STORMWATER MANAGEMENT PLAN

Oakleigh South Victoria.
1.0 INTRODUCTION
Kaufland Australia Pty Ltd is proposing to construct a Retail development and associated
car parking areas and concrete hardstand areas at 1126 Centre Road, Oakleigh South,
Victoria. This site is an existing Bunnings site with existing building, carpark, handstand
and drainage. It is assumed that the building, carpark and hardstand will be demolished
and the existing drainage system will be abandoned.
1.1 Scope
Davis Naismith and McGovern have been commissioned by Kaufland Australia Pty Ltd
to provide conceptual civil design for the above mentioned site as required for the
development application.
1.2 Local Regulatory Authority
The City of Kingston is the local regulatory authority with jurisdiction over stormwater.
1.3 Existing Infrastructure
This site is an existing Bunnings site with existing building, carpark, handstand and
drainage. It is assumed that the building, carpark and hardstand will be demolished and
the existing drainage system will be abandoned. The City of Kingston have advised the
legal point of discharge is a council pit in an easement to the South of the site as shown
on figure 1, refer appendix A for legal point of discharge advice from The City of
Kingston. Generally the site slopes to the South of the site around the existing building.

2.0 PROPOSED ON SITE WORKS
This SWMP covers only the shaded section of the site as per the figure 1.
2.1 Minor System (onsite)
The onsite in ground piped stormwater system will be designed for a 1 in 10 year ARI
storm event as per City of Kingston requirements. This system has been designed using
the rational method of stormwater analysis.
2.2 Major System (onsite)
The onsite overland flow stormwater system will be designed for a 1 in 100 year ARI
storm event as per City of Kingston requirements. This system has been designed using
the rational method of stormwater analysis.

2.2 Stormwater Detention (onsite)
The City of Kingston have advised the permissible site discharge for stormwater from the
site is to be limited to 250 litres per second for a 10 year ARI event post development,
refer appendix A for legal point of discharge advice from The City of Kingston which
also advises permissible discharge flows. On-site detention will be provided by a
temporary detention pond to South of the site between the GPT and the legal point of
discharge for the shaded area in civil drawings Appendix B.
It is proposed in the future to construct an addition office building to the South of the site
and a carpark structure to the East of the site, the office would be constructed on the area
of the temporary detention pond. When these two future developments are constructed,
underground storage will have to be constructed to replace the detention pond and to
allow for the additional stormwater discharge associated with the new office and car park
service the site as a whole.
3.0 WATER QUALITY
It is proposed to provide for water quality improvements on site and to treat gross
pollutants and nutrients. MUSIC modelling has been used to analyse the systems
efficiency. Additionally roof water will be collected for reuse as landscape irrigation.
3.1 Treatment System
The proposed treatment system will consist of two major components
Gross Pollutant Traps to remove gross pollutants from the stormwater. It is assumed that an ECOSOL 4600 GPT will be used at the end of the stormwater
system discharging to the council pit to the South of the site.
Localised smaller swales to remove suspended solids and nutrients from the stormwater draining from sections of the site as required. The swales will have a
combined effective treatment area of 180m2.
The stormwater runoff quality is required to achieve the following parameters
Gross Pollutants : 90% reduction of the post development mean annual load of gross pollutant (greater than 5mm)
Total Suspended Solids : 80% reduction of the post development mean annual load of Total Suspended Solids
Total Phosphorus : 45% reduction of the post development mean annual load of Total Phosphorous.
Total Nitrogen : 45% reduction of the post development mean annual load of Total Nitrogen.
The MUSIC treatment train efficiency is as shown below in figure 2. The treatment train
layout for the site is at as shown in figure 3.

Due to the limited catchment of the bio swales the GPT will have to supplement the
reduction of nutrients in the stormwater which may require a filtration element to the
GPT.
As an alternative to the proposed on site water quality measures noted above a
contribution could be made to the City of Kingston’s “stormwater quality in-lieu
developer contributions” system subject to approval by City of Kingston and Kaufland.
Appendix C provides details of this system.
It is proposed to build an addition office building to the South of the site and a carpark
structure to the East of the site. When these two future developments are built, in addition
to underground storage, the water quality treatment system will need to be upgrade to
allow for the entire site as a whole.
4.0 STORMWATER RE-USE
The 20kL above ground tank has been designed to achieve the non-potable water re-use
target for the internal rainwater re-use (toilet flushing).
Stormwater reuse rates have been calculated for Water Sensitive Urbans Design as noted
below.
Toilets and Urinals water usage 0.1kL/day per fixture (based on a 5 day working week)
Toilets and Urinals: 14 fixtures x 0.1 kL/day x 365 days x 5/7 days/week = 365 kL/year
5.0 DISCHARGE
The legal point of discharge is a council pit to the South of the site, refer advice for the
City of Kingston in Appendix A.

Notes:
1. All information must be verified on site and levels checked for discharge to the nominated point prior to the commencement of any works. Any discrepancies must be reported to the Council.
2. Stormwater discharge from any development must be provided so as to prevent any overflows onto adjacent properties and be designed in accordance with AS/NZS 3500.3: 2015 Stormwater Drainage.
3. An ‘Opening Permit’ is required for all connections into Council’s assets. For inspection contact an Asset Engineer on 9581 4369.4. A new Application is required if works are not completed within 12 months from the above date.5. Council does not accept sub-surface water (groundwater) into the stormwater system. This is the responsibility of the property
owner to dispose on site or reach an agreement with local sewer authority. This is particularly relevant for basements and sub-surface structures.
6. Connection to the kerb must be located a minimum of 1m away from the vehicle crossing splay and constructed according to Council Standard drawing S501.
7. Connection to the Council pipe must be according to Council Standard drawing S503.
