"Trees, Glorious Trees"

Remember the musical "Oliver" and the great song "Food, Glorious Food?"For me, it's ''Trees, Glorious Trees!"

Perhaps food and trees do have something comparable in that each may betaken for granted until we have a threat to the supply, through disease or misuseof quantity. Fortunately, most of us have never been seriously starved, perhapsjust hungry. We THINK we know the feeling of those who have suffered malnu-trition and hunger. But - how many of us really understand what it would be likein an environment void of trees? The threats are there! In the cities the elms' dis-ease was a shock to the community at large, before that the chestnuts. Currentlythe beech blight, gypsy moth damage, maple and ash dieback are creating bigproblems. Where will it all end?

For twenty-two years NYFOA has been trying to help people develop a con-sciousness of the importance of trees in our environment. Whether one rents anapartment, owns a condominium, an acre, a woodlot, or a forest, the value oftrees in our lives should not be underestimated.

An example of a subliminal awareness: On a hot summer day, notice howthe parking spaces in a blacktopped parking lot are first taken where a tree hasshaded the spot! Restrictive measures for conservation in Davis, California aresomewhat of a surprise for those of us who live in this area of abundant water andadequate power. The building and development ordinances include such restric-tions or demands as shade trees for parking lots, as well as favorable exposure forsun and breezes for homes and apartment buildings.

NYFOA has been doing a fine job in reaching more people who can make adifference in the overall scheme of ecology. Our membership increases monthlyand we hope everyone will spread the word of better management of the wood-lands as well as the suburban and urban value of trees.

Trees are so vital to all our lifestyles. Let's continue to care about them and toknow more about their health and value for us and our state.

The New York Forest Owners Associ-ation was incorporated under the lawsof the State of New York on August 12,1963. The NYFOA grew out of twoForest Land Owners Forums held onNovember 9, 1961, and October 9,1962, at the N.Y. State University Col-

"lege of Forestry, Syracuse, New York.These meetings were sponsored bythe N.Y. State Forest Practice Boardwith the support of the ConservationDepartment, the College of Agricul-ture, the College of Forestry andabout 200 forest land owners. Fromthese meetings, the NYFOA was for-mally organized at the first springmeeting on April 27, 1963. This allsounds simple when you say it fast, butit took a lot of study and careful con-sideration.

At the Second Forest Land OwnersForum in October, 1962, ChairmanHarold Peet called upon Dean Hardy L.Shirley to outline services and objectivesof a proposed forest owners association.More than 100 forest land owners andothers voted overwhelmingly to estab-lish such an association. A FacultyCommittee on Forest Land OwnersAssociation was set up at the SyracuseCollege of Forestry. This committee wascomposed of Dean Svend Heiberg,Chairman, Dr. William A. Duerr, Dr.Paul E. Graves and Prof. Ralph G.Unger. Much thought and effort wentinto the planning and preparation of aconstitution and by-laws for the propos-ed NYFOA.

At the first Annual Meeting of theNYFOA on April 27, 1963, at the Col-lege of Forestry, a Board of 15 Directorswas elected. These, in turn, electedTheodore T. Buckley, President;Harold J. Evans, Jr., First Vice-Presi-dent; Harold H. Smith, Second Vice-President; and Barbara S. Pittenger,Secretary- Treasurer.

By May 11, 1963, Barbara Pittengerfound the rapidly growing demands onthe Secretary-Treasurer too time con-suming. She retained the post of Treas-urer but resigned as Secretary. TheBoard appointed Floyd E. Carlson asSecretary. By this appointment the Col-lege of Forestry made available toNYFOA the services of Floyd Carlson,his secretary and the facilities of his of-fice at the college" In effect, the NYFOAhad acquired an Executive Secretary.

One of the questions asked everyyear by old and new members alike is:"Will, or can, the NYFOA survive?"The answer probably is, "The NYFOAwill survive as long as its members wantit. "

There are great advantages in a paidor subsidized Executive Secretary - theprimary one being to remove the re-sponsibility of day-to-day administrationfrom the shoulders of the membership.The removal of this responsibility per-mits the membership to become lazy.Soon the Executive Secretary is notonly performing the administration, buttends to direct policy and developmentwith the consent of the membership.

The alternative to an Executive Sec-retary is dedicated volunteer service.The problem is again related to mem-bership laziness. When the NYFOAfinds a dedicated volunteer, it tends towork that volunteer to death or frustra-tion.

