Dear Third Ward Resident, Although it does not feel like it, spring is just around the corner. As we get through these last weeks of winter weather, please consider your neighbors who may need assistance with shoveling. You can volunteer for a city-wide program by calling 311 or the 3rd Ward office at (773) 373-9273 or you can just be a good Samaritan and offer your assistance to your neighbor(s) in need. As spring approaches, some important changes will becoming to the Third Ward. Along with residents getting used to the new grid garbage collection, new water mains and other infrastructure development projects will be taking place. Please be extra mindful of construction workers as the volume of their work will increase with the warmer weather. On March 31st, Chicago Public Schools will release its final list of school closings. You can read more about this in the newsletter, but I want everyone to know that I am fighting on behalf of each and every one of our schools. In the event that some schools are closed, I will be working very closely with CPS to ensure the affected students and their families have the resources they need to make a smooth transition and that any resulting vacant CPS buildings are put towards community use. I want to take a moment to acknowledge the community for coming out to the Utilization Commission and Net- work Community Meetings in massive numbers. There can be no doubt that this is a community that knows its schools and cares deeply about them. Along with Alderman Dowell, the parents of the Williams Elementary and Middle Schools also presented their concerns at a separate meeting at the Williams Multiplex building (2710 S. Dearborn). So far, Beethoven and Woodson South have been removed from the list. Not related to the underutilization criteria CPS is using to close schools, the Betty Shabazz DuSable Leadership Academy at 4934 S.     Third Ward Update Update on School Closings As many of you know, Chicago Public Schools (CPS) is preparing to release a final list of schools they intend to close or consolidate. The Third Ward com-munities have already been hit hard with several school actions in previous years and we know the disruptive impact they can have on students, parents, teachers, and the community-at-large.   • Third Ward Update (continued) New Sewer Projects The Department of Water Management (DWM) will be starting new sewer projects in the Third Ward. After completion, resi-dents in the areas will experience better drainage and less flooding after heavy rains. E. 48th/St. Lawrence New sewer construction along S. Saint Lawrence from E. 49th to E. 48th St. and on E. 48th St. from S. St. Lawrence to S. Forrest-ville is expected to commence in March, 2013 with completion projected for April, 2013. East 53rd St. New sewer construction along E. 53rd St. from S. State to King Dr. is expected to commence in July, 2013 with completion pro-jected for October, 2013. W. 23rd St./ W. 24th St. New sewer construction along W. 23rd St. from State to Federal and along 24th St. from State to Federal is expected to com-mence in October, 2013 with completion expected for December, 2013.

    New Water Main Project East 42nd Place DWM will soon be installing 1,938 feet of 8-inch water main in E. 42nd Place, from S. Dr. Martin Luther King Drive to S. St. Law-rence Avenue, and in S. St. Lawrence Avenue, from E. 42nd Street to E. 43rd Street. They will begin installing the new water main shortly, and expect the work to be completed in late April 2013. Restoration will follow in late May 2013. Dates may change de-pending on weather and other factors. If there is any appreciable change, residents will be notified. DWM will allow traffic to flow on 42nd Place and St. Lawrence Avenue outside of their working hours. When they are working in the street, they have to close it to traffic for reasons of safety. You will always be able to reach your home or business, even if it means putting a metal plate in place. Outside of working hours, a lane will be left open for local traffic only.

    DWM will post our work area for "No Parking" as needed, during work hours. We are agreeable to parking outside of those hours, but will have to insist that cars be moved by the start of the next workday. We will try to preserve as much parking as we can.

    51st Street Viaduct Rehab Rehabilitation of the 51st street viaduct between Shields and Wallace by Norfolk Southern will begin in late March. The general contractor is a joint venture of McHugh and Riteway Construction who agreed to hire a number of community residents and held a hiring and minority subcontractors fair in February. The work will require the closing of 51st street for the duration of the pro-ject.

    1st District Commander Graeber Retiring Commander Graeber of the 1st District has retired. Captain Al Nagode will be the interim Commander for the 1st District.     Troubled Businesses 51st Quick Mart and Cellular (51 E. 51st St.) More than seven dockets have been filed at Administrative Hearings within the last 12 months for violations associated with sell-ing unstamped cigarettes, deceptive practices, and poor tobacco record keeping. Several calls to 311 were made with callers com-plaining about the above issues. As a result, 51st Quick Mart's Tobacco Retail and Retail Food licenses are being held. Jamaica Food and Liquor (4252 S. Cottage Grove) More than three dockets were filed with Administrative Hearings within the last 12 months for deceptive practices and sales of cigars to minors. The 311 calls from concerned residents included comments pertaining to building violations and rat and mouse infestation. As a result, their Limited Business, Retail Food, and Tobacco Retail licenses are being held. King Food Mart (200 E. 43rd St.) More than 2 dockets were filed at Administrative Hearings for violations pertaining to price marking and display, deceptive prac-tices, sales of cigars to minors, sale of unstamped cigarettes, and non-compliance with food establishment city regulations. The calls to 311 included concerns about employees smoking, broken coolers, and loose cigarettes. As a result, their Tobacco Retail and Retail Food licenses are being held.

