TYNWALD CEREMONYThe general arrangements in connectionwith the Tynwald Ceremony will be asfollows:

1. Tynwald to be held at St John’s on 6thJuly will be the occasion forpromulgating the Acts passed during thelast session and for transacting otherbusiness.

2. Ushers will be on duty to escort ticketholders to their seats, both in the RoyalChapel and on the Grandstands.

3. There will be limited accommodation onthe Grandstands lining the processionalroute for members of the public holdingtickets. Ticket holders should be in theirplaces by 10.15 am.

4. A service will be held in the Royal Chapelof St John the Baptist at 11 am. Thosetaking part in the proceedings will havethe use of the Robing Room, adjoiningthe Royal Chapel, to robe. The clergywill attend in Choir Dress.

5. Tickets for reserved seats in the RoyalChapel will be numbered and thenumbers on the tickets will correspondwith the numbers on the pews. Ticket-holders should be in their places notlater than 10.30 am.

6. Music before the Service will be playedby Mr Derek Crellin, Organist of theRoyal Chapel of St John the Baptist.Music after the service will be played byMr Bernard Clarke.

7. The singing on the Grandstand duringthe Service will be led by the ManxFestival Chorus conducted by Dr JohnBethell MBE D Mus and those seated onthe Grandstand are asked to stand forthe hymns and anthem.

8. The processions to the Royal Chapel

and to Tynwald Hill will be marshalledby the Clerk of Tynwald. All participantsin the processions are invited to wearBollan Bane.

9. Detachments from the Royal BritishLegion, Royal British Legion (Women’sSection), Joint Ex-Services Association,Isle of Man Coastguard, Isle of ManPrison Service, Civil Defence, Sea CadetCorps, Army Cadet Force, Air TrainingCorps, St John Ambulance SeniorCadets, Scouts and Guides, will line thepathway between Tynwald Hill and theChapel with the visiting Guard ofHonour and Military Band.

10. Those presenting Petitions for Redress ofGrievance are requested to assemble bythe War Memorial as the processionsreach the Hill. At the appropriate pointthey will then be escorted by the ushersto the foot of the Hill to present theirpetitions. After doing so, petitioners willbe escorted round the foot of the northside of the Hill.

The public will not be permitted to proceedwithin the lines formed by the abovecontingents.

ORDER OF PROCEEDINGS 09.45 am. The start of the ceremonialoccasion when the Guard of Honour,Military Band, the Standard Bearers and allparticipating local units, organisations andSecondary School students congregateunder the direction of the Military LiaisonOfficer on the car park in St John’s School inSt John’s village.

10.10 am. The school students, carryingtheir school banners and in their schoolgroups, process to Tynwald Green led by theOnchan Silver Band and the Manx Flag. Theymove past the saluting dais in front of the

President of Tynwald and the Minister forEducation. They then move across TynwaldGreen to take their places on the grandstandfor the duration of the proceedings.

10.20 am. The Military Band, leading theGuard of Honour, the Standard Bearers andall the local units and organisations marchon. The Guard of Honour and MilitaryBand take up their positions on TynwaldGreen, the Standard Bearers take up theirpositions at the War Memorial anddetachments from local units, Isle of ManCoastguard, Isle of Man Prison Service, CivilDefence, Sea Cadet Corps, Army CadetForce, Air Training Corps, St JohnAmbulance Senior Cadets, Scouts andGuides form up at the east end of theProcessional Way from the War Memorial tothe West Door of the Royal Chapel. TheTrumpeters move into position on the wallopposite the War Memorial.

10.37 am. His Excellency the LieutenantGovernor Vice Admiral Sir Paul Haddacksarrives. As he steps from his car, theTrumpeters sound a fanfare and he isreceived by the Military Liaison Officer andtwo Captains of the Parishes. (In the event ofbad weather the cars will first stop at theLych Gate, Lady Haddacks and guests willalight and proceed straight into the RoyalChapel. His Excellency will continue with thenormal programme).

