Accommodation Reviews

• The capital planning process addresses areas facing particular challenges regarding:

• enrolment (either too few or too many students)• the ability to deliver programming (multi grades or

scheduling classes), and • the condition of school buildings (the need for repairs)

• On November 24, 2010, the Board approved accommodation reviews for three groups of elementary schools

• 2010:03 – Alliston Union PS, Ernest Cumberland ES• 2011:01 - Port McNicoll PS, Victoria Harbour ES,

Waubaushene ES (Grades 4-8), Waubaushene Pines ES (Grades JK-3)

• 2011:02 – Coldwater PS, Moonstone ES, Warminster ES

• Board adopted Policy 2313, Pupil Accommodation Review on June 20, 2007 and was revised on March 24, 2010

• Policy 2313 is implemented by APM A5500, Pupil Accommodation Review

• The policy and APM are in keeping with the Ministry of Education Pupil Accommodation Review Guidelines issued June 2009

• Staff present an alternative accommodation option(s) to the ARC and community

• The pupil accommodation review process is transparent and consultative

• An accommodation review focuses on a group of schools in an area rather than on a single school

• Each school will be assessed using a School Information Profile (SIP)

• The ARC makes recommendations

• A Board resolution to close a school will include timelines for closure

• Membership of the ARC is set out in section 4.2 of Policy 2313, consisting of:

• Voting membership consists of:

(a) two parents/guardians, from the attendance area of each school, appointed by the school council;

(b) one student appointed by student council (secondary schools);(c) one community representative from each municipality, appointed by the

municipal council, who is a public school supporter

• Non voting membership consists of;

(a) local trustee(s);(b) the principal(s);(c) the superintendent(s) of education K-12;(d) the director of education or designate who will chair the ARC

• Membership provides balanced representation of affected communities

• Trustees may participate in the work of an ARC but are not “voting” members

• All working sessions of the ARC are open to the public for observation and information shall be made available

• Written comments will be received by the ARC Chair at any time

• The ARC shall hold a minimum of four public meetings and will encourage feedback and comments from the community

• The first public meeting will inform the community of the ARC’spurpose, present the alternative accommodation option(s) and present the SIP

• The final public meeting of the ARC will be the presentation of the ARC recommendations to the community

• Attendance at public meetings will be recorded

• Accommodation review process will take a minimum of 90 days from date of first public meeting

• ARC report submitted to Director by late February, 2012 (TBD)

• ARC report will be received at a Special Board meeting

• Another Special Board meeting shall be held within 30 days of this meeting to hear delegations

• The Board shall make a decision within 90 days of receiving the ARC Report at the initial Special Board meeting

• Community may seek an administrative review of Board decision

• Timelines do not include summer vacation, Christmas, Spring break and adjacent weekends

• ARC dissolves after submission of report to the Board of Trustees

Enrolment

• Enrolment at schools in the ARC has seen a slow steady decline over the past five years and this trend is expected to continue

• Full Day Kindergarten will minimize the impact of decline at Moonstone ES and Warminster ES.

• Coldwater PS will continue to decline at a higher rate

• Continued enrolment decline will result in increasing program challenges

• School enrolments are not balanced with school capacity. Coldwater PS is becoming under capacity and Moonstone ES is 150% over capacity

• Declining enrolment is not unique to this area and is prevalent in mature and rural regions board wide

• Projections have taken into account the implementation of the full time early learning kindergarten program

• No significant residential development is concentrated in the communities

• Grade splits• Availability of extracurricular and co-curricular activities

• Negative impacts on program delivery will begin to have a greater affect on these schools as they continue to decline

• Moonstone grade 7 and 8s are accommodated at Coldwater PS

Facility Condition

• Combined, there is an approximate $2.1 million backlog of renewal projects needed at these schools

• By 2021 approximately $7.2 million will be required to address renewal projects needed at these schools

• These estimations do not include upgrading schools to current building code and accessibility standards

• These estimations do not include upgrading program spaces (library, gymnasium, special education, play area, kindergarten, administrative)

Alternative Accommodation Option

• Pupil Accommodation Review Policy - 2313 requires board staff to provide the ARC with at least one alternative accommodation option

• Board staff accommodation option would require a Capital Priority project to be submitted to the Ministry of Education

• Summary of option:

• Close Moonstone ES (June 2015)• Transfer from Moonstone PS to Coldwater PS• – Approximately 114 students• Transfer from Moonstone ES to Warminster ES

– Approximately 43 students

• Construct a 5 room addition at Coldwater PS and 1 room addition at Warminster ES in 2015 to accommodate additional students

Ontario Demographic Trends 2009-2036

• Ontario’s population is projecting healthy growth over the next 27 years.

• Net migration is projected to account for 68 per cent of all population growth

• The number of seniors aged 65 and over is projected to more thandouble

• The children’s (0-4) share of population is projected to decline until 2015, rise slightly over the 2015–2026 period as the baby boom echo generation have children and then resume declining until 2036.

• The number of Ontarians aged 15–64 is projected to grow from 9.1 million in 2009 to 10.8 million by 2036.

• The Greater Toronto Area (GTA) is projected to be the fastest growing region of the province, with its population increasing by 3.0 million by 2036.

• Total fertility rate in Ontario reached its lowest level ever recorded in 2002, at 1.48 children per woman. Since then it has increased to 1.57 in 2007 (latest available). It is believed over the long term values below the replacement level (2.1) are likely.