The Forest Owner started in 1963 asa newsletter from Floyd Carlson's office.It has developed into an influential pub-lishing enterprise requiring the dedica-tion of several volunteers, chief ofwhom is the Editor. This is a businessenterprise that consumes more thantwo-thirds of the annual budget.

During 1963 and early 1964 theTreasurer had the job of collecting thedues and monitoring the membership.By August 1964 this job became toomuch for Barbara Pittenger and sheresigned. A new job of MembershipSecretary was created and combinedwith the job of Treasurer. Mrs. Luella B.Palmer took over this job and held it un-til October 1969, a few months beforeshe died. During her tenure as Mem-bership Secretary, Mrs. Palmer had tocollect the dues, update the mailing listfor the Forest Owner and carryon acontinuous correspondence with indi-vidual members. Upon the resignationof Mrs. Palmer the job of Treasurer wastaken over by her husband Emiel, whohad long been a key supporter ofNYFOA.

Associate Dean Svend Oluf Heibergdied February 5, 1965, and NYFOADirector Dorothy Wertheimer proposedthat the NYFOA set up an AnnualAward in his memory. The first HeibergAward was granted to Dean HardyShirley in 1966.

Floyd Carlson retired in 1969. Withthis retirement the administrative sup-port of the College of Forestry lapsed.The NYFOA went through an anxiousperiod of readjustment. The Forest

Owner went through several volunteerEditors in succession until Alan Knightset it on a definite road to improvement.The Membership Secretary problemwas eventually solved by the appoint-ment of Helen Varian who carried on inthe tradition of Luella Palmer until 1981when the job was taken over by GeorgeMitchell. Following the retirement ofFloyd Carlson, Lewis DuMond was ap-pointed Recording Secretary where heserved with dedication until 1984.

In April 1978, Evelyn A. Stock tookover as Editor of the Forest Owner afterseveral interim editors. After nearly sixyears of dedicated service to this job shehas decided to retire.

The New York Forest Owners Asso-ciation is a permanent forum for forestowners of all kinds to express theirideas, exchange experiences, advancetheir knowledge and to accommodatetheir differences.

THE HEIBERG AWARDSvend Heiberg is credited with the

initial proposal to establish an Associa-tion of Forest Landowners in New YorkState. Shortly after his death the Boardof Directors of NYFOA set up a Com-mittee, under the Chairmanship ofDorothy Wertheimer, to establish anaward in his memory.

At its 20th meeting held in Syracuseon November 6, 1965, the NYFOABoard of Directors heard a report bythe Heiberg Memorial Award Commit-

. (tee. This report was unanimously ap-proved. The first award was made atthe Fourth Annual Meeting, held inSyracuse, April 30, 1966 to Hardy L.Shirley, who had worked diligentlywith Svend Heiberg to establish theNew York Forest Owners Association.

NEW YORK FOREST OWNERSASSOCIATION AWARD ...

WINNERSFor the past few years there had been

a growing concern on the part of theBoard of Directors about recognizingoutstanding service to the New YorkForest Owners Association and itsmembership.

Most of the people who work for theNew York Forest Owners Associationare not even paid expenses. Manymake considerable sacrifices in time,convenience, and resources.

In 1977, the NYFOA Board of Direc-tors voted to establish a New YorkForest Owners Association Outstand-ing Service Award.

The Heiberg Award recognizes out-standing service to Forestry in NewYork State, whereas the NYFOAAward recognizes service to the organ-ization. Designed primarily to recognizeoutstanding service by members, at thediscretion of the awards committee, itcould be awarded to a nonmember ofthe NYFOA.

Candidates for this award may besubmitted by any member of theNYFOA to the awards committee. It isanticipated that this award will be madeannually at the discretion of the NYFOABoard of Directors. Award winnershave been:

BYLAWS OFNEW YORK FOREST OWNERS ASSOCIATION, INC.

2. Regular or special meetings of the Asso. may be called bythe Board of Directors, or by direction of the President, orby written request of fifty (50) active members. All noticesof special meetings shall specify the purpose of suchmeeting, and be mailed to the membership 30 days beforethe meeting date.

