 239 affordable rental units, 40,000 square feet of offices, first floor commercial space and a two-acre landscaped interior courtyard, all housed in the very same buildings that luminaries such as Joe Louis, Nat King Cole and others once called home. When first running for office, Alderman Dowell committed to redeveloping this anchor of 47th St. She has delivered on that promise and returned this historic building to its former glory. The commercial spaces in the Rosenwald Courts building will be open starting this summer.

Harding Park Mural Planning Session On Saturday, April 28th, members of Urban Juncture and Chicago Cares convened with youth from Parkview Apartments at Chicago Youth Programs to decide on mural images to create at Harding Park. This session was a follow up to Harding Park Advisory Council's meeting to agree on having a workday, hosted by Chicago Cares, to beautify Harding Park on June 5, 2018.

51st Street Business Association Receives UrbanMain Street Grant 51st Street Business Association was one of two Chicago neighborhoods selected by the National Urban Main Street Center (NMSC) to participate in Chicago UrbanMain Street Technical Assistance Program. UrbanMain Street Technical Assistance grant will assist 51st Street in updating their vision, market analysis and strategic plan. UrbanMain will help develop a comprehensive plan of action for the next 5 years. This

plan will transform 51st Street into a more walk-able, shopping, eating and entertainment corridor. NMSC's UrbanMain program was launched in 2017 to support the unique needs of neighborhood commercial districts in urban areas. Technical services offered through UrbanMain include comprehensive planning, extensive community engagement, and rigorous market analysis.

Bronzeville Sends Woodson Students to Black Panther Led by a collaboration that included the Bronzeville Neighborhood Collaborative, Gallery Guichard, Alderman Dowell, Michelle Browne, Jill Bradley and Tamara Nakia, students of Woodson Elementary School were provided tickets and transportation to see Black Panther. Thank you to everyone who came together and contributed so that young, primarily African-American students could experience this culturally relevant and inspiring story.

SBIF Program Open for 47th/Halsted and Stockyards Annex TIFs From May 1st to May 31st, Small Business Improvement Fund grants will be available to eligible businesses located in the 47th/Halsted and Stockyards Annex TIFs. Interested business and property owners can visit www.somercor.com/sbif for more information and the application.

51st Street Courthouse Slated for Closure As part of an effort to balance the county's budget, Cook County President Toni Preckwinkle has announced the closure of multiple courthouses across the county including the one located at 155 W. 51st St. in the 3rd Ward. The administration, budget and policies of the Cook County Courts is within the jurisdiction of the county, not the City of Chicago. However, when dealing with the closure of the courthouse, Alderman Dowell implores the county to consider the impact of the closure on community public safety, justice and equality. Courthouses not only assist the public with safety initiatives, but are important centers where those touched by the criminal justice system can have their individual issues heard. Removing these centers from the community can have a detrimental effect on access and fairness, especially in communities that may not have the monetary resources to travel to alternate locations or procure fair representation. How Chicago Assists Business Growth The Chicago Business Brief is a new report released by the Department of Business Affairs and Consumer Protection and the Office of Mayor Rahm Emanuel covering the various ways the City of Chicago assists local businesses. Focusing on the following priority areas - promoting innovation and entrepreneurship, reducing red tape, increase support resources and expanding capital access - the report highlights key initiatives in place to ensure a thriving small business culture in Chicago. Also showcased in the report are testimonials from Chicago business owners and community groups that detail their experiences working with the city to achieve long-term growth. Mayor Emanuel Hosts Business Brief in the 3rd Ward In April Mayor Rahm Emanuel hosted a Chicago Business Brief at Gallery Guichard (436 E. 47th St.) to discuss businesses that received Neighbor-hood Opportunity Fund support, which in the 3rd Ward include Gallery Guichard, Shawn Michelle's Old Fashioned Homemade Ice Cream, and Sip and Savor. Shawn Michelle's and Sip and Savor will open soon in the Rosenwald Courts Apartments and Gallery Guichard continues to grow as part of the Bronzeville Artists Lofts. The Neighborhood Opportunity Fund program generates revenue from downtown developments to finance commercial and cultural projects in Chicago's neighborhoods. Dowell Joins Colleagues to Call for Hearing on CPS Sanitation and Janitorial Policies

