SERVICES REPORT: uMlalazi-Nkandla 1. INTRODUCTION
Hadebe Khumalo Engineers was appointed as consultants for the design approach and cost estimation of civil engineering bulk services for the planned multi purpose development as part of a feasibility study.
2. WATER SERVICES
2.1 General Design Criteria
The detail water reticulation analysis shall be done according to the design standards and specifications approved by uMlalazi Municipality. Where applicable Chapter 9 (Water Supply) of the “Guidelines for Human Settlement Planning and Design (2000) (Red Book)”, shall also be used as design criteria.
Design Standards for Water Supply: 2.2 Planned water supply
A local pump station near Mkhalazi will provide a proposed 2.4 megalitre reservoir with water. The proposed reservoir will supply the development with water by a 300mmØ uPVC bulk water pipe. the possible position for the reservoir being investigated is behind the Thusong Service Centre. This location would serve future development.

STATUS QUO
Expansion of current chlorination plant.
The current chlorination plant is being upgraded to accommodate future expansion. At the time of writing, the final numbers of the capacity upgrade was not available yet.

The current facility needs additional storage space.
Apart from the upgrading of the existing chlorination plant, a second plant is planned next to the existing one. Earthworks have started, and completion is expected in 2012.

Water is pumped from the Tugela river to the chlorination plant via the Mkhalazi High Lift Pump Station. According to the station manager capacity is sufficient for future development in as far as the Smart Growth Initiative is concerned.
This reservoir is situated above the police station and Thusong Service Centre. The reservoir is being fed from the Chlorination plant. Capacity of this vessel is 46 000 l and was serviceable during the site visit. The above setup is a very effective and efficient form of potable water provision.

3 Sanitation
STATUS QUO
At present there is no water borne reticulation or a waste water treatment works. Ventilated pit latrines and soak aways are in use.
3.1 Sewer Standards
The detail sewer reticulation analysis shall be done according to the design standards and specifications approved by uMlalazi Municipality. Where applicable Chapter 10 (Sanitation) of the “Guidelines for Human Settlement Planning and Design (2000) (Red Book)”, issued by the Department of National Housing will be the design standards for the project. The applicable SABS 1200 Standard Specifications will be used as part of the Project Specification for the contract documentation.
SEWER DESIGN CRITERIA
3.2 Planned sanitation services
The development will be provided with a package treatment plant using SBR (sequencing batch reactor) Technology from Prentec. A 250mmØ sewer pipeline will transport the sewerage from the development. The location for the sewer treatment package plant and the pump station is shown on drawing 1133/300/01. Table 4: Estimated Sewage Outflows

Proposed Sewerage Package Plant
A Waste Water Treatment Works (WWTW) similar to the above is proposed for the development. This system can be commissioned as a modular package, with expansion as demand increases.

4. ESTIMATED CONSTRUCTION COSTS
5. DSIGN STANDARDS All designs and construction will be in accordance with uMlalazi Municipality Standard Details, The Redbook ("Guidelines for the Provision of Engineering Services and Amenities in Township Development"), General Conditions of Contract for Works of Civil Engineering Construction (Sixth Edition (1990) and STANDARD SPECIFICATION FOR MUNICIPAL CIVILWORKS (1991).
