LOPEZ-FLORES continued to say, that he now recalled that there was athird individual who was present at the attorney's office with himand CHACHO HERBERT VILLALOBOS.LOPEZ-FLORES said that he remembered that one of CHACHO'scousins was also present in the attorney's office and that it wasthe cousin who signed the DMV orm for the other Arab male and notCHACHO. CHACHO only drove LOPEZ-FLORES and his cousin to theattorney's office. LOPEZ-FLORES could not recall CHACHO's cousins

    name, but thought it may possibly be ARMANDO.As the interview continued, LOPEZ-FLORES was confrontedwith the inconsistencies of his account and his recentrecollection, and was asked as to what had led him to the change inhis account. It was at this point, that LOPEZ-FLORES stated thathe and CHACHO had been talking, and that CHACHO had clarified whathad occurred on the day when they had assisted the Arab males.When LOPEZ-FLORES was asked what he meant. LOPEZ-FLORESsaid that he and CHACHO HERBERT VILLALOBOS had been talking toeach other every day, since the day LOPEZ-FLORES was transferredfrom Immigration and Naturalization Service Detention center andinto the Alexandria County Detention center.

    LOPEZ-FLORES said that CHACHOhad approached LOPEZ-FLORESwhen he arrived at the same detention facility where heCHACHOwas being held. LOPEZ-FLORES stated that when CHACHO spoke to him,CHACHO would clarified and repeat what had occurred on the specificday when they had taken the Arab males to the attorney's office.LOPEZ-FLORES said that CHACHO had helped him to rememberthat there was a third individual present at the attorney's office.CHACHO reminded LOPEZ-FLORES that he CHACHO had only driven themto the attorney's office, while he LOPEZ-FLORESand his cousinsigned the DMV forms for the Arab males. Oneveryoccasion that LOPEZ-FLORES did this, he utilized the same attorney.He learned of hat attorney I "Ithrough theotherindividuals who also stood in the comerof the Dollar Storeparking lot LOPEZ-FLORES said that he also used that attorneybecause he was the closest to the Arlington DMV.LOPEZ-FLORES stated that theattorney was present at theoffice 15 out of the 18 of the times that LOPEZ-FLORES went to hisoffice. The attorney would always reviewLOPEZ-FLORES' DMV ormsprior to signing them. Although LOPEZ-FLORES never had anyconversations with the attorney, the attorney always greeted LOPEZ-

    FLORES. LOPEZ-FLORES stated that the attorney had to have known asto what he was doing of falsifying the DMV forms because the samepeople would continually go into his office for the same purpose.LOPEZ-FLORES also believed that the attorney's secretarywas also awareofwhat LOPEZ-FLORES wasdoing. LOPEZ-FLORES statedthat he always used the same address when completing the DMV formsin the attorney's office. LOPEZ-FLORES ook illegal immigrants tothe attorney's office and assisted them in obtaining Virginiaidentification cards anddrivers' licenses, by alsifying the DMV

    forms in the attorney's office.LOPEZ-FLORES described the attorney's secretary as a thin

    males into the attorney's office, the other individual that waswith LOPEZ-FLORES assisting with the Arab males, was CHACHOHERBERT VILLALOBOS. CHACHO has been to the attorney's officewith LOPEZ-FLORES on at least three to four other occasions.LOPEZ-FLORES and CHACHO had gone there for the same purpose ofassisting people in obtaining VA. identification cards and driver'slicenses, by signing the DMV forms verifying that the people wereVirginia residents.

    LOPEZ-FLORES said that he did not see CHACHO sign the DMVform for the Arab he CHACHO was assisting, or what name CHACHOused to sign th e form. LOPEZ-FLORES stated that he only remembersseeing CHACHO walk out of the waiting room with the Arab male, andthen go before the attorney's secretary so they could sign the DMVforms.

    LOPEZ-FLORES once told CHACHO that they should stopsigning for other people because they were going to get in trouble.CHACHO told LOPEZ-FLORES that there was a way that they could signwithout anyone knowing. LOPEZ-FLORES stated that in light ofCHACHO's statement and everything that has happened, LOPEZ-FLORESbelieves that CHACHO meant that the way they could continue to signthe DMV forms and not be caught was by using someone else's names.

