Computer Program

A package of microcomputer pro-grams for forest managementdeveloped by the Tennessee ValleyAuthority is gaining widespread ac-ceptance in forestry circles. The keyto woodland planning and analysissoftware, called VJOODPLAN, is itsversatility. Forestsrs are using theprograms to quickly analyze yieldsbased on harvest schedules andmanagement practices, as well as tomake inventories, handle bookkeep-ing and accounting problems, and todeal with other financial andmanagement needs. The January, 1982, issue ofMechanics Illustrated, a surprisingplace for a forestry article, had agood one entitled, "Long on Wood,Short on Lumber." It summed uppretty well my feelings for the futureof forestry in this country. At thepresent time the lumber market is asslack as ever, yet I believe we've gotto take steps now to plan for futuredemand.I hope you can use your resources

to encourage landowners to plant,thin, prune and care for theirwoodlands in a manner that willmeet the country's and their ownneeds in the future.

in funds earned and acres im-proved under the Forestry Incen-tives Program (FIP). During thatyear, $269,701 in cost-sharing wasearned and 10,023 acres of forestland were improved. Since that year,our position has dropped. In 1983earnings were down to $113,436 andacres down to 4,225, dropping ourstate to 4th in acres improved. Thisis in part due to national policies;however, allocated funds in recentyears have not been fully utilized.

Mikado" by Gilbert and Sullivan. Itwas first performed March 14, 1885,at the Savoy in London. A favoriteof mine from this operetta is "I'veGot a Little List," sung by KO-KO.The musical score bears the instruc-tions "brightfully and gracefully."I, too, have a little list. It is rather

bizarre, I think, but how do I knowhow that compares to your lists? Mylist includes: a hot air balloon ride,rafting on white water, a trip aroundthe world, a visit to New Zealand,owning a sheep, a trip on the bargecanal, attending a Wimbledon tennistournament and seeing the GrandCanyon.Then there is another list, really

more important than the wish list.This other list is one of appreciationand thankfulness. These goals havebeen fulfilled: a loving and caringfamily, from Mother to youngestgrandchild ... caring people, all.Good health, too, and so far, we are

blessed with that. My partner offorty-one years has been thekeystone of this successful venturein living with this dream list.And yet another list: this one for

the greater community; a wish toleave the world in better shape thanwhen I arrived on the scene. "Goalsof a lifetime" is the name of this list.Included are the nurturing and car-ing for thousands of trees, and sell-ing an awareness of the need for pro-per management of our woodlandsin New York State and worldwide.Our group, the Forest Owners, real-ly has made an inroad on awarenesson these issues for more than twen-ty years. My increased participationhas made one of my Goals of aLifetime come true.Being President of NYFOA has

Richard Fox:Cayuga Chapter is born.

Cayuga Chapter, the first localchapter of the New York ForestOwners Association, is now official-ly formed. Although the associationrules have provided for suchchapters since its creation in themid-1960s, until now no one has feltthe need or found the time to createone. Richard J. Fox, of Moravia, NY,who was elected to the board ofdirectors of NYFOA while in themidst of stimulating the creation ofCayuga Chapter, is widely regardedas being the driving force that vir-tually singlehandedly recruitedmore than 80 land owners to formCayuga Chapter.Despite his labors, Fox says, ''I'm

not sure we have a chapter yet, notuntil this organization has its ownagenda and its own activities thatwill give it life."Fox, who operates a chain saw

sales and service shop in an old barnatop a hill overlooking Moravia, sayshe is a student of Zen."According to Zen, there is great

significance in an uncarved piece ofwood. The Zen view is that a bowlhas value only in that is empty. Itsvalue to me ceases if it is already full.This chapter is an empty bowl," hesays.FANTASTIC MR. FOXA highly complex man, Mr. Fox

had considerable difficulty explain-ing why he wanted the NYFOABoard of Directors to ratify hisrecruitment activities, far more trou-ble, apparently, than he hadrecruiting the members, themselves.No small task ... as anyone whoever tried to sign people up for acommittee knows.It's been a logical, if surprising,

route from the biology laboratory tothe formation of a forest owners'chapter for the fantastic Mr. Fox."I started in biology," he relates,

"but I didn't like their answers. Alltheir good answers came fromchemistry, so I studied a lot ofchemistry. I never got a doctorate,but I took from it what I wanted."Interestingly, the oldest

chemistry is probably fire. . . .firewood. "So, now, he deals in the tools and

materials of what he calls the oldestchemistry; firewood, and forests.Mostly, though, Richard J. Fox dealsin ideas, deep ones, philosophicalones, that blend together into a fan-tastic mix of Zen, chainsawmaintenance, local politics, affinityfor woods, and activism.

