Powerful Indian politiciankilled in chopper crash

HYDERABAD, 4 Sept — Rescuers retrieved the bodies onThursday of a powerful Indian politician and four otherswhose helicopter crashed in dense jungles during a poundingrainstorm.

The helicopter carrying Andhra Pradesh state ChiefMinister YSR Reddy lost contact with air traffic controllersWednesday morning, setting off a frantic 24-hour searchoperation involving the army, air force and police in astronghold of Maoist rebels.

On Thursday morning, air force helicopters found thecrash site by tracking a mobile phone signal picked up afteran SMS was sent at midday Wednesday to Reddy’sbodyguard, who was also on the helicopter, Press Trust ofIndia news agency reported, quoting an unidentifiedgovernment official. It was not clear why the signalcoordinates had not been traced the day before.

Rescuers finally reached the scene after hacking throughhilly jungle. They found the mangled remains of thechopper and charred bodies of all five people on board.Reddy, 60, was accompanied by the bodyguard, an aideand two pilots.—Internet

Blasts kill six at Serbiamunitions factory

BELGRADE, 4 Sept — A series of explosions lateThursday at an ammunition factory in central Serbiakilled at least six people and injured 10, police said.

They said the explosions occurred around 10 pmlocal time (2000 GMT) in the town of Uzice, about 150kilometers (95 miles) southwest of Belgrade.

At least four blasts took place at an undergroundsection of the factory, Uzice Mayor Jovan Markovicsaid.

He said that firefighting teams have contained theflames and that he doesn’t know how many peoplewere in the facility when the explosions occurred.

Jimena weakens as it plowsinto Mexico, killing one

LOS CABOS, 4 Sept — Hurricane Jimena unleashedflooding that killed at least one man and cut offhundreds of people in remote fishing villages onMexico’s Baja California peninsula before mellowinginto a drifting tropical storm on Thursday.

The 75-year-old victim drowned when his houseflooded in the village of Mulege on the west coast ofthe peninsula, said Jose Gajon de la Toba, director ofCivil Protection in Baja California Sur state. He saidone other person was missing in the fishing village ofSan Buto.

Two US soldiers diein vehicle accident in IraqBAGHDAD, 4 Sept — Two US soldiers died and five

injured in a vehicle accident in northern Iraq, the USmilitary said on Thursday.

The two soldiers, assigned to Multi-NationalDivision-North, were killed on Wednesday in avehicle roll-over accident in the volatile province ofDiyala, a military statement said without givingfurther details.

The names of the deceased are being withheldpending notification of next of kin, it added.

fuel tankers hijacked by Taleban militants in northernAfghanistan, sparking a huge blast that killed up to90 people, including 40 civilians, Afghan officials saidon Friday. Militants seized the two trucks, which weredelivering fuel to NATO forces, around midnight nearthe village of Omar Khel in Kunduz Province, andthe alliance launched an airstrike when the Talebanfighters stopped the vehicles at a river crossing, PoliceChief Gulam Mohyuddin said.

One police official estimated at least 90 people werekilled, and that 40 of them were civilians, includingsome who were receiving fuel being distributed bymilitants at the crossing. The Labour Depart-ment is expected to reporton Friday that the joblessrate increased to 9.5 per-cent in August, from 9.4percent in July, as em-ployers cut 225,000 jobs.

Improving economy notlikely to lower jobless rate

According to data re-leased by the Korea Au-tomobile ManufacturersAssociation, August’s au-tomobile output marked232,552 units.

Minor quake hits Tokyo’s vicinityTOKYO, 4 Sept—A minor earthquake measuring

4.5 on the Richter scale jolted Tokyo and neighbour-ing Chiba Prefecture, the Japan MeteorologicalAgency said on Friday.

The focus of the quake, which occurred at 11:30am, was located some 80 km under the sea ofHokuseibu of Chiba, said the agency. The quake,measured an intensity of three in the Japanese seis-mological system of seven, is felt in the Tokyo met-ropolitan area.—Xinhua

JAKARTA, 4 Sept—An earthquake with magnitudeof 5.6 jolted western parts of Indonesia on Fridaymorning, but there was no report of damage or casu-alties, the Indonesian Meteorology and GeophysicsAgency said.

Earthquake hits Bangladesh,no damage report

DHAKA, 4 Sept—A strong earthquake, measuring6 on the Richter scale, shook Bangladesh early onFriday morning, but no damage has been reported.

The quake struck the entire country at 2:51 amand the epicenter was 460 kilometer northeast ofDhaka at Myanmar-India border, a spokesman withthe meteorological office in the capital Dhaka toldXinhua by telephone.

