The Subaru 4WD Club of Victoria Inc. was originally formed over 30 years ago by an enthusiastic group of Subaru owners. Today the club has expanded to include all Subaru 4WD and AWD vehicles, as well as all other makes of AWD, light 4WD and crossover/soft-roader type vehicles. The club aims to participate in exploration of the Australian countryside without damage to the environment, vehicle or individual. Visitors are most welcome to attend the club’s General Meetings and contact committee members regarding participation in club activities.

The club relies on membership fees to offset its running costs, including insurance. Membership fees are payable each year, due on 31 May. Fees for the 2013/14 year were agreed at the general meeting in April 2013 and are as follows:

● Interstate: $105 (Seniors card - $100) ● Single: $115 (Seniors card - $105) ● Joint/family: $135 - (Seniors card - $120). Joining Fee $10 ($20 for Joint/Family)

PRESIDENT’S REPORT

Welcome to the March club magazine. It has been a busy month in the Stock household with plenty on the four wheel drive agenda. It is hard to work out how we fit in other tasks which probably explains the many half-done jobs around the house and farm. Regardless, the job has to be done and someone has to do it.

Since my last report I have met with the Minister for Environment, chaired the association general meeting at Tatura, enjoyed dinner and an outdoor movie with the club, visited Canberra for the national council meeting, conducted a radio interview, and then headed off to Buchan to help dismantle the club’s shelter. Somewhere in between I found time for a family 40

th anniversary dinner, a

couple of business trips and some other local work to pay the bills. I have also found some time to get a few kilometres up on the Forester and actually test it out.

As the last magazine was about to come out, we were preparing to meet the Environment minister, Ryan Smith, to discuss the work the association does for the community and to investigate opportunities for the association to have a greater influence on four wheel drive policy for the state government. I am hoping to be able to announce some key initiatives coming out of this meeting in the coming months. The general meeting at Tatura, held at the Goulburn Valley club’s new home, a disused school house, was the first opportunity to present the association’s plans for the rest of the financial year. The tone of the meeting was excellent with the clubs showing unqualified support for our various initiatives.

The presentation on the Aberfeldy Track project was also excellent and it looks like a great destination for a trip. It was a long day though, rushing back to attend the club’s dinner and outdoor movie event that night. The effort was well rewarded with a key part of the film’s story being a road trip across the US north-west in an Outback. A very appropriate movie for our club night out. With the excellent dinner beforehand it was a very pleasant Saturday evening although I must admit to having had a few short naps during the movie.

Our February meeting was well attended with an excellent array of photo competition entries to be voted on. Many of the photos were of a very high quality that they could easily be entered into a professional competition. Congratulations to the entrants and to Stephen for organizing it.

The national council meeting in Canberra gave Angela and I another opportunity to visit our son Michael who is quite settled in the nation’s capital.

PRESIDENT’S REPORT

He is so settled that he is building an apartment there and will be moving in shortly. With its close proximity to the snow fields there are many Subarus on the road although Michael seems pretty happy with his motorbike and BMW to get around it. The council meeting went extremely well and I was able to secure some funding for the association to allow it to continue its work for the remainder of the financial year. I also shared the results of our government grant KPI report, highlighting the various programs being delivering.

Following the national council I had the opportunity to be interviewed on community radio about the important work the association’s clubs are doing in the community. It was great being able to change the perception of four wheel drivers that the presenter had prior to our conversation. From the way the interview finished I am hopeful that we will be invited back in the near future to continue our discussion and to further promote the merits of club membership.

The long weekend trip to Buchan came about twelve months after we last ran a trip there, when we added the walls to the shelter. This time, however, it was a visit of a different kind where we assembled, en masse, to pull the shelter down and to transport it back to our farm at Woodside. Despite some misgivings beforehand, with many willing workers the task was much easier than I thought it would be. The biggest concern was getting the convoy of trailers, and their cargo, safely back to Woodside without attracting any attention. This was accomplished successfully by Monday afternoon with the whole shelter now stored safely in the farm’s disused dairy. Thanks go out to everyone who contributed their time for this effort and to those who helped to get the shelter up and running over the last five years. It is just a pity that we did not get to make the most of it.