Why does Richard J. Fox, like theMan of La Mancha, do the things hedoes? Why did he get involved inNYFOA?

Richard]. Fox: Zen and the art ofchainsaw maintenance.

"I don't know," he says with alaugh. He stops to think about it."Take the case of a young man

who came in here. He was so hap-py. He had just bought twenty acres.He said to me, 'I don't think I'll everhave to cut a live tree, there's somuch dead wood for firewood.'" 'Wait a minute,' I said. 'Maybe

you ought to just let that stuff rot andcut the poorer stuff. Around here,the name of the game is good,straight butt logs.'"He didn't know that, and I hope

to turn such people around."But is that reason enough to do

what nobody else has done; start achapter of the Forest OwnersAssociation? ."1 see this as a way for neighbors

to help one another," answers Fox."Around here the tradition is 'hus-tle the farmer.' It's a little like thesefly-by-night roofers that comethrough. A lot of times the farmerdoesn't know the relationship be-tween loggers and the mill. Hedoesn't know that the loggers' equip-ment is financially backed by themill. These foresters, loggers, andmill operators ... it's a club!"I can think of as many objections

to the forester as I can to the logger,and, in fact, one more. That is, theyhave the backing of the state."

STATE RELATIONSRichard J. Fox has strong feelings

about the State and its departmentof environmental conservation, andthat department's relationship withforesters."I saw the State's strategic plan for

the forest resource as being allbackwards. It came from the topdown. I have wanted to dosomething about that, but I have hadno authority to do it," he says. "Asocial organizer needs an enemy. Inthis case, it is the State."Despite his feelings about the

State, or perhaps because of them,Fox is also involved in the ForestPractice Board, a quasi-official ad-visory and policy-recommendinggroup affiliated with the New YorkState Department of EnvironmentalConservation."When Henry Brodnicki, a state

service forester, died right over hereon my neighbor's land, the statereplaced him with half a forester andgave us all lists of consultingforesters. I became concerned aboutthis poor manner in which he wasreplaced. I hollered enough to getappointed to the Forest PracticeBoard, but I didn't like that too wellsince it didn't seem independentenough. So, when I heard theremight be a merger between theForest Owners Asssociation and theForest Practice Board, I became veryconcerned. The Forest OwnersAssociation was, after all, the onlyindependent voice in forestry. Iguess it was through this that Ibecame involved in NYFOA, andalso came to like the idea of localchapters."I have repeatedly argued at

Forest Practice Board meetings thatthe consulting forester program is amistake, a mis-use of the state'spowers. And I say this repeatedly asa representative of Cayuga County,and yet the damned thing never getsin the minutes!"MYSTIC?For all his earthly activism,

Richard J. Fox is driven byphilosophical, perhaps mysticalforces. He is keenly tuned-in to an-cient symbolism of forests,mushrooms, and fire. He sees thesesymbols and recognizes theirsignificance in natural occurencesand modern human strugglesaround him. He says, "The environ-ment is our own unique responsibili-ty, collectively and individually." Hehas misgivings about ripping outhedgerows for agricultural progress,about posting land, or, indeed, evenowning land. The natives whopreceeded us didn't, he reasons, andmaybe we shouldn't either. After all,they were closer to those early forestcultures, as he calls them, than weare.Richard J. Fox is a man of many

reasons. He did what he did for allof them. Perhaps the reason is notimportant. Of his new CayugaChapter (so named to conform withthe general territory of the CayugaIndians, not the county lines ofCayuga), Fox says, 'It's not evenmine any more. Now it takes on alife of its own. I won't even be anofficer."He's too busy starting another

chapter near Binghamton .•;.

of man in the Grand Scheme mayhave occurred when a uniquecreature consumed an unusual col-lection of fungi, and, upon recovery,moved from its home in the forest tovarious cavities, taking some treeswith it, probably because there wasa change in the weather.January 24, 1985, NYFOA, Inc.,

started a Chapter.So, just for fun, the chapter may

be seen as some part of the treeecology, and the period of time1980-1988 as a change in theAmerican national climate fromfederal weather to local effects, often

described as a grass-roots move-ment, but, more apropos, amushroom-mycelia movement. Theevident difficulty with the task ofreversion in this dubious analogy isthat the notorious Tree ofKnowledge and its informative fruitbear a thick crust of fungisophlsrlcus. The Americansophistication in this fungi was theso-called energy crisis, a peculiarhybrid of Christian-Islamic alchemy.But, then we remembered theoriginal tree-chemistry magic:firewood.Anyway, for membership in

