The jump repre- sented a nearly 25-percent gain over 2009, and it was the largest one-year increase in Port history. “This was a tremendous rebound and happened much faster than pre- dicted,” said Port of Long Beach Executive Director Richard D. Steinke. “Best of all, the additional cargo has brought back thousands of port-related jobs throughout the sup- ply chain, and we’re very optimistic that the job growth in this industry will continue in 2011.” For the year, overall container moves increased 23.6 percent from 2009, nearly recovering losses from the previous year. Imports rose 23.4 percent in 2010 to 3,128,860 20-foot equivalent units (TEUs), and exports were up 15.6 percent to 1,562,398 TEUs. Empty container moves were up 33.2 percent for the year to 1,572,241 TEUs. Empty containers are mostly bound overseas for refill- ing. The 1.2-million TEU increase marks the biggest one-year jump since 1971, when the Port leased its first container terminal. The previous record was in 2004, when cargo vol- ume increased by 1.1 million TEUs. For the month of December, the Port moved 523,311 TEUs, a 12-per- cent increase compared to the same period a year ago, and the 13th con- secutive month of gains. I think they do a great job, but we’re all in this together. We’re try- ing to make the city financially safe for its residents. We haven’t had to cut services, and it’s important to look at these things, and we’ve also tried to protect jobs. Franchise Tax Board contacting last year’s nonfilers

The Internal Revenue Serviceopened its 21st season of electronicfiling Monday with a reminder to tax-payers that e-file remains the bestway to get fast refunds and ensureaccurate tax returns, particularly fol-lowing several tax law changes inDecember.

IRS e-file is approaching the mile-stone of 1 billion returns processed.The electronic transmission system,which has revolutionized the way theIRS processes tax returns and madespeedy refunds possible, has safelyand securely processed 892 milliontax returns since its national debut in1990. In 2010, nearly 100 millionpeople– 70 percent of the taxpayers–used IRS e-file.

“IRS e-file is the best option foreveryone, especially for peopleimpacted by recent tax law changes,”said Doug Shulman, IRS commis-sioner. “E-file ensures people can fileaccurately and get refunds quickly.With a new legislative e-file mandatefor tax preparers, we anticipate thatmore tax-return preparers will beusing e-file this year, and we urgepeople who prepare their own taxes to

give it a try. IRS e-file is now thenorm, not the exception.”

The IRS also announced Mondaythat it anticipates starting to processtax returns impacted by December’stax law changes by mid-February.The IRS continues working to repro-gram its computers to reflect new taxlaw changes enacted by Congress andsigned by President obama inDecember.

Taxpayers can e-file their taxreturns one of three ways: through atax return preparer, through commer-cial software or through IRS FreeFile. The IRS does not charge for e-file. Many tax-return preparers andsoftware products also offer free e-fil-ing with their services. Free Fileoffers free tax preparation and freeelectronic filing.

People must access Free Filethrough the IRS website at IRS.govby clicking on “Free File” or “FreeFile Home– Your Link to Free Fed-eral online Filing.” People may readmore about Free File atfreefile.irs.gov or IR-2011-5.

Those looking for a tax-return pre-parer who files electronically and for

more information on e-file may visitirs.gov/efile/index.html. Taxpayersalso can locate an e-file authorized taxprofessional nearest them by doing aZIP code search. When using e-file,one also must use an e-signature. TheIRS no longer accepts the paper sig-nature document. Those who preparetheir own return using software mustuse the self-select PIN method. Thosewho have a third party prepare theirreturns may use either the self-selectPIN method or the practitioner PINmethod. (See Fact Sheet 2011-07 formore details.)

While most people are workingon their 2010 state tax returns, theFranchise Tax Board (FTB) is con-tacting more than 900,000 peoplewho did not file a 2009 state incometax return, the agency announcedTuesday.

FTB finds nonfilers by using morethan 400 million income records itreceives each year from third partiessuch as the IRS, banks, employers,state departments, and other sources.In addition, FTB uses occupationallicenses and mortgage interest pay-ment information to detect others whomay also have a requirement to file a

state tax return. FTB then contactsthose who earned California income,but did not file a return for the 2009filing year.

