I am delighted to note that ASEAN, formed on 8 August 1967 with the founding members of Indonesia, Malaysia, the Philippines, Singapore and Thailand, now embraces 10 Southeast Asian Nations and its peoples are living together in peace, stability, friendship, sharing mutual understanding and trust, and engaging in comprehensive and closer cooperation. The entry into force of the ASEAN Charter in December 2008 and the signing of the Cha-am Hua Hin Declaration on Roadmap for the ASEAN Community in March, 2009 were significant milestones in the history of ASEAN. ASEAN has experienced many challenges such as terrorism, financial crisis, food and energy price instability, climate change, pandemic diseases and territorial disputes and has demonstrated its collective resilience and vigilance to these crises. The recent ASEAN+3 agreement to increase the size of Chiang Mai Initiative Multilateralisation (CMIM) would contribute to regional financial stability and safeguard the region from the global financial crisis. Since agriculture plays an important role to provide food security, alleviate poverty and ensure sustainable development, we look forward to strengthening joint collaboration and transfer of technology in this field. For energy security, it is required collaborative efforts by regional and global community to ensure greater security and sustainability. As the theme for the ASEAN Day celebration this year is “Green ASEAN”, the ASEAN member states should maintain the green environment and give prior to its development. The Green ASEAN encompasses elements of an ASEAN Community that is environmentally friendly and economically resilient in the face of the global financial crisis. Eliminate narcotic drugswith people’s power

The problem of narcotic drugs is aconcern of every country and every region inthe world. Narcotic drugs bring harm not onlyto the users themselves but also to their familiesand the social environment. Therefore, it is theduty of every individual and every nation towork together to eliminate the danger ofnarcotic drugs.

Production of and traffic in narcoticdrugs such as raw opium, opium oil, liquidopium and marijuana is widespread all overthe world. Various kinds of stimulant tabletsproduced with chemicals are also being widelyused. Therefore, Myanmar is trying to curbnarcotic drugs production and trafficking withthe power of people.

In Myanmar, the government isimplementing the 15-year plan for eliminatingnarcotic drugs and, due to the active andenthusiastic participation of the entire people,its anti-drug campaigns are meeting withsuccess. The government is still raising themomentum of its fight against narcotic drugs.On 1 August, the special anti-drug squad ofShan State (South) seized about 200,000stimulant tablets.

Not only that, more than eighty acres ofpoppy plantations in Loilem, Pinlaung andPekhon townships in Shan State (South) werealso destroyed with the cooperation of localpeople. Poppy plantations destroyed in variousstates and divisions this year have exceedednine thousand acres.

As opium, heroin and other narcoticdrugs, including stimulant tablets producedwith chemicals, is threatening the entiremankind and the social environment, thegovernment and the entire national people willhave to continue their fight against narcoticdrugs till the danger is totally wiped out.

Minister Maj-Gen Hla Tun grew a tree and so didDeputy Minister Col Hla Thein Swe, Governor U ThanNyein of the Central Bank of Myanmar, Directors-General, Managing Directors and staff of InternalRevenue Department.

Similarly, staff grew plants at the plantations ofCentral Bank of Myanmar, Myanmar Economic Bankand Budget Department.

Altogether 2,260 plants were grown at 6thmonsoon tree-planting ceremony. Altogether 17,375plants have been grown so far.

According to the investigation of authoritiesconcerned, it is known that; the owner of the car is UAik Mon, 33, son of U Aik In, who lives at No 3/290,Wankyain ward of Kenglat; the seized drugs werebrought from the site near Mekong river about lastthree days and then put on the car; the car was seizedby authority concerned while delivering the drugs toTarlay; the seized white powder is caffeine powderused in production of narcotic drugs; authorityconcerned is making investigation into the case inorder to expose car owner U Aik Mon andaccomplices.—MNA

California company recalls beeflinked with salmonella outbreak

US cost in Afghanistan may soarKABUL, 7 Aug—US costs in Afghanistan could soar

if it is decided to boost substantially the size of theAfghan military and police force, experts warn.

Such a situation could arise if a policy review by USCommander Gen Stanley McChrystal concludes witha recommendation to increase the combined strengthof the army and police to 400,000, the Financial Timesreported. The cost could be about $20 billion over fiveyears.

The report said current Afghan national armystrength is about 86,000 and there are about 80,000police.

“Afghan security forces need to grow to somewherein the neighbourhood of 400,000, which is beinglooked at by the McChrystal review,” retired Gen JackKeane, one of the architects of the surge in Iraq, toldthe Financial Times.

“The Afghan army has to increase significantly,”Sen John McCain, R-Ariz, has said. “And that’s goingto be a huge cost.”

Earlier, the US Depart-ment of Agriculture’sFood Safety and Inspect-ion Service USDAannounced that BeefPackers Inc is recalling825,769 pounds of groundbeef produced between 5June, 2009 through 23June.