NYFOA, chapter and verse, let ushave the knowledge of the tree andits fruits, to do for ourselves what wewill. Give us the information: what,for how much, and to whom. Giveus the skills, the how, by whom, andwhen. We will take what we need,and as we go along, work out thedetails. To be continued. +

The TwelveMonths ofChristmas

Aug. - Finish the pruning. Remowany tree plantations that have heavygrass. Attend N.Y.S. Christmas TreeGrowers Summer meeting. Find outwhat's new in tree cultivation.

Sept. - Prepare next year's plantingsites. Spray brush killer if needed, cost$560lacre. Now is the time to ordernext year's seedlings to insure you'll getwhat you want. Meet with your veryanxious retail tree buyers and take or-ders.Oct. - Finish up your Christmas

tree sale contracts and put on yourhiking shoes and start grading andtagging your salable trees. Apply limeto plantations, as soil samples recom-mended.Nov. - Rain, rain, rain. Put the

mud-snow chains on your 4-wheel drivetractors. Make sure you have enoughrainsuits for all your employees. Tuneup your chainsaws, tree balers, trucks,and elevators and hopefully you or-dered enough tree baling twine for theseason. Now you're ready to harvestyour trees. If you are lucky the groundwill freeze; harvest will go smoothly. Ifyou get a lot of snow it will take you 2-3times longer to harvest. Remember,your cut trees aren't too salable afterDec. 25. Severe weather conditionsshows you who your most dedicatedemployees are.

Dec. - Load truck in the cold allday and half the night. Tree buyerswho ordered trees have picked them upand paid for them. If not, this is whereyour lawyer comes in.

Dec. 25 - The grandest day of all.The rush is over and you're busy en-joying yourself and catching up on allthe rest that you missed. And don'tforget to count all of the piles of moneythat you earned. Take the money to thebank but don't forget the sales tax onall of your retail tree sales.Jan. - Attend N.Y.S. Christmas

Tree Growers Association wintermeeting. Finish year end books and filetax return. On calm, no-snow days,apply granular herbicide around eachtree. We also cut any brush and clearnew tree plantations. Repair anybroken machinery or make im-provements.Feb. - Start planning for spring

planting or southern exposures to growwell. Match your locations with theright tree. Planting Douglas Fir onpoorly drained soil you will producelow quality diseased trees. Douglas Firplanted on a southern exposure slopewill insure you of frost damage eachspring. High quality trees need goodsoil, proper soil drainage, and airdrainage.

March - Call nursery and remindthem of your early pickup. The soonerthe better. The earlier you get yourseedlings planted, the higher your sur-vival rate will be and the seedling willput on more new growth in this firstyear. All machinery and laborers areready. Finish herbicide work.April - Seedlings arrive, you unload

the truck, your heart pounds in yourthroat and you visualize the hours anddays of hard, body-breaking labor justto plant these baby trees. Then you askyourself, "Why do I do this to myselfeach year?" It's very important to getyour seedlings unpacked and replantedinto a nusery site. This will provide thebaby tree with a natural environmentuntil they are planted out into the field.In dry weather be sure to water theseedlings. Dry tree roots equal deadtrees and wasted money. Seedlings arenot cheap, figure $140/1000$350/1000. Remember, you get whatyou pay for. Also an extra year is betterspent in the tree nursery bed than inyour tree field. The bigger the seedlingsyou plant the sooner it will be a salableChristmas tree.May - As a tree grower you hope

for a wet spring and summer. Thishelps assure you of high seedling sur-vival rate. If you have taken specialcare, keeping your seedlings from

drying out, with luck Mother Naturewill assist you in a good growingseason. Some years I have seen survivalrates at 50010,or up to 92%. You willwork just as hard and spend the sameamount of money on the dead seedlingas you will on the one that survives.One year I even had 15% survival inone plantation due to insects. In Mayall plants are starting to come back tolife, even the darn grass. Grass absorbsmoisture and nutrients from the soil,the same nutrients that your tree needs.So start mowing. If you wait to mow'later, your tree will be starving forsunlight in the deep grass. And youmight have a hard time finding thenewly planted seedling. By the end ofmay you should have most or all ofyour seedlings planted. If you havebeen planting by hand your feet will beblistered from stomping the soil tightlyaround each baby tree. And if you havebeen riding a mechanical tree planter,with your head between your legs, thedizzy spells will be getting fewer andyour squeezed bladder still won't knowwhen to go.

