Tropical Storm Debby did not reach hurricane strength, but it did a lot

of damage and caused disruption for the people in the Tampa Bay area to include Pasco County. Most of us saw pictures and video of how Debby closed Bay Shore Blvd to traffic, and how the only people using it were in boats. Due to the high winds that ac-companied Debby, it also closed the Sunshine Skyway Bridge which over 52,000 people use ev-ery day. It was closed from 4:00 p.m. on June 24th to 3 a.m. on June 27th. This was the longest it has been closed since it opened on April 20th, 1987. The only other time it had been closed was for 8 hours in September 2001 during Hurricane Gabrielle. The storm also closed portions of the Courtney Campbell Causeway Bridge and all eight lanes of the Howard Frankland Bridge. The Gandy Bridge was almost closed. In Pasco County, two people drown, several communities that included about 7,000 homes were under mandatory evacuation, a tornado took off the roof of the Elfers Post Office, and thousands were without power. Quail Hol-low, a community just north of Seven Oaks, experienced water backwashing into their houses when traffic would go down their streets. As for Seven Oaks, there was very little damage, but it was not due to luck. It had more to do with how well the community

was planned. When our family looked at Seven Oaks in 2002, we were very impressed with the ponds along Ancient Oaks Blvd. When we saw the pond in The Laurels, we thought the developer had done a great job of creating a pond that provided homeowners with a scenic view and an oppor-tunity to observe wildlife. Our sales associate might have called it a “retention pond”, but to us, it was just a pond. Little did we know at the time that the 100 plus ponds had little to do with providing scenic views but were primarily there to handle storm water and were a critical part of the stormwater management system at Seven Oaks. It did not take us long to realize the value of these ponds. In 2004 when Florida was hit with four major hurricanes Char-ley, Frances, Ivan, and Jeanne, we realized why they were called retention ponds. We escaped

a disaster when Charley, which was on a path to go directly over Seven Oaks, turned a few hours early and came ashore at Captiva Island near Ft. Myers. About three weeks later Frances passed over Seven Oaks. Ivan came across Florida to our south. And then, three weeks after Frances, Jeanne passed over Seven Oaks. Just as the Seven Oaks stormwa-ter system handled all this rain, it did a great job of handing the steady rain during Tropical Storm Debby. The picture below is the pond at the entrance to The Laurels. On the day prior to Tropical Storm Debby, it was completely dry. Four days later after Debby had dumped over 10 inches of rain, it was full. As for the ponds that were already full prior to Debby, they drained into other areas designed to handle their overflow. After Debby, once again I am reminded of the importance of

having retention ponds that have been strategically placed to take care of the stormwater. Now why did Seven Oaks not have a flooding problem like so many other communities? When Seven Oaks was being devel-oped, it was designed to handle stormwater runoff based on historical data of either the “50 year rain event” or “100 year rain event”. The engineers worked closely with Pasco County and the Southwest Florida Water Management District for the design and ultimate approval of the system. All of the ponds within Seven Oaks are strategi-cally planned to handle the runoff and many, but not all, allow the water to ultimately discharge into the surrounding wetlands. As the water levels in the ponds rise, the water exits through the outfall structures of the selected ponds to discharge into the wetlands. Most of the ponds that discharge into

the wetlands also have littoral shelves, which are planted with beneficial plants to filter the water before it reaches the wetlands. At Seven Oaks, Tropical Storm Debby’s wind did take out a few trees. One of the larg-est trees was an oak tree pictured above in The Laurels park. To keep cleanup cost to a minimum, our CDD staff removed a few small understory trees. Our maintenance staff found some additional trees that an arborist will need to investigate to see whether they need to be removed or if they can be re-staked. The CDD contacted Joe’s Tree Service to

remove 20 down trees and re-stake 6 others for a total of $6,625.

