1 PREAMBLE

1.1 Introduction

Beveridge Williams has been engaged by The Shearing Shed (the Client) to prepare a Traffic Management Plan (TMP) regarding the proposed events to be held at 116 Gap Road Cowes, Victoria – known as The Shearing Shed.

The following Special Event TMP is intended to cover future events at The Shearing Shed.

1.2 Objectives

Based on the scope of Beveridge Williams engagement the information contained within this assessment has been prepared to respond the following objectives:

• Car parking consideration;

• Traffic impact considerations;

• Special event traffic management considerations.

1.3 Facts and Matters Relied Upon

In preparing this assessment, Beveridge Williams have relied upon the following facts, matters and information:

• Bass Coast Council Planning Scheme;

• Australian/New Zealand Standard 2890:2004, Parking Facilities; o Part 1: Off-street car parking (AS/NZS 2890.1); o Part 6: Off-street parking for people with disabilities (AS/NZS 2890.6);

• Desktop site observations;

• Information provided by the Client;

• The Shearing Shed previous traffic and parking plans.

2 EXISTING CONDITIONS

2.1 Subject Site

The subject site is located at 116 Gap Road, Cowes, on Phillip Island. The site is situated in farmland with frontage onto Gap Road to the east. The total frontage is approximately 450m with two vehicle crossovers.

The Shearing Shed is partially developed land, with buildings located on the northwest quadrant of the site. Developments in the vicinity include:

• Phillip Island Grand Prix Circuit, approximately 800m southwest;

• Wimbledon Heights community, approximately 850m north, at the junction of Gap Road and Ventnor Beach Road; and

• Smiths Beach community, 1,800m southeast on the south side of Back Beach Road.

2.2 Road Network

2.2.1 Gap Road

Gap Road is a two-way, two-lane, local rural road running north-south between Phillip Island Road and the Phillip Island Grand Prix Circuit. The trafficable width is approximately 6.2m with 3.1m wide lanes.

Gap Road is not signed-posted for speed and therefore adopts a default speed limit of 100km/h.

2.2.2 Back Beach Road

Back Beach Road is a two-way, two-lane VicRoads named arterial running east-west from Phillip Island Road to Ventnor Road. The trafficable width is approximately 7.0m with 3.5m wide lanes.

Back Beach Road is the most likely route for patrons commuting from mainland Victoria, as shown in Figure 3.

Back Beach Road has signed-posted speed limit of 80km/h.

2.2.3 Phillip Island Road

Phillip Island Road is a two-way, two-lane VicRoads named arterial that extends from mainland Victoria, at the Bass Coast Highway, through to central Cowes on Phillip Island. The trafficable width is approximately 7.2m with 3.6m wide lanes.

Phillip Island Road is the only route for patrons commuting from mainland Victoria, and the most likely route for patrons travelling from Cowes.

Phillip Island Road has signed-posted speed limit of 80km/h.

2.3 Alternative Transport

The site is not considered to be within pedestrian walkability, bicycle access or within the vicinity of any key public transport facilities. Patrons are expected to travel to site primarily by private vehicle, however ridesharing is anticipated.

3 PROPOSAL

3.1 General

The Shearing Shed proposes to run on-site events, hosting up to 3,000 patrons. Each event will be unique in patron numbers and timeframe. The Shearing Shed holds a liquor licence from 9.00am to 1.00am, which is indicative of their operating hours, however the Client has indicated that trading past midnight is uncommon.

The Shearing Shed will provide formalised parking during event days. The indicative capacity for the proposed car park is in the order of 1,200 vehicles.

3.2 Access

The site is accessed via Gap Road at the south end of the site with egress onto Gap Road at the north end of the site. The accessway is one-way throughout the site, as shown on drawing 1900301-TR-SK001 in APPENDIX B.

Vehicles approaching the site will be slowed to 40km/h as per the approved Traffic Management Plan, with project title: Food Truck Festival, as shown in APPENDIX A Traffic Management Plan. TMP signage will display “Changed Traffic Conditions,” “40 Ahead,” “40,” (temporary speed sign), “Event Ahead,” “Reduce Speed,” “Queued Traffic Ahead,” and “Prepare to stop.” From inspection, the proposed traffic management signage appears sufficient to warn drivers of the changing conditions.

Once on site, vehicles will be directed toward the general parking area, as described below, which is entered from the south-end. The driveway provides 250m storage within the site prior to the closest parking space, suitable for up to 41 private vehicles or 3.4% of the site’s total vehicle capacity. A pay station will be set up inside the property near the entrance to the general car parking area to best utilise the available off-road storage space.

To exit the general car park, vehicles drive out the north-end and follow the one-way, internal circulation road which exits onto Gap Road. There is sufficient on-site storage space to facilitate vehicles exiting onto Gap Road. Additional signage will be used to assist traffic flow exiting the site on event days, displaying “End Event,” “End 40” and “Drive Safely.” From inspection, the proposed traffic management signage appears sufficient to warn drivers of the changing conditions.