3. A quorum at membership meetings shall be 25% of theactive members or 35 members, whichever is the smaller.

1. The New York Forest Owners Association, Inc. isincorporated under the laws of New York, with principaloffice located in the City of Syracuse, Onondaga County,New York

OBJECT:1. The Association is organized for the purpose of promoting,

protecting, and representing the interests of owners ofN.Y.S. forest lands.

LIMITATIONS:1. The Association shall take no part in, or support the

election or appointment of any candidate for political office.

MEMBERSHIP:1. Membership shall be open to anyone in sympathy with the

objectives of the Assoc.2. Any person, firm, association or corporation interested in

the general welfare of the forest lands of N .Y.S. shall beeligible to membership. Any firm, association, or corpora-tion may acquire more than one membership and maydesignate an individual to represent each membership, butshall be entitled to cast only one vote. Multiple membershiprepresentatives may be changed upon written notice to theAssociation.

3. Annual dues shall be announced in February and are dueand payable by March 31.Annual dues shall be as follows:Junior Member (under 21, non-voting) $3.00; RegularMember $10.00; Family Membership $15; "Gift"Membership $8.00; Sustaining $30 to $99.00;Contributing $15 to $29.00; Supporting Member $100 to$499.00; Sponsoring Member $500.00 and up. Beginningwith the 1980 annual meeting of the Association, and eachyear thereafter, a Schedule of Annual Membership Dueswill be presented for approval by the membership for thesuccessive calendar year. (See back cover)

ELECTIONS:1. Written applications for membership shall be made to the

Membership Secretary. It shall be regarded as a guaranteeon the part of the applicant of his interest in and sympathywith the purposes of the Assoc., and of his adherence, ifelected, to its bylaws, rules and regulations.

Election to membership shall be subject to the approvalof the Board of Directors.

2. Honorary members may be appointed by the Board ofDirectors, subject to approval by the membership.

EXPULSION:1. Any member failing to pay Asso. dues for one year shall

automatically be dropped.

RESIGNATION:1. Resignations shall be accepted by the Board of Directors for

paid-up members only.

MEETINGS:1. One annual business meeting of the Asso. shall be held

during the month of April within the State at a location,time and place designated by the Board of Directors. Noticeof such meeting shall be mailed by the Secretary at least 30days prior to such date to all regular active voting members.

BOARD OF DIRECTORS:1. The government of the Asso., the direction of its work and

the control of its property shall be vested in a Board ofDirectors consisting of 21 members, each in good standing,

2. One additional voting member of the Board may be ap-pointed by each regional affiliate.

3. The Board shall be elected by mail ballot sent to allmembers two weeks prior to the Annual Meeting, at whichtime the directors elected shall be announced. DUring orbefore January of each year, the Pres. shall appoint anominating committee with the secretary and membershipsecretary serving as ex officio members. The function of thenominating committee will be to see that one or morecandidates for each vacancy is nominated and that suchnominees accept the responsibility to serve if elected.Directors will be elected on the basis of voting plurality. Noperson may succeed himself after serving six consecutiveyears as an elected board member.

4. The Pres. shall appoint a committee of three tellers whoare not members of the Board or candidates for election,to count the mail ballots and report results to the Board.

5. Vacancies caused by death, resignation, or inability ofdirectors of officers to serve shall be filled by the Board ofDirectors until the next annual meeting. Five (5) successiveunexcused absences from Directors meetings shall be inter-preted as inability to serve.

MEETINGS:1. Meetings of the Board may be called at dates the Directors

agree upon.2. Special meetings of the Board may be called at any time by

the Pres.3. A majority of the Board will constitute a quorum.4. There shall be an annual meeting of the Board at the close

of the fiscal year and prior to the annual meeting for thepurpose of summarizing the year's work and developingcurrent plans.

OFFICERS:1. Within 30 days after the Annual Meeting, directors shall

meet for the purpose of electing officers and carrying outrecommended procedures.

They shall elect a President, First Vice President, SecondVice President from their own number, and a Secretary,Membership Secretary and a Treasurer who mayor maynot be directors. Candidates for any office of this Asso. maybe selected by the elected Board from first or second termdirectors whose term expired immediately prior to theannual meetirig.

No president may serve more than two consecutive oneyear terms.

The Board may appoint an Executive Vice President tobe the administrative officer of the Assoc., with duties topromote and carry out the objectives of this Assoc., subjectto the approval of the Board. He shall advise the board inmatters pertaining to the Assoc., and shall serve as liaisonwith other forestry related groups, conduct the publicrelations of the Assoc., aid in the formation and work of thecommittees, manage headquarters, and maintain Asso.records.