This was the biggest beefrecall so far this year.

The beef has beendistributed to retail distri-bution centers in Arizona,

California, Colorado andUtah, according to thedepartment.

The recall involved beefproducts which bear theestablishment number“EST. 31913” printed oncase code labels.

Because the beef wasrepackaged under differentretail names, consumersshould check with the storethey bought beef from todetermine if they’vepurchased any recalledbeef, the USDA said.

The investigation beganafter a Salmonella out-break in Colorado. USDAofficials traced it back tothe Fresno plant.

SEOUL, 7 Aug— South Korea and India signed abilateral trade pact here on Friday to cut duties andboost cooperation between the two countries, accord-ing to Yonhap’s report. The two sides agreed to cutduties on such goods as auto parts and electronics, saidthe report.

Having launched negotiations in March 2006, thetwo countries have been pushing for the so-called com-prehensive economic partnership agreement (CEPA)to lower import tariffs on cars and other manufactureditems.

The CEPA, a similar form of free trade agreements,includes trade in goods and services and investments,along with chapters on competition and intellectualproperty rights. The two countries expect the accordto go into effect early next year after South Korea’sparliament ratifies the pact, according to the report.

Overall, the CEPA is expected to boost bilateraltrade by as much as 3.3 billion US dollars annually,according to estimates of Korea Institute for Interna-tional Economic Policy (KIEP).—Xinhua

BRASILIA, 7 Aug—A new international economicorder, with more technology transfer and regionalpower centers, is necessary to achieve equality amongcountries, a Brazilian economist said on Thursday.

Marcio Pochmann, president of the Institute of Ap-plied Economic Research (Ipea), told Xinhua that theBrazilian government’s social policies have boostedthe domestic market, reduced poverty in the middleof the ongoing economic crisis and promoted the coun-try’s economic growth in 2009.

“The policies implemented in Brazil during the eco-nomic crisis have regulated its domestic market andwill help the country go through the crisis withoutdepending on other countries,” said Pochmann.

He also noted that the new economic order is relatedto better integration between trade and production, aswell as technology transfer which can reduce the depend-ence on technology-owner countries.—Xinhua

TOKYO, 7 Aug—Japan Airlines Corp said on Fri-day it posted a $1 billion loss in the April-May quar-ter, larger than its loss for all of last year, as ticketsales suffered due to the weak economy and swine flufears.

Asia’s biggest airline said its net loss was 99 bil-lion yen ($1 billion), versus a 3.4 billion yen loss ayear earlier. Sales fell 32 percent to 334.9 billion yenfrom billion yen.

JAL, which is in the midst of a massive restructur-ing, said income fell across both domestic and inter-national routes, as well as its shipping business. Thecompany said the losses came despite lower outlaysfor fuel and wages, in part because of lower incomefrom fuel surcharges during the period.—Internet

MANILA, 7 Aug—Two Canadian tourists and aFilipino were killed when they were swept away ina flashflood along a river in the northern Philippineprovince of Tarlac Thursday afternoon amid strongrains, local media reported on Friday.

As far as I know, development is directlyrelated to peace and stability. Without peace andstability, there can be no development at all.Accordingly, the government of Myanmar hasgiven priority to peace and stability in its drivefor development. Needless to say, peace andstability is vitally important to our nation and itsentire people.

The entire Myanmar people really valuepeace and stability their nation has alreadyachieved. Everyone who is no stranger to unrestand instability will realize the value of peace andstability.

In fact, no one desires unrest and violence.Throughout the history of their nation, Myanmarpeople have experienced the perils of politicalsplits, internal insurgencies, wars, strikes,violence and anarchy. The period between 1948and 1988 was fraught with fighting and killings.I wouldn't like to experience the events andsituations in that 40-year period again even in adream.

It is known to all that the Tatmadawgovernment, since its assumption of Stateresponsibilities, has done everything possible forpeace and stability in the interest of the nationand the people. As a result, peace and stability theentire people have longed for is prevailing all-over the nation. They are now in a position to beable to enjoy the fruits of development thataccompanies peace and stability. There isn'tanyone who is not happy with health,education, social and economic improvements.This being the case, it is natural that we areagainst any kind of instigation, attempts andacts that could jeopardize peace and stabilityalready achieved.

I have every reason for saying these things.Recently, it is heard, there have been some peoplewho are trying to instigate violence and riots bycapitalizing on the news report that the courtpostponed passing the final sentence in the caseof Daw Aung San Suu Kyi on the grounds that

there were some legal points to be reviewed. Somesaid that the government postponed the verdictjust because it wanted to avoid 8 August whendisturbances broke out in 1988. Some speculatedthat there were some weaknesses in the lawregarding this case. Some even tried to makepolitical profit out of the situation. Anyhow, it isobvious that there are people within and withoutwho are plotting to do something unscrupulous.