China stages biggest maritime rescue exerciseNINGBO, 4 Sept—China’s maritime rescue services staged their biggest ever ex-

ercise in the East China Sea on Friday to test rescue capabilities and security forthe Shanghai World Expo in 2010. The exercise, jointly held by the Ministry ofTransport and east China’s Zhejiang Province, involved 35 ships, three aircraftand more than 1,000 personnel, said He Yipei, deputy general director of the exer-cise and deputy director of the Zhejiang Maritime Safety Administration.

The exercise began at 9 am off the coast of Ningbo and lasted about an hour.The exercise simulated a collision between a passenger ship carrying 390 peo-

ple and a cargo vessel loaded with chemicals, resulting in a fire on the passengership and a benzene leak.

Rescuers transferred the people in danger, treated those overcome by fumes,controlled the chemical leak, searched for people in the water, put out the fire andevacuated 16,000 people living along the coast in the area of the exercise.

assessed on Thursday the emergency relief needs inthe aftermath of the massive earthquake that struckIndonesia on Wednesday, a UN spokesperson said.

The team, consisting of representatives from theUnited Nations Development Programme (UNDP), theUN Population Fund (UNFPA), World Food Pro-gramme (WFP), the UN Department of Safety andSecurity (UNDSS), the World Bank and the UnitedNations Office for the Coordination of HumanitarianAffairs (OCHA), started its mission in Tasikmalaya,South Bandung, Garut and Bandung district, MarieOkabe told a daily news briefing.

They will visit the remaining affected districts ofCiamis and Cianjur on Friday while OCHA will holda meeting to finalize the results of the assessment,Okabe said. An earthquake measured about 7.3 on theRichter scale hit West Java Wednesday around 2:55pm local time. Indonesian authorities said on Thurs-day that the death toll has climbed to 57 and more than3,000 people have been forced from their homes.

Another 42 people are missing and feared buriedfollowing a landslide in Cianjur district and almost24,000 houses were either totally or partially damagedin the earthquake, with some 367 schools and 353places of worship in West Java also affected, accord-ing to OCHA.—Xinhua

Recent Kokang issue attracted widespread criti-cisms from foreign media. In particular, certain mediaaired many broadcasts based on idle speculation thatnational races turned down the government’s offer ofreforming national race armed groups into a frontierforces before the forthcoming elections, so the tensiongrew, and the government waged an attack on Kokanggroup as an exemplary punishment. Those news pro-grammes are designed to drive a wedge between thegovernment and national race armed groups as well asto mislead the international community into misun-derstanding that the government is committing humanrights violation by launching unjust attacks on Kokang

In reality, Kokang group used to be anarmed group under the influence of Burma Com-munist Party (BCP). In March 1989, it brokeaway from the BCP, and returned to the legal

fold under the name of the Myanmar NationalDemocratic Alliance Army (MNDAA). The groupis the first of its kind to return to the legal fold. Thegovernment designated an area as Special Region(1) in Shan State (North) for it. Thenceforth, thegroup has engaged in the tasks to maintain stabil-ity, peace and development of the region in har-ness with the government, and Kokang Region hasnow developed remarkably if compared with itsconditions previously. Surely, local residents werehappy with better living conditions resulting fromstability, peace and economic growth.

Moreover, the delegate group of Kokang group

attended the National Convention and played anactive role in the proceedings of formulating theconstitution. According to the approved constitution(2008), Kokang Region will be a self-administrationone. That is why the government is taking prepara-tory measures for the sake of forthcoming adminis-trative machinery and judicial machinery.

All the conditions are satisfactory and Kokanggroup members and local people want to lead apeaceful life in the framework of the law. In contrast,the leaders of Kokang group were unable to suppresstheir sense of rapacity, and turned violent. Bluntly, itis for generations they have ignored regional andpublic interest, and focused on that of their familiesand relatives. They, like warlords, put their subordi-nates completely under their thumb and have been a

pretty well-off tribe. But, the more they were afflu-ent, the more they wanted. There have been severalclashes among Kokang nationals, vying each otherfor business, territory and power.

In that regard, I would like to present a truestory. “Phon” group (Phon clan) led by U Phon KyaShin and “Yan” group (Yan clan) led by U Yan MoeLyan, vying for power, have fought each other atfull scale as Phon-Yan affairs for two times. Moreo-ver, they hired armed groups of other national racesfor military purposes. And armed groups of certainnational races joined the armed conflicts on eitherside under the pretext of kinship. To be frank, they

were locked in the devastating conflicts. The truestory is, in reality, endless. So many times, thegovernment had to intervene in the issue in orderthat Kokang Region again would not see inferno ofarmed conflicts stemming from contradiction, andstability and peace would not deteriorate. In the end,the government had to allocate separate areas forthe “Phon”, “Yan” and “Mon” groups. To say shortand to the point, “Phon” group came to power, andU Phon Kya Shin wielded power and authority asthe chancellor of Kokang nationals.

To present the objective conditions of KokangRegion as they really are, U Phon Kya Shin hasbeen the godfather of an armed Mafia. Instead ofworking for regional development and servingthe interest of the dwellers, the strong man mo-nopolized the region’s trade and economic ac-tivities for the sake of the prosperity of “Phon”clan. All the members were completely under thecontrol of his relatives, thus attracting generaldissatisfaction from Kokang troops and havingadverse effects on the socio-economic life of localpeople. Besides, they unjustly wielded powerwith the intention of making the government’sadministrative machinery less effective. One ofthem is that they replaced the language of thetextbooks prescribed by the government withKokang language and local dialects. Actually,they did hurt the human resource developmentof local national races. Such an undesirable domi-nation with force is completely unacceptable.They are some of the misbehaviors that showedto what extent U Phon Kya Shin’s group’s wield-ing power harmed the interest of locals.

July that there was an arms factory nearYanlonkyaing Village in Kokang; that Thu KawHon, a 43-year-old Chinese man, was taking chargeof running the factory; and that arms and ammunitionwere being smuggled. Acting on the tip-off,Myanmar Police Force combed and seized thefactory on 8 August. According to investigation, UPhon Kya Shin, U Phon Kya Phu, U Phon Tar Shwinand U Phon Tarli were held responsible for the case.So, MPF filed a lawsuit and summoned them tosettle the issue. If those responsible had solved theproblem in accordance with the law, it would nothave got worse. But it is natural that law breakersare quick to breach laws but reluctant to face alawsuit in accord with the law.

Now again, the U Phon Kya Shin’s grouprefused to address the issue legally for fear of facingthe law. Moreover, he arranged redeployment ofsome members of his Kokang troops in SpecialRegion (1). He himself moved to the border ofYanlonkyaing region. At the same time, false newswas manufactured that Kokang troops would befacing the government and there would be armedclashes in the region. Consequently, there causedinstability in border region and some local peoplefled in fear to other regions of the country and theother neighbouring nation. It was clear that thosewho initiated destruction of regional peace byspreading rumours were none other than thegroup of U Phon Kya Shin. Their acts caused

negative impact not only on our nation but also onour neighbouring nation, and this adverselyaffected economic stability of both countries aswell.

If the arms factory remained on the long borderof our two countries smuggling arms and ammunition,it would threaten the border security, the rule of lawand peace and stability of both countries. What’smore, there might cause instigation of insurgents andterrorist groups and media attacks. That was why theneighbouring country informed us of the case as agood neighbour and our country did what should havebeen done in no time. This means continuing tomaintain the fine tradition of cooperation betweenthe two countries. In the past, there were similarinstances of successful bilateral cooperation incombating narcotic drugs. Now, the problem of

illegally trading arms and ammunition could havebeen solved in time through bilateral cooperation.

Going back to the incident, it can be found thatfor fear of facing the law, Phon Kya Shin’s groupmade arrangements to use Kokang troops as a tool toprotect their own family members. That was whyKokang troops, abhorring the leadership of U PhonKya Shin, came to cooperate with regional authorities.Besides, they formed Kokang Region ProvisionalLeading Committee. This means that Kokang troopshave opposed and broken away from Phon Kya Shin’s

group which is operating with the arbitraryleadership in the interests of their own familymembers.

Despite having faced breakaway Kokangtroops, U Phon Kya Shin’s group does not seem torealize the real situation. So, they took 39 membersof MPF who were on duty at Yanlonkyaing bordercheckpoint as hostages on 27 August morning. TheState did its best to negotiate with them. Althoughinformation was repeatedly sent to U Phon KyaShin’s group to release the hostages, they ignored it.So, with the help of Kokang Region ProvisionalLeading Committee, a combined team of theTatmadaw and MPF went to the Yanlonkyaingborder at 4 pm. On their arrival, the combined teamreceived fire from the Kokang troops loyal to UPhon Kya Shin. As there were causalities of members

of the national security force, they unavoidablyopened fire on Kokang troops.

