The Procurement Edge News for the Professional in Public Purchasing 1 I had the special opportunity as your Vice-President to represent CO-OPP along with more than a dozen other Ohio Delegates at the recent 67 th Annual NIGP Forum in Seattle, WA, August 18-22, 2012. For most, this year’s forum was everything it was predicted to be, as thousands of Procurement agents from across the United States and around the globe convened in the Evergreen State to network with new and old friends, celebrate their profession with cutting edge workshops, and listen to a wide assortment of dynamic speakers who motivated and recharged us all into always “reaching new heights” in our profession. Some of our delegates took advantage of the chance to explore the “Emerald City” to the nth degree, finding diverse attractions in Seattle, with everything from Pike’s Place Market to the world famous Space Needle and the new Ferris Wheel, an addition to celebrate Seattle’s 50 th anniversary of the World’s Fair. Still other brave souls, found themselves kayaking for a chance to swim with the Orca’s and traversing the miles of up and down streets in the Pacific Northwest city unlike they had experienced before. Meanwhile, I nursed an injury which continues to plague me and tried my best to find the silver lining in a week of discovery and premonition, realizing that even when we are not at our best, we can still empower those around us to be at theirs. I want to take this space to personally thank my fellow Ohio Delegates for looking out for me in what they all realized was a physically challenging week for me. For the saved seats and words of concern; for their knowing smiles and welcome laughter; for the extra set of hands in lunch lines and standing in my place; for words spoken and those “I got your back” glances; for pushing me around and waiting for me each labored step of the way… your kindness and camaraderie was second to none and added credence to my personal belief that I am surrounded by some of the greatest people in this life. In the midst of a week of recharging, the myriad of faces missing (Barb Johnson, Steve Morbitzer, Gayle Blankenship, Jean Stephenson, Fred Myers, Joe Lombardi, Lisa Koppin and Bonny Rickerson) was just as prevalent as the brand new faces that were there for the experience. It is comparable to just how many choices we have in our daily endeavors, both at work and home. We are constantly “surfing the channels” to make sure we are getting the very best there is… the best widget, the best entertainment, the best services our money, or our entities’ money can buy. It is as secondary to our nature as the air that we breathe and one of the paramount disciplines that carve our place in this vocation. Perhaps that is why it can be so easily challenged, oftentimes overlooked, and too many times mishandled. The core belief that ENTITLES US to have the lowest and most responsive and responsible bidder amongst our choices should also ALLOW US to choose whether or not it really can do all that it says it will do. We live in a day of dramatically changing times where almost as soon as we make a statement, there is something happening that counters that contention in scope and validity; where almost as soon as we put a bid out on the streets, there is a new product or service being introduced that makes our specifications nearly obsolete; where almost as soon as we entertain the thought of chartering a new “outreach branch” in our Chapter, another grassroots revival of hungry professionals is stirring looking for a place to dig in and accentuate the full breadth of their procurement experience. Thank you to our friends in Seattle for hosting a great forum this year, to our NIGP CEO Rick Grimm, President Bobbi Matthews and the entire Leadership Team of THE Institute for Public Procurement; to all the member chapter cities across the country and throughout the world who proudly represented their entities; to the entire Ohio Delegation: Bill Kirwin, Cindy Collins and Kim Burtis from the Airport Authority; Carol Clingman and Gayle Blankenship from the State of Ohio; Roy Sigritz, Marsha Shaffer and Melissa Wilson from Montgomery County; Ken Koester from the Unified Purchasing Cooperative of the Ohio River Valley; Mark Evangelista from Lake Metroparks and Lorena Lockett from Cuyahoga County, both from our Northern Ohio Branch; Thomas Patterson from the City of Westerville, Wanda Dixon from the Columbus Metropolitan Library; and, myself, Jeanie Schillig, Sue McQuirt, Sean Fouts and Rick Miller from the City of Columbus. YOU ALL MAKE A DIFFERENCE! The forum leaves us as it always does with a challenge… this time, to REACH NEW HEIGHTS. With so many opportunities, that challenge has already become a condition of procurement instead of just a desire. Our concentration from here on out has transformed into HOW HIGH CAN WE GO. ANITA A. JONES, Contract Analyst, State of Ohio, Office of Procurement Services Nominated by: Steve Sammons, CO-OPP Vice-President Candidate’s Background: Anita A. Jones has worked in the public sector for over ten (10) years on both federal and state levels, in offices ranging from Contract Acquisition to Tobacco Control. Before coming to the Office of Procurement, Ms. Jones worked within the Equal Employment Opportunity Office of the Ohio Department of Health investigating discrimination charges; and, within the Equal Opportunity Division certifying small businesses within the State of Ohio. Since coming to State Procurement in June 2011, she has taken every training opportunity to further develop her procurement career and has progressed to a Contract Analyst within the less than a year. Upon her arrival, Ms. Jones immediately became involved in CO-OPP by volunteering on the Outreach Committee and assisted with the planning process of the newly established NEOH branch of CO-OPP. In January 2012, Ms. Jones was asked to Chair the 2012 CO-OPP Reverse Trade Fair. She embraced the opportunity to enhance leadership skills and endeavored to solicit the wisdom of current CO-OPP members as well as recruiting new faces. This endeavor proved fruitful as the 2012 CO-OPP Reverse Trade Fair event netted approximately $40,000 for CO-OPP. Her strong focus on team involvement, empowerment and new approaches has proven beneficial to her accomplishments thus far. Ms. Jones holds a Bachelor’s Degree in Community Development from Central Michigan University and is currently pursuing an MBA with a Concentration in Project Management from DeVry Keller School of Management. Ms. Jones describes her work style as: gaining wisdom from the past, applying it to the present and preparing leaders for the future. She believes in setting a good example for future leaders and documenting the process, to ensure they have a blueprint to success! If elected, what will you do to support the continuing growth and success of CO-OPP? Leadership has its advantages as well as responsibilities which should be recognized by anyone desiring a leadership position. The advantages include the chance to be recognized for your contributions and the ability to help shape the vision and mission of the chosen organization. Responsibilities include the duty to assess the needs of an organization and align these needs with the competencies and the skill sets of its’ members. If elected, I will support the growth and success of CO-OPP by:

●Gaining Wisdom: By forming relationships with current and past leaders who have been with CO-OPP since its establishment and have the experience, I will obtain guidance in ensuring the core values of CO-OPP are upheld.

●Recruitment: By recruiting new members and entities throughout the State of Ohio on local, state and federal levels, the knowledge base, membership and training opportunities will increase thereby increasing CO-OPP’s presence on a national level.

●Continuous Learning: By remaining teachable and always willing to seek knowledge, documenting processes and encouraging professional and personal development.

I believe these aspects are important for the growth and success of CO-OPP due to the need to learn from the past, create an effective succession plan for the future and learn and share the lessons learned with colleagues along the way.

NOMINATIONS will remain open thru the date of our November Luncheon, November 14th, 2012. Your packet of information at the Luncheon will include a Ballot with the names of the prospective candidates for each available position. BIOS will have been provided in the September and November issues of The Procurement Edge and will be available for final review before you cast your vote. Just before the nominations close, the Member-A-Large will call for one last chance for the Membership to make nominations from the floor before taking the ballots and tallying the results.

30 + years in Procurement 24 years at Knox Community Hospital in Healthcare Procurement, Materials Management, Inventory / Warehousing, and Printing. 10 years at DAS State Procurement as a Procurement Analyst and later promoted to Contracts Manager. One year at the Attorney General’s Office as the Procurement Contracts Manager. One year and more to follow at the Columbus Regional Airport Authority as a Procurement Specialist. My participation with CO-OPP included the Chair of the Reverse Trade Fair in 2007; Program Co-Chair for 3 years and Program Chair for 4 years.