3.3 Car Parking

General parking is provided in the southern half of the site. The parking comprises 12 rows of 50 car parking spaces, with a module length of 17.5m. Car parking dimensions are set out in Table 1. Circulation aisles are two-way, with an additional circulation lane at the end of the parking modules. See 1900301-TR-SK001 and 1900301-TR-SK002. The general parking area has been designed with conservative dimensions with respect to AS2890.1 to allow for larger vehicles (SUVs, for example) and unfavourable grass conditions.

The parking area will be roped-off to guide vehicles and indicate aisles and parking bays.

Staff and disabled parking is set out to the north of the general parking area, close to the site buildings. There are 50 staff parking spaces set out with standard dimensions as per AS2890.1. Staff parking is set out in drawing 1900301-TR-SK003.

Disabled parking is set out in the same area as staff parking, which will allow close access to the site. There are five (5) disabled parking spaces set out with dimensions in accordance with AS2890.6. Each disabled parking space is separated by a 2.4m wide shared area. Shared areas are dictated with removable bollards which will be set in place by the Client prior to events. Disabled parking is set out in drawing 1900301-TR-SK003.

3.4 Loading

No loading areas are provided for The Shearing Shed site in the Special Event TMP. It is expected that all commercial delivery vehicles will conduct business at the site outside of event times.

4 TRAFFIC IMPACT CONSIDERATIONS

4.1 Existing Traffic Volume

Statistics provided by VicRoads Open Data on traffic volumes indicates the following:

• Phillip Island Road two-way annual average daily traffic (AADT) is 7,100 vehicles;

• Back Beach Road two-way AADT is less than 1,000 vehicles.

From the above, it is expected that traffic volume on Gap Road has a two-way AADT less than 1,000 vehicles, in alignment with its subsidiary relation to Back Beach road.

4.2 Event Traffic Volume

The Shearing Shed is expected to attract up to a maximum of 3,000 patrons to events hosted on-site. On-site car parking facilities accommodate up to 1,200 vehicles, which allows for an average vehicle occupancy of 2.5 patrons per vehicle – what would be considered a reasonable rate for the facility and locality.

The expected traffic generation from an event is two (2) trips per vehicle. Following, we expect that the maximum number of trips generated from an event at The Shearing Shed will be in the order of 2,400 vehicle trips.

Event commencement and conclusion times are not strict and vary between events. Patrons are expected to arrive and depart as they please, and thus it is not expected that ingress and egress traffic movements will be concentrated. For events where a higher ingress and egress traffic concentration is expected, it is likely that the event will be held outside of regular peak hours and therefore traffic impact will be minimal.

Overall, vehicle trips for events held at The Shearing Shed would be considered tantamount to minor race days at Phillip Island Grand Prix Circuit that would not require traffic management on Phillip Island Road. Patrons of the Grand Prix Circuit would travel the same route from mainland Victoria, along Phillip Island Road and down Back Beach Road. On condition that event days do not coincide with Phillip Island Grand Prix Circuit event days, it is expected that there would be insignificant impact on road network operation caused by The Shearing Shed events.

4.3 Road Infrastructure Impact

Gap Road, with similar carriageway conditions to an Access Street Level 2, has an indicative traffic volume of 2,000 to 3,000 vehicles per day, as outlined by the Bass Coast Planning Scheme, Clause 56.06-8. This is, in general, sufficient for the proposed used, provided event days may temporarily exceed normal traffic conditions.

Back Beach Road and Phillip Island Road, designated arterial roads, both have a capacity that is sufficient to accommodate proposed event traffic volumes.

The Phillip Island Road / Back Beach Road intersection provides a left-turn slip lane for ingress movements to The Shearing Shed. Egress traffic flow, toward mainland Victoria, requires a right-turn movement from Back Beach Road onto Phillip Island Road. There are adequate sight distances in both directions to provide safe turning movements.

5 SUMMARY AND CONCLUSIONS

This Special Event Traffic Management Plan for The Shearing Shed has been prepared in accordance with the requirements of Bass Coast Shire Council and AS/NZS 2890 - Parking Facilities, to accompany the planning proposal for an event permit.

Based on the preceding it is summarised that:

• The Shearing Shed proposes events of up to 3,000 patrons;

• The Shearing Shed provides 1,200 car parking spaces to AS/NZS 2890.1 standard, with additional staff parking and disabled parking spaces to AS/NZS 2890.6 standard;

• Patrons to events will access the site from mainland Victoria via Phillip Island Road, Back Beach Road and Gap Road. These roads and the relevant intersections are deemed suitable for the intended events from a traffic engineering perspective;

• Traffic management signage will be implemented on Gap Road within 240m of the site;

• The on-site access driveway provides storage space for up to 41 cars which is sufficient to mitigate on-road queuing;

• The on-site access driveway is one-lane, one-way throughout the site;

• Commencement and conclusion times of events vary but are typically outside of peak hour traffic volumes;

• Due to the nature of special events, concentrations of ingress and egress traffic movements to/from The Shearing Shed are expected to be dispersed;

• Events at The Shearing Shed are considered tantamount to minor race days at Phillip Island Grand Prix Circuit, and hence are expected to have a similar traffic impacts;

• Events held at The Shearing Shed are not to coincide with events held at Phillip Island Grand Prix Circuit.

• Site layout and parking dimensions are presented in drawings 1900301-TR-SK001, SK002 and SK003.
