Current Process for Issuance of Passes
• Limited passes are approved as per quota by the district authorities and for only
movement in the district.
• The current system is functional only in few districts however a system for State-
wide and Nation-wide issuance is under process

vehicle information
Information is validated & limited passes are issued for limited period for movement in the given area/

As per DO No.: PS-03002/2/2019-PMC, dated 4th April 2020, issued by
Secretary, Department of Consumer Affairs, Government of India to the
Chief Secretaries of all the states. The letter states that:
1. Kindly designate a Nodal Officer to issue authorisation letters to
companies/organisations having nation wide supply chain of essential
goods and services. The name, designation, mobile no and email id of
such Niodal officers may be please conveyed to Mr N Natarajan,
Ministry of Consumer Affairs. State Nodal Officers may work with a
senior officer of the State Police for coordination with local police
authorities
2. Department of Consumer Affairs has developed an e-pass system
solution with the help of E-Gov Foundation, this system enables the
State Governments to monitor number of passes issued by authorised
companies.

3. The Inter-State and intra-State movement of all trucks and other
goods/carrier vehicles with one driver and one additional persons will
be allowed as long as driver is carrying a valid driver’s licence. If
truck/vehicle is travelling empty, invoice, way-bill, etc. for
delivery/ pick-up of goods may additionally be carried by the drivers.
Movement of driver and one person from their residence to truck/
vehicle would be facilitated by local authorities
4. Local administrations would be advised to facilitate in ensuring
availability of labour in factories, warehouses, and transportation and
distribution operations of essential food and groceries by appealing to
house owners, societies and villagers to allow workers to go for work.
5. It is clarified that food and grocery would mean all food items of
grocery that are usually consumed by the people on day-to-day basis.

Solution Approach
• The ePass system proposes to follow a trust-based approach:
• Organisations chosen by the State will be given quota of E-Passes
• Organisations will be entrusted to review and approve all ePass applications
within their own process and control. They will be able to bulk generate
ePasses for their employees/partners by uploading CSV files on this system.
• The State Government will track the total number of passes by organisation
on a real time basis and set state level quota for each Organisation. If an
organisation exceeds the quota the pass issuance stops automatically
• The pass is delivered to the applicant in a form of pdf, SMS or QR code with
an Instruction to carry a valid government issued photo ID.
• The ePass can be verified by policemen on the road using a SMS lookup. In
addition, a valid govt issued photo ID needs to be produced.
• The State Government will be the pass issuing authority.

• The solution broadly caters to the following personas:

Organizations are establishments providing essential services such as
food factories, hospitals, delivery companies, e-commerce etc. who
need to get “bulk approvals” for their employees and partners to do
their job of transporting goods.
The organization applicant must provide the details required as well
as upload company authorization letter signed by the authorized
signatory with a copy of government ID proof. If Organisations need
passes in multiple states, they will need to register themselves in
each State, and get approval and quota set at a State level.

Pass issuing authority is the entity who runs the ePass system. This
can be State level war room or a nodal agency
They get dashboards to verify and approve organizations, assign or
adjust pass quotas for each Organisation and monitor usage of

Pass holders are employees of the organisations or their
partners. They are responsible for transportation of essential
goods during the Lockdown period.
Pass Holders will receive physically printed ePasses. In addition,
they will receive an SMS with the pass details. They will need to
carry a valid Govt issued ID such as Aadhaar, PAN, Voter ID or
Driving License along with the ePass.

Organization Registration Process
• Organizations need to Register by filling a form providing the below
details:
• Name of organization
• Unique identification (can be GSTN for example)
• Point of Contact (POC) name
• Point of Contact email
• When an issuing authority approves their signup request, the POC
receives an email with the signup link.

This is an offline process coordinated by state Nodal team:
• Each organization needs to reach out to the State Nodal Officer desinated by the
State Government.
• Send written application to the State requesting access to ePass system
• Discuss and agree on daily pass quota with State Nodal officer
• State Nodal Officer sends the system link to the Organization to proceed with
the user registration (applicable for States where the eGov ePass system is
deployed).

