    idea I have heard manyjoke about for years...onethat I've subscribed to

    for a very long time...NoTaxation without representa-tion and particularly when

    we remain a donor sub-section of the State of California."Elected officials in Riverside County endorsed a

    proposal Tuesday to discuss cleaving California in two, butwith a catch: No public funds can be spent on the buddingsecessionist movement.

    Staffers for Jeff Stone, the Riverside County supervisorwho dreamed up the idea for what he's calling SouthCalifornia, said proponents will turn to private donors and

    possibly sympathetic city councils with cash to spare tosponsor work toward the scheme.

    "After the meeting, we were flooded with peoplewanting to volunteer and help," Stone's chief of staffVerne Lauritzen said.

    But the lack of financial support from the county is boundto make what was already a longshot proposal even lesslikely to gain traction.

    "It's not clear how this would work out in practice,"said University of California, Riverside political science

    professor Shaun Bowler.Stone's largely agricultural district of desert plains and

    boulder-studded hills saw rapid population growth duringthe last decade's housing boom, and he wants 13 mostlyconservative California counties to break away to create a51st state.

    The Republican supervisor's formal motion, whichRiverside County's board passed 4-0 with one absence afteradding the no-public-funds caveat, calls for officials from

    the 13 counties to come together and discuss the idea.Stone has called California too big to govern and

    chastised state lawmakers in Sacramento for raid-ing local government coffers to support whathe characterized as runaway spending.

    "I have come to the conclusion... that the political priorities ofSouthern California and

    Northern Californiaare completelydifferent," Stonewrote in hismotion..."

    Dates and details are now set for the world premiere of KaiNeville's highly anticipated surf film, Lost Atlas.

    Unlike most world premieres, which typically require goldenwristbands and secret handshakes, this one will play on a giantscreen in the middle of Fifth Street in Huntington Beach duringthe Nike US Open of Surfing. In other words: Everyone's in-vited.

    Set for Thursday, August 4, from 7:30 p.m. to 10 p.m. on thecorner of Fifth Street and P.C.H., the event promises to be thelargest surf cinema gathering in recent memory. "Surf films are

    constantly changing and the way we watch them is constantlychanging," says director/producer Kai Neville. "Lost Atlas rep-resents another wild shift in performance surfing and we're ex-cited to show it to the world. It's an unfiltered view of some ofthe world's best young surfers, and we wanted the premiere ex-

    perience to be unfiltered and fun like our time on the road."Working under Taylor Steele and Poor Specimen, Kai Neville

    released his first major film Modern Collective in 2009 and im-mediately set the new standard for elite-level surfing. Lost Atlasis the 26-year-old Aussie filmmaker's first independent projectand picks up were Modern Collective left off. Described as amovie about "youth on the run," it bounces around the globe inno particular order and features the world's most progressivesurfers at their best and most honest, including Dane Reynolds,Jordy Smith, Julian Wilson, Dusty Payne, John Florence, Yadin

    Nicol, Kolohe Andino and a handful of others.Full of raw, candid clips and scored to a soundtrack thatveers across all genres with bands such as Dirty Beaches andTotal Slacker, Lost Atlastakes the surf cinema expe-rience way off the map."Working with Kai is al-ways fun because you knowit's gonna be big," says oneof Lost Atlas's standoutsDusty Payne. "This was afun project to work on be-cause you want to put inyour best effort so you canmatch the best. The world

    premiere is gonna be sick tosee how many people gatherto check it out. The movie isepic, too!"

    With more than 500,000 people in attendance, the

    Nike U.S. Open of Surfing promises to be the largest actionsports gathering of the summer. Many of the stars of Lost Atlaswill be participating both in the competition and attending the

    premiere, creating the perfect opportunity to celebrate historicsurfing simultaneously at the pier and on the big screen. Theworld premiere is open to the public and all ages are welcome.The premiere will also feature giveaways, prizes and athletesignings, making it a night to remember for anyone interestedin the world's best surfers and the world's best surfing.

    Don't you love a Parade. All the other American Legion post members

    not pictured marched behind or rode in trucks. They were followed by the

    VFW and Jewish War Veterans. The audience offered a very warm aaa

    reception along the entire 3-mile Parade route.This picture was taken atPCH & Main as they marched north on Main St. It was a beautiful

    day!.....however, I was told that by the end of the parade that M-1 rifle

    was getting heavy!