Anti-government groups in the nationgathered to pray for the release of Daw Suu Kyi,lighting candles and reciting mantras. I could notbut hear some people saying that they would dothis and that if Daw Suu Kyi was given a prisonsentence. It was said that the so-called PyithuHluttaw-representing committee was about to writeto US Secretary of State Hillary Clinton to demandthe release of Daw Suu Kyi. There were evensome people who were trying to instigate violenceand riots by saying, "August 8 may be avoided butpeople's anger and anti-government sentimentscan't."

These are the campaigns carefullyorchestrated by local and foreign media. Expatriatesare trying to get themselves ready to grasp thechance and profit from the situation with "a verynoble political belief". Moreover, the so-calledSasana Regency based in a foreign country declaredthat they would stage an international campaign forthe release of Daw Suu Kyi by organizing theinternational community, by meeting internationalgovernments and by holding discussions withMyanmar monks with the use of telephone,television and internet. They even say that theywould wage a protest stronger and more violentthan that of September 2007 if Daw Suu Kyi wasgiven a prison sentence. It is like challengingsomeone by showing a fist from far away.

Not only that, the so-called All-MyanmarUnited Force of Sangha, in one of itsannouncements, called on Myanmar people to getready as it would stage a violent protest. I hear thatit is trying to make use of the student mass as a

major force in the possible protest. Foreign mediaare competing with each other in broadcastingthe voices of anti-government groups.

In fact, the legal proceedings against DawSuu Kyi will have to go on in accord with the law.However, it is obvious that anti-governmentgroups are trying to make a political attack. Theyare trying to create a situation to make politicalprofit out of it. In my opinion, it is something thatshould not be done.

Now, let's consider the possibleconsequences of their acts. Supposing a crisisoccurred the way they want, what would happen?At the thought of a crisis, the first scenes thatappear in my mind's eye are those of the 1988crisis 20 years ago. People took to the streets.They chanted anti-government slogans. Theymade discordant demands. They killed oneanother. They destroyed factories and broke intogodowns. The entire government machinery wentdefunct. Toughs became powerful. No one couldtrust or rely on anyone. No one could say definitelywhether he would see the morning dawn or not.People had to live in fear. Just the thought of allthese chills me to the bone.

Who can say the instigation and acts ofanti-government groups would not push thecountry to those situations again? Who wouldtake the responsibility for the consequences ifpeople took to the streets and violence andriots broke out? Anti-government groups?Media? Expatriates? International gentlemenwho say they are interested in and concernedabout Myanmar affairs? If the situation cameto this pass, no one would take responsibilityand could. It is only our people who will haveto take care of our domestic affairs. It is ourpeople who will have to take the consequences,good or bad. You’ve made your bed and youmust lie on it and a burnt child dreads the fire, asthe sayings go.

It is easy to do something violent anddestructive. It takes years to nurture a plant tillit becomes a big tree but it takes just a littlewhile to fell and destroy it. In the same way, ithas taken about 20 years of strenuous effort toachieve peace, stability and development of ourcountry. However, if we let anti-governmentgroups have their own way and destroy peace,stability and development of our nation, allwould collapse in a minute. The governmentand the people have had to work hard togetherfor a long time to make our nation what it istoday. Therefore, we can't let anyone to destroyit. We have nurtured a tree and now it is bearingflowers and fruits. At such a time, we can't turna blind eye to those who are sharpening theirknives to chop and fell the tree.

In his speech, the Secretary-1 said that CCDACwas founded in 1976 under the chairmanship of HomeAffairs Minister. Since then, it was reformed insequence and was last reformed on 2 January 2009with 24 members.

Today’s meeting is to focus on review onattempts for accomplishment of 15-year drugselimination plan which is now in first year of thirdphase 5-year-plan, encouragement of poppy-substitutefarming for elimination of poppy cultivation.

In accordance with the objective of the State,drugs elimination plan designed as 15 year plan from1999 to 2014 have been undertaken with two strategiesand three tactics. A total number of 51 townships inShan State, Shan State (East), Shan State (North),Kachin, Kayah, and Chin States were set as topprioritized regions of the plan and drug eliminationtasks are well under way.

Myanmar signed MoUs on Drug Abuse Controlwith China, Thailand, Laos, Cambodia, and Vietnamin 1995 and is participating in regional drug abusecontrol activities. Myanmar became a member ofASEAN in 1997 and attended the 20th ASEAN High-ranking officials’ Meeting on Drug Abuse Control asthe member country. Myanmar is also actively takingpart in drug elimination activities in ASEAN region.

Establishment of Drug Free ASEAN 2015 wasagreed at 33rd ASEAN Ministerial Meeting held inJuly, 1998 and work plan for supply and demandreduction in ASEAN nations in 2015 is under way.Thus,Myanmar as a member of ASEAN country will alsostrive for successful realization of Drug Free ASEAN2015 goal.