    Continuation of FD-302 of , On 09/25/2001 .Page 2three Arab males in it, drove up to them and asked them if theywould assist them in obtaining Virginia Driver's licenses. LOPEZ-FLORES and CHACHO agre'ed to assist them, and led the Arab males toan attorney's office, who they knew would be able to assist them inthe process of obtaining Virginia driver's licenses oridentification cards.

    When LOPEZ-FLORES, HERBERT and the Arab males arrived atthe attorney's office, the secretary asked them what they needed inSpanish. After they told her what they needed, the secretary tooktheir passports and identification cards and asked them to wait inthe waiting room while she completed the forms.

    Th e secretary completed the forms, without asking themfor any addresses. The addresses that she placed on the forms werethe addresses which were found on the identification cards thatwere given to her by LOPEZ-FLORES and HERBERT.Once the secretary completed the forms, she called themback into her office, two at a time. LOPEZ-FLORES stated that heand the Arab male that he was signing for, went into her officefirst and signed the forms. After LOPEZ-FLORES and the Arab malefinished signing the forms DL-6 and DL-51, the secretary thencalled the attorney out of his office to sign their forms.The secretary followed the same procedure with CHACHO andthe other Arab male that CHACHO was assisting. On one of theoccasions when the attorney came out of his office to look over theforms and sign them, the attorney began speaking with one of theArab males in their language. After their conversation the Arabmale walked back into the waiting room and told LOPEZ-FLORtb mat

    the attorney was from his country.Once all the forms had been signed and notarized, theyleft the office. When they were outside in the parking lot, one ofthe Arab males paid both LOPEZ-FLORES and CHACHO $80.00 each.LOPEZ-FLORES an d CHACHO ha d gone to that attorney'soffice approximately 18 times, assisting people obtaining VAidentification cards or driver's licenses. They went to the same

    attorney because he was the closest. The attorney did not pay themextra for taking him clients. LOPEZ-FLORES stated that he did notknow the secretary or believed that HERBERT knew her. LOPEZ-FLORESsaid that it was both of their LOPEZ-FLORES' andHERBERT'Sdecision to go to that attorney.

LOPEZ-FLORES stated that therewere two individuals who possibly may have seen them with the Arabmales. There names are RICARDO and ALEX. LOPEZ-FLORES indicatedthat both of theses individuals worked at the same corner of theDollar store doing the same type of work.LOPEZ-FLORES described RICARDO Last Name Unknown LNU,a.k.a. "El Condo," as a Hispanic male, who is heavy set, wears eyeglasses, and is approximately 57".LOPEZ-FLORES described ALEX as a Hispanic male, short in

    stature, with short hair. Since the time that LOPEZ-FLORES hadbeen incarcerated, ALEX went to visit LOPEZ-FLORESat the DetentionCenter. ALEX told LOPEZ-FLORES that he had heard that they IFLORES and HERBERT) had been arrested. ALEX also asked LOPEZ-FLORES what he had said to the police. When ALEX found out thatLOPEZ-FLORES had told them everything, ALEX was very interested infinding out who LOPEZ-FLORES had named.CHACHO was using ALEX's Virginia address as his own.CHACHO told LOPEZ-FLORES that he lived in the Washington, D.C.area, but used a Virginia address. ALEX confirmed this, because healso told LOPEZ-FLORES that CHACHO was using his ALEX's Virginiaaddress as his own.

They worked at that locationbecause it was located in front of the DMV, which is located at4150 South Four Mile Run Road, Arlington, VA.LOPEZ-FLORES indicated that when heworked at the Dollarstore renting cars and signing DMVforms, he did it from 8:00 AM to3:00 PM, while CHACHO did it from 8:00 AM to 5:00 PM. LOPEZ-FLORESstated that theopportunities to sell their signature did not occureveryday, yet CHAHO would do two to three signature per week.CHACO would charge anywhere from $50.00 to$120.00 for hissignature on the DMV forms.
