The calculation method is also very complicated. Since the year 325, Easter is celebrated on the Sunday following the first full moon occurring on or after March 21st. Easter falls as early as March 22nd and as late as April 25th, according to the lunar cycle. Traditionally, Easter is linked to many pagan customs associated with spring. The Romans regarded the egg as a symbol of fertility and renewal of life and they custom painted and sold them in celebration of the change of seasons. This tradition continued when, spurred by the Church’s ban on eating eggs during Lent, people started decorating them and using them as offerings. The passage of time and perhaps a measure of greed turned the Easter eggs into chocolate.

COUNCIL MEETING UPDATES –JANUARY AND FEBRUARYTAX INCREASE INFERIOR TOCURRENT INFLATION RATE

In January 2012, the municipal councildecided not to increase commercial orland taxes more than the rate ofinflation. Therefore, the land tax ratewill only increase from $0.735 to $0.75per $100 of evaluation (an increase ofonly 2.5% while the 2011 rate ofinflation in Canada has risen to 2.8%).

Futhermore, the council has managedto maintain an expense rate increase ofonly 2.3%, again less than the annualrate of inflation.

In terms of investments, a reserve of$50,000 per year has been created inorder to accumulate the necessaryfunds required to replace one of ourfire trucks (estimated at more than$300,000). An amount of $30,000 was reserved to support therevitalization program. Finally, morethan $200,000 will be invested in street and road repairs.

TOWN HALL PROJECTThis past January, the councilpresented a draft loan bylaw for theconstruction of a new Town Hall. OnFebruary 6th, more than 400 citizensrequested a referendum on the matter.In March, the council decided to retractthe draft bylaw in its current form. Themayor and councilors will continue toexplore and develop this importantproject in the coming months.

THE VALLÉE DES OUTARDESPROJECT BEGINSLast September, a group of businessdevelopers made the decision to investin the residential development projectof the Vallée des Outardes. Themunicipality subsequently collaboratedwith a consulting firm in order toensure all environmental requirementswill be met.

After several months of carefuldevelopment and review, themunicipality obtained the necessaryauthorization to emit constructionpermits for this project. Infrastructurework will begin in the next few weeks with the first houses appearingshortly thereafter.