In the wake of the recent cleanliness issues at Chicago Public Schools across the city and in the 3rd Ward specifically, Alderman Dowell has cosponsored a resolution calling for hearings regarding the sanitation and janitorial policies and deficiencies at CPS schools. In addition, Alderman Dowell had a representative from CPS' Facilities Division attend her Town Hall meeting in April to discuss the sanitation issue and take questions from residents. The findings of CPS' most recent investigation into school cleanliness is troubling. The sanitation issues at many schools are a health hazard for students and have a serious detrimental affect on student learning and overall happiness. This issue must be solved immediately and the individuals who are tasked with cleaning CPS schools must be held to a much higher standard.

Dowell Supports Ordinance to Create Office of Labor Standards With the passage of a higher minimum wage and paid sick leave ordinances, the working standards for employees in Chicago has changed significantly. However, the current departments who administer these laws are not adequately equipped to enforce them. That is why Alderman Dowell is supporting an ordinance to create a new Office of Labor Standards within the City of Chicago to make sure these important worker protections are being enforced. This ordinance calls for a dedicated staff to monitor businesses and investigate complaints regarding employee working conditions to ensure businesses are following the law.

Resolution for Hearing on Lead Testing in Water Supported by Alderman Dowell Recent testing has revealed that many Chicago residents may have elevated levels of lead in their drinking water. This is a serious health concern, especially for families of young children where lead can be dangerous to their proper development. To study the problem and find a solution, Alderman Dowell has joined her colleagues in calling for a hearing on the subject in the Committee on Health and Environmental Protection. The hearing should focus on the practices and procedures of Chicago's protocol for lead testing, the consequences of lead contaminants in public water sources and what procedures are in place to diagnose and solve this issue.

Vehicles parked in the South Loop without a valid South Loop Event Parking Pass or South Loop Event Guest Pass are subject to ticketing or towing. After School Matters Summer Registration is Now Open Looking for something fun, interesting and education to do this summer that actually makes you money? Bright Star Summer Camp Bright Star Community Outreach presents Summer Camp for youth ages 5-13 years old. This 8 week program starting June 25th and running until August 17th hosts children five days a week from 9:00 am to 5:30 pm at Carter G. Woodson (4444 S. Evans Ave.). Participants will get literacy and numeracy practice as well as play flag football, cheerleading, music, arts, crafts, robotics and coding. 2018 Neighborhood Enhancement Grant Program The SECC is delighted to announce a Request for Proposals (RFP) for the 2018 Neighborhood Enhancement Grant Program. Since 1999, the program has offered funds to neighborhood schools, religious congregations, community organizations, park advisory councils, and block groups to support neighborhood beautification projects in the Oakland, Kenwood, Hyde Park, Woodlawn, and Washington Park communities. Each grant will be awarded based upon the proposed project, with a maximum grant amount of $4,000 per organization. This year, there will be a special project awarded in Memory of Stephen J. Walmart Community Grant Program The Walmart Foundation is accepting applications through its Community Grant Program. Grants of up to $5,000 will be awarded to support local non-profit organizations within the service area of individual Walmart stores in the areas of hunger relief and healthy eating, sustainability, women's economic empowerment, and/or career opportunities. New Funding for Community-Based Supportive Housing The Illinois Housing Development Authority is now accepting applications under the Permanent Supportive Housing (PSH) Development Program to fund developments serving special needs populations and persons with disabilities including residents who are transitioning out of nursing homes and into community living. NIFA Funding Opportunity: Higher Education Scholars Program The USDA National Institute of Food and Agriculture seeks to increase multicultural diversity of the food and agriculture scientific and professional workforce by providing competitive grants to colleges and universities through the Higher Education Multicultural Scholars Program (MSP).