    Just take this last item: In the last two years we have accumulated national debt at arate more than 27 times as fast as during the rest of our e ntire nation's history.

    Over 27 times as fast. Metaphorically speaking, if you are driving in the right lanedoing 65 MPH and a car rockets past you in the left lane. 27 times faster, it would bedoing 7,555 MPH!

    Recently, I had the honor of co-holdingthe Inte rna t iona l Sur f ing MuseumHuntington Beach banner before its float,featuring The Slacktone Surf Band, in thewonderful HB 4th of July Parade. The b andhad several great musicians, includingguitarist Jimmy Dale, whose dad, Dick,King of the Surf Guitar, was the CelebrityGrand Marshall. The crowd went wildin enthusiastic applause and whistles,listening to the Slacktone's energetic andwell-played music.

    Dick was behind the Museum Float,which also carried some museum leadersand was designed and driven by Dave andKellie Reynolds. The float was followed byDick's friend and museum founder, NatalieKotsch, the parade's Community GrandMarshall.

    It was my fifth year walking in the paradeand it was a blast being part of suchcommunity pride. What a special thrill it

    was, getting to walk theroute and wave to all myfriends and fellow HBersas well as happy guests toour city. Its fantastic to seethe thousands uponthousands of patriotic people enjoying Hunting-ton Beach, its bands,military, police and firedepartments, officials,Cub Scouts and so

    many other groups ofparticipants from all over.

    I think we all owe a big "THANKS" toeveryone involved in putting the on biggestparade of its kind west of the MississippiRiver, including HB Public Works, TrafficControl, The City Information Office,Explorer Scouts, and especially the hardwork of Pat Stier, Stacey Newtown, LindaVircks, Chris Young, Gil Coerper, all theother committee members and fieldannouncers, like the legendary MattLiffering. Thanks also for the marching3-1 Marines and its Foundation'sparticipation in the event. Kudos also to theold military planes dazzling flyovers informations and our own police helicoptersalutes. For those who missed it, tune in toHBTV to see the rebroadcast on Channel 3.It's a fun production to watch.

    It looked like the largest crowd I've seenat any parade. HB really knows how to puton a party celebrating our proud nation'sIndependence Day. Congratulations HB!

    Recently, I was walking on the Seal BeachPier and noticed a ceremony about to start inthe parking lot below. I went down and raninto my friend, Erik Dreyer-Goldman,President of the Seal Beach Chamber OfCommerce, who said the ceremony wasgoing to honor Seal Beach's two new ElectricVehicle Beach Charging Stations in the lot offOcean Avenue and Eighth Street.

    Seal Beach Mayor Mike Levitt said theseare the first electric vehicle parking plugin places at any Orange County Beachand "we're excited that Seal Beach couldoffer this to it's residents and guests as acoastal amenity."

    The City Of Seal Beach was awarded afederal grant from the Department of Energyto receive these Electric Vehicle ChargingStations. The mayor showed how easy it is to

    Contestants are now being sought for the

    2012 Miss Fountain Valley ScholarshipPageant to be held in March, 2012.

    Scholarships will be awarded in multiple categories.It will be the first Miss Fountain Valley ScholarshipPageant in 20 years.

    be held March, 2012

    The Miss America title and crown usually starts

    with a local Pageant in communities all across the

    nation. Organizers of the 2012 Miss Fountain ValleyScholarship Pageant are now encouraging potential

    contestants to sign up for the first Miss FountainValley Pageant in 20 years. Any young woman

    between the ages of 17 and 24 who live, work or

    attend school in Fountain Valley is eligible toparticipate in the pageant.

    We are pleased to announce that the new pageantis taking applications from potential contestants. We

    are partnering with the F ountain Valley Chamber of

    Commerce to seek contestants and scholarshipsponsors for this event, said Keeli Scott Lisack,Executive Director for the Pageant.

    The pageant is scheduled for March 10, 2012 in

    Fountain Valley. Contestants in the event willcompete in categories of fitness/swimsuit, evening

    gown, talent and personal interview/scholarshipwhich will give them an opportunity to express their

    own interests in social or vocational matters.

    Scholarships will be awarded in multiple categories,which will be announced at a later date.

