TENDER NOTICE

Sealed tenders are invited for pre-qualification of agencies for cargo consolidation and custom clearance of Air, Sea and Air Post Parcel consignments shipped from various countries.

Due Date:

Tender Document can be obtained from the Purchase Section on payment of the tender fees (non-refundable) Rs.500/- by cash on any working day between 11.00 a.m. to 12.30 p.m. and 1.00 p.m. to 3.00 p.m.

Bidders can also download the tender document and enclose tender fee (non-refundable) in the form of Demand Draft drawn in favour of Tata Institute of Fundamental Research, Mumbai alongwith the quotation.

Tenders in duplicate shall be submitted in sealed envelope duly super scribed with the Tender Enquiry Number and the Due date addressed to the Sr. Purchase Officer, Tata Institute of Fundamental Research, Homi Bhabha Road, Colaba, Mumbai 400 005. The envelope should be delivered at the Security Gate Office before 1300 hrs. on the due date specified. General Information and Terms & Conditions We are interested in appointing licensed Custom House Agent for clearance and consolidation of air and sea consignments initially for a period of one year. If the services are found satisfactory the contract may be extended further. Interested Parties requested to submit their proposal for the same in Two Parts “A” and “B”. Part “A” is for company profile and commercial terms and Part”B” is for price . Please take a special note of the following while submitting the proposal:

PART “A” Company profile & Commercial terms, PART “B” Price bid shall be submitted in separate sealed envelopes duly superscribed with the enquiry number, and the due date addressed to the Purchase Officer, Tata Institute of Fundamental Research, Homi Bhabha Road, Colaba, Mumbai – 400 005. The envelopes should be clearly marked on top as to whether it is PART “A” or PART “B”. The sealed envelop with all the details marked has to be delivered by hand/courier at the Security Gate Officer of TIFR on or before the due date.

1. Our import is on the basis of OGL. TIFR being a Central Govt. autonomous research institution avails customs duty exemption in terms of Government Notificatin No.51/56-Customs dated 23rd July 1996 as amended by Notification No.93/96-Customs dated 01.12.2996.

2. Annual import in terms of value would be around in the range of Rs.25- 40 crores. However, no commitment can be given. No specific value of each consignment can be given and it could range anything between Rs.1000 and Rs.1.00 crore or more.

3. In terms of quantity of cargo, the number of consignments would be around 600 consignments in a year out of which 95% are air consignments and balance sea consignments and post parcels. The consignments are shipped by our suppliers mostly from countries like the USA, the UK, France, Germany, Switzerland, Japan, Singapore, Dubai, China, etc.,

4. We expect the consolidation contractor to pick up the air consignment duly packed air worthy by the supplier from their works, in case the purchase order is placed on ex-works basis. In other cases, like FOB the consignment will have to be picked up from the nearest airport and in that case collection charges will not be applicable.

5. The consolidation contractor or his principal will take utmost care to protect the air consignments from damage, pilferage and mixing. In case of urgency the consignment should be brought by first available flight to Mumbai/India..

6. The rates quoted should be based on IATA Tariff and should be competitive comparing to the reputed airlines.

7. Consolidation contractor shall ensure that they shall pick-up the consignments from our suppliers, as per purchase order copy given to them and carry safely to Mumbai and issue cargo arrival intimation by fax along with invoice and Air Way Bill send original by hand delivery/courier service.

8. The charges for any delay by the consolidation contractor in issue of cargo arrival notice intimation to TIFR shall borne by the consolidation contractor, including accrual of warehouse charges/demurrage.

9. Since we are issuing custom clearance contract for Air, Sea and Air Post Parcel it is expected that the consolidation contract will also be entrusted to the same agency or their associate having facility for consolidation so that the problems like delay in getting cargo arrival notices, AWB/BL, invoice are eliminated and the Bill of Entry is prepared immediately on the same day of arrival of goods and submitted to customs to avoid delay. We will handover other documents like Duty Exemption Certificate, Bank Delivery order etc., within 2/3 days of getting cargo arrival notice/invoice/AWB etc.