Last year, FTB collected morethan $550 million through theseefforts. Since the 1950s, FTB hascontacted people who may have a fil-ing requirement but have not filed atax return. Individuals contacted have30 days to file their state tax return orshow why one is not due. When arequired return is not filed, FTBissues a tax assessment using incomerecords to estimate the amount ofstate tax due. The assessment includes

penalties of up to 50 percent.FTB provides more information

for those receiving notices atftb.ca.gov. From the home page,select the Bills and Notices tab, andthen under the Tax Debt Section,select: Respond to request or demandfor tax return. Taxpayers may requestmore time to respond, retrieve infor-mation that can assist them in filing atax return, request tax forms, learnabout payment options, sign up toreceive an email reminder to file, andaccess other services. I am a proud member ofthe Susan B. Anthony Chapterof the National Society,Daughters of the AmericanRevolution. I have been acard-carrying member since1975. In order to become amember I had to provethrough genealogy researchthat I indeed have an ancestorwho fought or gave serviceduring the American Revolu-tion– yes, on oUR side.Because my mother had beena member since the ‘60s, itwas easy for me to just do abit of a short form to becomean official member.

Last weekend our chapterhad a rather special meeting–an annual event where we rec-ognize the local fifth-, sixth-,seventh- and eighth-grade stu-dents who participated in ourNational Society’s AmericanHistory Essay Contest lastyear. (At the same time, wealso invite the high-schoolstudents who were nominatedby local schools for our DARGood Citizen Award andScholarship, but more aboutthat next week.)

During the meeting, wehad the pleasure of becomingacquainted with three of thefour winners of the American

History Essay Contest chosenby our chapter– all from St.Maria Goretti School: SaraMontoya (fifth grade), RobertSanchez (sixth grade), andRicardo Contreras (seventhgrade). Adam Garcia, theeighth-grade winner, wasunable to attend. Their taskwas to write a 500-word essaybased on the following topic:In celebration of the 275thanniversary of the birth ofPaul Revere, pretend you arePaul Revere writing yourmemoirs. Relate variousaccomplishments for whichyou wish to be remembered inthe annals of American his-tory.

It was so heart-warming tohear Sara, Robert and Ricardoread their essays. I know thatthe members, teachers, parentsand guests all learned some-thing new about Paul Revere.I know I did! In school I wastaught that Revere shouted“The British are coming,” but,according to our young essay-ists, the quote was actually“The regulars are coming.”

I have asked the young-sters to send me copies oftheir essays and will run themas I receive them– space per-mitting.

California lawmakers shouldreject calls to overturn the state’sban on keeping ferrets as pets.Just last week, a 4-month-old Mis-souri baby lost most of his fingersafter the family’s pet ferret atethem while the child was sleeping.A few years ago, a 5-week-oldohio girl was bitten at least 50times and needed 100 stitches.

Although breeders churn themout and market them as if theyrequire little care, ferrets arehighly energetic, active, and curi-ous. They cannot be kept continu-ously caged. They are prone tobiting if startled, excited, or han-dled improperly. Ferrets have theirown distinct scent and may ormay not be able to be litter-trained. Aggressive chewers and

diggers, many become victims ofabandonment or neglect whentheir owners grow tired of replac-ing carpeting, sofa stuffing, shoesor stereos that have beendestroyed.

Shelters and rescue groupsacross the country have to copewith the aftermath when peoplesurrender exotic animals theyonce “had to” have. Many areeuthanized.

For the sake of the animals andfor the well-being of their con-stituents, California legislatorsshould keep the ban on ferrets inplace.

A loose connection?

Laura Richardson is “horrified,but not shocked” about the eventsthat transpired in Tucson, Arizonaon Jan. 8, 2011 (Commentary; Jan.14, 2011). Her views are laugh-able, but not surprising.

While she is correct that thedebates in Washington, D.C. arenot restricted to the Capitol, herinference that there is a connectionsomehow between those debatesand the tragic events that day arenot only NoT supported by fact,but are controverted by fact.

Friends of the alleged gunmanhave stated that he did not listento news, TV or political speech;however, he admired Hitler’sMein Kampf and the CommunistManifesto.

Also not supported by fact arethe allegations that lawmakerswere spat upon or called racial

slurs during the healthcaredebate. The $100,000 rewardoffered by Andrew Breitbart toanyone who can provide evidencethat racial epithets were shouted atCongressional Black Caucusmembers on March 20 remainsunclaimed.