Now all we need to do is locate a new home for the shelter, closer to the high country than what the farm can offer. If anyone has any friends with property north of the Princes Freeway please let us know so that we can see if they would be willing for our shelter to take up residence on their property. Despite the fact that we have removed the shelter from Buchan we have been told that we will still be welcome to camp at the farm, albeit in a slightly less favourable location. We will run another Buchan trip in the near future to see what will be possible.

cross the Simpson Desert. We succeeded. Many a photo and video was taken on the crossing and a movie has been produced showcasing a

VICE PRESIDENT’S REPORT

I am not sure if I will be able to make it to this month’s meeting, but in any case there will be a box of Cadbury chocolate for each member to take home. Each box sold means $20 into the Club’s coffers so this is a major fundraiser for the year. I urge everyone to take a box to sell the contents at work (or from the kitchen counter). The current edition of SAMotor (the magazine of the South Australian Royal Automotive Association) has listed the Subaru Forester 2.5i as the ‘Best SUV under $45k’. Part of the article reads “The Forester can tackle off-road scenarios that would stop competitors flat in their tracks”. Quite the accolade. Finally, subject to official confirmation, I have completed the Club level theory component towards becoming a 4WDVic instructor. I will be sitting the practical component in the next few months. Jessica Walsh Errata: In the last issue I neglected to acknowledge that Stephen Whittaker was responsible for the photographs that accompanied my trip report of Craig’s Hut and Mt Stirling. The oversight was mine, and no offence was intended.

How long has it been since you had a look at your vehicle’s manual? Have you had any warning lights come on the dash that you were not familiar with? Perhaps it’s time to revisit that thick book that came with your car. Some warning lights require immediate action, like checking the radiator or turning off the engine. Others may just be for information and can be attended to at the next service. But unless you know what the light means it is possible that you are doing more damage.

A friend of mine recently had a light come on, and it took a bit of looking to find out what it meant. As it turns out, it should normally have been on when the car was in 4WD, but it hadn’t been in the past for whatever reason. But without checking, we were not to know.

TRIP & SOCIAL REPORT

LERDERDERG GORGE TRIP

Date: 5-6 April Standard: Easy-Medium Trip Leader: Jessica Walsh, email: [email protected] Meeting time: 9.30 to drive off at 10am Place: Sunbury railway station carpark, Brook St, Sunbury, in the vicinity of the Jolly Miller Cafe. I am planning to spend the weekend in the Lerderderg State Park and Wombat State Forest. This is a picturesque part of the state, and only a short drive from Melbourne.

We will meet in Sunbury on Saturday morning and then head off to to enter the eastern edge of Lerderderg State Park in the vicinity of Mt Bullengarook.

There is a walk of about an hour for those who wish to stretch their legs to a tunnel that the Lerderderg River travels through.

Our first day finishes in Blackwood, at the caravan park. This is where members may wish to leave or join the group if only travelling for one day. The caravan park is $25 for an unpowered site ($35 powered) for two people, and I will need to confirm numbers with them by the March General Meeting.

Sunday morning will see us heading further west and north as we make our way towards Daylesford. The tracks we are taking wind there way through the Wombat State Forest and there will be opportunities to stop for photographs.

I aim to finish in Daylesford by mid-afternoon, just in time for afternoon tea and a stroll for those who choose.

The standard of the trip is easy for much of the time, with the occasional medium stretch. Some of the tracks were still closed when I did the pre-trip late last year, so the tracks we take may vary from the ones I have inspected, depending on the closures. This is an ideal trip to join us on if you are new to off road driving, as the pace will be relaxed, with the occasional short section to test the driver’s ability.

It is worth noting that if there is rain soon before the trip, the difficulty level will increase due to slippery tracks being a bit harder to negotiate then when they are dry.

ARKAROOLA/LAKE COONGIE/ MENINDEE LAKES ROUND TRIP

Friday 18 – Sunday 27 April 2014 Trip Rating: Medium, but with long stretches of remote country requiring adequate provisions, water and fuel along the Strezlecki Track and outback NSW. Well-prepared vehicles only. Trip Leader: Martin Foot, email: [email protected] The late Easter break, combined with the Anzac Day long weekend, offers 10 days to explore some country close to but not included on the Simpson Trip, in particular the area between the Flinders Ranges and Lake Frome (including Arkaroola Sanctuary), Lake Coongie near Innamincka and the Menindee Lakes near Broken Hill.