If elected, what will you do to support the continuing growth and success of CO-OPP? As Vice-President I would challenge many of the “new blood” as well as the old members the importance of doing more than the year before, get involved with a committee, and participate in networking and the importance of obtaining certification. Working with the Short and Long Term Strategic Planning Committee towards strategic planning and then applying the knowledge to making CO-OPP the best it can become! I would also work directly with the President to strive for his visions for the 2013-2015 journeys for the CO-OPP initiatives.

KEASHA L. BROWN, CPPO, Contract Analyst, ODRC/Real Estate Nominated by: Steve Sammons, CO-OPP Vice-President Candidate’s Background: Ms. Keasha Brown holds a Bachelor’s degree in Sociology/Corrections with a minor in Criminal Justice from the University of Akron and, in addition, has obtained CPPO designation. In 2009, Brown obtained her Ohio Real Estate Licensure. She possess over 10 years of public procurement experience with an emphasis in strategic and acquisition planning and in all aspects of contract administration. Ms. Brown was instrumental in the activation and procuring of goods and services for two Ohio prisons sites during the course of her career: North Central Correctional Institution (NCCI), located in Marion Ohio and opened in 1994 and Richland Correctional Institution (RICI), located in Mansfield, Ohio led, and opened in 1998. As a result of her skills and success at NCCI, Ms. Brown was selected to serve as Deputy Warden of Special Services at RICI. Ms. Brown possesses a storied career of 22 years in the Ohio Department of Rehabilitation and Corrections (ODRC) having served the agency in numerous positions in the classified and unclassified civil service. Keasha began her career in 1990 as a prison Case Manager. She rapidly advanced, serving in the capacity of Unit Manager, Assistant Chief Inspector, Northern Ohio Regional Food Operations Administrator, and Deputy Warden of Administration and Deputy Warden of Special Services. Currently Keasha serves as ODRC’s Contract Analyst and Real Estate Administrator overseeing the agency’s Real Estate portfolio. As such her responsibilities include managing a large employee statewide housing portfolio, 22 APA leases valued at a combined 3 million dollars, 17,000 acres of land, as well as managing the collection of agency royalty revenues and providing oversight of agency payments for special tax assessments. Keasha is a member of the National Institute of Governmental Purchasing (NIGP). She currently serves as a member of the Central Ohio Organization of Public Purchasers (CO-OPP) Budget & Finance Committee. She has worked on various ODRC committees having served as a chairperson, member, and consultant for a host of ODRC local and statewide initiatives: Housing & Farm Leasing Committee, Multi-Agency CIO Advisory Council for IT staff augmentation workgroup (alternate representative), Statewide Satellite/Cable Services Committee, Revenue Committee, Agency Vending Committee, and as agency procurement consultant and real estate expert for a host of agency initiates with established committees. Due to her efforts in chairing a committee at the ODRC Correctional Reception Center focusing on cost effective and efficient operations, the facility was recognized as one of the Top 3 Prisons in Ohio for Cost Savings and Efficiency. Keasha is the proud mother of two sons, Brandon and Zachary. They reside in Columbus, Ohio. She enjoys sports and is active in various community and church related activities. If elected, what will you do to support the continuing growth and success of CO-OPP? Assure all spending are in support and appurtenant with the Organization’s Strategic Plan, Organization Mission and Vision. I have been employed with the City of Columbus for a total of 6 years, having worked as a Procurement Specialist in the Purchasing Office originally in 1997-1999, and returning to this position in June 2008. I possess a B.S. degree from O.S.U. in Interior Design/Business, and an Associates Degree in Legal Secretarial Science from C.S.C.C. (fka: Columbus Technical Institute). During my initial employment with the City, I procured office furniture, office supplies, arts/crafts supplies, etc. and oversaw the disposal of surplus goods. I currently handle the commodity group Universal Industrial Parts and Equipment. Prior to my employment with the City, I was employed as a legal secretary for several years. After graduating from O.S.U., I started a residential interior design business and later was employed as a sales representative in the commercial furniture industry. My CPPB certification was obtained this year, and I am interested in becoming more involved with CO-OPP as a means to both grow my procurement knowledge and also challenge myself professionally. I am happily married to Bill Harper with two grown step sons, a cat and 2 dogs. When I have free time, I enjoy being outside in nature, walking, doing yoga, reading, and/or partaking in anything creative/artistic such as knitting, sewing, oil painting, making greeting cards and beading. I benefit from volunteering my time at First Community Church and at Open Door Art Studio (a division of Columbus Center for Human Services located in Grandview). If elected, what will you do to support the continuing growth and success of CO-OPP?