FAQs :
1) Does telecom hub come under the head of essential services?
Yes, Telecom falls under the essential services. Organisations dealing with telecom services van apply for E-passes for their employees/ workers/ vendors. In Covid crisis, continuity of telecom services is critical and essential
2) If a company is not under the head of essential services but they need to set up Work From Home (WFH) how do they get the pass? In the present Situation, priority is given only to essential goods and services.
3) Do truck drivers need e-pass or e-way bill? Will a commercial driving license be enough? Would driver need a pass to come from his home to the truck location? Truck drivers are required to have a pass in their name. Their truck operators/ logistics companies can support them in obtaining an E-pass. The same pass is valid for the driver to reach their workplace, go back home and also drive a truck with a valid driving licence.
4) Can Customs House Agents also apply for e pass?
CHA can apply for an E-pass. They have an important duty to clear documents in and out of ports across India and their services are important for a smooth export and import of commodities. However, because the Government authorities are too strict right now looking at social distancing and minimum number of employees at workplaces for essential services, CHA dealing with overseeing the movement of essential goods may get a priority.
5) How is the quota for each company decided?
Nodal officers will decide upon an upper limit of E-passes for organisations applying for E-passes at a macro level, upper limit will be a generic number – sector agnostic. It will then depend upon the wisdom of the organisations’ nodal officer to be selective in offering passes.
6) What happens to old passes issued by state?
There is no notification regarding phasing out of old passes issued earlier. We believe, unless all the states in India go live on E-passes, to maintain seamless integration of supply chain for essential goods and services, passes issued earlier will be active till further notice.
7) Can doctors who are employees of an NGO get e pass?
Yes, doctors can get an E-pass. However, the purpose must be clearly stated and they should be part of the organisation and the organisation Nodal person should apply.
8) How much time will it take in issuing e passes?
States are going live gradually. It’s a matter of time how soon all the states are up and live on e-pass systems. Our estimation, basis our discussions with concerned officers is that once the organisations apply for e-passes in the right format with all relevant details, in a couple of days , they should receive authorisations.
9) What is the link to apply for E-Pass ?
There is no link to apply. An email must be sent to the designated nodal officer of state with all relevant details in a specified format along with credentials of the Organisations’ nodal officer.
10) What is the process to be followed for manufacturing units of essential commodities?
Detailed process to be followed for applying e passes was categorically explained in the presentation. Please find attached a copy of the presentation. Entire presentation is based upon procuring e passes for manufacturing units engaged in production of essential goods.
11) Lot of to and fro happening in identifying the nodal officers at the state. From where can we get the recent list as and when the state appoints the nodal officer? A list has been published by the Ministry of Consumer affairs and it is on the website of the Ministry. We have attached a copy for your ready reference.
12) Do the passes also serve as permission to operate or does an establishment need to separately apply for that in case the current permission is for limited numbers and now we need to increase the operational headcount? Passes are only for units which are operational. Permission to operate is a separate process and the required permissions should be in place mandatorily before applying for e passes. These e passes are being approved/ authorised on a trust based approach, hence they should be judiciously sought for keeping in mind the minimum numbers required to run critical operations.
13) Do the CHA and logistics company get quota of e-passes having national presence, getting the customs clearance done from ICD and airports? CHA and logistics companies falls under essential services from the point of view of the criticalities involved in the process to maintain and strengthen a robust supply chain system nationwide for essential goods.
14) Employees get e pass, but if they are travelling in a contracted Bus, does Bus contract company, driver , need e pass ? Who will apply for bus vendors ? The driver needs an e -pass. The same must be procured by the contractor or the vendor providing contract bus service to the organisation.
15) We are the FMCG distributor for entire state and we have sub distributors in rural areas with their own legal entity, so what is the process for applying epass for my Sub dealer employees as those have very less turnover? If the distributors are small players, we would recommend that you apply and procure e passes for them. While applying please request for a higher number of passes giving a clear explanation of the number of passes required to maintain you supply chain through number of small distributors in rural areas.
16) How would the pass be managed for employees travelling through state borders? Eg: Delhi to Noida? For places line Delhi, Noida, Gurgaon, Faridabad and other adjoining areas, a pass with a validity for NCR is under consideration at the Government level because people may live in Delhi but may have units in Noida, Gurgaon etc. Therefore to facilitate ease of movement, this is being discussed. Our assumption is that they will soon come up with NCR passes.
17) Is this E-pass valid for the whole day or only for a certain time period in the day? E pass is valid up to the “valid up to date’ that you fill in while applying for e passes.
18) Is there any fee for applying for passes? No, there is no fee to apply for e passes.
19) Could you please give the contact of Gujarat Nodal officer, they currently have a site called digitalgujarat.gov.in but that has only Ahmedabad district being permitted on it. We have attached a list of All India Nodal officers for your reference.