The Treasurer shall furnish a surety bond in such amountas the Board shall deem necessary, at Assoc. expense.

2. The duties of the officers shall be such as their titles indicate,and such as required by law, and as may be assigned tothem by the Board.

3. The President shall preside at all meetings and perform allduties incident to his office and advise such action as maybe deemed likely to increase the usefulness of the Assoc.The Vice President shall act in his absence.

4. The Treasurer shall receive and disburse the funds of theAssoc. on order of the Board. He shall keep all moneys ofthe Assoc. deposited in its name and submit a writtenfinancial statement at the close of each fiscal year.

5. The Secretary shall keep records of all transactions, sendout notices of meetings, keep accurate minutes of suchmeetings, and cooperate with the other officers in properlytransacting the business of the Asso. and assisting them inmaking their annual reports.

6. NO OFFICER may commit the Asso. either by writing orspeaking in matters of policy or controversy withoutapproval of the Board.

7. The Board of Directors at any scheduled meeting mayremove any officer by two-thirds (2/3) vote of the Boardpresent and voting.

COMMITTEES:1. There shall be an executive committee of the officers of the

Assoc., which may transact routine business in the interimbetween Board meetings, subject to the final approval bythe Board.

2. It shall be the duty of the Pres., with Board approval, toappoint the following committees to function during theensuing year:a. Membership Committee, with the Membership Secre-

tary as ex officio member.b. Publicity Committee of 3 members.c. An Auditing Committee of 3 members.d. A Program Committee of 6 members.e. A Budget Committee of 3 members.f. A Nominating Committee of 3 or more members.

3. The Pres. may appoint other committees as needed, or asthe Board desires.

TRUST PROPERTY MANAGEMENT BOARD (TPMB):1. The Board of Directors will appoint a Trust Property

Management Board of five members. Each member willserve for five years, and the terms will be assigned so thatthe term of one member expires each year and a newassignment is made. One year must elapse between termsserved by an individual as a member of this board.

2. The TPMB shall elect its own officers.3. Members of the TPMB will serve voluntarily without pay.4. Any member of the TPMB can be removed by a three-

fourths vote of the Board of Directors.

5. The duties of the TPMB shall be:a. To acquire property in the name of the New York Forest

Owners Association, Inc. and/or to manage property ina manner appropriate to the objectives of the corpora-tion.

b. To keep the Board of Directors informed of 911 matterspertinent to the trust property, and to make recommen-dations for consideration and approval at a regularmeeting of the Board of Directors.

c. To report at each annual meeting of the Association.

HOUSE ORGAN:1. The Assoc. shall publish at regular intervals a newsletter or

other type publication for the information, service andencouragement of its members.

2. A qualified Editor shall be appointed by the Pres. with theapproval of the Board. The Pres. may dismiss the Editorbut only after the approval by the majority of the Board.

REGIONAL AFFILIATES:1. The Board of Directors may designate any regional group

in New York State devoted to forestry and supporting theobjectives of NYFOA, as a regional affiliate.

2. A prospective regional affiliate should submit a written ap-plication to the President, indicating its objectives, numberof members, and names of officers.

3. The President should present the application to the Direc-tors for action, including a determination of the annual feeto be charged.

4. Each organization accepted as an affiliate may annuallyname one of its officers or members as a Regional Vice-President of the NYFOA. Each Regional Vice-Presidentshall be entitled to one vote in the Board of Directors.

CHAPTERS:1. Any region having 10 or more members may organize a

chapter of the Association for the promotion of member-ship, better forest land use, management and fellowship.

2. Each chapter shall elect a chairman, a vice chairman andsecretary.

RECEIPTS & DISBURSEMENTS:1. The receipts from membership dues and other sources,

when not specifically designated, shall constitute thegeneral fund from which all Assoc. expenses incurred shallbe paid.

2. No disbursement of funds of the Assoc. in excess of fifty($50.00) dollars shall be made without first being approvedor ordered by the Board. All disbursements are to be bycheck, signed by the treasurer. The Board may requirechecks to be signed by another officer of the Assoc.

BUDGET:1. Prior to each fiscal year, the Chairman of the Budget

Committee shall prepare a budget of anticipated revenuesand expenses which shall be submitted to the Board forrevision and approval, with final approval by the member-ship at the annual meetinq.