Common sense and emergingevidence about the alleged gun-man point to mental illness as theprobable cause of the Tucsontragedy, not political rhetoric. It isdisingenuous of anyone to implyotherwise. Rep. Richardson saysshe “stands ready to return toWashington this week to work onensuring this incident never hap-pens again.” I trust she will befocusing on mental-health issuesand not restrictions to the 1st and2nd Amendments of the US Con-stitution.

administrative, overhead costs andimpact fees associated with develop-ment projects and a repaymentschedule for a $10-million loan.

“We’re letting the state know,‘Hey, that’s a legitimate obliga-tion,’” City Manager Ken Farfsingsaid. “That’s not something youshould take away from the redevel-opment agency. You should allowthe redevelopment agency to payoff the city loan. That would be

unfair to the City. The City wouldessentially be out $10 million if thestate decided to not allow that as anobligation.”

RDA board members and othercity officials criticized the gover-nor’s plan to end the agencies, stress-ing the importance of Signal Hill’sredevelopment history and reputa-tion for numerous city improve-ments.

“And without it [the RDA], wewouldn’t be where we are today,”Mayor Edward Wilson said.

RDA Chair Tina Hansenreminded the board that the RDAwas crucial in the development ofthe auto mall and Costco. She saidthe City has been able to build onthese successes and attract otherlocal retailers.

The RDA in Signal Hill wasestablished in 1974 to developblighted areas in the neighborhood.RDA projects around the city haveincluded the construction of afford-able housing and other community-improvement projects, according toFarfsing’s official report to the RDA.

The proposed elimination offunding to the local RDA is raisinguncertainty about the future of theestablished redevelopment plan andprojects that were already inprogress.

Farfsing’s report highlighted onesignificant project that affected amajor parcel of land near the cornerof California Avenue and SpringStreet. The agency was responsiblefor clearing from the property largeamounts of construction debris and

rubble that were deemed to be blight.In compliance with environmentalstandards, the RDA began to cleanup soil contamination in areas whereabandoned oil wells once stood.

At press time, the governor’soffice had not yet released thespecifics of the plan that called forthe abrupt termination of hundredsof RDAs which relied on local prop-erty taxes and managed current rede-velopment projects.

The City of Signal Hill’s initialanalysis of the overall plan suggestedthat local property taxes would beredirected from the RDA budget andthen redistributed to other local gov-ernment entities, according to Farfs-ing’s report on Jan. 17. The reportprojected that the City may onlyreceive about $77,000, a fraction ofits usual budget that depended onproperty taxes.

City officials had harsh wordsabout the plan. “It’s an absolute…tragic decision to try and eliminateredevelopment agencies,” Hansensaid, stressing the importance of theredevelopment projects’ ability toattract business to the city since theseprojects create jobs. She also empha-sized the importance of developingaffordable housing.

“It’s truly lose-lose,” addedCouncilmember Larry Forester.

According to Farfsing, the stateplan to cut redevelopment fundingleft a gray area for city officials tohave any certainty about whichfinancial obligations the state wouldhonor after the governor’s newbudget rollout. Brown’s budget planalso includes legislation that voterswould have to approve in a specialelection this summer.

to clarify that the city’s RDA wouldstill be obligated to reimburse theCity for the money Signal Hill hasoffered the agency in loans and forthe amount the City has spent onother costs associated with redevel-opment.

Redevelopment projects werealso partially funded by bonds, butthe state will not likely interferewith the agency’s ability to paybond obligations, according to Farf-sing. Bonds will pay for the con-struction costs of a new policestation, and in order to build a newlibrary, the City would have toapprove an $8 million bond. ß

As part of a transitionannounced last year, Boeing con-firmed Thursday that it will deliver13 C-17 Globemaster III airlifters in2011 as the company moves to anew production rate of 10 C-17s peryear. Boeing will reduce the pro-duction program’s workforce byapproximately 1,100 jobs throughthe end of 2012. The companydelivered 14 C-17s in 2010.

The move to the new production

rate, announced in February 2010,will be completed this summer andresult in the elimination of the sec-ond shift at the C-17 final assemblyfacility in Long Beach. The lowerproduction rate is designed to extendthe line as Boeing works to captureadditional international orders.

“This has been a very difficultdecision, no question about it,” saidBob Ciesla, C-17 program manager.“But reducing the number of C-17s

we deliver every year, and doingthat with a smaller workforce, willallow us to keep the production lineopen beyond 2012, protect jobs, andgive potential customers more timeto finalize their airlift requirements.”