Healthcare services are beingrendered in Shan State (North) with therapies based oncommunity. Researches and training courses wereconducted with the assistance of WHO in the secondphase 5-year plan. With the aid of WHO, alternativetherapy with methadone have been rendered at YangonThingangyun Sanpya Hospital and rehabilitation cen-tres in Myitkyina, Mandalay and Lashio since January2006, with a view to decreasing of evil consequencesdue to abuse and injection of drugs.

As regards disseminating education to the pub-lic, the chairman of the Myanmar Writers and Jour-nalists Association was added to the Education Dis-semination Committee as member on 31 December1997.

To disseminate education on the menace ofnarcotic drugs to students, a training on anti-narcoticdrugs was given to teachers in Nay Pyi Taw District asan education dissemination task.

As to the rehabilitation tasks, although no courseswere conducted at Shwe Pyi Aye and Shwe Pyi ThaYouth Rehabilitation Centres directly commanded bythe CCDAC, training were conducted for three timesat Shwe Pyi Thit Youth Rehabilitation Centre from 3-12-2007 to 3-4-2009. Now, arrangements are beingmade to recruit new trainees to conduct Course No. 4/2009.

With respect to law enforcement, work momen-tum will be accelerated in cooperation with neighbour-ing countries and international organizations.

Concerning the international cooperation, theDeclaration for Drug Free ASEAN 2020 was signed atthe 31st ASEAN ministerial meeting in 1998, and theyear 2015 was designated as the year to realize theGoal No. 2 instead of 2020 at the 33rd ASEANMinisterial Meeting in 2000.

Vietnam in 2007, an agreement was reached to draw awork plan for ASEAN Drug Free 2015, and a draftwork plan with 55 work programmes has been made.

ASEAN work plan will emerge by adding thecurrent projects implemented by the respective coun-tries into the regional cooperation.

The ASEAN Work Plan was clarified to therespective work sub-committees under CCDAC andbased on this work plan, a National Work Plan has tobe made.

As regards international cooperation, meetingson trans-border crimes were held and the 11th meetingon trans-border crimes between Myanmar and Thai-land was held on 5 and 6 July in 2006 in Samoi Islandof Thailand and Myanmar hosted the 12th meeting ontrans-border crime on 17 and 18 December 2007 inNay Pyi Taw. Similarly, the 6th Myanmar-China Trans-border meeting was held on 7 January 2008 in Nay PyiTaw and the seventh meeting was hosted by China on17 and 18 December 2008 in Teng Chong, the People’sRepublic of China.

During the visit of Deputy Minister Mr ZhangXinfeng of the Ministry of Public Security of PRCfrom 9 to 13 November 2008 to discuss matters on drugcontrol, agreements were reached to establish fivemodel farms in five special regions, to implementextensive cultivation of elephant foot yam in Kengtungregion and to set up orchid farm in Muse, Tima. Now,a work committee comprising experts from both coun-tries is undertaking the tasks for cultivation of substi-tute-crops.

To reduce infection of HIV/AIDS through drugabuse in countries in the region and to share informa-tion, Myanmar sent its delegation abroad three timesfor study tour, held workshop two times, hosted ameeting and sent trainees to attend courses one time.Jointly organized by UNODC and CCDAC, twoprojects to reduce HIV/AIDS infection and projects ofMANA have been implemented in Tachilek, Taunggyi,Lashio, Muse and Hsenwi regions with added momen-tum according to the international standard.

As regards conducting survey on poppy cultiva-tion and opium yield, a ground survey has been madein cooperation with UNODC for illegal poppy cultiva-

tion. Moreover, in cooperation with NNCC of PRC,ground surveys on illegal poppy cultivation were madeyearly starting from 2006.

In accordance with the strategic goal of totalelimination of narcotic drugs in 2014, efforts will bemade to hit the target of the third five-year plan toeliminate supply and demand, to ensure law enforce-ment, to organize locals to cooperate in drug elimina-tion campaigns and to enhance international coopera-tion.

Next, Vice-Chairman of CCDAC Minister ColThein Nyunt reported on measures being taken forborder areas development along with measure for drugelimination, cooperation with UN agencies and INGOs,cultivation of poppy-substitute crops and regionaldevelopment tasks, health, education and human re-source development, income generating and public-based rural development drives.

Vice-Chairman of CCDAC Minister U NyanWin clarified matters on cooperation with interna-tional organizations in the drives for anti-narcoticdrugs.

Chairman of the Supervisory Committee ofCCDAC Deputy Minister Brig-Gen Phone Swe re-ported on destruction of seized drugs and poppy fields,youth rehabilitation tasks and education disseminationtasks.

On behalf of the Secretary of CCDAC, DeputyChief of MPF Police Brig-Gen Zaw Win touched uponmatters related to progress in implementation of thedecisions made at meeting No. 1/2006 of CCDAC heldon 5 August 2006.