If elected as Secretary, I will focus on recording all pertinent information from CO-OPP meetings by taking minutes for distribution to the CO-OP members, and will also maintain correspondence with the membership and other entities as needed.

LORRAINE (LORI) S. BELLS, CPPB, Procurement Specialist, City of Columbus, Purchasing Office Nominated by: Mary K. Harper, City of Columbus, Purchasing Office Candidate’s Background: I have been employed with the City of Columbus for a total of 25 years. I began with the Division of Sewerage and Drainage, spending 10 years in the Fiscal Office until I resigned my position to be a stay-at-home mom. I re-entered the working world at the City’s Sewer Maintenance Facility, managing a warehouse, several storekeepers and handling the needs for an active construction and maintenance staff. I accepted a position as Procurement Specialist with the Purchasing Office in 2005 and am now a Senior Procurement Specialist, handling primarily Water and Sewer Infrastructure and Plant Equipment. I have been deeply involved in the City’s online bidding website Vendor Services, and serve as a Help Desk Representative in addition to my procurement duties. I have participated in several Train-the Trainer sessions and have conducted and assisted with several training opportunities. I obtained my CPPB certification in 2007, and have served on the CO-OPP Public Relations committee. Most recently I have served on the Membership and Strategic Planning committees, and have volunteered at the last three Reverse Trade Fairs in varies capacities. I have been married for 13 years, and have two children, three stepchildren, and two grandchildren. I enjoy gardening and yard work, home improvements, cooking and canning, spending time with family and friends, and I love the beach.

If elected, what will you do to support the continuing growth and success of CO-OPP?

With my children grown, I want to focus more of my energies on professional growth. I have often thought that CO-OPP’s professional networking could be a great deal of help to small suburban government offices and school districts and would like to try and draw some of those entities into our membership. If elected Member-at-Large, I would welcome the opportunity to be more deeply involved in the CO-OPP organization and would help steer the membership into future growth.

My wife, Emily, and I have been married for ten years and have the great pleasure of raising two beautiful little girls, Ainsley and Sophie. I am a Procurement Coordinator for the City of Westerville. I have had the privilege of serving the Westerville Community for more than a decade and I have served as Procurement Coordinator since 2009. I am a graduate of The Ohio State University and I obtained my CPPB designation through the Universal Public Procurement Certification Council (UPPCC) in 2011. I have been a board member for the Central Ohio Risk Management Association (CORMA) and currently serve on the administrative council for my church. In addition, I recently had the honor of working with Gretchen Adkins and Carol Cook in chairing the registration committee for the CO-OPP 2012 Reverse Trade Fair.

If elected, what will you do to support the continuing growth and success of CO-OPP?

If elected Member-At-Large, I would hope to serve as an additional source of input to the Board for all Chapter Membership. To support the continuing growth and success of CO-OPP, I would be open to listening to all opinions and willing to communicate all viewpoints to the Board. I would hope to develop and maintain new electronic communication tools to allow Chapter Membership greater ease of access to information about CO-OPP projects and to allow all members the opportunity to be more engaged in CO-OPP initiatives. Additionally, given that CO-OPP has been an invaluable resource for me in learning and growing as a procurement professional, I would champion any and all efforts to promote and expand CO-OPP’s outstanding educational programming.