Long Beach Mayor Bob Fostersaid the C-17 program is an impor-tant economic asset for the state,the region, and the city. “WhileBoeing’s announcement [Thursday]is difficult and disconcerting, it isnot entirely unexpected, as the fed-eral government has decreasedorders for this workhorse aircraft,”Foster said. “our rich history ofaerospace manufacturing makesthis an emotional day for Long

Beach, as the C-17 plant is the lastof what was previously a robustaerospace manufacturing industryin California.”

Ciesla indicated that Boeing willprovide assistance for impactedworkers seeking potential positionselsewhere within the company.“We’ve been communicating fre-quently with our employees aboutthis process for the past year andwill continue to do so,” he said.

Foster also expressed support forthose impacted by the job cuts. “Wewill continue our efforts to supportBoeing in generating additionalorders to preserve the thousands ofjobs that remain, and our Workforce

Investment Board will commitresources to assist affected employ-ees during this difficult period,” hesaid.

Boeing anticipates that the work-force reduction will primarilyimpact Long Beach, where approxi-mately 900 of the 1,100 reductionswill take place at the program’s finalassembly site. The remaining 200reductions will impact C-17 produc-tion program employees in Macon,Ga., Mesa, Ariz., and St. Louis. Thecompany will try to redeploy manyof the affected employees to otherprograms or other Boeing locationswhere the company has suitable jobopenings. ß

Richardson’s bill seeks to protect Congress members,constituents from potential violence at scheduled events

LB to take brunt of Boeing’s C-17 workforce reduction

US Rep. Laura Richardson (D–37th District) introduced legislationTuesday to protect members of Con-gress and their constituents frompotentially violent situations at sched-uled events where an elected repre-sentative is engaging in official acts,representational duties, or campaignactivity.

Specifically, the “Freedom toServe Without Fear” Act would makeit unlawful for any person to know-ingly carry a firearm in, or within 100feet of an entrance to, or exit from, abuilding or structure where the personknows that a member of Congress isperforming an official and represen-tational duty or engaging in campaignactivity as a candidate for election forfederal, state or local office. A viola-tion would be punishable by 10 yearsimprisonment and certain limitedexceptions to the law would exist forlaw-enforcement officials and others.

“The right of our citizens andelected officials to peaceably assem-ble and engage in public discourse isa central tenant and the lifeblood of avibrant representative democracy,”said Richardson. “No individualshould have to fear for their safetywhen attending a political event intheir community, be they an electedofficial like my friend and colleagueGabrielle Giffords or someone justdeveloping a love for politics likeyoung 9-year-old Christina Taylor-Green. We owe it to the recent vic-tims, both those we lost and those stillfighting to survive, as well as theirloved ones, to do all that we can toensure a tragedy like this never hap-pens again.”

The bill comes in the wake of theevents of Jan. 8, when a gunmanopened fire during a political event inArizona, leaving six dead and injuring14, including Congresswoman

Gabrielle Giffords. In addition,according to Richardson, there hasbeen a threefold increase in recentmonths in the number of reportedthreats against members of the UnitedStates House of Representatives andSenate.

According to Richardson, thethreats to public engagement are notjust a recent trend, since, during thesummer of 2009, there were multiplecases of persons carrying firearmsoutside of venues at which Presidentobama was attending meetings andofficial events. In one instance, a mancarried an AR-15 automatic assaultrifle and a sidearm. In anotherinstance occurring hours before apresidential town hall a week earlier,a man was arrested for breaching asecurity perimeter at the event’s loca-tion and was found to be in posses-sion of an unlicensed and loadedhandgun. ß

The Long Beach Unified SchoolDistrict (LBUSD) will soon vote onthe future education of nearly 600 stu-dents who attend elementary schoolsin Long Beach and Signal Hill.

Citing concerns over state budgetcuts to the district, LBUSD officialsannounced last week that they arereviewing the possible closure of Buf-fum and Burroughs elementaryschools at the end of this school year.

The district sent letters to the par-ents of students last week to explainthe situation. LBUSD announcedthat the regularly scheduled meetingof the Board of Education on Tues-day, Jan. 18 would only offer an infor-mation session regarding the possibleclosure. The school board will vote onthe closure as early as Feb. 1, accord-ing to Chris Eftychiou, LBUSD pub-lic information director.

