Despite late concerns, the state legislature has approved a bill providing undocumented immigrants the right to obtain driver’s licenses – and it’s already been signed into law by Governor Andrew Cuomo.

The Driver’s License and Privacy Act, nicknamed the Green Light Bill, will allow New York residents to obtain licenses –

regardless of immigration status.It reverses a ban enacted in 2001 and is

estimated to aff ect approximately between 250,000 to 750,000 New Yorkers.

The bill’s passage makes New York State the 13th state in the nation to allow undocumented residents to apply for licenses; other states include California, Vermont, Utah and Maryland.

After the State Assembly, led by Assemblymember Marcos Crespo, approved the bill 86 to 47 on Fri., June 12, the Senate followed suit on Monday after a vigorous debate where some Senators expressed reticence about the

legislation. The Senate ultimately passed

the bill 33 to 29. “In a time when immigrants

are being scapegoated for every ill in our country, this is our opportunity for New York State to show our courage and strength, and stand up for the marginalized communities,” said bill sponsor State Senator Luis Sepúlveda. “For economic, safety, and moral reasons, our communities deserve the Green Light Bill.”

Cuomo signed the bill into law late Monday evening.

Though Cuomo had repeatedly voiced support for granting licenses to the undocumented in recent months, he worried supporters of the bill with some mixed signals at the eleventh hour. He cited concerns that the Green Light Bill could place personal information on undocumented immigrants in the federal government’s hands.

“You’re creating a database of undocumented people which a federal government that is trying to aggressively fi nd quote/unquote illegal people might actually seize and you might actually inadvertently end up creating a database the federal government

might end up taking,” Cuomo said. “You might actually be hurting the people you’re trying to help.”

Cuomo’s offi ce issued a letter to Solicitor General Barbara Underwood requesting her legal opinion on whether the bill could expose the immigration status of undocumented immigrants to the Trump administration, and whether it would stand if challenged in court.

In recent remarks, New York Attorney General Letitia James panned any legislation that would legalize marijuana if it did not include the expungement of records.

Instead, a clean slate is in order, argued James.

Speaking at a summit on alternatives to incarceration organized in part by The Aleph Institute and held at Columbia University Law School on June 17, James insisted

that any marijuana legislation should include a provision that would expunge records for those who have been arrested or convicted of pot possession.

“I believe in expungement,” she said. “We must put in place a system that addresses historical wrongs of the war on drugs. Those [who were] historically marginalized cannot be left on the sidelines.”

Her address was part of a larger presentation that framed the social justice goals of her offi ce.

According to the non-profi t Drug Policy Alliance, 80 percent of the nearly 23,000 people arrested for cannabis in New York in 2016 were black or Latino. The organization, founded in 2000, has long sought to end the

During her speech, James similarly focused on the limitations of any legislation that would only decriminalize marijuana.

“What these numbers tell us is that we cannot assume that changing the law to decriminalize or legalize cannabis will be enough to deliver the justice and opportunity we hope it will bring,” James said.

She noted that states that have already legalized marijuana have seen a 94 percent decline in pot-related arrests, and touted that legalization would also save people from losing jobs or homes due to incarceration, or being separated from their family.

James remarked that marijuana-related arrests have had a disproportionate impact on New Yorkers of color.

“A young, white 17-year-old gets caught selling a dime bag and he’s described as an impulsive kid who made a mistake. A young black 17-year-old is caught selling the same dime bag and he’s called a juvenile delinquent, or worse,” she said.

“Marijuana, for me, is a social justice issue,” she added. “It’s also a resource management issue. It costs a lot of money to incarcerate people.”

There are more than 2.4 million Latinos residing in New York

City, according to the city’s own department of planning. That amounts to an estimated 29 percent of the city’s total population.

What implications does such a formidable presence have for New York City?

Stakeholders, elected offi cials, and community leaders sought to engage in discussion on the topics at hand at the third annual Summit on Latinos (SOL) on Tues., June 11th at Lehman College.

The event was organized by the Center for Puerto Rican Studies, City University of New York (CUNY) Dominican Studies Institute (DSI), and the Jaime Lucero Mexican Studies Institute at CUNY.

Several hundred people attended the day-long event, which featured a host of panels on economic development, education and immigration and included remarks from activists and elected offi cials.

“A main goal is to portray the unity of Puerto Ricans, Dominicans, and other Latino groups in the city,” said Edwin Meléndez, Director of the Center for Puerto Rican Studies, at a press conference held prior to the event.

“An important outcome is the coalition of Latino organizations throughout the city, and looking at these panels as to what might be the areas of convergence, what are the issues that are not just pressing, but [what

are the] issues that communities can engage in action on,” he added.

Organizers will publish a report featuring recommendations based on discussions held at the summit.

By having academic institutions host the conference, research and data can be used to highlight

issues and make recommendations. “What do we seek with these summits?

We want to hear from the Latino voices, what are the pressing issues that we need to be working on,” said José Higuera López, Deputy Director of the Jaime Lucero Mexican Studies Institute at CUNY.