In central Florida, sinkholes are a way of life. For example, just prior to Tropical Storm Debby part of a house collapsed into a 40 ft wide, 20 ft deep sinkhole in Hudson. Seven Oaks has had just a couple of minor sinkholes. The large park in Amberside did get a 6 ft wide and 3 ft deep sinkhole as a result of Tropical Storm Debby (see picture at left). To determine the extent of the depression and the underlying condition of the limestone, the CDD has paid $3,000 to run ground pen-etrating radar and other tests. Rizzetta, our district manager, has received a bid for $16,000 to repair the sinkhole. v

“Time Flies When you’re Having Fun!” is very true.

We are approaching another Annual Meeting of the SOPOA Membership. It hardly seems like a year since the last one.

The meeting should be held at the end of

September as last years’ was. That means that in a

few weeks, we all should be receiving in the mail an annual meeting package. I encourage each and every home-owner to take a few minutes to review the package and understand and act on its contents.

I think the most important informa-tion is the date of the meeting and the Proxy Form. Please be sure to send in the Proxy if you are not going to attend the meeting. It’s amazing to me that so many of our homeowners do not take the time to fill out and return the proxy form. If it was up to me (and it’s not) when you came to the board with a complaint or an issue, my first

question would be: “Did you care

enough to return the Proxy form or attend the annual meeting?” I think that 99% of the time the answer would be “No”, followed by an excuse. I think that there is also another very important piece of paper in that package. It is the “Notice of Intent to be a Candidate for the Seven Oaks Property Owners Association Board of Directors.” Now is your chance to do some-thing for your community, to get involved, to have a say in the way Seven Oaks functions.

This same information will also be on the Rampart Properties web site at www.rampartproper-ties.com. There are a number of Board positions that are up for reelection and I know that all of the current board members are not going to run again.

I hope that a number of our own-ers apply to run and to be consid-ered for the Board. I’ve said it a number of times in past articles, but I’ll say it again. I think that there is a tremendous amount of talent and skills available in our neighborhoods. All it takes is the desire on the part of our homeowners to use their abilities and creativity to be of service to their neighbors. I’m asking you to think about it….. Just some things I think, I think!

The summer is nearly over and it is “back to school” time for busy

families. From carpool to homework assignments, the hectic school week leaves little time to prepare meals the whole family will enjoy. But just because you’re short on time, doesn’t mean you have to resort to the drive-thru or takeout. Try this easy recipe for Quick Chili Mac Skillet. It will be a big hit with the whole family.

Start with everyone’s favorite elbow pasta, but not just any pasta. Choose one that offers some extra benefits that traditional pasta doesn’t provide. One that offers durum wheat

semolina, which ensures the taste and texture of traditional pasta, but with a nutritional boost. Five grams of fiber per 1-cup cooked serving and fewer digestible carbohydrates make it a delicious and healthy option. While the pasta cooks, brown ground beef and onion, making sure the beef is completely cooked. Stir in a pinch of chili powder for a peppery kick; add diced canned tomatoes and kidney or black beans – super simple. On these time-crazed days, swap-ping out hand-chopping for the can opener makes a lot of sense.

Simply toss the chili with the pasta, sprinkle with cheese and serve a delicious one-dish dinner that will get the entire family back to the table. A green salad or fruit would be a great way to round out the menu.

Quick Chili Mac SkilletPreparation Time: 10 minutesCook Time: 15 minutesMakes 4 servings • 1/2 box Dreamfields Elbows• 2 teaspoons canola or vegetable oil• 1/2 pound lean ground beef (85%

lean)• 1 medium onion, coarsely chopped• 1 to 2 teaspoons chili powder• 1 can (14.5 ounces) diced toma-

toes, undrained• 1 can (15 ounces) kidney or black

beans, rinsed and drained• Salt• Coarsely ground black pepper• 1/4 cup shredded Mexican cheese blend