10.42 am. His Excellency mounts thesaluting dais for a fly past of RAF aircraft. ARoyal Salute follows and His Excellency,accompanied by the Military Liaison Officer,inspects the Guard of Honour and the frontrank of the Military Band. His Excellency,accompanied by the Military Liaison Officer,then moves to the National War Memorialwhere His Excellency places a wreath. TheTrumpeters play ‘Last Post’ followed by aone minute silence and ‘Reveille’. HisExcellency preceded by two Police Sergeants,the Trumpeters and the Manx Flag thenprocess to the Robing Room accompaniedby Lady Haddacks and guests. LadyHaddacks and guests enter the Royal Chapelat the West Door.

11.00 am. As the Service in the Royal Chapelbegins, the Military Band, Guard of Honourand Standard Bearers move to theirpositions on the west end of theProcessional Way.

PROCESSION TO THE ROYAL CHAPEL All stand as each procession enters theRoyal Chapel.

The trumpeters sound a fanfare as HisExcellency leaves the Royal Chapel and thenprecede the Sword Bearer on theProcessional Way. On the approach of HisExcellency the Honour Guard present arms.

The processions reform behind HisExcellency in reverse order to that in whichthey left the Royal Chapel so that the DeputyChief Constable, followed by the twoSergeants of the Isle of Man Constabularywho led the first procession, bring up therear.

Persons sitting in the enclosures at the footof the Hill stand when His Excellency arrivesat the Hill.

ON TYNWALD HILL His Excellency the Lieutenant Governor, thePresident of Tynwald, the Lord Bishop ofSodor and Man, the Attorney General, theChief Minister and Members of theLegislative Council, the Clerk of the

Legislative Council, the Persons inattendance, the Sword Bearer and thePrivate Secretary to His Excellency willoccupy the top tier; the Speaker, Membersand Secretary of the House of Keys togetherwith their Chaplain will be accommodatedon the next tier; the High Bailiff, theRepresentative of the Commission of thePeace, the Chief Registrar, the Mayor ofDouglas, the Chairmen of the Town andVillage Commissioners, the Archdeacon, theVicar General, the Clergy, the RomanCatholic Dean, the representatives of theFree Churches, the Salvation Army and theChief Constable will occupy the tier below.

The First Deemster sits at the placeappointed on the south side of the Hill forthe promulgation of the laws in English andthe Second Deemster sits in thecorresponding position on the north side ofthe Hill for the reading in Manx. The DeputyDeemster, Yn Lhaihder, the Captains of theParishes, the Coroners and the Deputy ChiefConstable sit on the lowest tier.

When His Excellency is ready and theofficials have taken up their positions on theHill:

The Coroners receive their staves of officefrom His Excellency and then return to theirplaces at the foot of the Hill. A Messengerremoves the kneeling mats.

After the Petitioners have withdrawn to thenorth of the Hill, a fanfare is sounded andthe troops are called to attention in turnfrom Tynwald Hill to the Royal Chapel.

On behalf ofmyself, the Learned Deemsters, the Captains ofthe Parishes and others here assembled, I ampleased to accept the invitation of the President ofTynwald to be present at the sitting of TynwaldCourt and to witness the Captioning of the Actsjust promulgated.

PROCESSIONS FROM TYNWALD HILL The Deputy Chief Constable calls theprocessions from the Hill which on clearingthe detachments halt and align themselves oneither side of the path to enable His Excellency,preceded by the Sword of State to pass. TheDeputy Chief Constable is the last person toleave the Hill and brings up the rear of theprocessions accompanied by the MilitaryLiaison Officer. He is immediately followedby the two Sergeants of the Isle of ManConstabulary who led the first procession.

The President of Tynwald is handed the Actspromulgated to be certified. Once he hassigned, they will be taken by a TynwaldMessenger to the Speaker of the House ofKeys for signature.

Once the signing process is complete the

President of Tynwald will award the TynwaldHonour to Mr Ian Qualtrough. The TynwaldHonour is the highest award that Tynwaldcan bestow. It is given only to someone whohas made an outstanding, life long andsacrificial contribution to Manx life.

Mr President then says:
