Employees at the Bela-Bela Municipality downed tools on 26 January after theirsalary payments were delayed. The protesting workers overturned dustbins andrefused service while they demanded their salaries.The municipality blamed the payment delay on a system issue and urged employeesto return to work.

Solomon Mahlangu HighSchool suffered from a seriesof incidents in the beginningof the year, starting with theloss of 15 educators whentheir contracts were notrenewed, and continuing withstudent problems.

The BEAT team of packers and distrubuters are hard at work ensuring that piles ofadvertising brochures are correctly inserted in each newspaper, before beingpacked in correctly numbered piles for distrubution to the various selling points.The team often work long shifts right through the night to have the newspaperappear promptly evry week. The proud team consists of Reginald Leseke, JosephDitsela (mamager), Boikie Manukuse and Solly Seswana.

Five shop stewardssuspended afterprotests -24 April

Following a protest at Bela-BelaMunicipality on 15 April five shopstewards were suspended. The five wereElliot Molala, Maria Zikhali, LasyMakhubela, Gosh Rachidumela andPhilemon Magwai. Elliot Molala, thelocal Samwu chairperson and one of thefive, alleged unfair labour practices intheir suspension.

Fire scare in Spar Supermarket -24 April

TK MashabaAccording to one of the employees thefire started while a batch of bread wasbaking. The fire burned fiercely but waseventually subdued. Nobody wasinjured in the blaze, which wasallegedly caused by a paraffin leak inthe bakery section.

DA’s water wagons relieve waterproblems -10 April

With water shortages driving residentsmad in, the DA had the bright idea ofmanufacturing a 110-litre water tankthat would fit on a wheelbarrow. Thetank would be fitted with a tap. The first45 of the bright blue wheelbarrows were

presented to Waterberg residentshardest-hit by the shortages on Friday,20 March. Special attention was paid tothose who usually carry water fromwater points and dams far from theirhomes.

The BEAT received photos in April of theconditions in Leseding. Rubbish wasbeing dumped in the streets, a fireburned for three days at the landfill site,and the roads were in terribleconditions. No improvement has beenreported since.

Police barracks engulfed inflames -8 May

The barracks atthe Bela-Belapolice stationcaught fire on 2May. Officers fromthe station,members of thefirefighting unionand members ofthe Bela-BelaCrime PreventionUnit all rushed toextinguish theblaze inside thebuilding. Theystruggled fornearly an hour tobring the blazeunder control. Thedamages included

beds, fridges and variouspolice equipment and wasestimated to be as high asR1 million. A woman was

later arrested in connectionwith the case. It is believedthat her ex-boyfriend lived inthe barracks.

Alleged axe attacker deniesinvolvement -15 May

During his cross examination on 4 Mayone of the suspects believed to be involvedin a brutal axe attack on a couple atLeeupoort denied all involvement. TrymoreMunetsi alleged that he had been on hisway to visit his brother at the time of theincident, and also said that the T-shirt hehad been arrested in, which the victim had

testified had beenstolen from her, hadbeen given to himby his brother.Munetsi and PeterSithole were foundguilty andsentenced to 20years in jail on 24June.

Alleged Modimolle rapist arrested-15 May

Malose Jackson Mokgosane wasarrested on 5 May on two charges ofhousebreaking and rape. One of the‘Modimolle Rapist’s victims spoke toThe BEAT, and told reporters how shehad woken up to find someone in herbed. She said that the man hadthreatened her, raped her, and stolenher money. She managed to convincehim to stay the night, so that she couldsee his face in order to be able toidentify him.The court is currently awaiting DNAresults for the case to proceed.

Police stop protesting students in theirtracks -22 May

A group of protesting Bela-Bela Highlearners were stopped short at theentrance to town by police on 19 May. Thelearners boycotted classes because theyhad no teachers for a number of subjects,including Home Language, Life Science,and Life Orientation. Student presidentRuben Ntuli demanded to know how theywere expected to pass these subjectswithout teachers, and the learners wereplanning to take the matter up with theDepartment of Education’s circuit office.

Malema View residentsleft homeless aftereviction -5 June

Residents at the illegal squatter campnamed Malema View were surprisedwhen the Red Ants arrived on 29 May toknock down their shacks. Thesettlement was established illegally onthe site of a planned school. Hundredsof residents were left homeless withtheir belongings scattered across thearea. The Red Ants demolished over 700hundred shacks. No provision has as yetbeen made to resettle those lefthomeless in this move by themunicipality. The EFF’s Neo Moloko,who was behind the initial settlement,has promised to erect 50 shacks in apiece of open land owned by ForeverResorts in the CBD.

