WATERTOWN HISTORY
Watertown was founded in 1879 as a rail terminus when the Chicago & Northwestern
Railroad reactivated part of a line it had constructed to Lake Kampeska. Despite the
prominence of rivers and lakes in the area, the city was named after Watertown, New
York, the hometown of brothers John E. Kemp and Oscar P. Kemp, two of the city’s
founders. The town’s name was originally planned to be named Kampeska.
During the 1880’s, Watertown prospered as a transportation hub after the railroads had
been extended further west. Along with several other cities, Watertown had been a
candidate as capital of the new state of South Dakota, although it lost out to the more
centrally located Pierre. The city’s current newspaper began publishing in 1887.
In the mid-20th century, Interstate 29 was constructed through eastern South Dakota
through eastern South Dakota. The route included a slight bend to bring the interstate
closer to Watertown. The interstate’s construction has been a major economic benefit to
the larger communities along its route including Watertown.

EDUCATION
Watertown has two institutions providing post-secondary education. Lake Area Technical
Institute (LATI), is a public technical school classified as a community college, offering
degrees in areas such as agriculture, nursing, diesel mechanics, and welding. LATI
received national attention in 2015 when it was awarded the Aspen Institute’s award for
community college excellence and was designated as a Finalist With Distinction, There is
also a satellite campus of Mount Marty College, a private Catholic School based in Yankton,
South Dakota, which now offers undergraduate Bachelor of Arts degrees and Associate
degrees in accounting, business administration, criminal justice, elementary education,
human service, psychology, inter-disciplinary studies, and additional programs to
graduates of LATI in certain disciplines.
Watertown has one public high school, Watertown High School, and one private boarding
school, Great Plains Lutheran High School. Watertown is considered one of the best cities
for secondary education within the state and is considered above-average for post-
secondary education within the state.

About South Dakota
South Dakota has been long recognized as one of the most business-friendly states in the

Geography
Sprawling prairies, fertile farmland and glacial lakes dominate the landscape in eastern
South Dakota. Prairies and ranchland are common in central South Dakota. Mountains
grace the western skyline, and in the southwest, striking Badlands formations rise
abruptly from the surrounding prairie. The Missouri River runs through the central and
southeastern part of the state. Lakes formed by retreating glaciers thousands of years ago
cover the northeastern corner of South Dakota.
Economy
The state has a strong agricultural base. It is the largest industry in the state. South Dakota

Taxes in South Dakota
STATE TAXES
The South Dakota business climate is Number One in the nation for entrepreneurs
according to the Small Business and Entrepreneurship Council. Our overall tax burden is
ranked 2nd in the country according to the Tax Foundation. This section reviews the few
business taxes and costs your company will have to pay in South Dakota.
The South Dakota entrepreneur has a competitive edge over all his/her business
counterparts in the United States. The South Dakota business person enjoys:
No corporate income tax
No personal income tax
No personal property tax
No business inventory tax
No inheritance tax
The following briefly reviews the most common business costs and taxes the new and
expanding entrepreneur encounters in South Dakota.
SALES TAX
Sales tax in South Dakota is a combination of a 4.5 percent state tax and a general,
municipal (city) tax, which varies from 0 to 2 percent. Any business, organization or
person engaged in retail sales, including the selling, leasing and renting of tangible
personal property, products transferred electronically, or the sale of services (as long as
they are not specifically intended for resale) is required to obtain a sales tax license and
collect and remit the applicable tax.
Motor vehicles are not subject to state and local sales taxes. They are subject to a 4
percent motor vehicle tax on the purchase price.

MUNICIPAL SALES TAX
Most cities and towns in South Dakota have a local sales tax in addition to the state tax.
The amount of the municipal tax varies from city to city. Generally speaking, gross receipts
that are subject to the state tax are also subject to the municipal tax. Municipal taxes are
collected by the Department of Revenue. One tax return takes care of both state and local
sales taxes.
Cities can also impose a 1% municipal gross receipt tax on lodging (hotels) restaurant
meals and alcoholic drinks.
Watertown’s sales tax is 2%.
USE TAX
Use tax applies when sales tax has not been paid on goods or services that are taxable in
South Dakota. The use tax rate is the same as the sales tax rate, both for the state and the
municipalities. Use tax is normally incurred when:
You travel to another state, purchase a product and send it or have the business deliver it
into South Dakota.
You purchase a product from a mail order catalog.
You purchase a service from an out-of-state company, but use the service in South Dakota.
You purchase a service or product from a transient business that does not collect sales
tax.
You consume or use a product that was purchased wholesale.
You are a service provider who uses or consumes services or tangible personal property
in the performance of your service.
REAL PROPERTY TAXES
Local real property taxes in South Dakota vary from 1 to 4 percent of the actual value of
the structure, with most rates falling between 2 and 3 percent. However, five-year
property tax abatements are available on new structures or additions to existing ones.

County commissions may, at their discretion, forgive from 0 percent to 100 percent of the
property taxes on a new structure or an addition to an existing one. This abatement may
be available on all industrial, commercial and non-residential agricultural structures with
a value over $30,000. The property tax liability after construction cannot be less than the
tax liability prior to construction.
Real property taxes are determined by taking the local mill levy and applying it to 85
percent of the market value of a property.
UNEMPLOYMENT INSURANCE
The South Dakota Unemployment Insurance program is administered by the
Unemployment Insurance Division of the Department of Labor. The program is financed
by employers through payroll taxes and it provides insurance or benefits to people who
become unemployed.
The Unemployment Insurance Division notifies employers about:
Each employer's experience rating
Any decision made affecting an experience rating account
Amounts drawn from accounts by employees
Potential unemployment insurance benefit charges
Any error detected during processing of reports
Employers are asked to notify the Unemployment Insurance Division about:
Purchase or sale of a business or a portion of a business
Wages paid to each individual employed, Total wages paid
Any possible errors, especially errors which may result in payment of incorrect benefits
The unemployment insurance tax in South Dakota ranges from .00 to 9.5 percent of the
first $15,000 in wages paid to each employee during a calendar year. New construction
firms pay 6.55 percent of the taxable wage base for the first years then 3.55 percent the
next two years if the employer maintains a positive account balance.

For all other new employers in South Dakota, the rate is 1.75 percent for the first year. The
second and third year's rate will not be increased above the 1.75 percent ceiling and may
be reduced to 1.55 percent if the employer maintains a positive account balance.
Thereafter, the rate is based on experience.
South Dakota's 2014 average unemployment insurance rate is 1.61 percent.

Train Your Employees
When it comes to training, South Dakota puts its money where its mouth is. Through the
Workforce Development Program offered through the South Dakota Governor’s Office of
Economic Development, companies have access to dollars to help train new AND existing
employees.
THE SOUTH DAKOTA WORKFORCE DEVELOPMENT PROGRAM
Eligibility Requirements
To be an eligible training program, the project must fit into one of two types of training,
provide skill training as outlined, and meet the wage requirements.
Types of Training to be Provided
The Workforce Development Program can provide funding for both new and current
employee training. In order to be eligible to apply, companies must meet the details
outlined below. In order to be eligible for funding, trainees must work from the company’s
South Dakota location.
1. New employee training
• The positions for training must be new positions created by a new company or
the expansion of an existing company.
• Openings created by turnover or retirement are not eligible for funding.
2. Current employee retraining
• The training project needs to out-of-the-ordinary training and beyond what is
needed in the normal course of business. Examples include:
• Training for a new piece of equipment
• New certification (can not include continuing education to maintain an
existing certification.)

• Opportunity for trainees to move into a new position that require
different or additional skills than used in the current position.
• Trainees must receive an increase in their wages as the result of the
training.
Wage and Benefit Requirements
In order to qualify for the Workforce Development Program, companies must meet the
wage and benefit requirements for the program. Employees must be full-time employees
in order to be eligible for training through the program.
Wages
• Companies must pay a minimum of $12.00 per hour.
• The wage requirement considers only the base wage and does not include any
incentives or benefits.
• Employee wages will be compared to prevailing wages for the company’s NAICS
code in evaluating requests.
• A waiver for the wage requirement may be granted at GOED’s discretion to
companies located in communities of fewer than 5,000 people.
Benefits
• It is expected that a company will provide a benefit package which includes
health insurance with a portion of the premium paid by the company.
Skills Eligible for Funding
Skills, as defined by the Workforce Development Program, can be broken down into three
groups.
1. Hard Skills – Hard skill training deals with the technical and functional aspects of the
job.

2. Soft Skills – Soft skills can enhance job performance by supplementing the hard skills.
Soft skills are interpersonal skills such as communication, teamwork, problem-solving,
leadership, and conflict resolution.
3. Basic Academic Skills – Academic skills training focuses on reading, writing and
mathematics. This training would provide assistance to individuals with remedial
academic skills. The basic goal of the Workforce Development Program is to assist
businesses with the cost of training for hard skills. The program will only consider funding
for soft skill and academic training if it is conducted in conjunction with hard skill
training.
Number of Employees
Companies must provide the current number of employees at their South Dakota
location(s) in their application and provide updated numbers as the training is completed
and trainee reports are submitted. These numbers will be used to establish benchmarks.
For companies that have previously used the program, the current number of employees
listed in the application must meet or exceed the benchmark established by their latest
grant in order to be eligible for new funding.
Financial Participation – How it Works
The Workforce Development Program will fund up to 50% of the total eligible training
costs. The program requires that every dollar of Workforce Development funding be
equally matched by the company.
The actual percentage that the program will provide will be based on the base wage, the
increase to the base wage, benefits, the skills provided by the training, the length of the
training and the number of trainees. A typical award amount is $500 per trainee.
Expenses that are eligible to be included in the budget include the following:
• Wages
• Benefits
• Value of the equipment during the training period (Workforce Development funds
cannot be used to purchase equipment.

Grant Reporting
Companies will need to submit two reports in order to receive their Workforce
Development Program funds. The initial report is submitted as the training is completed
and contains the name, social security number, and wage at the start of the training for
each individual who completes the training program. It must contain a signed statement
that the training described in the application has been completed for the individuals listed
and that the individuals were trained for and employed at the project location in South
Dakota. Final, the initial report must document the current number of employees at the
company. The follow-up report is submitted six month after the initial report and contains
the current wage information for those individuals submitted in the initial report.
Grant Payments
Payments on the grant are made on a per person, reimbursement basis. Upon receipt of
the initial report, the majority of the funding for each individual will be paid to the
company. The remaining balance will be paid when the follow-up report is received.

Technology, Diesel Technology, Heavy Equipment Operator, Energy Technology, Building

Watertown has excellent fiber connectivity services provided through CenturyLink, Vast,
Midcontinent Communications, and SDN Communications. SDN can connect directly to
their network without having to access other carriers. This affords extremely high

If you are looking for a build to suit option, the Watertown Development Company (WDC)

In addition, Watertown has municipally owned utilities so our residents and industrial
users enjoy high-quality, local service and some of the lowest utility rates in the state.
During a 2018 rate comparison, Watertown Municipal Utilities costs were compared to
other cities in Eastern, South Dakota. The results of the comparison indicated
Watertown’s rates are amongst the lowest as compared to other communities. In fact, our

WATERTOWN DEVELOPMENT COMPANY’S NEW INDUSTRIAL PARK
The Watertown Development Company (WDC) is stepping closer to the creation of a new
industrial park west of Mallard Point Business Park.
The future industrial park, located on the south side of U.S. Highway 212 and west of I-29,
near the new Terex Utilities location in Mallard Pointe Business Park, includes the
purchase of approximately 73 acres of land south of Wal-Mart, with the other 23 acres
coming from land that the city already owns in that area, totaling 96 acres.
The park is expected to lead to large-scale job creation and a big economic boost for
Watertown.
Historically, parks that have been developed in Watertown have created many new jobs
for the community.
The new site will also keep Watertown on the radar of companies looking to expand to
South Dakota.
Even though the infrastructure of the park has yet to start, the behind-the-scenes work of
gaining tenants is revving up.
Chris Schilken, Watertown Development Company Executive Director, said the WDC has
already begun marketing the area and it’s capturing the attention of companies and site
selectors. “Since the announcement of the Terex Utilities expansion in Mallard Pointe
Business Park, we have had a lot of interest from companies who want to be near them, so
we felt it was pretty important to get started on marketing the new park.”
Watertown Mayor Sarah Caron said the park would have a big impact on the area. “The
acquisition of this land and development of it into a new industrial park is timed to meet
the needs of Watertown’s growing industrial base. It will provide a great location for
expansion of existing businesses or attraction of new ones, so we are very excited to move
forward with it.”