    The winner of the 2012 Miss Fountain Valley

    Scholarship Pageant will then represent FountainValley in the Miss California Pageant in Fresno in

    June, 2012. Both pageants are affiliated with theMiss America Pageant.

    The last Miss Fountain Valley Scholarship Pageant

    was held in 1991 under the direction of Lisack as

    well. She was also Miss Fountain

    Valley in 1977.Interested candidates can

    The City of Huntington Beach

    Junior Lifeguard program opened

    on Monday, June 27! The

    program was established in

    1963 to educate children

    to recognize potential

    hazardous conditions

    associated with an

    ever-changing aquatic

    environment. Emphasis

    is placed on safety,

    respect, physical fitness,

    instruction, and discipline.

    Students are schooled in the oceanic

    environment, First Aid, C.P.R., mutual

    cooperation, competition techniques,

    and lifesaving methods. The Huntington

    Beach Junior Lifeguard program is

    world renowned. Students come from

    other countries such as Germany,

    France, England, Japan,

    New Zealand, Australia,

    Mexico, and other states

    such as Oregon, Wash-

    ington, Alaska, Hawaii,

    New York, Utah and

    Florida to participate.

    The program has been

    involved with nine interna-

    tional educational exchanges

    with New Zealand, Australia, and

    reprocess and re-useour nuclear waste like

    France does? Would it be possible for us tostart doing so?

    Reprocessing nuclear waste to extract more energyfrom it, while expensive and controversial, is indeedto this day still practiced in France, the UK, Russia,India and Japanbut not in the United States, whereit was invented. The process involves breaking downspent nuclear fuel chemically andrecovering fissionablematerial for use in newfuels. Proponents toutthe benefit of reducingthe amount of nuclearwaste, resulting in less

    highly radioactivematerial that needs to bestored safely.

    Nuclear reprocessingwas first developed in theU.S. as part of the WorldWar II-era ManhattanProject to create the firstatomic bomb. After thewar, the embryonic nuclear power industry beganwork to reprocess its waste on a large scale to extendthe useful life of uranium, a scarce resource at thetime. But commercial reprocessing attempts faltereddue to technical, economic and regulatory problems.Anti-nuclear sentiment and the fear of nuclearproliferation in the 1970s led President Jimmy Carterto terminate federal support for further developmentof commercial reprocessing. The military didcontinue to reprocess nuclear waste for defense

    purposes, though, until the collapse of the SovietUnion and the end of the Cold War made continuousramping up of our nuclear arsenal unnecessary.

    More recently, George W. Bush pushed a plan, theGlobal Nuclear Energy Project (GNEP), to promotethe use of nuclear power and subsidize thedevelopment of a new generation of proliferation-resistant nuclear reprocessing technologies thatcould be rolled out to the commercial nuclear energysector. Federal scientists came up with promisingspins on reprocessing nuclear fuel while minimizingthe resulting waste. But in June of 2009 the Obama

    administration cancelled GNEP,citing cost concerns.

    Proponents of nuclearpowerand of reprocessing in particularwere far from pleased with GNEPs axing,especially in light of Obamasearlier decision to close YuccaMountain as the U.S.s futurenuclear waste repository.GNEP may have gone away,but the need to recycle spentfuel in this country is moreimportant than ever becauseof the governments stupid

    decision to close Yucca Mountain, saidDanny Black of the Southern Carolina Alliance, aregional economic development group, on theEcopolitology blog. Without Yucca Mountain, thepressure is on the industry to do more with recycling.

    But a 2007 report by the nonprofit Institute for En-ergy and Environmental Research (IEER) wouldseem to justify Obamas decision. IEER found thatnuclear reprocessing would actually increase ourvolume of nuclear waste six fold. IEER also reportedthat France, which runs the worlds most efficient

    reprocessing operation, spends about two cents perkilowatt hour more for electricity generated fromreprocessed nuclear fuel compared to that generatedfrom fresh fuel. IEEE further reports that the coststo build the breeder plants needed to convertspent nukes into usable fuel would create intolerablecosts and risks.

    For now, U.S. nuclear plants will continue tostore waste on site, with spent rods cooled in pools ofwater for upwards of a year and then moved into thicksteel and concrete caskets. While proliferation andterrorism have long been risks associated with hostingnuclear plants on American soil, recent events inJapan underscores that even Mother Nature poses athreat. As such, advocates of reprocessing probablystand little chance of reviving plans in a politicalclimate now so hostile to nuclear development.

    methods for evaluating proposed aerodynamic structures for aircraft."