10. The institute also exports some items to various foreign collaborative agencies and defective/wrongly dispatched items back to the foreign suppliers. We also send equipments for repairs and re-import.

11. Collection (or delivery) of documents from/to our office at Colaba, Mumbai will have to be done by your representative (Customs Clearance Agent) on every working day.

12. Parcels containing perishable items shall be cleared on the same day of its arrival or following working day.

13. The Custom clearance agency have to furnish checks list in respect of each consignment cleared in the prescribed format copy enclosed.

14. All the expenses incurred for custom clearance of consignments like warehouse rent, freight charges, Airport/Port Trust dues etc. will be reimbursed on production of proper supporting voucher/receipts.

15. Quotations must be valid for a period of 120days from the date of opening of the tender.

16. Demand Draft of Rs.50,000/- of Scheduled bank towards EMD drawn in favour of ‘Tata Institute of Fundamental Research’, payable at Mumbai, is to be enclosed along with Part “A” of the tender.

17. Proposals containing correction, overwriting will not be considered.

18. Proposals which do not comply with the above conditions are liable to be rejected.

19. The Institute shall be under no obligation to accept the lowest or any other proposals received in response to this notice and shall be entitled to reject any proposal without assigning any reason whatsoever.

20. The Institute reserves the right to cancel/amend both the customs clearance contract and consolidation contract, in case the services are not found upto the mark without prior notice.

PART A

REQUIREMENTS FOR CARGO CONSOLIDATION AND CUSTOM CLEARANCE

1. The agency should have their own IATA, Break Bulk & CHA Licenses.

2. The Agency should indicate complete postal addresses of their offices at Mumbai along with details of telephone & Fax numbers, mobile numbers, e-mail address etc.

3. Please indicate details of strength of your staff in Mumbai Office.

4. Latest attested copies of certificates issued by custom authorities at Mumbai must be enclosed confirming that they are bonafide custom approved agency.

5. The agency should have vide network with cargo consolidating agencies in atleast 20-25 countries viz. the USA, the UK, Germany, Japan, France, Switzerland, Hongkong, Canada, Norway, Sweden, Austria, Australia, Israel Ireland, Dubai, Singapore, Denmark, China, Italy, The Netherlands (Holland), Finland, Russia, etc.

6. The Agency should have atleast 10 years of experience in the field of Cargo Consolidation/customs clearance.

7. The Agency should furnish a list of their clients with special reference to Govt. and R&D Departments indicating their complete postal addresses along with details of telephone/fax number, name & designation of the person to whom we may contact for information.

8. The Agency should indicate the list of very high value and delegate shipments handled under critical situation during the past three years.

9. The Agency should give separate write-up regarding their special achievements, if any, during the past three years.

10. The successful bidder will have to furnish Bank Guarantee of Rs.1,00,000/- (Rupees One Lakh only) towards performance guarantee which will be released only on satisfactory completion of the contract after adjusting any dues to TIFR.

11. Efficiency of the agency will be judged on the basis of :

a) Extent of reduction / complete elimination of the demurrage /warehouse charges.

b) Coordination with customs/carrier and obtaining Cargo Arival Notice within a day and forwarding to the Purchase Department of TIFR Mumbai.

c) After the receipt of all the documents from TIFR, how fast the consignments are cleared and delivered. The shipment should be cleared within the free period.

12. Please indicate the maximum amount of freight that the agency can pay on behalf of TIFR and get the same reimbursed from us through their bills after clearance and receipt of consignments at TIFR.

13. We maintain PD account with State Bank of India, International Air Cargo Complex, Sahar, Mumbai.

14. We are exempted from payment of Custom Duty. However, we have to pay 5.15% surcharge on Duty Amount. Please indicate the maximum amount of Custom duty surcharge that the agency can pay on behalf of TIFR and get the same reimbursed from us through their bills.