Councilmember Ydanis Rodríguez pointed out that Latinos are the second largest group in New York City.

“There is no New York City without Latinos,” he said.

Rodríguez said he used information learned at past conferences to inform legislation he has worked on at the City Council.

At the summit’s panel on immigration, María Lizardo, Executive Director of the Northern Manhattan Improvement Corporation (NMIC), said one of the most important issues facing the Latino community was the upcoming 2020 Census.

“For every person not counted, New York loses $3,000 dollars. It’s important that you all become Census ambassadors,” she said. “Everyone needs to take personal responsibility for it.”

Lizardo said it was important to respond to the survey after the Census Bureau mails out cards to New Yorkers in March 2020, to eliminate the possibility of a door-to-door follow-up by the bureau.

“Can you imagine if our immigrant community, which is already afraid, has people knocking on the doors? They’re not going to open the door. Make sure people respond when they get the card.”

Bronx Borough President Rubén Díaz Jr., one of the summit’s featured speakers, said the annual summit allowed Latinos to “connect the dots” regarding issues they are facing.

“I’m here because, as we move forward, [we] totally expect to be part of the conversation that says this is the best

Arecent gathering focused on how to better protect seniors.

The event at the Bronx County Courthouse coincided with Global Elder Abuse Awareness Day, which occurs on June 15, and was held in response to several high-profile incidents in recent months involving crimes against the elderly, including several assaults and the attempted rape of an 83-year-old woman.

“We have a high level of anxiety,” said Bronx Borough President Rubén Díaz Jr., noting the incidents were widely covered in the media. “My mom doesn’t want to go outside once the sun goes down.”

Bronx District Attorney Darcel Clark said her office has prosecuted 68 cases involving elderly victims since January 2018.

She assured seniors that perpetrators of crimes against the elderly would be “held accountable and we’re going to prosecute to the fullest extent of the law.”

Clark said her office has an elder abuse task force and sponsors workshops on crime prevention and recognizing signs of abuse.

“To our seniors, know that you’re not alone,” she said.

Lorraine Cortes-Vásquez, Commissioner

of the city’s Department for the Aging (DFTA), said her agency hears “more and more terrible stories” about abuse of elders, many times in their own homes.

“This is not the time, for any of us who are able to take action, to sit back,” she said.

Cortes-Vásquez recommended that New Yorkers access the Elderly Abuse Resource Center by calling 311.

As a child, Yolanda García moved around a lot.

First, she came as an infant with family to the Bronx from Santurce, Puerto Rico.

During her childhood, they all moved wherever the carpet business took them, one location after another.

The park was originally conceived as a green space as part of the Melrose Commons urban renewal plan.

In the early 1990’s, the city sought to push through a development plan without community input, and which would have bulldozed much of the neighborhood. After substantial community backlash, Nos Quedamos got involved and collaborated with the city on a revitalization strategy.

Iris Rodríguez-Rosa said that García got city officials to pay attention at a time “back in the day when people did not want to listen.”

“Thank you to the elected officials that supported her, to the friends that she made over the years, to the continued work of Nos Quedamos,” she said.

Fernando Ferrer served as Bronx Borough President during the proposed Melrose redevelopment and often credited García and other advocates for helping to change minds – including his own.

Located on Melrose Avenue between East 159th and East 160th Streets, the park was built on a formerly empty lot and has been over 20 years in the making.

It is named after García, a community activist who founded Nos Quedamos/We Stay, a nonprofit that provides social services and works to develop community housing.

Garcia passed away w in 2005 of a heart attack which struck her while at the Nos Quedamos/We Stay offices.

She was 53 years old.“Yolanda would have done anything for

this community, so this park is the perfect way to honor her,” said Bronx Borough President Rubén Díaz Jr. “She had a vision of a ‘Central

Park’ for everyone to enjoy and now children for generations to come are going to benefit from her legacy.”

The new park includes plush green grounds, an array of play equipment, spray showers, adult fitness equipment, restrooms and seating.

As more people become aware of the transgender and gender-nonconforming experience, many may be uncertain about the terminology used by these communities.

A NewYork-Presbyterian expert breaks down some of the terms that are used to describe the spectrum of gender identity to help people better understand both the language and how to create a more inclusive environment for the estimated 1 million adults in the U.S. who identify as transgender.

One of the fi rst steps is understanding the use of a person’s personal pronouns rather than making assumptions.

This is widely accepted as a way to treat a transgender person with respect, according to Marianna da Costa, LMSW, the practice care facilitator at NewYork-Presbyterian’s Center for Special Studies

and a LGBTQ advocate. For example, when you meet someone, ask which personal pronouns to use to honor them. The most commonly used pronouns are “she” and “her”; “he” and “him”; and “they” and “them.” However, it’s important

to recognize that many other pronouns also exist. You can start by sharing your own

preferences by saying “Hi, I’m Levi, and my personal pronouns are he and him. What are yours?”