Cook pasta according to package directions. Drain; return to pan.Meanwhile, heat oil in large nonstick skillet over medium heat. Brown ground beef and onion 8 to 10 min-utes or until beef is cooked through and onions are tender, breaking beef into large crumbles. Stir in chili powder then tomatoes. Cook and stir 2 to 3 minutes to blend flavors. Add beans; heat through. Remove skillet from heat. Toss beef mixture with pasta. Season with salt and pepper, as desired. Sprinkle with cheese. Note: If desired, ground chicken or turkey breast may be substituted for the ground beef. Prior to opening Bliss Facial Spa in August of 2010, I had always thought that Day

It is important for security and the safety of the all the patrons of the Clubhouse that you report any lost or stolen access cards. If we are not notified of a lost card, it remains active and there is the possibility that someone may find it and use it to gain access that should otherwise not be here. If you have lost your card please call management so that we may deactivate the card and we can issue you a new one. HEaLTHy SwIMMIngWith warm weather approaching and birds chirping we are looking forward to spending a fun, exciting and eventful season with all of you residents. Management and the staff of Seven Oaks take pride in maintaining our facilities. We would like to keep our reputation in good standing so we are asking for your help in order to keep our pools in operating condition for the entire season. Yes, there are times that we may have to close a pool during peek hours due to a safety issue and /or other conditions that we can’t control.

However, with your help we can control age appropriate children to be geared with a water resistant swim diaper to prevent anyone from receiving a recreational water illness (RWI). All of our pools are properly chlorinated and checked throughout the day, but even at perfect levels it takes time for chlorine to kill contaminants that may be in the water. This is why we ask that you please help us keep our pools safe by following the guidelines regarding small children and the appropriate swimwear. We thank you all for your cooperation and understanding, and we all look forward to a fun-filled summer.

In the event that you forget to gear up your children with a swim diaper, you can conveniently purchase an age appropriate, water resistant swim diaper from the Clubhouse.

POOL & SLIDE OPERaTIOnaL HOURSThe pools open on a daily basis a 1/2 hour after sunrise, and close 1/2 hour before sunset. The slide will be open 7 days a week (weather permitting) until August 19th, at which point the slide will be open weekends only until the final day of October 14th. Slide hours are from 11 am until 1 hour prior to closing.

POOL SaFETy & ETIqUETTEAs you all know, we began allowing rafts and waterguns in the Resort Pool last year. This policy still remains in effect this year. In order to continue to allow these items it is important to make sure that you are respecting the space and comfort of other residents that may be using the pool. Please do not shoot other residents with your water guns, and be mindful of the area around you.

nEw gRILL aT THE CLUBHOUSE The new grill has been installed. The charcoal grill will be located in the park area in the corner by the picnic tables. The grill can be utilized on a first come first served basis. All grilling utensils and charcoal must be provided by the user. The Clubhouse does not carry any grilling utensils for you to use. Seven Oaks District Staff will dispose of any hot coals.

aCCESS CaRDSAccess Cards must be present when entering the Clubhouse or using any area of the Clubhouse facility. The picture on the card must match the person presenting the card. If you lost or misplaced your access card, you must replace it if you would like to utilize the facilities.

The fee for a replacement card is $15. (tax inclusive) Individuals who do not have a valid access card will be asked to leave the premises or pay the daily non-resident usage fee. Please treat your access card as a key to entering your home.

CaRPOOLIngThis summer has seen an unusually high level of activity at the pools and Clubhouse. Parking tends to become scarse through the summer months, especially when we are hosting events such as live entertainment at the pools. This year, we have recieved funding to promote more live events at the pool, which only increases the amount of traffic that we recieve. We ask, if at all possible, to carpool with your neighbors coming to the pool so that we may conserve space.