  • Grid Garbage System Begins in Third Ward As part of the sixth phase of the City of Chicago's implementation of a grid garbage collection sys-tem, the Third Ward officially made the switch on February 25, 2013. This means your garbage and Blue Cart recycling (if you have it) could be picked up on a different day. The grid system, widely used by municipalities and private refuse haulers, changes collection routes from non-linear ward geography to a system of routes bordered by main streets and natural boundaries. The service model concentrates sanitation workers in targeted areas of the city each day and creates balanced service regions to improve daily col-lection performance. By utilizing more efficient routes, the Chicago Department of Streets and Sanitation can provide the same weekly refuse services to Chicago residents while saving millions in operation costs by using fewer resources, such as crews, vehi-cles and fuel.     Third Ward Update (continued) Third Ward Calls for Service According to 311 City Services, 610 calls were made to 311 from the Third Ward, which generated 749 city service requests in Janu-ary, 2013. These figures do not include calls made to 911, from cell phones, or requests made di-rectly from Alderman Dowell's office, which means the numbers are likely significantly higher.

    New Summer STEM Programs at IIT Academy for Future Leaders in Science and Technology: For high school students ages 16 - 18 The Academy for Future Leaders in Science and Technology is a six-week science and technology education internship program geared toward women and minorities from economically disadvantaged backgrounds. Computational Science Course: High school students interested in science, math, and computation will learn more about these topics in exciting and unconven-tional ways by enrolling in IIT's new Computational Science course for high school student in summer 2013. Computer Discovery Camp: $50, with limited number of scholarships available for need-based students The IIT Computer Discovery Camp engages student in hands-on activities that help to develop spatial visualization and problem-solving skills. The purpose of the camp is to stimulate interest in computers and to lay a foundation for careers in computer sci-ence and related disciplines. Students will learn introductory computing skills using Scratch and LEGO Mindstorms. Partici-pants with prior experience will be grouped accordingly. Intro To Engineering and Design: $1,000, with a limited number of need-based scholarships available Students obtain a first-hand introduction to basic concepts and practices common to engineering with developing a solid founda-tion for future study in the Intro to Engineering and Design summer program. For high school student considering careers in engineering, it's the perfect way to test drive the rigors of studying engineering and explore professional career opportunities available after college graduation. Exelon Summer Insitute: Open to admitted full-time students entering IIT in Fall 2013 The program is build around the concept of creating a community of learners in the areas of math, physics, chemistry, writing and computer science skills.   • South Loop Town Hall Meeting On Monday, February 25th, Alderman Dowell hosted another Town Hall Meeting. The meeting was well attended and was held at the Daystar School at 15th and State. Representatives from CDOT were there to provide information about the upcoming Greenline Station that will be constructed at Cermak and State and the 16th Street pedestrian un-derpass at State Street. Principal of the National Teacher's Academy Isaac Castelaz was on hand to explain the new Regional Gifted Program at his school. Additionally, Jim Reilly from Metropolitan Pier and Exhibition Authority provided information about the proposed hotel at McCormick Place and Elizabeth Perez from the Chicago Park District was there to give updates on Coliseum Park. Special thanks to Daystar School for being our hosts and to Connie's Pizza on South Archer for providing free pizza.

    New Medical Office Sinai Medical Group (SMG), part of the Sinai Health System, has opened a new medical office in the Third Ward at 5050 S. State Street, 2nd floor, Suite 204. The medical office is located next door to Alderman Dowell's office and above the DaVita Dialysis Center. The medical complex also has the dental office of Dr Russell and the J & M Pharmacy. SMG South State Health Center accepts most insurance plans. If you are not covered by health insurance, SMG has a reasonable prompt pay fee schedule and can work with you to help you determine your eligibility for insurance options. They are open Mon-day-Friday 8.30-5:00pm and certain Saturday hours are also available. Appointments are encouraged, but walk-ins are welcome.     New McCormick Place Hotel Mayor Rahm Emanuel, in collaboration with the Metropolitan Pier and Exposition Authority and Governor Pat Quinn, an-nounced the construction of a 1,200 room "headquarters hotel" near McCormick Place to accommodate convention and trade show business visitors. The hotel will facilitate a vibrant, authentic and walkable urban experience. The completion of this hotel will put distance between Chicago and its major convention and trade show competitors like Las Vegas and Orlando while boost-ing economic growth. It will create nearly 2,500 construction jobs and 500 permanent, local jobs.