Bela-Bela policeasked thecommunity to helpthem find themother of a babywhich was foundin an open sewerin Leseding on 28May. The baby boy,who still had hisumbilicalattached,appeared to havebeen abandonedby his mother. Hewas found dead bymunicipalworkers. To date,the mother hasnot beenidentified.

Millions missing in ModimolleMunicipality, one suspended -5 June

The Modimolle municipality held ameeting on 2 June to clarify the issue offinancial misconduct in themunicipality. It was explained that oneofficial in a middle-managementposition was suspended pending adisciplinary hearing. Preliminaryinvestigations at the time showed adiscrepancy of R1.2 million in revenuebetween 2013 and 2015.

An AbbaTermaco recycling truck loadedwith paper caught fire on the R101 atBela-Bela, near Extension 7, on 2 June.The driver and bystanders tried tooffload the truck’s paper to prevent theblaze from consuming the truck’s cabin,but they were only able to remove fourof the large paper-filled bags beforehaving to retreat before the intenseblaze. Fanned by the wind, fireextinguishers were also insufficient toquench the blaze, and fire consumedthe entire truck.

A disagreement between rival taxiassociations left commuters strandedon 7 July. The Warmbaths TaxiAssociation (WATA) closed their doors inprotest against similar actions by NgobiTaxi Association. According to WATA,the Ngobi Taxi Association forced WATAtaxis in their area to stop operations on6 July. The matter was eventually settledafter interventions by various parties.

Municipal official up for RDP fraud,fugitive councillor surrenders -17 July

A housing officer and a councillor fromModimolle Local Municipality werearrested in July. Ramosebi Andrew Kgatiand Councillor Jimmy Maropeng werearrested following an alleged scaminvolving an RDP house. The pairallegedly sold an RDP house to aresident. The case is ongoing.

Abandoned baby girl found alive -24 July

A baby girl was found abandoned in arefuse bag on 18 July. The newborn,who still had her umbilical cordattached, was found wrapped in a

towel inside a refuse bag. The motherapparently used the distraction of afuneral to place the infant on awindowsill. The child’s mother wasfound and sentenced to 18 monthsimprisonment, suspended for fiveyears.

Beware of the mallmugger -24 July

Pedestrians taking the route betweenthe Bela Mall and the industrial areawere advised to take care in July, as itappeared that someone was muggingmany of the passers-by. One womanspoke to The BEAT about herexperience, when she was robbed by theso-called Mall Mugger, who hit her inthe head with a hammer. Joseph Nkunawas arrested in connection with thecase on 22 July. He was found guilty ofrobbery and assault with the intent todo grievous bodily harm, and sentencedto 18 months in prison on 27 November.He was also declared unfit to possess afirearm.

Justin SteynA Bela-Bela municipal employee fromthe Department of Water and Sanitationfound a severed arm close to a waterpurification plant in Roodepoort on 23July. As of yet, the police have not beenable to find any additional informationabout the owner of the arm.

20 year old Desmain Adams wasarrested on 18 October, hours after themurder of Lindie Bosch-Jansen atLaerskool Warmbad. Adams hadapparently been in the process ofstealing a Garmin GPS from a car whenBosch-Jansen came out to pack the car.Adams allegedly stabbed her and ranaway. Adams pleaded guilty to murderand theft on 24 November, and his casehas been postponed to 15 December forsentencing.

Minor allegedly causes accident withhis father’s car -2 October

A Bela-Bela teen allegedly drove hisfather’s car through a yard, hitting anelectric pole and plunging through thefence of the yard before coming to astop next to a nearby tuck-shop. The boydid not have a license.

Modimolle Local Municipality would like to thank thecommunity for their support through public participationprogramme where issues of the municipality was pre-sented and the needs where captured for services. As wecelebrate the year under review 2015, we reflect theachievements and the shortfalls that we measured our-selves through Service Delivery and Budget Implemen-tation Plan (SDBIP).

As municipality we have developed recreational facilities in Hagen Park, Phagameng, sport facili-ties in Ward 6, Boshoff Street and the new park next to Lekkerbreek whereby we urge the commu-nity to use the parks to celebrate the Festive Season.

We urge the community to use water sparingly as we are faced with heat waves that makes ourreservoirs and dams dry. Our government has declared part of the province a disaster due todrought. We are aware of certain wards of our municipality which are still affected by shortage ofwater and urge the community to refrain of watering the gardens using horse pipe. The car washshould use bucket to wash cars.

Arrive Alive, Don’t Drink and Drive. We spread the message each year and everyday to roadusers to adhere to the rules of the road. The continuing and unnecessary deaths and injuries on ourroads communicates the message that irresponsible people amongst us still refuse to adhere to thesafety rules on our roads, therefore disrespecting the lives of other road users.