YANGON, 7 Aug—Press Conference on measures taken for security andprevalence of law and order of the State was held at Drugs Elimination Museum atthe corner of Hanthawady Street and Kyuntaw Street in Kamayut Township herethis afternoon. Brig-Gen Khin Yi, Chief of Myanmar Police Force, gave accounton present undertakings for security and prevalence of law and order of the State.

The Press Conference was participated by Deputy Attorney General UMyint Naing, departmental heads of ministries, Ambassadors, charges d’ affaires”,diplomats of embassies, resident representatives and personnel of UN agencies,personnel from social organizations, members of Foreign Correspondent Club,editorial members of local journals and magazines, guests.

Brig-Gen Khin Yi , Chief of MPF gave account on current undertakings forsecurity and prevalence of law and order of the State. (The clarification of Brig-GenKhin Yi is reported separately.)

Somemedia, persons and or-ganizations are reportingthat security is being tight-ened in Yangon with the

intention of deceiving thepeople into misunder-standing the conditions.We managed to exposesome information that ter-rorist groups based in for-eign countries would com-mit terrorist acts in thenation. I would like topresent some of them.

Naing Aung, KyawHtet and Zaw Zaw Tun ofFDB in Maesot, Thailand,Wai Lin of DPNS, andKyaw Ko and Aung Thuof ABSDF held a clan-destine meeting in theearly 2009. They heldtalks on plans for coop-eration to revive theirmovements, which theyhave carried out since Sep-tember 2007, such as po-litical, terrorist and massprotest campaigns in2009, and to blast strate-

gic sites in Yangon. Andthey made a decision toaccomplish the operationswithout fail.

At about 3.55 amon 24 May 2009, an elec-trical staff member ex-posed a time bomb plantedin the ceiling of upper classcoach No (5) of down-trainNo (32) that was due toleave Nay Pyi Taw forYangon at 5 am. So, wecould avert a tragic eventthat might harm the livesof innocent people.

designated a famous pagoda near Mawlamyine-Yangon-Pyinmana Road as a gathering point to meetmembers of Vigorous Burmese Student Warriors(VBSW), who would enter the nation along PhayaThonzu-Mawlamyine Road via Thailand to launchbomb attacks. They also had a plan to organize somehardcore people along the route, who would committerrorist acts on their behalf.

In addition, anti-government groups outside thenation plotted to commit terrorist acts during UnitedNations Secretary-General Ban Ki-moon’s visit toMyanmar, and VBSW announced that it would step up

terrorist attacks if Daw Aung San Suu Kyi was convicted.We also exposed that Mr John of Maesot gave

instructions on phone to the hardcore members in thenation to launch bomb attacks in Yangon by 20 July2009 and in Nay Pyi Taw by 20 June.

Therefore, it is apparent thatterrorists always conspire to commit destructive actswith the intention of undermining stability and peace.Surely, there will be casualties and tragedies once thenation lacks security. Therefore, we must carry outcommunity based security in order to protect the public,and that is a plan we must implement effectively.

Destructive elements turn completely to terroristand subversive acts because they are allergic to the ruleof law, community peace and stability in Myanmar.Security forces of the Myanmar Police Force managedto save the nation from a grave danger due to thecooperation of the people who favour stability andpeace. In the case, the terrorist group plotted to launchbomb blasts and incite a demonstration during the visitsof United Nations Secretary-General Mr Ban Ki-moonand distinguished guests to Myanmar and on the daysDaw Aung San Suu Kyi’s case is heard.

In that case, duty-conscious citizens informed usthat Htay Aung (a) Aung Myat (a) Aung Paing, who isanxious to commit terrorist attacks and had completedsubversive and explosives courses, would re-enter thenation for bomb attacks. And the securitymembers seized a detonator kept in the roll of the trimof his jean trousers and two detonators kept in hisslippers, two packets of C-4 gunpowder and wire fromhim. The seizures are on display on the board for theknowledge of you journalists and guests.

According to the admission of Htay Aung, underthe instruction of leader Thura (a) Ye Thiha (a) SanNaing of VBSW (Vigorous Burmese Student Warriors)and CPPA (Committee for Promoting of People’s Ac-tivity) on bomb attacks in suitable sites as Yangonwould see a State visit on 3 and 4 July 2009, he re-entered the nation with the explosives on 1 July 2009.Then, he was under arrest by security members while hewas in Yangon on 2 July 2009.

Terrorist Htay Aung made contacts with ABSDF,and collected information inside the country, senttrainees to the other country in order to take explosivescourses, attended explosives course himself and madearrangements to carry out destructive acts with thefinancial assistance of ABSDF.

duty to Nyi Nyi to bomb the environs of Insein jailwhen he arrived in the country, to explode the environsof USDA office by Htay Aung, to inform him withevidence after the operation is successfully concludedand to contact Nyi Nyi when he arrived in the country.He said he would meet Nyi Nyi later who was assignedto detonate the environs of Insein Jail. Terrorist HtayAung was given Identity Number 999961 and terroristNyi Nyi, 999972. On 30-6-2009, Ye Thiha (a) Thura(a) San Naing gave Htay Aung K 150000 and eight setsof old dresses and instructed him to re-enter the country.