    The new 1,200 room headquarters hotel will allow McCormick Place to add approximately 15 new mid-market events per year, generating roughly 80,000 attendees. The hotel will cooperate with the existing Hyatt Regency Hotel to jointly host large group events. The number of hotel rooms in walking distance from the convention center will be doubled. The hotel will be located between Indiana and Michigan, along the south side of Cermak. The front of the hotel will be on Michi-gan Avenue, and it will have a Michigan Avenue address. The other side will be on Indiana, directly across from the West build-ing. There will be a skybridge directly into the West Building. Aldermen Pat Dowell and Will Burns both express strong support for the continued development of McCormick Place. According to Alderman Dowell, "McCormick Place is an economic engine for the entire region. New hotels are critical to maintaining McCormick's competitive advantage with other convention destinations. As the Alderman of the location where the hotel will be built I look forward to working with the City of Chicago and Metropolitan Pier and Exposition Authority (MPEA) to ensure that near Southside community residents who have been hard hit by the recession have an opportunity for employment during con-struction as well as when the hotel opens. I will also work with the city and MPEA to ensure that the hotel is architecturally sig-nificant and consistent with the Motor Row landmark district." Alderman Burns added, "Chicago's great strength is its great diversity. This diversity must be reflected in the minority and women owned business enterprises that will build the hotel and in the project's construction workforce. I look forward to work-ing with Alderman Dowell, the City of Chicago, and MPEA toward this goal."

    Alderman Dowell's Day with Chicago's First Lady On January 30th, First Lady of Chicago Amy Rule visited the Third Ward with Alderman Dowell. They began their tour at Eden Place Nature Center and Fuller Park before visiting Bee-thoven Elementary, Centers for New Horizons, Chicago's Chicken and Waffles, the Rosenwald, the planned development around 35th and State, and the 39th and 47th Street commercial cor-ridors. As they visited these and other parts of the ward, they were able to discuss ways in which Ms. Rule could help build up the communities in the Third Ward. The First Lady was impressed with the vibrancy, initiative, and commitment from the people, places, and organiza-tions that help make the Third Ward great.

  • John Hope College Prep Gets Another $5000 When Norfolk Southern wanted to expand their operations in the area around John Hope College Prep High School, Alderman Dowell secured a five year $25,000 commitment from them for the school to support the science lab and other academic programs. The picture shows the last of five annual $5,000 checks presented to Principal Michael Durr of John Hope for academic support.     Chicago Children's Museum Located on Navy Pier since 1995, Chicago Children's Museum is now one of the city's top cultural attractions and the second most visited children's museum in the country. CCM serves more than 657,000 visitors annually, both on-site and in communities throughout Chicago, particularly in areas with limited access to the museum's rich array of resources. The museum features three vibrant floors of exhibits and activities that provide sensory experiences and engaging educational content focusing on literacy, science, math, visual and performing arts, and health. Some of CCM's most popular exhibits include: Dinosaur Expedition, where kids can dig for dinosaur bones in an authentic exca-vation pit; WaterWays, an interactive system of pulleys, pumps, and pipes showcasing the wonders of water; Kids Town, an early-learning exhibit featuring a real CTA bus, mini-grocery store and kid-sized cityscape; daily free family art workshops in the Kraft Artabounds Studio; Pritzker Playspace, an area designed specifically for babies, toddlers, preschoolers, and their parents; Play It Safe, a realistic firehouse and fire truck that invites families to learn about fire safety through play; and Skyline, a National Sci-ence Foundation-funded exhibit that explores the science, engineering, art, and technology that keep Chicago's tallest buildings standing.   • Bike Lane Posts and Pedestrian Crossing Sign Requests The Chicago Department of Transportation (CDOT) has added a new service request type to the CSR/311 system. This service request type should be used to report bike lane divider posts or in-street pedestrian crossing signs that are damaged or missing. Requests for "new" bike lane posts and pedestrian crossing signs must be made directly to the alderman's office who can then use the new service request to address the problem.

    Temporary Visitor Driver's License On January 27, 2013, the governor signed Senate Bill 957 into law, establishing a Temporary Visitor Driver's License (TVDL) for undocumented immigrants. Applicants may begin applying for TVDLs approximately 10 months from this date. The law specifically provides for a 10-month period for the Secretary of State's office to develop procedures for implementation of the legislation. These include determining what documents applicant must present and what facilities will be issuing TVDLs to undocumented immigrants.     TreeKeepers The natural infrastructure of the Third Ward consists of some of the four million trees growing in the City of Chicago. City trees have many benefits, including reducing air and noise pollution, increasing property values, and creating aesthetic and peaceful oases for city dwellers. Although the Bureau of Forestry and the Chicago Park District are the trees' primary caretakers, it is virtu-ally impossible for each tree to be tended properly. Thus, many of Chicago's trees are in need of attention. This is where Tree-Keepers, a program from Openlands, can help. With the special training they receive, TreeKeepers can complement work done by the City.