How Did I Get InvolvedIn Forestry

When my Dad retired as the Super-visor of the textile mill, he was restlessand bored. Along with my older broth-er, he started a woodlot; and, I workedfor him for spending money.

We started building roads and fire-breaks, miles of them, clearing land andplanting red and white pine. We'veplanted thousands of trees over theyears - most of them by hand using amaddock.

In 1954, I purchased a 130 acre farmupon which I planted Scotch pine forChristmas trees. My introduction to thisindustry was at a N.Y. Christmas Treebooth at the State Fair many years ago.When I observed the difference be-tween the sheared and natural trees, Idecided that Scotch pine that has hadannual pruning and shearing made abeautiful Christmas tree.

Thereupon, I planted over the years52,000 trees - twenty thousand ofwhich were planted by machine and theremaining by hand using a maddock.

We wholesaled and retailed at ourown lot for several years, along withmaking decorated Christmas wreaths.

Things went along smoothly until theSpring of 1971. After the heaviestsnowfall seen in my sixty-five years onthis earth, I decided to inspect my plan-tation to see what damage the snow had

done. I discovered that about 80% ofmy beautiful Christmas trees were dam-aged. I returned and informed Ruth thatwe were out of the Christmas tree busi-ness saying, "I'm going to let them growwild."

So now I have acres of Scotch pinethat just got away along with the originalpine. However, I do have quite a fewbalsam fir - native to our area - whichdo very well.

In 1968, I bought 375 acres at Pan-ther Mt. near Cooperstown. This is mix-ed Northern and Allegany hardwoodsuch as red oak, ash, maple, cherry andbeech.

Both of my woodlots are certified treefarms. I've had management plansdrawn up on both woodlots plus a totalof 350 acres of T.S.I. work done.

Over the years, my harvests havebeen good. Panther Mt. yielded 258million board feet of lumber and 450cords of pulpwood in six sales.

Ruth has supported me in forestryorganizations. We have set up booths atthe Woodsmens Field Days in Boonvillefor several years, had floats in theirparade, promoting our organization atthe N.Y. State Fair and Empire FarmDays.

Several years ago, we held a woodswalk at Panther Mt. to promote theproper care of this renewable resource.

Although experience has been myprimary teacher, I have attended shortcourses at Cornell and Syracuse. WhenI learned that "ribes plants" (currants,

gooseberries, ctc.) spread blister rustwhich kills white pine trees, I removedthe host plants and proceeded to warnother woodlot owners. "Spreading theword" is what I like to see all treefarmers do.

I believe a woodlot is a lot like agarden. It has to be worked and caredfor. When it reaches maturity, it shouldbe harvested.

I would recommend that every wood-lot owner have a management plandrawn up by a forester; and, follow hisrecommendations.

I've been a director of the NYCTGAssociation for six years, a chartermember of NYFOA and a director ofthis organization for nine years.

In 1979, I received an award for Out-standing Service to the NYFOA; and, inthe same year, I captured the Outstand-ing Tree Farmer for New York Stateplus the Middle Atlantic States award bythe American Tree Farm System.

Then and there I decided that life didnot begin at forty, but, for me, at 72years young.

My wife tells me that "Forestry shouldhave been my vocation rather than myavocation!"

In my association with the NYFOA, Ihave met many wonderful people fromall walks of life and made many marve-lous friends.

Sagamore MeetingSeptember 14-15, 1984

Our Fall meeting started out with aglorious, sunny Adirondack Fall day.Sagamore Lodge looked lovely andmost appealing. It was easy to under-stand why the early industrialists of ournation chose the settings and the archi-tectural styles they did as sites for relax-ation and contemplation.

After a fine meal of roast beef, in am-ple volume, the 90 of us present en-joyed a most informative slide shownarrated by Howard Kirschenbaum,Director of the Sagamore ConferenceCenter. This excellent slide show putthe history of the Adirondack region inperspective as well as helping to explainthe forces leading to the development ofthe unique architectural style of the"great camps" of the region. SagamoreLodge was built by the master of thestyle, Will Durant, as his own home.Only great financial difficulty forced himto sell it before his death.