According to the instructions of Ye Thiha (a)Thura (a) San Naing, Htay Aung left Maesot on 1 Julyand arrived back in Yangon at about 3 a.m. on 2 July2009. He went to Mingalar Market and made contactwith Khine Mar (a) Zaw Zaw who was in Yangon inadvance through public telephone and he told KhineMar (a) Zaw Zaw to meet him near Konzaydan busstop. They were arrested at about 10.30 a.m. by membersof security force while they were in conversation. Asterrorist Htay Aung was arrested together with explosivedevices and his accomplices, a number of lives ofinnocent people were saved. This has shown thatsystematic security measures in connection with tip-offs were taken.

Terrorist Htay Aung took an explosives coursefrom 3 May to 30 June 2009, about two months, inMaesot. While he was in Maesot, he met and helddiscussions on destructive acts with Thura (a) YeThiha (a) San Naing, leader of VBSW/CPPA, Ko Myo(a) Myo Aye, explosive course instructor, Aung Aung(a) Ko Aung, instructor of small arms training course,Khin Maung Cho, leader of Myanmar Public MovementCommittee for destructive acts and confrontationprogramme, Mone Naing of NLD-LA, Ei Shwe ZinNyunt, Myint Soe, Tun Aung Kyaw of ABSDF, Thange,Kyaw Ko Ko of Myanmar Unity Council, Nay Win ofFDB, Ngwe Lin of Lu Baung Thit and Than Dote ofBLSO.

Terrorist Htay Aung made arrangements to settlein a sparsely-populated ward running an ordinarybusiness and to designate his house as a gathering pointfor terrorist groups and to collect arms and ammunitionas much as he can. Besides, at an opportune time, theyhad planned attack vehicles of police force that arecarrying out security measures inside the country.Thura (a) Ye Thiha (a) San Naing of VBSW agreed todo the plans presented by Htay Aung and promised tofind a house for Htay Aung inside the country and sentHtay Aung to go into to the country.

Thura (a) Ye Thiha (a) San Naing recruitedactive youths to carry out destructive acts in the countyand sent them to the other country batch by batch viaillegal route to take explosives courses. Trainees weresent back into the country secretly to carry outdestructive acts with the use of improvised explosive

devices. A total of 15 terrorists including Htay Aungwere arrested during this year following theinvestigations of members of security force. Chartsshowing the links are on display to study.

The mastermind behind terrorist Htay Aungwas Thura (a) Ye Thiha (a) San Naing of VBSW(Vigorous Burmese Student Warriors). He stuck toterrorist attacks in his life. He was born in Thonze,Thayawady District, Bago Division and he wentunderground in 1988. He hijacked XY-ADW F-28plane owned by Myanma Airways on (Yangon-Myeik) flight and took it to Thailand on 6 October1989. He was a member of a terrorist group namedLion and arrested together with explosives by Thaipolice force at Bangkok on 23 Jaunary1993.

Ye Thiha (a) Thura (a) San Naing formed VBSWwith the membership of foolhardy youths. He ledtogether with Johnny (a) Kyaw Oo in the raid onMyanmar Embassy in Bangkok together with membersof God’s Army on 1 October, 1999. He accompaniedby members of God’s Army raided Ratchpuri Hospitalin Thailand on 24 January, 2000. After the RatchpuriHospital incident, VBSW collapsed and members ofVBSW went into hiding where possible places as Thaigovernment cracked down on God’s Army and VBSW.Starting from 2002, Ye Thiha (a) Thura (a) San Naingcooperated with ABSDF and accelerated the destructiveacts in the country together with hardcore terrorists ofABSDF. He moved to Maesot on 2002 and he gotcontact with VOA reporter Aye Aye Mar, wife ofLwanni of ABSDF. He sent Aye Min Naing (a) AungHtoo, central committee member of ABSDF, to Pyayin order to commit destructive acts as a hardcore andthen he sent explosive devices through various means.Moreover, terrorists trained by Ye Thiha (a) Thura (a)San Naing contacted Aye Min Naing several timesfrom 2005 to 2008 and did terrorist acts in Yangon for14 times. The declaration of VBSW in which theyclaimed responsibility for bombings was shown on theboard to study. In fact, ABSDF did subversive actsunder the name of VBSW using Ye Thiha (a) Thura (a)San Naing as a tool. The masterminds behind suchsubversive acts were FDB, NCUB, DPNS, PDF, NDDin addition to ABSDF. Ye Thiha (a) Thura (a) SanNaing, leader of VBSW and CPPA and member ofABSDF, used terrorist Htay Aung and his accomplicesas well as he was used by Secretary-General Dr NaingAung of FDB.

