This is a uniue time or our
city. Ater decades o population
decline, we have seen a solid
decade o population growth
as people discover all that the
District o Columbia has to oer. In the 15 months ater
the 2010 Census, more than 16,000 new residents
moved to the District, and all signs point to escalating
growth or years to come. As our population expands,
we have an important decision to mae. We can tae
decisive action now to ensure that our citiens
particularly the most vulnerable among usbeneft
rom increasing innovation and amenities, a broader
tax base, a growing and diversifed economy, and
a wide range o new and accessible jobs. Or we
can ignore this opportunity, and allow historic
gaps in education, income, housing and access to
transportation to urther divide our city.
The choice is clear. I believe we must plan or a citythat is sustainablenot just environmentally, but
economically and socially as well. We must continue
our investments to revitalie neighborhoods, expand
transportation choices, better our health, restore
rivers and pars, and improve our schools. By setting
ambitious goals or our built environment, climate,
energy, ood, nature, transportation, waste, water,
and the green economy, we strengthen the Districts
commitment to the core values o uality o lie,
economic growth, and eual access to opportunity.
With our vision or a sustainable city, and strategic
action to achieve our goals, we will be ready to attract
employers, investment, and job growth in existing
felds and emerging sectors o a green and competitive
economy. We also will ensure that the District is a
healthier, more livable place or our amilies to grow
and thrive or generations to come.
With this in mind, I share my vision or a more
sustainable utureone that I hope you will
embrace, and that we can all wor together to
achieve: In just one generation20 yearsthe
District o Columbia will be the healthiest,
greenest, and most livable city in the UnitedStates. An international destination or people
and investment, the District will be a model o
innovative policies and practices that improve
quality o lie and economic opportunity. We
will demonstrate how enhancing our natural
and built environments, investing in a diverse
clean economy, and reducing disparities among
residents can create an educated, equitable and
prosperous society.
It is critical that we start with a vision, but our
wor is ar rom over. Together, we must develop
an implementation plan that ensures we reach our
goals. I as or your support and input as we wor
with community volunteers, District agencies, and
staeholders citywide to crat detailed goals, actions,
timelines, and measures o progress. Help us reach
out to amily, riends, neighbors, and colleagues or
input and ideas. We need to now what you thin o
this vision and how we all can help turn it into reality.

THE DISTRICT ISA LEADERThis vision is built on our progress in realiing the 2006
Comprehensive Plans vision o growing an inclusive city, and the
Anacostia Waterront Initiatives vision o revitaliing the Anacostia
waterront to unite the city around a restored river. Businesses,
government, and community members citywide have already
distinguished the District as a national leader in many areas o
urban sustainability, laying a oundation to achieve our ambitious

MANy VOICES,ONE PLANSustainable DC has engaged people across the city to raise
awareness, gather input, and tap into the wisdom and nowledgeo community members, institutions, and organiations. The
plan has beneited greatly rom this community input, but the
conversation must continue, and reach an even broader audience
across our neighborhoods, schools, and businesses.
Woring Groups:Over the winter o 2011-2012, hundreds o dedicated
volunteers in nine woring groups met every other
weekto identiy and prioritie potential goals and
actions within the topics o built environment,
climate, energy, ood, nature, transportation,
waste, water, and the green economy.
Green Cabinet:
Convened by the Mayor, led by the City Administrator,
and composed o agency directors and key
government ofcials, this group is determining
how District agencies can innovate to incorporate
sustainable practices while advancing their core
missions.
Green Ribbon Committee:
The Mayor convened this committee o civic leaders
rom the public, private, and non-proft sectors, in
order to tae a big picture view o plan development,
as they review the plan rom a broad range o
community perspectives.
Past presentations, meeting notes, and proposed
sustainability measures are available on the web at
www.sustainable.dc.gov.
With the release o this Sustainable DC vision, we
move into the next phase o developing a detailed
implementation plan. A drat implementation plan will
be released or public review in summer 2012 and a
fnal plan is expected in all 2012.

EARLy COMMITMENT:makinG a Down PaymentAlthough we are in the midst o planning, our city is already
woring hard to become more sustainable. Across the District
government, and with the help o the citys institutions, businesses,
community groups, and individuals, progress continues toward a
more sustainable city.
The District and development partners are pushing the boundaries o sustainable technology and design or
buildings and neighborhoods. We are updating regulations and policies to mae our buildings healthier, our water
cleaner, and our energy use more efcient and renewable.
Private developers and building owners put the District at the top o national rankings or LEED and ENERGY
STAR buildings. The city has more than 18,000 Capital Bikeshare members taing 100,000 trips per
month by bie, eeping hundreds o cars o the road. Thousands o homes in the RiverSmart Homes
program control stormwater, improving the health o our streams and rivers. More than 50 embassies signed
a sustainability pledge with Mayor Gray to help create a more sustainable District. And nine District-based
universities signed a sustainability pledge covering their buildings and operations. We are just getting started as
a city, but there is tremendous momentum toward our goal o becoming the most sustainable city in the country.