Route: From the Flinders Ranges, via west side of Lake Frome, picking up the Strezlecki Track at Mt Hopeless and continuing on to Innaminka, Lake Coongie, Corner Store, Tibooburra, Broken Hill, Menindee Lakes and home. Approx. 3,700 Km.

Arkaroola provides the opportunity for various trips: the Pinnacles 4WD trip in a special vehicle ($135 group price); DIY 4WD tour in other parts of the reserve; astronomy tour; aerial flights. More information at www.arkaroola.com.au

FROG HOLLOW EASTER WEEKEND

Dates: Friday 18 - Mon 21 April (Easter weekend) Location: Based at Jamie's property in Churchill, 361 Glendonald Rd. Hazelwood South. Lots of room for camper vans / Tents but no powered site. Trip Standard: Social & trip weekend (so if people want to just sit around they can and for anyone who wants to go bush we can). And hopefully to have a grand opening of my outside shower & toilet (if it's finished in time) if not there is the inside one to use! Under cover BBQ / Pot belly area for use. But please bring your own drinking water.

Sunday: Easter egg hunt for the young & old / kick back / 4WD or a social drive up in the hills or along the river.

And one of the afternoons, there could be a Rock / Dirt Crawling Comp on for every one to try out (all ages). This is still in progress at this stage as lm trying to get two vehicles for the day. So far I have one coming ??

Newer members have commented that there doesn’t seem to be any trips at present suitable for novices to practice 4WD skills under supervision. In the past the club has scheduled one or two trips per year for people new to the club with unmodified vehicles, to show them the basics and to give them the chance to practice skills learned in FWDV or other training courses. So I’m putting out a call for trip leaders to offer trips perhaps in May and June before track closures.

Speeding Fine Reviews

If you have recently received an Infringement Notice you may apply for an Internal Review. Victoria Police has the discretion, upon review, to withdraw an infringement notice and issue an official warning in its place. The following is from the Police Website:

If you have recently received an Infringement Notice you may apply for an

Internal Review.

When can I seek an internal review?

An application for internal review can be made at any time before the offence is lodged with the Infringements Court, or before the expiry of the period for bringing a proceeding to court in relation to the offence.

The internal review process has to be followed to make a request for consideration of an official warning.

Only one application for internal review can be made regarding any one infringement offence.

Applications for internal review must:

● be in writing ● state the grounds for review ● provide current address and licence details ● contain letter of consent, or other evidence of consent, if submitted on

behalf of a third party.

Grounds for review are:

Official Warnings

● If you believe the decision to serve the notice was contrary to law ● There is a mistake in identity ● Your conduct should be excused as exceptional ● If special circumstances apply

Victoria Police has the discretion, upon review, to withdraw an infringement notice and issue an official warning in its place.

Each application for an official warning is reviewed on a case-by-case basis with factors such as the circumstances, time of offence, weather conditions, traffic density and type of road/land abutting taken into account. For example, if you recently received a speeding fine but have had a good driving record in the past.

For a speeding offence less than 10 kilometres per hour over the speed

limit an official warning may be issued if you:

● Hold a current driver's licence, including probationary or current learner driver's permit

● Have not been issued with a speeding, other traffic Infringement or official warning within the previous two (2) years

● Have an alleged speed less than 10 kilometres per hour over the speed limit, and

● Do not deny that you committed the offence.

For a speeding offence between 10 and 14 kilometres per hour over the

speed limit an official warning may be issued if you:

● Hold a current driver's licence, including probationary. ● Have not been issued with a speeding, other traffic Infringement or

official warning within the previous three (3) years (a learner permit holder is not eligible for this higher speed warning).

● Have an alleged speed between 10 and 14 kilometres per hour over the speed limit, and

● Do not deny that you committed the offence.

Multiple Infringements

Victoria Police has guidelines regarding the enforcement of multiple speed camera infringements issued to drivers detected at low speeds within certain freeway/highway zones.

These guidelines are being adopted to ensure that drivers are being afforded the opportunity to positively alter their driver behaviour, without being penalised by multiple infringements.

Note: These guidelines do not apply to mobile speed camera detections or fixed speed/red light safety cameras at intersections.