Another good way to learn personal pronouns is to listen to fi nd out if an individual uses pronouns that are masculine,

feminine, or neutral, such as “they” and “them.”

If you accidentally use the wrong pronoun, apologize quickly and sincerely, then move on. The bigger deal you make out of the situation, the more uncomfortable

The Governor’s offi ce then quickly signaled that he would move to enact the law.

June 14, advocates for the bill pointed to studies indicating that driver’s licenses for all would add $57 million to the state economy, and said it would improve road safety if all New Yorkers went through the same process to acquire a license.

“This is not just about protecting immigrant families, this is about the safety of our roads,” said Yatziri Tovar, a Bronx resident and

organizer with Make the Road New York (MRNY). “If every single person on the road is licensed, that means their car is also insured. That makes the road safer.”

Tovar said that undocumented immigrants are sometimes forced to drive due to a medical emergency or an urgent appointment.

“There’s a fear that a traffi c stop can lead to separation and detention,” she said.

Fellow MRNY organizer Carlos Vargas noted that a dozen other states had already passed similar legislation, and said New York’s bill would especially benefi t residents of places like Staten Island and Long Island, where public transportation is scarce.

“Think about that father who has to drive his child to the hospital, to the doctor,” he remarked. “Twelve states have already led the way.”

The bill will allow non-commercial driver’s license or learner’s permit applicants to be able to submit additional proofs of identity to be eligible. It also waives the Social Security number requirement if the applicant signs an affi davit that they have not been issued a Social Security number and provides the DMV with discretion to approve additional proofs of identity and age.

Lawmakers said that the bill includes data protection measures to ensure the privacy of applicant information.

“By passing this needed legislation, we

are growing our economy while at the same time making our roads safer,” said State Senate Majority Leader Andrea Stewart-Cousins in a statement. “This is the right step forward for New York State as we continue to advocate for comprehensive immigration reform on the federal level.”

“We are glad to see that Gov. Cuomo ultimately did the right thing by quickly signing the Green Light NY bill into law,” said Steve Choi, Executive Director of the New York Immigration Coalition (NYIC). “Our New York State electeds have sent a message — that while Donald Trump and his cronies look to scapegoat immigrants, the Empire State will protect them. We’ve done that by restoring driver’s licenses, and we’re just getting started.”

The bill will take eff ect in 180 days.

Hablando en una cumbre sobre alternativas al encarcelamiento celebrada en la Facultad de Derecho de la Universidad Columbia el 17 de junio, James insistió en que cualquier legislación sobre la marihuana debería incluir una disposición que elimine los registros de quienes han sido arrestados o condenados por posesión de marihuana.

“If we’re serious about ending mass incarceration, we should not be locking people up for violating their parole,” she remarked.

James also said the expanded use of body cameras as a law enforcement tool would have a profound eff ect on improving “transparency and accountability” in the criminal justice system.

She said her offi ce has used body camera

footage in cases it has prosecuted.She referenced a recent case in which the

NYPD was made to turn over body camera footage related to a 2017 police shooting that had resulted in the death of a Bronx man carrying a toy gun.

“This was an important ruling that means a signifi cant signal to police, and will lead to additional footage being publicly available. I hope we can expand upon this willingly and expand access to footage,” she said. “The truth is we’re only getting started.”

James’ comments were met with applause at the gathering.

“It’s the only fair thing to do,” said one attendee following the speech. “Communities of color have paid a price for those arrests. It stays on an individual’s record and prevents them from fi nding work.”

Corey recommended that seniors walk in well-lit areas and with friends, and use waiting areas of subway stations. She also demonstrated the recommended way women should carry a purse. “They should carry it under their arm. If it’s around your shoulder, someone can pull you down if they try to grab the purse,” she said.

She cautioned seniors to be safe if an attempted robbery occurs.

NYC Parks Commissioner Mitchell Silver remarked that he participates in about 100 park and playground openings per year, but he was particularly impressed with Yolanda García Park.

“This by far is one of the best new parks I have seen in a long time,” he said.

Salamanca said the Parks Department has made an extensive commitment to his district since he took his Council seat.

“This is the sixth ribbon cutting I’ve done in three years,” he said. “I’ve been very blessed.”

He noted that affordable housing has also been built in the area immediately surrounding the new park. “This is part of the plan, creating green spaces surrounded by housing,” said Salamanca.

He said he planned to provide funding for a plaque explaining the history of Yolanda García and Nos Quedamos.

Local resident Antonio Acevedo said neighborhood residents were anxiously awaiting the park’s completion.

“For kids around here, they really need a place to play,” he said. “But what’s great is this park is for everybody. There’s places to play, places to relax. It’s here for everyone to use.”

“It is imperative for us to understand and appreciate what community power and local victories look like when we are bold and tenacious,” said Clemente. “This park embodies what it means to stay and to flourish, what it means to be the first at the table to help with transforming the community and changing the reality that you have.”