15. The Agency should pay the Custom Duty Surcharge for perishable consignment and radioactive material on behalf of TIFR and get the same reimbursed from us through their bills.

16. Perishable Consignments:

We import perishable bio-chemicals and radioactive materials. The console agent has to pickup the consignment from the supplier and pack with sufficient quantity of dry ice at their cost at different points and deliver the consignment after clearing to our premises at any time with prior intimation.

17. We desire that our custom agency should have good reputation in the market and must have good rapport with the custom authorities from where our consignments are cleared so that unnecessary delay in custom clearance of our consignments can be avoided and petty matters are not forwarded to us.

18. Safe custody of consignments cleared is the responsibility of the agency until it is delivered to Stores, TIFR, Mumbai.

19. The agency must have the facility for storing the consignment which could not be transported to TIFR, Mumbai as soon as the custom clearance is made. In case the item has to be kept in cold storage, such facility should be provided/arranged.

20. Consignment pertaining to our Field Stations

We have field stations at Ooty, Tamil Nadu, Hyderabad, Andhra Pradesh, Gauribidnur, Madhya Pradesh, and Bangalore, Karnataka. The console agent has to follow our instructionsas given in the purchase order and book the consignment to our field station. The clearing has to be done at nearest air/sea port and delivered to our field station by road. Insurance will be arranged by us.

21.The agency should not have been black listed by any Govt. undertaking or private Organisations. A self certificate to this extent should be enclosed. If any such information is received later on, such a contractor/contract will be terminated with out any notice and penalty to the extent of damage occurred during the contract period and also the amount outstanding both will be recovered.

22.The agency should not have any unsettled issues with TIFR.

SCHEDULE OF RATES

Custom Clearance of Air, Sea & Export consignments and Air Post Parcel

(We prefer that you indicate charges under the particular head as mentioned in Annexure I to VI)

AIR CONSIGNMENTS BROADLY CONSISTS OF:

1. Computer Systems/Workstations (Complete Configuration) including hardware/software and spare /documentation.

2. Computer peripherals and computer related equipment e.g. disk drive, magtap units, CPU’s, printers, other hardware items for computer and computer spares.

3. Microcomputers and spares4. Scientific equipments (electronic testing, measuring instruments, cryogenic equipments,

microwave instruments, etc) electronic components, computer spares, chemicals, gases, pumps and various types of scientific materials.

5. Perishable items such as bio-chemicals, enzymes, culture media (all cold storage items) short lived isotopes, radioactive materials, etc., clearance of such parcels has to be arranged on immediately on direct delivery basis.

6. Lasers, vacuum instruments and equipments.

NOTE : Weight of air consignments range from less than 1Kg to 100Kg. A few may be over 100Kgs. and over 3- 4 M.T.

1. Various types of equipments, instruments, accessories, polyethelene balloons, polyethelene film, chemicals, laboratory gases (packed in boxes/crates/cylinders)

(Import Consignments under Air Freight Consolidation Scheme)

1. The contract shall be valid for one year from the date of issue of the Contract Letter.2. Shipment should be collected on Ex-works/FOB basis, complete follow-up service till the

cargo reaches Mumbai Airport and deliver at TIFR.3. Pre-shipment alert should be given to us by e-mail and fax./scan copies of suppliers

invoice, packing list, AWB should be e-mailed to us.4. Co-ordination should be done with our supplier for effecting the shipment.5. If the consignment is found damaged you shall lodge a complaint with Air India and/or

other Airline on our behalf for verification. The consignment should be dispatched within three working days of collection from the supplier.

6. Delivery Order and other relevant documents shall be collected by the authorised agents.7. Cargo Arrival Notice should be faxed and couriered to us directly and also to our clearing

agent immediately on arrival of goods.8. No increase in rates will be entertained during the tenure of the contract9. We reserve right to reject your offer without assigning any reason whatsoever.