June - Finish up the planting, hangup the shovels, grease planter andgleefully park until next year. Makeperiodical checks for insects and diseasein tree plantations. Disease, wildlife,and insects can totally wipe out or eatup years and dollars, of your work.

Identify insects or disease and deter-mine what time to spray. Apply a com-plete, balanced fertilizer after you havedetermined what you need from a soilsample. Christmas trees are likechildren. The better you feed them thefaster they grow. The faster they growthe sooner you will harvest. Time ismoney to me.

July - Get out your pruning equip-ment. Get everything sharpened up, in-cluding your patience. Pruning makesyour tree. And if you don't know whatyou're doing you can ruin everythingthat you hope to achieve: a salable tree.First make sure you have compensationinsurance to cover pruner cuts, allergicreactions to bee strings, kids who fallout of vehiclesmoving from plantationto plantation, etc., etc., etc. Now youtry to' train your pruners, wife,husband, children or whoever workscheapest. You'll 'never know that youplanted too many trees until now. Eachyear the trees get bigger and thepruning job gets bigger. What startsout as a weekend's work rapidly turnsinto every weekend and every night af-ter work. As the trees from severalyears planting continue to grow, thejob mushrooms into "How I spent mysummer vacation" for the kids.-I don't mean to be discouragingabout growing trees. But there is a lot

of unforseen labor and hazards toproduce a high quality tree. It's likeraising children, and it will consumeabout the same amount of time. At thepresent time you make a handsomeprofit in the tree business andeverybody and their brothers know thisnow. Everybody from the west to eastcoast who had vacant land have plan-ted it to trees. Knowing that it takes 10-20 years to grow a crop of trees, I fir-mly predict a tree glut. I predict thatthere are enough trees planted todaythat in the very near future the Christ-mas tree business will not be asprofitable. The National ChristmasTree Association has done extensivestudies and research on the future ofour industry. Their studies show thatartificial trees have been increasingtheir share of the market by 4.10% an-nually since 1978. About 78% of allhomes are using trees as a part of theirholiday celebration, but the share ofthe homes using real trees is decreasingat an annual percentage rate of 2.66.At this time I don't plant any trees

that wouldn't make good timber. If youdo decide to grow trees, do yourself afavor and join your state and nationaltree growers associations. Then find atree grower that you feel is successfuland with his advice maybe you will saveyourself some time and money and notmake the same mistakes that he has. •••

It has been said many times thatnecessity is the mother of invention.Certainly the current decline in tim-berland values as an investment hascreated a need for an inventive alter-native. The "like-kind exchange"described in Section 1031of the IRS taxcode would permit you to trade formore valuable property of a like-kindand defer the taxable gain until the newproperty is sold. Howevervyou mayelect to keep the new property anddefer the gain for an indefinite period,or trade up again and repeat theprocess.Timberland was considered an ex-

cellent investment in the early 1980sbecause it was believed that its valuewould always increase relative to the in-flation rate. Today, however, it isestimated that more than nine millionacres are for sale in the market. Accor-ding to recent news reports, companiessuch as Weyerhaeuser, InternationalPaper, Boise Cascade, and ChampionInternational have taken pre-taxcharges against earnings, or similiarmoves to cover anticipated losses fromthe sale or closing of some woodproducts manufacturing operationsand other anticipated losses associatedwith various timber operations. One ofthe key factors that has caused thedownturn in the wood productsbusiness is the huge increase in imports.And by all estimates, there is no end insight to turning the import situationaround.

It's obvious that an investment intimber is a long-term investment, andcarries some substantial risk in additionto poor economic market conditions.Fire, pestilence, and disease can destroyyears of hard work. Companies andprivate timberland holders shouldseriously consider shifting some of theirtimber investments to more productiveinvestments by utilizing the exchangetechnique. In other words, put thatcapital back to work through invest-ment in viable commercial and residen-tial real estate.