Since there have been news about terroristacts and destructive elements as mentioned above, oursecurity forces are working round the clock with asense of duty to protect the innocent people. Indeed,speeding up security operations is for the sake of theState and the people. The successful security operationcannot be carried out by the security force alone.

have been clear in this regard. This is why we wouldlike to request the people to continue their cooperationin security operations of our security force membersalthough there have been some people jealous of peaceand stability of the State criticizing our country fortightening the security too much.

There have been accusations that the incident inwhich Mr John William Yettaw under court trial todayillegally intruded into the restricted compound of DawAung San Suu Kyi happened in sync with the State andthat such incident intentionally took place to detain heragain at a time when her restrictions are nearly to belifted. There has also been a piece of fabricated newsbroadcast and printed by some media, persons andorganizations that a cruel story has been invented toassassinate Daw Aung San Suu Kyi and whether theincident was a trick.

Simply thinking about such an accusation, thefirst point is that Mr John William Yettaw is a realAmerican citizen who was born of Jerome WilliamYettaw and Elizabeth Bouchop Fogo Yettaw in De-troit, Michigan, the USA. Besides, he was a VietnamWar veteran retiring from the US Army. He is also aneducated person studying to obtain a PhD degree inPsychology. You, journalists, will know that it was notpossible at all for the State to use a person whose nationis many miles distant from our country and whoseculture, custom and faith are different from ours.

Another point is that in this incident, when MrYettaw was questioned after being arrested from InyaLake on 6-5-2009, 21 items including a camera and sixmemory cards were seized from him. Moreover, 61items were seized from Diamond Room on the fifthfloor of Beauty Land he stayed at. All the seizedmaterials were displayed with photos at the pressconference held on 25-6-2009. It has been disclosed atthe press conference that Mr Yettaw swam across thelake to try to secretly enter the house by using a five-litre drinking water bottle, flippers, a forehead torchand swimming glasses. If we collaborated with MrYettaw as accused from outside, he could enter thehouse easily and did not have to use such aids. So theaccusation is groundless.

Mr Yettaw stayed at Daw Aung San Suu Kyi’shouse for three days from 4-5-2009 till 6-5-2009 whenhe was arrested. In the event, Mr Yettaw, when hesecretly came out of the house, was all of a sudden,found and arrested from the surface of the Inya Lakenear the residence of the charge ’d affaires of the US

Embassy. If there was a case of conspiracy, he wouldbe arrested red-handed just by checking the house forsecurity purposes while he was in the house.

Another point is that when the photos seizedfrom Mr Yettaw were checked, it was found that hewas posed together with a woman at AAPP in Maesot,Thailand. In order to check his statements and exposehis background history, our security force memberslooked for the woman in the photo. She was found ata house of Myawady at 6.30 pm on 3-7-2009. Accord-ing to the interrogation, she said that she met Mr JohnWilliam Yettaw at Medaw Clinic in Maesot while shewas residing in Myawady in 2008; that she had a phototaken together with him when she arrived at the clinicfor the second time; that while she was in Myawady,she had phone contacts with him; that he told her hewould be staying at Beauty Land 2 Hotel on 33rdStreet, Kyauktada Township when he arrived in Yangonand to come and see him at the airport; that he arrivedin Yangon on 10-11-2008 and put up at DiamondRoom of Beauty Land 2 Hotel; that on that day he wentto meet a foreigner, aged over 50, at Sakura Housing onInya Road and gave him a parcel; that Mr Yettawproceeded to Mormon Church near 8th Mile on PyayRoad; that he went to the Thai Embassy together withher on 11-11-2008; that then he went to the US Em-bassy by himself; that he said he would be meetingDaw Aung San Suu Kyi while they were walking fromthe Shwedagon Pagoda to the hotel; and that she toldhim not to go there and he would be arrested if he wentthere. The links between Mr Yettaw and the womanand their background events are under investigation.

In this incident, you, journalists, will clearlyknow that the facts that Mr Yettaw had repeatedcontacts with AAPP, anti-government organization,based in the border region, that he was familiar with thesaid woman keeping in touch with illegal organiza-tions in the border region and that he informed awoman not concerned with him of his attempt tosecretly meet Daw Aung San Suu Kyi who was underrestriction are not associated at all with the State.

The press conference held on 25-6-2009 ex-plained that Mr Yettaw committed a transnationalcrime as he had already made plans in the other countryto do lawless acts by violating the existing laws ofMyanmar; that he would not be able to commit such acrime by himself; that the attempt was not possible ifthere was not any assistance; that according to law, ifa crime involved more than three persons, it could becalled a transnational organized crime; that his actgreatly affected the nation; that the attempts of theinternal and external anti-government groups to getour nation into trouble and undermine peace andstability of the State were causing negative impacts on

our nation; and that the rule of law and peace andtranquility of our nation were adversely affected due toMr Yettaw’s acts. Therefore, the incident that affectedthe nation in all aspects was not organized in leaguewith the State.