girl Scouts of West Central Florida (GSWCF) is pleased to announce its move into

the new Leadership Center located at 4610 Eisenhower Blvd., Tampa. The move is taking place the week of July 23rd, and the offices and Girl Scout Store will be open to the public beginning Monday, July 30. Office and store hours are 8:30 am – 5:30 pm, Monday through Friday. An integral part of the build out are the girl spaces, which was in fact

designed by a group of 17 Girl Scouts spanning grades 2 - 10 who met with Junto Design Studio’s architects, interior designers and space planners to create five spaces just for girls. The girls participated in design exercises and provided their ideas about design concept, furnishing and color palates. Their hard work resulted in five distinct areas just for girls, themed around STEM, healthy living, commu-nity, environment and, of course, cookies. The girls saw their ideas go

from hand drawings to blueprints to digital renderings, and are now doing site visits to check in on the progress before it becomes the finished product. “Working with the girls, and being a part of their vision for the themed spaces was a very fun and exciting process. The girls’ thoughtfulness, attention to detail and the very clear, intelligent design direction they provided was not only inspir-ing to us, but a true testament to values being instilled by the Girl Scout Organization,” said Bill Rapp, Principal, Junto Design Stu-dio. “It’s been terrific having them involved throughout the process – from design to build out – and I hope that we meet their expecta-tions!” In addition to this core program space for girls, the Leadership Cen-ter features an upgraded Resource Center dedicated to supporting the 11,000 volunteers delivering the Girl Scout Leadership Experience. An expanded Girl Scout Store will

be another showcase within the center, as well as conference facili-ties that are available for rental by outside organizations. “Careful attention to detail from the beginning has resulted in the fulfillment of the exciting design, from the curved walls and as-sociated architectural details to the stimulating finishes resulting in a space that we’re sure everyone will enjoy,” said Mark Cooper, Senior Project Manager, iConstructors. “We’re honored to be a part of the team that’s bringing this new Leadership Center to all Girl Scouts throughout our area!” The Leadership Center Capital Campaign is underway to help support the Leadership Center financially, and opportunities are available to sponsor various areas throughout the center including the girl spaces. Commissioners’ meeting last month and urged that Animal Services go “no-kill.” Could the Pasco shelter become a no-kill facility?

The sheer number of animals arriving each day makes the proposal problematic. According to guidelines from animal care researchers, the shelter should have about 120 animals. It normally houses over 150. With just a dozen strays and owner turn-ins processed daily, it would double its capacity every ten days.

Between rescue organizations and people looking for pets, not enough animals go out the front door to prevent the shelter from being overwhelmed within a month. Apart from the problem of caring for so many animals, overcrowding leads to epidemics. An outbreak of distemper in 2008 resulted in the entire facility closing and scores of animals dying that may have found homes.

What a shelter can do is try to reduce the number of animals being brought in and increase the number of adoptions. The Pasco facility is working on both. A program is now in place offering neutering and spaying

at very reduced rates to low-income families. It also neuters and releases feral cats. Another affiliated organization brings pet food to indigent and disabled seniors and transports dogs and cats to and from clinics. The education co-ordinator visits schools to promote responsible pet ownership.

To help increase adoptions, a new state-of-the-art Adoption Center was opened last year. Prospective owners can take animals out of their cages and play with them. Staff have begun bringing shelter animals to off-site locations for adoption at least once a month. Members of rescue groups are sent pictures every day of animals not selected for adoption by the public. And volunteers walk the dogs and play with the cats to reduce the stress of life behind bars

and to make the animals more adoptable.

Over the past year, the shelter has increased its live release rate from about 20% to 55%. But that means that 45% are still being euthanized. “A dog is the only thing on earth,” wrote Josh Billings, “that loves you more than you love yourself.”

This is the sound I woke up to on the morning of July 4th. I grumbled about not getting

enough sleep, as my mom came barging in my room snapping photos of something outside of my window. She then left just as quickly, leaving my curtains up, with bright sunlight streaming through. I opened my bleary eyes just enough to shut the window. But as the blinds slid down I noticed something highly unusual. There was a red hot-air balloon in our backyard.

I rubbed my eyes, just to double check that this wasn’t some crazy dream, but there was still a huge balloon in my lawn! After I inves-tigated some more, I realized there was not only one, but four hot-air balloons, all scattered about in my neighborhood.

Turns out while they were in the air, the wind died down leaving the balloons stranded; and the noise that I heard was them trying to lift the balloons. That was sure a July 4th to remember! v