    The abstract of the patent published by the U.S. Patent and TrademarkOffice states: "In-flight testing methods and kits for in-flight testing of

    The states adult smoking

    rate has hit a record low,

    announced California

    Department of Public Health

    (CDPH) Director Dr. Ron

    Chapman today. Last year, 11.9

    percent of the states adults

    smoked, down from 13.1 percent

    in 2009, making California one of

    only two states to reach the federal

    Healthy People 2020 target of

    reducing the adult smoking

    prevalence rate to 12 percent.

    The drop in smoking means

    that fewer people will see their

    lives cut short by tobacco,

    Chapman said. Sincethe inception

    of Californias tobacco education

    efforts in 1990, we have witnessed

    declines in lung cancer, heart

    disease and other tobacco-

    related illnesses.

    Chapman praised the states

    success in reducing tobacco use,

    but noted California must

    continue its aggressive efforts:

    respectively both groups have

    shown declines since 2009 when

    15.6 percent of men and 10.7

    percent of women smoked. In

    addition, smoking rates declined

    among all age groups. The most

    significant decrease occurred

    among adults ages 25 to 44, which

    fell from 15.2 percent in 2009 to

    13.1 percent in 2010.

    Horsepower figures were notquoted, but with direct injection inthe mix to help boost specific output,the engine should be good for at least

    200 hp. Toyota says the mounting ofthe flat-four low and behind the frontaxle will keep the center of gravitydown and centered for better han-dling. It also helps front-to-rearweight distribution.

    Buyers will have a choice of a six-speed manual or six-speed automaticwith steering-wheel-mounted paddleshifters. A limited-slip differentialwill be standard. Its hard to say howmuch of the FR-S is real (the roof,doors, hood, and trunk are probably

    production-spec) and how much isauto-show glam. The staggered-width wheels by Five Axis20 x8.5-inchers in front and 20 x 10.5 inrearare certainly show-stand partsthat wont make it to production. Theexaggerated rear undertray with dualexhaust exitsread: one exhaust,two tailpipesalso may be extramakeup for the show.

    The arrival of the FT-86 as a Scionsurprised some (especially if theyhad been under a rock for the last

    week), but division vice presidentand general manager Jack Hollis saysthe car was slated to be a Scion earlyin its development. It definitely rep-resents a commitment by Toyota tothe floundering brand.

    The production FR-S will havenarrow fenders, but likely will besimilar in overall styling to this con-cept. According to Hollis, the car hasundergone a styling makeover sinceToyota president Akio Toyoda de-clared last year that the company'sstyling is too staid, and that it should

    be more passionate. An FT-86 con-cept shown at the 2009 Tokyo autoshow had more slab-like sides and aless-aggressive face. Also, the FR-S'srear end draws strongly from theLexus LF-A supercar, a characteristicnot on the original FT-86 show c ar."

    On November 6, 2010, at about11:50 pm, a resident calledreporting she heard a female

    screaming stop and crying in the nextdoor apartment. Huntington Beach police officers responded; a malesubject answered the door and told

    police officers there was no femaleinside the apartment. Due to the exigentcircumstances involved, policeofficers explained they had anobligation to come inside to ensure noone was hurt or in need of help.

    Police officers entered the apartmentand discovered a minor female child at

    the residence who was bleedingfrom the mouth. Officersconducted their investigation andsubsequently arrested the malesubject, Mario David Abernathy,

    43, Huntington Beach, for corporal injury of a child (child abuse).

    On February 10, 2011, Mario Abernathy filed a claim against the City ofHuntington Beach accusing the police officers: 1) unlawful search of hisdaughters bedroom, 2) police falsified police report of aprox [sic] Dec. 7,2010, 3) police maliciously prosecuted [him], 4) violated due process deniedcopies of exculpatory evidence [sic]. The claim was reviewed by theHuntington Beach City Attorney Office and denied on March 8, 2011.

    The Orange County District Attorney Office prosecuted the criminal caseand on July 5, 2011, Mario Abernathy was found guilty by jury of the chargecorporal injury of a child, Penal Code 273d(a). Mario Abernathy has been outon bail since his arrest and was to be sentenced on July 7, 2011, but failed toappear in court for the sentencing hearing. Mario Abernathy is now a fugitiveand a warrant was issued for his arrest. Huntington Beach police officers areactively looking for him to take him back into custody.