Saturday provided us with a glimpseof another side of the Adirondack Fallseason. The day broke on a heavycloud cover promising rain to come.That promise was kept. After a heartybreakfast, Mary McCarty led the meet-ing, bringing the 100 members presentup to date on our organization's activi-ties. We approved the Regional Affiliateby-law amendment, honored EvelynStock with a rousing ovation for hermany years of service as our Editor, andshared information on the doings of theBoard of Directors.

Mike Demeree, Tax CommitteeChairman of the Forest Practice Boardand I then discussed the status of foresttaxation legislative proposals. Mikefocused on a proposed amendment to480A which he urges our organizationto support (this is futher discussed in anarticle Mike wrote for this issue of theForest Owner). I followed Mike with abrief discussion of a proposal offered byRosemary Nichols, Executive Directorof the New York Land Institute. The In-stitute's proposal suggests legislationproviding for "Forest Districts" analo-gous to "Agricultural Districts." Aftersome discussion of both approaches todealing with the problem of escalatingforest land taxes, I took a "straw poll" ofthose present to assess the willingness ofour organization to "enter the fray" ofpolitical activity in the interests of theforest owners of New York. The handvote was overwhelmingly in favor ofgetting involved. Since the few oppos-

ed, however, were people I hold in highregard (including at least 2 Board mem-bers), I regard the vote as only an indi-cation of interest and not yet a mandateto get NYFOA involved.

Next we ventured outside to get intouch with the environs of Sagamore(and, unfortunately, with acid rain aswell). First, we enjoyed a demonstrationof a portable chainsaw mill by Rob Sper-ber of Sperber Tool Works Inc. Rob andcrew showed us how easy it is to pro-duce rough lumber from logs withouthaving to haul the logs (and their slabs)to a sawmill. Such mills ought to be at-tractive to those of us wanting modestsupplies of lumber for woodworkingand repair.

Last, we took a short walk through aclearcut area of forest which is now apart of the forest preserve. The incle-ment weather made the walk a shortone. After a brief look, we adjourned tothe meeting hall of the lodge where DickSage, of the SUNY College of Environ-mental Science and Forestry's Hunting-ton Forest Staff and I led a discussion ofthe implications of even-aged manage-ment. Dick, who is an "expert" on wild-life effects of forest management, em-phasized the wildlife effects of clearcut-ting. The purpose of the discussion wasto point out that clearcutting is not all"bad." When consistent with theowner's objectives, even-aged manage-ment may, via clearcutting's drasticmodification of the forest environment,produce results which are more in keep-

ing with the needs of the owner thanselection cutting. Clearcutting has got-ten much bad press in recent years andDick and I wanted to explain that it is anoption some landowners should con-sider in the interests of both "good for-estry" and their own short term needs.

Although the weather didn't cooper-ate fully, I and 100 of our fellow mem-bers had a pleasant sojourn at Saga-more. ·1 wish that more of you couldhave shared the experience with us. I'dlike to meet the rest of you at our annualmeeting in April in Syracuse.

Sleeping Giant AwakesDavid W. Taber

A proliferation of highly educatedloggers is about to occur. Although his-torically education was kept from log-gers, partially by design and partially bydefault, tradition as a basis for actionhas been circumvented.

Loggers of the late 1800's are gone.Loggers of the first half of the 20th cen-tury soon will be leaving if they haven'talready. Now, a new breed of loggers isemerging. As noted in early 1973 byRonald Baldwin, a former president ofthe New York State Timber ProducersAssociation, the new loggers will beknown as timber harvesters.

The sleeping giant can be consideredas the awakened loggers who are highlyeducated and who are known as profes-sional timber harvesters. Tremendouspower will be unleashed by thesewoodsmen and woodswomen whoknow and understand important prin-ciples of natural forest-resourcesmanagement, wildlife biology, sociol-ogy, politics, economics, logging sys-tems, communications, personnelmanagement and business manage-ment.

Perhaps the turnabout started withReverend Frank A. Reed, who isknown as the Sky Pilot for loggers. In1917 he began listening and talking tologgers in their logging camps, and thatwas about six years before he was or-dained a minister. Then in 1939 Rever-end Reed founded "The Lumber CampNews," a forerunner of "The NorthernLogger and Timber Processor" maga-zine that is published by the Northeast-ern Loggers' Association, Old Forge,New York. This loggers' association wasofficially created in concept on May 23,1952 by unanimous vote of nine men,at an Albany, New York meeting.