A crowd of more than 120 peoplefilled the community room set asidefor Tuesday’s Board of Educationmeeting. Educators, parents and stu-dents held up handmade poster-boardsigns in support of their school.

Elementary students filling anentire row squirmed in their chairs asthey each held onto a long bannermade of baby-blue butcher paper. Intheir tiny fists, they raised the hand-painted sign peppered with red hand-prints next to the words “Save J.Burroughs School.”

“It’s just devastating for my fam-ily, especially my daughter,” saidPaula Mackridis, a parent of a fourth-grade student at Burroughs. Mack-

ridis is a former Burroughs student,and she also teaches at another schoolin the Long Beach Unified SchoolDistrict. She enrolled her daughter at

Burroughs because she wanted her tobe part of a neighborhood commu-nity.

“Everyone knows each other,” she

said. “All the teachers know all of thestudents and the administrator. I justfeel like my daughter gets that extrasupport at a small school, which hasbeen very nice.”

Many parents who spoke at themeeting expressed their sadness at thepossible loss of their schools but alsoacknowledged that the district and thestate are facing economic hardships.

According to Superintendent ofSchools Christopher Steinhauser,the district could lose between$53,000,000 to $140,000,000 overthe next two years. LBUSD offi-cials acknowledged that this is abroad range for estimated losses.These projections are based onGov. Jerry Brown’s budget for edu-cation and his plan to increasetaxes. Part of Brown’s plan to pro-tect K–12 education includes legis-lation to extend taxes. If voters donot pass Brown’s proposed taxincreases, the district’s losseswould be closer to $140,000,000,according to Eftychiou.

“And so, in a way, that adds fur-ther uncertainty because we’re nowbeing asked to wait to see what hap-pens with an election weeks and pos-sibly months from now to know howmuch funding we’ll be receiving,”Eftychiou said. “We cannot count onmoney that may or may not be there.We have to count on money that willbe there because we have to pay ourbills and we can’t print money.”

The Long Beach UnifiedSchool District (LBUSD) lastweek introduced the North LongBeach Initiative, a six-month plan-ning effort to guide public policyaddressing the educational andsocial needs of students and theirfamilies in that community.LBUSD’s Board of Education wasjoined by Mayor Bob Foster, repre-sentatives from the Long BeachPolice Department, and other civicand community leaders during alaunch ceremony at Jordan HighSchool.

The initiative is tied to a $105-million investment the school dis-trict is making in the North LongBeach community through a majorrenovation of Jordan High School,scheduled for completion in 2015.The school was built in 1935 andserves 2,800 students in grades 10through 12. By law, Measure Kfunds may only be used for localschool construction and moderniza-tion, which protects the Jordan Highrenovation from the state budgetcuts that LBUSD and other schooldistricts statewide continue to face.

As the single largest projectfunded by Measure K (the $1.2 bil-lion school bond measureapproved by 71 percent of voters in2008), Jordan High School’s reno-vation is expected to transform thecampus into a model 21st Centurylearning environment.

“The new Jordan High Schoolcould become a centerpiece forrevitalization of the larger NorthLong Beach area,” said Christo-pher J. Steinhauser, LBUSD super-intendent. “Because studentsspend, on average, only 20 percentof their waking hours in the class-room, it’s imperative that their aca-demic and social success issupported beyond school walls.”

In the next six months, theschool district, in collaborationwith the School of EducationalStudies at Claremont GraduateUniversity, will conduct commu-nity surveys and a series of forumsand focus groups to determine the

greatest challenges and mostneeded resources in North LongBeach.

“This is a great collaboration,”Foster said at the event, where hepledged to support the effort. “Weall know we have a great schooldistrict, but there is always roomfor improvement. I think thisinvestment will pay dividends foryears to come.”

To gain a broad spectrum ofperspectives, the district is seekinginput from representatives fromgovernment, nonprofit organiza-tions, business and professionalentities, parents and school-basedgroups. A North Long Beach Initia-tive Community Advisory Com-mittee has been formed to helpguide planning and outreach.

“This initiative represents theschool district’s desire to ensureeducational success for all its stu-dents,” Steinhauser said. “Webelieve that every child can suc-ceed and that all children deservethe resources and support neededto do so.”