    The Huntington Beach Police Department is seeking the publics assistancewith any information regarding Mario Abernathys whereabouts. In additionto this current conviction, he was also convicted of financial elder abuse in2009. He is described as a male white, 5-10, 210 pounds, brown hair and brown eyes.     courses built in the United States

    and has been around for over 20

    there are 18 Mach 3 targets and

    cement tees. The course also

    consists of 5,400 feet of play space

    that can expand to 6,100 feet for

    tournament play. The terrain is

    moderately hilly and lightly

    wooded. If you are someone who

    just learning to play the game, it is

    best to visit during the weekdays to

    get some experience. The first

    Saturday of every month is

    dedicated to tournaments for

    Right when it seemed the economy mightactually be getting better, the most recent jobsreport issued a crushing blow to the recovery.

    For the last few months weve been adding jobs to theeconomy at a decent pace. There were even a couplemonths earlier this year where we saw over 200,000

    jobs added to the workforce in a single month.Considering it takes 125,000 new jobs per month justto keep up with population growth, growth of 200,000

    jobs only nets the economy a positive of 75,000 jobs.This really is the minimum

    pace needed to regain thenumber of jobs weve lost inthe last few years. Realistically,we need to be adding 300,000

    jobs per month in order tomake any significant dent in theunemployment rate.

    Since the beginning of thegreat recession, our economyhas shed over six million jobs.According to the labor board

    weve since regained twomillion of those lost jobs, but westill have a lot of work to recoverthe last four million. The June

    jobs report which was justreleased indicated that we only added 18,000 jobs forthe month. Bringing even more bad news with thereport, the unemployment rate ticked up for a thirdmonth in a row, now at 9.2%. Here in California,were still well over 12% unemployment. Since we

    began tracking these figures in 1948, there has neverbefore been such a sustained high rate of unemploy-ment this far into what is being called a recovery.

    The truth is that were still a long ways away fromanything that might feel like actual recovery to theaverage American. Soon after the report was releasedPresident Obama took the podium to address the jobsmarket to Americans. Like any other politician vying

    for reelection, he did his best to find some shiningpoints in this new report. The problem is that theresimply werent any. As CBSs Jill Schlesingeraptly stated, this jobs report was so overwhelminglyawful that theres not enough lipstick in Americafor this pig.

    A few months back I was driving throughHuntington Beach after picking up my two nieceswho live there. My two sons were also in the car with

    us. We drove past aresidential tractwhen one of mynieces, age 11, pointed to a housethat her friend usedto live in. She wassad because whentheir family lost thehouse, they movedout of state. Shedidnt understandwhy she lost her

    friend. Neither didanyone else in thecar. I tried to be agood uncle and

    put complicated unemployment figures intosimple math a child could understand. I did somequick math in my head: A 12% unemployment ratemeans that roughly one out of eight adults does nothave a job. Here in Orange County, where almostevery house needs two working incomes to sustainthe high cost of living, this means one out of everyfour households has a parent that is not working.

    I asked my niece to think about the kids in herclassroom. Imagine how the desks are arranged in theclassroom and where each child sits. Now beginningcounting every fourth desk: one, two, three four (un-employed parent). One, two, three, four (unemployed

    parent). Silence. I could tell that even my youngest

    son understood thegravity. He was only fourat the time.

    If theres a good side toany of this, it can only

    be the effect onmortgage rates. In thefew weeks leadinginto the June jobsreport, rates had

    been slowly inchingupwards based on a belief that the economy wasimproving. After the harsh reality check provided bylast weeks figures, rates took a large plunge lower.The average rate on a 30 year fixed mortgage dropped

    by almost 0.25% in a single day on Friday. Thebond market continued its rally on Monday, furtherimproving mortgage rates.

    The new consensus is that pain of a struggling labormarket is going to sputter along much longer thananyone had previously anticipated. Prior to the jobs

    report the popular belief was that the Federal Reservemight begin increasing key benchmark rates as earlyas the fourth quarter of this year. This most recent jobsreport all but guarantees that the Fed will continue toleave rates at record lows well into 2012.