The seized video camera documents have shownthat Mr Yettaw was videoing the situations in thehouse of Daw Aung San Suu Kyi putting himself in thebackground while he was there on 5-5-2009. In hisvideo recordings, he said: “I am here in Daw Suu Kyi’shouse. I asked her to have herself videoed to be put onYou Tube but she looked frightened and refused to bevideoed. I already ran her into difficulties while I washere on 30 November 2008. I hope I will be able to giveher authority and force. I left my family. I believe theGod is here with me and will protect me. I am here inDaw Aung San Suu Kyi’s house. I have offered tovideo her to be put on You Tube. She has refused it asshe has been scared. I will have to admire her. She willnot allow me to have her videoed or taken photos. Idon’t blame her. I spent the night here last night. It ison the sixth of May. If I can make it today, I hope I willbe able to flee to Thailand tomorrow as far as I can.Thanks for my being here.” In this context, it is likelythat Mr Yettaw would show the organization behindthe curtain and aid-giving organizations the evidenceof his being in the house of Daw Aung San Suu Kyi. Ifwe invented this story as said from outside, it was notnecessary to try to report on Mr Yettaw’s presence inher house with evidence.

In conclusion, I would like to say that now is thetime when we are building infrastructures for theemergence of a modern, developed, discipline-flour-ishing democratic nation. For this drive, the mostimportant and fundamental requirement is stability ofthe State, community peace and tranquility and the ruleof law. Only through community peace and tranquility,can development of the State be achieved. Everyperson who wants the rule of law, peace and stability,democracy and national development is to cooperatewith our security force members in fighting againstand crush destructive elements manufacturing falsenews to incite unrest and violence and underminecommunity peace and tranquility.

Now, my clarifications have just shown that theaccusations of some media, persons and organizationsagainst our activities are not true and groundless. In thecase under trial, Myanmar Police Force, the prosecu-tion of the State has carried out its own duties in accordwith law showing the respect for the law. If you putyourselves in our police force’s place, you will knowour moves very well. I would like to conclude that inthe current trial, the court only will decide who is guiltyor who is not guilty.—MNA

A: We have taken action against the securitymembers in accordance with the police law. It ison 30 November 2008 when Mr Yettaw enteredthe compound of Daw Aung San Suu Kyi’shouse. Four days after his entry, Dr Tin MyoWin informed that. Two days after his informingus, on 6 December, a tribunal team led by apolice colonel was formed and it questioned 24security members. The assumption of the tribunalwas that the event took place on the 3rd Waxing

of Nattaw, so it was dim and it was impossible tosee things clearly. Another point is that DawAung San Suu Kyi’s house is a little distant fromthe edge of the compound, so there were nosound of his footsteps on the creepers, grass andwater hyacinth. And the case was reported fourdays after his entry, so the line of footstepsdisappeared. Another point is that if he hadshouted, as they said, without doubt the securitymembers would have heard of his voice. In1990, security members misunderstoodregarding a case associated with a serviceman,so it was assumed that the case might be amisunderstanding case. As I said at the pressconference on 25 June, if we had known that MrYettaw gave Daw Aun San Suu Kyi the book“Mormon”, the tribunal would have exposedsome points. So, the tribunal team came to theconclusion that the event was not certain much,and it might be merely a misunderstanding matter,so there was not any action taken against thesecurity members.

Nine die in Colombianmine explosion

BOGOTA, 7 Aug–At least nine miners died in an ex-plosion that occurred in a private coal mine in Colom-bia’s northwestern province of Antioquia, authoritiessaid on Thursday.

The explosion was caused by an accumulation ofmethane in the mine, 3 km away from the city centerof Amaga, according to Amaga’s Health Secretary,Carlos Aguirre.

“There were about 15 to 20 miners working inthe hollow when the accident happened,” he said. “Sev-eral injured miners have been sent to hospital.”

Amaga is rich in coal. The most serious accident inthis city occurred in 1977, when as many as 86 minersworking in another coal mine died of the same cause.

YANGON, 7 Aug—The following is a translationof the clarification of measures for State security and therule of law made at the press conference by Chief ofMyanmar Police Force Brig-Gen Khin Yi.

The Myanmar Police Force is responsible forState security, community peace and the rule of law.

So, we are taking security measures day and night inthe regions where we are assigned duties to accomplishour mission. At about 5.40 am on 6 May 2009, wearrested Mr John William Yettaw, who had stayedillegally and left the house of Daw Aung San Suu Kyiin restricted area, in Inya Lake, about 50 yards from old

Kanthaya hospital and 30 yards from the house of thecharge´ d’ affaires of the US embassy. In the case, alawsuit was filed against Daw Aung San Suu Kyi, hercompanions Daw Khin Khin Win and Daw Win MaMa, and Mr John William Yettaw on 14 May 2009.