According to Steinhauser,North Long Beach students todayare less likely to be English-profi-cient and to meet statewide grade-level standards than theircounterparts districtwide. Althoughstudents at Jordan High and its 11feeder schools have made greatstrides in recent years, they lagbehind students in other schools inthe district on the state AcademicPerformance Index.

LBPD to conduct DUI checkpoint this weekend

The Long Beach PoliceDepartment (LBPD) will be con-ducting a DUI/driver licensecheckpoint on Saturday, Jan. 22,from 6pm until 2am in the EastDivision. In an effort to reduce thenumber of persons killed andinjured in alcohol-involved colli-sions, DUI checkpoints are con-ducted to identify offenders andget them off the street, as well asto educate the public on the dan-gers of driving while impaired

“We have to prepare for the worst-case scenario as well as the best-casescenario,” said Jon Meyer, a memberof the LBUSD Board of Education.Meyer also acknowledged that thenumbers are only estimates.

The district targeted these two ele-mentary schools for closure sincethey have smaller student populationswhen compared to other schoolswithin the same district, according toa letter issued by LBUSD.

According to data cited byLBUSD, about 291 students attendSignal Hill’s Burroughs ElementarySchool, and around 295 studentsattend Long Beach’s Buffum Ele-mentary School.

Closing Buffum and Burroughs

will save the district about $809,140in the 2011–2012 school year afterone-time costs are factored into theestimate. Starting with the 2012–2013school year, the district will saveabout $1,259,140, according to thelatest figures released by LBUSD onTuesday.

But closing those schools is onlypart of an overall plan to manage thedistrict’s deficit. Eftychiou also saidthat the Board of Education will sooncall a special board meeting to discussadditional cuts. For now, Eftychiousaid, the board is considering closingonly Burroughs and Buffum, but hesaid several of the cuts in the pasthave affected salary and personnel,citing times when many employeeshave been asked to take furloughdays.

“So these are not cuts that arepleasant for anybody, but, unfortu-

nately, we don’t have a choice but toput everything on the table rightnow,” Eftychiou said.

According to district officials, theywill be reviewing a plan to reassignteachers from the elementary school.

“I’m very sad,” said Judith Kaho,who teaches second grade at Bur-roughs, where she enjoyed the fam-ily-oriented atmosphere. She said shedoesn’t know where she’s going toteach in September.

“It’s just a very tumultuous time,”said Michael Day, president of theTeachers Association of Long Beach.Since Burroughs and Buffum are the

quintessential neighborhood schools,it really hits home harder, he said.

“All my friends are so fun,” saidAaron Caldwell, a third-grade studentat Burroughs. His tinydimpled facepeeped over the tall, blue paper ban-ner he had held with his friends.

“I like all the teachers therebecause they just help you to learn,and I just want to stay at the school,”chimed in his nine-year-old sister,Aundrea Caldwell.

Even though Burroughs Elemen-tary is located in Signal Hill, that Cityis not in a position to take over theproblem of the school district’s finan-

cial crisis. Signal Hill has no plans tocreate its own school district to man-age the schools within city limits,according to Signal Hill City Man-ager Ken Farfsing.

The City did consider the possibil-ity of forming an independent schooldistrict years ago, but the current eco-nomic recession may– for themoment– quash any possible consid-eration to revisit the idea of an inde-pendent district.

“Where would we get themoney?” Ken Farfsing asked. “Theschool district is making some toughchoices. It’s unfortunate.” ß

ICT general man-ager caryn desai [sic], who is alsoDesai’s wife, has been unanimouslyapproved by the board to take thereins of the 25-year-old organization.

“This is not a retirement,” explainsDesai, who founded ICT in 1985. “Ihave always felt that an organizationneeds to be about more than thevision of just one individual. I amstepping aside so that ICT has thechance to grow and become strongerunder a new generation of leadership.

Under Desai’s guidance, Interna-tional City Theatre has grown from a99-seat, black box theater on the cam-pus of Long Beach City College tobecome a premier professional theatercompany at the Long Beach Perform-ing Arts Center. ICT has attracted crit-ical acclaim and multiple awardsincluding the Los Angeles DramaCircle’s prestigious Margaret HarfordAward for “Sustained Excellence inTheater.” In December, ICT con-cluded its 25th anniversary seasonwith a balanced budget, despite theweakened economy.

“It has been a wonderful journey,”wrote Desai in his letter to the board.“I am extremely proud that we havecompleted our 25th anniversary sea-son with a balanced budget.