For the purpose of these guidelines, a Low Speed Infringement (LSI) is a speed of less than 10 km/h above the posted speed limit.


The discretion to be applied to multiple low speed infringements relates to:

● Those within a given 24-hour period. ● Those received over a period of several days, prior to the driver

becoming aware of the first issued infringement.

The same principles will also apply to multiple offences of driving/using an unregistered vehicle, with enforcement of one offence per 24-hour period, subject to certain criteria.

In essence, you may be eligible to have some multiple infringements that come within the guidelines withdrawn.

Should you wish to be considered for withdrawal of infringements within these guidelines, please forward a written application for review to the Traffic Camera Office.

Serious road safety related offences are ineligible for official warnings

An official warning will generally not be given for a red light, mobile phone, seatbelt or any serious road safety offence; this is due to the serious nature of the risk that these types of offences pose to all road users.

However consideration may be given where a proven emergency situation can be shown.

STANDARD TRIP EQUIPMENT

The aim of all Subaru 4WD Club of Victoria Inc. trips is to have an enjoyable experi-ence in the bush, increasing 4WDing skills and experience, whilst maintaining the highest regard for the safety of individuals, the vehicle and the environment. As a driver you have ultimate responsibility for the safety of your passengers and vehicle. It is the responsibility of any participating driver to contact individual trip leaders for clari-fication of individual trip requirements and standards.

Financial members are encouraged to participate in as many trips as possible to in-crease confidence and experience. Visitors are welcome subject to the payment of the appropriate levy to cover insurance, but after two visits, should consider membership. Non-financial members are not covered by insurance and may not

participate until payment is received.

Individual drivers with concerns or queries regarding their vehicle and the trip standard should contact relevant trip leaders. The Subaru 4WD Club of Victoria Inc. recom-mends that each vehicle carry the following items of equipment on every trip:

a) Personal details form as specified by FWDV, copy to Trip Leader

b) Two Rated D- Shackles (minimum 3.2t);

c) Rated “Snatch’em” Strap;

d) Recovery Points, Front & Rear; plus optional bridle strap, according to ve-

hicle design;

e) AM (27Mhz) Channel 5 or UHF (477Mhz) Channel 16 CB Radio;

f) Fire Extinguisher, accessible to the driver;

g) Spare Tyre (full size);

h) Jack and Wheel Brace, or equivalent;

i) Emergency Supplies (matches, food, water and clothing);

j) Sufficient Fuel, Oil and Water for the trip and delays;

k) A Tyre Pressure Gauge; Compressor (according to the trip)

l) An Axe, Bow or Chain saw;

m) A Sturdy Shovel (collapsible shovels are no good);

n) Spare Parts (appropriate to the nature of the Trip);

o) A Tool Kit;

p) Personal First Aid Kit;

q) The Vehicle Manual.

Any vehicle not carrying at least the first five (5) items of equipment should contact the individual Trip Leader before leaving. Any Club member unsure about any of the items of equipment listed above are advised to contact the the Trip and Social Co-ordinator or the Trip Leader concerned.

All Trip Leaders carry a complete First Aid Kit in case of emergency. All non-emergency medical needs are expected to be meet by individuals own medical sup-plies.

7.1 Resources Nothing to report. Damian took a club shirt up to Canberra and made some informal

enquiries. We should stick with our current supplier unless we can get a much better deal elsewhere. Need to note that we also obtain other club clothing from our current supplier.

7.2 Trip and Social Possible future trips

“J Ward” at Ararat – overnight. “Laneways of Melbourne”

The club needs to offer a few easy grade trips for club novices to learn about four wheel driving.

● To cover half the cost of a club shirt for new members, it was sug-gested that the joining fee be increased. It was agreed to leave the purchase of the club shirt as an optional extra for new members. However, it was agreed to increase the joining fee to $15/$30/$15.

● It is expected that the Association Levy will increase by $2 in the

next year. ● It was agreed that the membership fee should increase by $3 for all

categories to cover rising club costs, such as door prizes, new mem-ber shirt subsidisation, magazine postage, etc. The proposed fees for 2014/15 are as follows:

Need a committee member to contact other AWD clubs in Victoria and investigate the opportunities of running a joint driving course targeted at unmodified AWD/light 4WD vehicles (soft-roader).