Looking at the situation, it was clear thatthe government troops did not launch theoffensive as said by outside anti-governmentmedia. As the troops of U Phon Kya Shin startedopening fire, there caused causalities of ourgovernment troops and they had to open fire onthe Kokang troops.

In making effortswith added momentum to improve the industrial sector,it is required to strengthen the agriculture sector whichplays an important role in national economy and to use

modern agricultural methods which will help exportmore agricultural produce.

As the government has implemented with addedmomentum to attend to the social needs of the entirepeople based on own natural resources, strengths of ownhuman resources and production capacity of the nation,the remarkable progress can be seen in agricultural pro-duction while the export volume of agricultural producehas been increasing year by year.

In export sector of farm product, earnings reached535.12 million US dollar in 2005-2006, 1400.85 millionUS dollar in 2008-2009 and 509.87 million USD untilJuly of 2009-2010 financial year. It is a sign ofdevelopment for the agriculture sector due to the factthat more farm products were exported and moreforeign exchange received year by year. It should notrelent in this efforts and be satisfied with what it hasachieved so far but have to work harder to be able tokeep abreast of the international community.

Due to the cooperation of the State, people andprivate entrepreneurs, export of agricultural producehas increased but there is still room for qualitative andquantitative improvement in competing with othernations in the international market.

The country does not get reasonable price forfarm products due to the inability to use the advancedtechnologies and weaknesses in storage and packagingmethods. These have resulted in losses not only for anindividual entrepreneur but also for the State.

Agricultural countries in the region do nothave much land that can be reclaimed for agriculture.Therefore, these countries are placing emphasis onquality-based agriculture to improve quality and boostper-acre yield of farm products.

According to farm production capacity of thecountry, there are vast tracts of land that can bereclaimed and there is potential for improvement inquality and quantity of farm products. I would like tosay that we can do extensive farming and intensivefarming.

The country has a total area of 167.18 millionacres. Out of them, there are 84.7 million acres ofarable land, exclusive of human settlements urban andrural areas and forest reserves and protected forestsaccording to land reclamation in 2008-2009 year. Atpresent, 29.35 million acres of farmland can be grownand there are 0.63 million acres of fallow land, 40.69million acres of virgin land, and 14.03 million acres ofvacant lands and 55.35 million acres of arable land thathave not been cultivated. Therefore, there are still65.348 percent of additional acres of land that can beused for cultivation. There is a vast area of land that canbe reclaimed for agricultural purpose.

The State is changing cropping patterns fromconventional single cropping to double cropping, triplecropping, multiple cropping and mixed cropping forboosting par acre yield.

At the same time, such infrastructures astransportation networks, dams and river water-pumpingstations are being built to strengthen the foundation ofagricultural economy. Moreover, the State is fulfillingall the requirements such as modern farm implements,quality strains and fertilizers to shift from manualfarming to mechanized farming. Farmers, on theirpart, are required to preserve local quality strains, togrow quality crops in good demand and to use systematiccultivation methods.

Now thenation has more than 1,000agriculturalists, including78 master’s degree holdersand 26 who hold PhD’s —an enormous humanresources for theagriculture sector. Thesescholars need support andassistance to put theirknowledge into practiceand effective use. If thegovernment and privateentrepreneurs rendernecessary assistance, it willbenefit the nation as wellas the entrepreneursthemselves.

The Prime Ministersaid that high quality andsafe agricultural foodstuffsare required in the nationin the long term. Minister for Agriculture and Irrigation Maj-GenHtay Oo made a speech. He said that today’s workshopwas a meeting of agriculturalists, trainees and agriculturalentrepreneurs for boosting production of agriculturalproduce, other marketable crops, vegetables and flowersby applying modern technology. The Ministry ofAgriculture and Irrigation had sent 1201 trainees toforeign countries up to 2008, and most of them aredischarging duties at the respective departments andprivate works, he said. They gained experiences toproduce crops and flowers. Depending on climate, soil

and market position of the nation, it is necessary to applymodern technology, he added. The minister said that thepapers to be submitted to the workshop would focus onsuccessful carrying out of the agriculture task and onseeking the foreign market in term of profit.

So her doctors decidedto try a different way ofgetting the drug into herbody, since her lungsweren’t able to absorb theantivirals the usual way.After getting permissionfrom her family and ahospital committee, theygave her an unlicensed,

intravenous form of theantiviral zanamivir, orRelenza, provided by itsmaker, GlaxoSmithKlinePLC. The patient recov-ered soon afterward, withno reported side effects.