Why exchange real estate? Over thelast decade, according to industry sour-ces, the average selling price of existingdwellings increased by 1880/0 from$25,700in 1970to $74,100 in mid-1980.Supply and demand, coupled with con-tinuing inflation, have escalated valuesconsiderably in all types of real proper-ty. All things being equal, real estatehas proven to be a true hedge againstinflation, unmatched by most otherassets. Real estate has more to offerth~ being just a hedge against in-flation; through the tax mechanism ofdepreciation, enhanced by leverage,real estate offers substantial current taxadvantages ~ well. Exchanging andrefl?ancmg will permit you to postponepaying your accruing capital gains taxliability. More important, you can owna property with a higher appreciationrate on which inflation can boostprofits. When you sell the home, youcan benefit from tax deferral and con-ve~si(:mof ordinary income to capitalgam mcome, thus, resulting in a muchlower tax rate thari ordinary income. Aproperty exchange is a sophisticatedtechnique for maintaining leverage andparlaying the principal untaxed. Realestate can be swapped without eitherside being required to recognize gainsas from a cash sale. The properties willnot necessarily have identical marketvalues or equity portions; one partymay really want liquidity, not anotherproperty. So each trade must beengineered to meet individual needs.How does one determine if a like-

kind exchange is the right thing to do?A low "carry-over" basis from theoriginal property reduces depreciation.deductions on the replacement proper-ty, and if you reflect a loss on theoriginal property, you will lose thededuction for it in a like-kind exchangeeven though the loss will be reflected ina higher basis for the replacementproperty.I am not suggesting that you should

divest yourself entirely, but diversify,Diversification into real estate' duringthis period of time, considering thecurrent economic environment in thetimber business, can provide a positivecash flow. As an added advantage, youcan exchange the cutting rights and stillmaintain ownership of the land. Thecreative like-kind exchange can,through diversification, enhance yourportfolio by spreading the risk.

Why would a developer exchange hishomes for timber? Although the pricemay vary, for the sake of this example,assume that the developer has a cost of75 cents on the dollar: and the ap-praised value of the finished home is$100,000: His acquisition, the tim-berland, has a fair market value of$100,000. Both parties agree that theirassets are of equal value and agree tothe exchange in the absence of a cashbuyer for either property, or at the veryleast, a cash buyer that is not willing topay the price. The timber owner's basisis probably much lower than thecurrent market value, so in addition toa sizable gain in profit, he also receivesthe tax-advantages of the 1031 tax freeexchange mechanism. The developeron the other hand will ultimately enterinto another transaction with his timberand convert that asset into hisoperating needs, profit margin intact.Bottom line: a cashless, tax advan-

taged exchange that has served bothparties equally. Need I say more?

Like-kind exchanges are complex,and it is best to use a specialist whenconsidering property exchange.The main consideration, therefore, is

the operating forecast for your presentproperty. If it no longer suits yourfinancial and tax goals, exchange it or,failing that, sell it. ••••

The Eastern Black Walnut seems tobe a very useful tree. The cultivatedvariety grows huge nuts and, I read,ground-up hulls contain some oil saidto be one of the finest commercialpolishing compounds. We all know thedelectable taste of the nut meat, par-ticularly in fudge.

I have grown a 6 to 7 year old treethat is about 5 inches DBH and alreadybears nuts. Someone told me that atight chain wound about the tree causesan excellent wood grain.

Why don't we forest owners givemore space to the planting ofdeciduous trees, like the walnut, insteadof the conifer? +

teresting walk, as the Ives have real-ly used their property intensively.There are 60 acres of Christmastrees of all sizes, and the Ives operatea choose and cut Christmas treebusiness. There is about an equalacreage of white pine plantation, anatural 52-year-old stand of whitepine, and of a thinned red pine plan-tation. There are also hardwoodstands which have been thinned.Because of the good care they havetaken of their woods, the Ives have

Twelve years or so ago we planted afew black walnut seedlings in ourbackyard. This year, for the first time,they produced heavily, 5 or 6 bushels ofunhusked nuts.

" But, how to get the husks off easily,j so the nuts could cure and dry? I drilled. 1-1/4, 1-3 8, 1-1/2, and 1-5/8 inch~,holes in a yellow pine board andproceeded to drive the nuts through themost likely hole with an ordinary car-penter's hammer. Most of the husk wasremoved in the process, but the nutmust be caught and placed so the huskthat remains on the bottom as the nut isdriven through is placed to the side asthe nut is driven through a second time.

There is an easier way, though. Iborrowed a corn sheller we used tohave on the farm. It did a much fasterand cleaner job of removing the husk.

I would like to hear from other blackwalnut growers to learn their methods.Some say they place the nuts in adriveway and drive over them with thecar. I once backed into a driveway witha loaded pick-up truck and heard asound like firecrackers. It was butter-nuts being smashed and ruined.

Retired Cor-nell professor E. 1. Stonewrote a pamphlet justbefore he retired on thesubject of a home madesolar firewood dryer. Itlooked like a glorifiedgreenhouse.