Her worship Cllr Mayor Kgaretja Lekalakala will celebrate Christmas and New Year, with or-phans and visit H F Odendaal and MDR Hospital.

school educators on theexcellent job they are doingin terms of making sure thatthe early learning programsrun smoothly.“These children are the

future and they need to betaught and nurtured well sothat they can grow with self-respect,” he said.The community was

Family evicted after 18 years

The Maluleka family in Bela-Bela’s Extension6 was recently evicted from a house they havelived in for 18 years when an impatient ownerdemanded that they vacate the place as soon aspossible so that she could move in. Neighbourswitnessed the heart-breaking move onThursday, 3 December.Mina Maluleka told The BEAT that the late

councillor Ella Mukhawana gave her the standtemporarily 18 years ago, as she had beenapplying without luck, and promised to helpher permanently as soon as possible.She said that she engaged the municipality

many times about a place to stay and was takenfrom pillar to post, promised that she will get aplace soon. She also said that the rightfulowner recently surfaced, demanding her standback.Maluleka further said that she went to the

municipality one day where she met with themayor, Lucas Nhlapo and the owner. She saidthat Nhlapo told the owner not to rush theMalulekas to vacate the place, but to wait forthe municipality to find them an alternativehome, since they had been staying there for along time.“Nhlapo told me previously that they got me

a place to stay somewhere in Extension 6,where I found that there was no sanitation,water or electricity connection, and I was toldto ask from neighbours or R6 000 to getconnected. I did not have the money as I workonly two days a week and my husband isunemployed, and they said that there wasnothing that they could do for me then.“Moss Makhuga told Mashishi that he should

ask the mayor to see that I get the servicesbecause I spent 18 years in the stand, payingrates and services and they never registered meas an indigent. Every time when I applied, Iwas told to bring the owner of the stand, but Idid not know where to find her. CouncillorMukhawana said I should stay there for thetime being and if the owner does not comeafter five years, it means she has a place to stayand I can relax,” she said.She said that that she asked for assistance in

the form of material from the municipality sothat she can have a roof over her head, eventhough they said that that would mean shewould not be eligible for an RDP house.Maluleka expressed her heartbreak followingthe eviction, saying that she has been voting forthe so called democratic government but todayshe feels that they failed her. She said that hervotes and payments were welcomed with openarms but today she needs for them to work inher favour but no help seems to come her way.Meanwhile, the local EFF leadership led by

Sello Mosweu also expressed theirdisappointment in the matter. They also saidthat they are in solidarity with the family andwill see to it that they get to the bottom of thematter.In his response. Municipal spokesperson

Matome Sebelebele said that he was not awareof the issue. He added that he is surprised thatMaluleka has not been helped, as she appearsto have been talking to the relevant people.“I will have to go back and engage the said

people and find out why and how it happenedthat Maluleka could not get the help sheneeded. I will be able to talk more on thematter once I am done conducting theinvestigations,” said Sebelebele.

on a charge of rape.Hendrick Maletewas arrested onFriday, 4 Decemberafter he allegedlyraped hisneighbours’ 8-year-old daughter. Thefamily approachedThe BEAT to voicetheir sadnessfollowing theincident.The victim’s

grandmother toldThe BEAT that shewent to sleep after21:00 and left herdaughter watchingTV while the victimwas sleeping in herbedroom. Thedaughter fell asleepon the sofa whilewaiting for herboyfriend and thedoor was not locked.The child’s

grandmother said

that she heard the victim screaming “leaveme alone or I will tell my mom…” and wentto check what was going on. She added thatas she was nearing her granddaughter’s bed,she saw Malete rushing out of the house andlearnt later that he had raped her.“We rushed to the clinic for help and did

not get much from the police when thesister in charge called them to report thematter. The officer who responded said thatwe should go to sleep as they did not havethe time for such cases,” the distraughtgrandmother said. “The sister kept callingthe station, receiving the same response andthen called for an ambulance. We werereferred to the local hospital for furtherhelp. The hospital also reported the matterat the station and that was when the officersaid that the unit members who areresponsible for such cases were not on dutyat the time,” she said.The family extended their gratitude to the

officer who helped them on Saturday, 5December when they went to the station ashe was very helpful. The officer, JomoShihlane, responsible for the FamilyViolence, Child Support and SexualOffences Unit known, accompanied byConstable Connie Ngobeni, led the familyto a doctor at the hospital for help. Thefamily said that Shihlane and Ngobenihandled the matter like real and dedicatedpolice officers.Malete had his case postponed to Friday,

18 December for formal bail application.