"The Timberman Newsletter" wasestablished by Cooperative Extension inPennsylvania in 1968 and this became amodel for subsequent newsletters inNorth Carolina, New York and Maine.These newsletters were built on recog-nition of the need to have educated log-gers in order to allow loggers to helpthemselves while simultaneously con-tributing to improved forest manage-ment practices and increased socialbenefits.

The sleeping giant had been nudged.As he began to awaken and thosearound him also awakened to the

power of knowledge, the pride of a skill-ed crafts-person, and the benefit of self-help, tradition was gently put to sleep.Professional foresters; sawmill mana-gers; wood procurement staff of papercompanies, veneer mills, fiberboardplants, and sawmills; and loggers as wellas educators and government forestrystaff began to change their heritage ofideas that loggers were "bad" and need-ed to be controlled one way or another.This traditional perspective began tofade. All of these "forestry people," justmentioned, talked about such things asprotecting the woodland owner andmaking loggers follow prescribedoperating techniques "ordered" bythem.

But in the late 1960's, throughout the1970's, and up to this very moment,"forestry people" have been recognizingthe value of unleashing the potential in-novativeness, resourcefulness, knowl-edge and skill of loggers. By developingand providing an environment throughactions and educational efforts, "for-,estry people" recognized that a trans-formation could occur which wouldhelp loggers to help themselves becomeprofessional timber harvesters.

The sleeping giant is no longerasleep. He is getting up. We in the for-est industry as well as those who havethe privilege of purchasing wood, waterand wildlife products, scenic views, andexperiences based on somebody else'sforests are beginning to realize that it is awin-win situation when the logger

emerges as a professional timber har-vester.

Knowledgeable, skilled, and profes-sional, the timber harvesters who areemerging have pride in their abilities,their independence, their production ofwood products by environmentallysound methods, and their financial andsocial contributions to a free, capitalisticdemocracy.

Professional timber harvesters may belooked back upon at some time in thefuture as leaders of the logging industryhaving a heritage of honor, pride andcourage that simultaneously led to morebountiful forests and satisfied woods-workers throughout the nation.

I will have to agree with you that themagazine may be overbalanced with ar-ticles about well managed timber har-vests. We will try to have more articlesconcerning other aspects of forestownership.

In our defense, I would like to saythat we have used a study of our mem-bers conducted by Jim Lassoie as aguideline to what our members are in-terested in. There were 380 memberswho answered the survey. One of thequestions asked was what the memberswould like more information on. Someof the subjects mentioned and numbersof members specifying that subject areas follows:

listed.It is true that in Europe they plant

trees more than we do in the EasternU.S. That is because they have mostlysoftwoods while we have mostly hard-woods. Hardwoods reproduce abun-dantly by themselves.

It was hard for me to believe, but a re-cent forest inventory of New York con-ducted by the U.S. Forest Serviceshowed that in N.Y. we are annuallygrowing considerably more wood thanwe are harvesting. The forested acreageis still increasing due to native hard-woods seeding into abandoned fields,as well as some fields being planted tosoftwoods.

I hope we will see you at some of ourmeetings and woods walks.

me for reply. I have heard the samerumor, as had some of the Foresters atthe Department of Environmental Con-servation office here in Cortland.

We called the Bureau of Indian Af-fairs in Syracuse that oversees theOnondaga Indian Reservation. Theywere not aware of any treaty giving In-dians the right to cut black ash on any-one's property.

They suggested that we call the law-yer in Albany who works for New YorkState and who is the expert on legalquestions regarding Indians.

To make a long story short, there isno truth to the rumor, and Indians can-not legally cut black ash on any land buttheir own.

Forest Owners Association offers to itsmembers is the "Woods Walk". pro-gram. In 1984 there were four of them.

Number 1 was held on July 21 at aforest that Hartwick College owns nearOneonta. Number 2 was August 11 atthe forest owned by Alec Proskine nearIthaca. The third one was held October6 at the property of member Edwyn H.Atwood, Jr., 30 miles south of Roches-ter. On October 20 the 4th one washeld on 3 properties near Skaneateles.

These walks are very informal and at-tended by a professional forester as wellas the owner of the property. Every-one's questions and comments arewelcome.

The number attending is usually smallenough so that everyone has a chanceto be heard. It is a fun program whereattendees can compare their woods andactivities to those of the host.