JOBSThe District is the economic engine o the Washington metropolitan
region, drawing new businesses and new jobs. As a city that is both
locally and globally competitive, the District must be prepared to
innovate and change to remain attractive to potential employers.
Overall, our city has an unemployment rate o just under
10%. However, it ranges rom as low as 2% in Ward
3 to as high as 24% in Ward 8. With more than 50,000
unflled jobs currently available across the city, there
is a clear disconnect between the wororce and the
sills and training reuired by these positions. There is atremendous opportunity to train and employ worers in
the Districts growing green economy.
Each component o this vision should help generate
and maintain uality jobs or our residents, while
simultaneously addressing the training reuired tosucceed in those positions. For each goal or action
suggested, there is the opportunity to create new jobs at
every rung on the career ladder.

HEALTHWherever we live, or whatever we do or a living, our health and
that o our amily matters prooundly. Today, we ace dierent
health challenges in dierent parts o our city. Overall, 15% o
deaths in the District arise rom poor diet and obesity, but residents
o Wards 5, 7, and 8 are much less liely to be o healthy weightand more liely to suer rom chronic diseases than residents o
other wards.
Current programs lie Live Well DC aim to improve this
situation, but the physical environment and access
to resh and healthy oods also impact public health.
Improvements in the citys air, water, buildings and
inrastructure can also contribute to good health. By
providing sae and easy transportation access, high
perormance buildings, opportunities to be physically
active, and access to local healthy oods, we mae the
District a healthier place to live, wor, and play.

TRANSPORTATIONtowarD a city that moVes you
Our city will create and sustain a system o accessible, convenient,
and resilient transportation options that improve mobility and
access, and enhance the uality o the Districts economic, social,
and natural resources.
why it mattersThe District o Columbia has a uniue transportation inrastructure, serving all inds o users. Each day, the
Districts population grows by 400,000 as people rom the region enter the city or wor, shopping, or
entertainment. At the same time, the city hosts 16 million tourists annually. For a city o just under 620,000
residents, thats a lot o extra people to transport in and out.
Transportation systems can use a huge amount o energy or moving people and goods, particularly i energy-
intensive cars and trucs are used. However, trains, buses, waling, and biing can have positive eects that go
ar beyond the much smaller environmental ootprint they create. Encouraging waling and biing can reduce
obesity rates and prevent chronic health problems by increasing daily physical activity. Reducing car emissions
will help to improve air uality, reduce greenhouse gas emissions, and relieve pressure on road inrastructure.
Increasing transportation options also helps to uicly disperse people in the event o an emergency, improves
mobility or the very young, the elderly and the disabled, and reduces the cost o or need to own personal
vehicles, saving money both or households and costly inrastructure. Unortunately, not all areas o the city
are well served by transit and many parts o the District remain hard to reach and travel through. Focusing
sustainability eorts on transportation inrastructure and services will be as important or social euity and
public health as or economic security and climate stability.

prioritiing east o the Anacostia River, and completing the Metropolitan Branch Trail.

Reduce building paring minimums and increase the availability o on-street paring through citywide
perormance paring districts.
LONG-TERM ACTION:
Prioritie the expansion and enhancement o transit services, and complete at least 37 miles o new
streetcar or premium bus service, lie Circulator or WMATA express.

Retool our wororce development system to increase training opportunities or District residents and
prepare them or jobs associated with green goods and services.
MID-TERM ACTION:
Universities, hospitality, and healthcare industries will pool their collective purchasing power to buy
sustainable goods and services rom local, cooperatively-owned businesses.

This vision plan is intended to provide a picture o what is possible in the District o Columbia,what we can achieve or this and uture generations, and wh we need to act now. Over the
next six months, we will use the recommendations rom the public, our woring groups, civic leaders,
agencies, and consultants to design an implementation strategy to achieve the ambitious sustainability
vision and goals we have set or our city.
To reap the benefts or our environment, communit, and econom, we must build on
current successes and lay the groundwor or new action. We will engage everyone to help achieve a
sustainable, prosperous, abundant, and livable uture or the city and its citiens. We are a city that is
leading the nation in sustainable practices, and we should tae pride in, and build on, that act.
We encourage you to sta active in the Sustainable DC process and engage others in
your community to be a part o this critical initiative to mae the District o Columbia the healthiest,
