NESDIShasundertakenapreliminaryanalysistodeterminethelevelofeffortandcosttoprovideadditionalproducts(GOES-Randtheothersupportedmissions)fromtheCBUfacility.Thiseffortisongoing.

ThecurrentPDAI&T(testenvironment)isintendedtosupportcriticalintegrationandtestactivities,thenformalverificationandvalidation.Itisfullyutilizedforplannedactivitiesandwon'tbeconfiguredasatestbedforuserfeedback,toensurerequirementsforsupportofGOES-RandJPSSproductsaremet.

Early2017Update:TheGEONETCast Americas(GNC-A)broadcastbandwidth wasincreasedduring2016tohavethecapacitytocarryaselectionofGOES-RCMIimagery,other level2GOES-Rproducts,GeostationaryLightningMapperdataandlevel3productsderivedfromGOESseriesinstruments.Theselectionofproductswascoordinated through theWorldMeteorologicalOrganizationRegionalAssociationsIIIandIVCoordinationGrouponSatelliteDataRequirementsandGrouponEarthObservationsAmeriGEOSS project.TheGOES-Rproductswereadded totheGNC-AbroadcastintheWinterandSpring of2017following theGOES-Rschedule.

Initialresponse:Whiletheserviceisnotoperationallymonitoredona24/7basis,butonaworkingdaybasis,performanceiscloseto100%duetothehighreliabilityofthesystem.NOAAwillcontinuetoengagewithmembersofRAIII/RAIVintheWMOCoordinationGrouponSatelliteDataRequirementsonsuchmatters.NESDIS/OSPOwillreviewingpossibleoptionsaspartofnormalplanningandbudgetprocesses.

Spring2017Update:NOAAandINPE/BrazilhavecoordinatedthematchingoftheWorldMeteorologicalOrganizationRegionalAssociationsIIIandIVCoordinationGrouponSatelliteDataRequirementsgeneratedbyagroupofcountrieswithrepresentationfromtheregionalHydro-Meteorologicalagenciesandcommunity.Throughthisprocess,aselectionofGOES-RdataandproductswasrecommendedforbroadcastoverGNC-AataCoordinationGroupmeetinginCuraçao in2016.ThesedatawereaddedastheybecameavailableforreleasetothepublicintheWinterandSpringof2017.ThedocumentationofthematchingoftheGOES-16productsuiteandtheWMOrequirementswasbriefedtotheCoordinationGroupatasideeventduringthe2017NOAASatelliteConference.

Afterconsiderationofestablishingasatellitespectrumworkinggroup forWesternHemispherespaceagencies,recommendnotestablishinganewworkinggroup. Itappearstoberedundant withexistingorganizationsofasimilarorientation, suchastheSpaceFrequencyCoordinationGroup (SFCG), theCoordinationGroup forMeteorologicalSatellites(CGMS)andotherorganizations.Anew"generic"satellitespectrumworkinggroup isnotexpectedtobeuniquelyuseful.Additionally, countries intheWesternHemisphereareencouragedtobeinvolved intheInter-AmericanTelecommunicationCommission (CITEL)whichistheregional spectrummanagementbody fortheWesternHemisphere.Itmaybedesirabletocreateaspectrummanagementgroup/actioncommitteeforprotecting/advancingthespectrumnecessaryfortheprovision ofhydrologicalandmeteorological servicesinthisbody thatwouldliaisonwithsuchorganizationsasCGMS,CITEL,IOAGandSFCG.

#11– CanNOAAemployknown&testedfrequencymanagement(interferencedetectionandprevention)techniquesandequipmentalreadyusedbyindustry?

NOAAisfunded through AWS-3auctionrevenuetodesignanddeployaRadioFrequency InterferenceMonitoring System(RFIMS)atspecificcriticalNOAAsites.Whilethisfunding isspecificfor1695-1710MHzbandaspartofAWS-3,itisplanned tobeofasufficientopenarchitecturetoallowforadditionalbandmonitoring. Thisapproach,asitbecomesestablishedoperationally, isconsideredtobemostoptimumfordeploying toadditionalsitesandfrequencies. NOAAiscontinuing toexaminewaystoimproveonmonitoring andprotectionofit'smissioncriticalspectrumauthorizationsaswellasthe"passivebands" thatareessentialforremotesensing.

#12– FurtherinvestigationintotheHRIT/EMWINinterferenceissuesfromcommercialcellphones(followingspectrumauction);actionstostoptheauctionofGOES-Rfrequencybandinthefuture;andengagingtheUSGovernmenttoinvestigateandreviewoftheseinterferenceissues.HRIT/EMWINInterferenceisexpectedtobeproblematicandpossiblemitigationapproachesinthenearfuturecouldbeaccomplishedbysimply switchingbetweenGOES-RseriesandGOES-NseriesEMWINreceiversastheyoperateatdifferent frequencies.(LegacyEMWINisnotasclosetothenewAWS-3handsetsasGOES-16EMWINistothebandedge.)ExistingEMWINreceiversystemsarenotcurrentlydesigned toresistadjacentbandinterference.AWS-3implementation isongoing. Theauctionwinnershavenotimplemented theirsystemstodate,though theyareexpectedtocommenceoperating inthenearfuture.DOC/NOAAcontinues tomeetwiththeauctionwinnersanddiscussprotectionofincumbentoperationsintheband.DuetotheportablenatureofEMWINreceiveruses, coordinationzonesarenotaneffectivemitigation frominterference.