Anyone who would like to offerhis/her property for a woods walk in1985 may write to the editor of theForest Owner.

New York State ForestTax Law Update

Taxation Committee

This (480 A) important tax law seemsnow to be quite solidly implanted in ourNew York State laws. However, inorder to be of real benefit to New Yorkforest owners, and to our state overall,some amending of this legislation isneeded. The itemized listing below pre-sents an abbreviated but accurate ac-count of the needed amendment asworked out and suggested by the NewYork Forest Practice Board TaxationCommittee.

These amendments were incorpo-rated into a bill and introduced in the1983-84 session of the New York StateAssembly by Conservation CommitteeChairman Maurice Hinchey. The billwas numbered (A 647) and passedthrough the Real Estate Committee, butdid not receive favorable action by thelegislature. Due to this being the end ofa two year session, this bill will not bereintrod uced.

Assemblyman Hinchey's office doesassure us, however, that a new bill willbe introduced by him in the '84-'85 ses-sion. We also are assured by the NewYork State Department of Conservationthat unless new unsatisfactory chargesin the bill are made, the bill will receivethe department's full support as in thepast. We believe this bill will also carrythe active support of the local taxingauthorities who feel that (480 A) withthe proposed amendments is a needed,worthwhile law.

As of May 1, 1984 - three hundredseventy-four woodland properties total-ing 138,311.97 acres have been cer-tified under this law. This represents aslow start as expected but with thepassage of the needed amendments, fargreater activity can be expected and thetotal forest acreage subject to fair realestate taxes and receiving proper wood-land management can be expected toexpand rapidly. Following are lists ofcomparisons of proposed amendments.

tree so it won't be recounted. Powdered lime in a sock slappedagainst the tree- gives a good temporary mark. It will wash offwith rain and will not be confused with paint marks used todesignate trees to be cut. Proceed through the woodlot in anorderly manner so that no areas are missed, marking the treeson the side towards the unfinished portion. Tally volumes ac-cording to species. .

Sampling method: Some foresters use one-fifth acre plots toestimate the volume per acre. You will have to know the acre-age of the timber stand in which you are working. Cut a pieceof rope or twine at 52.7 feet. This is the radius of a circle one-fifth acre in size. Determ ine on a map or aerial photograph thelocation for plots. A grid pattern will help insure that you arenot just sampling the best or the poorest timber. By pacing, lo-cate on the ground your one-fifth acre plot centers. Estimate

People who estimate for a living call it "timber cru ising."Timber can be estimated in cords, board feet, cubic feet, tons,and even in BTU's. Pulpwood is usually estimated in cords ortons. Sawtimber generally is measured in board feet. Most saw-mills in New York State measure board feet volume of logs andtimber by the Doyle log rule.

You can cruise timber by the 100 percent method or bysampling. Using the 100 percent method, a person estimates thevolume of every tree on the woodlot and adds them together.Obviously, this can only be used practically on small woodlots.Larger landholdings require a sampfing procedure, which is ex-panded to calculate the total volume of timber in the stand.

100 percent method: Estimate the volume of sawtimber ineach tree. As you tally each tree, it is a good idea to mark the

Multiply the vol-ume by 5 and you have the volume per acre. By averaging allthe sample plots you will have an average volume per acre,which when multiplied by the acreage of the timber stand willgive you the total volume of timber.

Estimating Individual Trees: Below are diameter and heightscales which can be cut out and glued to a one-inch square stickor dowel, 25 inches long. Cut along the horizontal lines andacross the ends of the diagram below Match up the diameterscale end to end at "A" and match up the height scale end toend at "8". To determine the diameter of the tree, hold thecruisinq stick against the tree and 25 inches away from youreye. Look across the left end so that the end of the stick is atthe left side of the tree. Read the diameter of the tree where

you see the right side of the' tree across the stick. Diameters aremeasured at 4'h feet above ground.

To measure height in logs, hold the stick 25 inches fromyour eye with the bottom of the height scale at the base of thetree where it would be cut and measure to the top of the use-able height.

Use the volume table below to find board foot volume ofeach tree from your height and diameter information. Th isgives you a gross volume. Deductions should be made for defectssuch as rot, excessive crook or sweep and other problems.

Of course, accuracy in estimating timber comes only fromlong experience in seeing timber cut and sawn. However, thisprocedure will help you better understand the status of yourgrowing stock.
